Representative Sherwan Mirza, a member of the Parliamentary Finance Committee, said in a press statement, "The Federal Government's Oversight Committee visited the Kurdistan Region and was briefed on the progress of work at all border crossings."

He added, "The committee returned to Baghdad after completing its tasks and will submit its report on non-oil imports in the Kurdistan Region to the Federal Ministry of Finance."

He explained, "What the federal government will hand over to the Kurdistan Region of financial allocations is an advance until the final audit matters are completed, and this matter is not considered contrary to the budget law."

The Federal Council of Ministers decided in its last session to hand over 200 billion dinars per month to the Kurdistan Regional Government, the region’s share of the federal budget for the year 2021.

A legal expert confirmed that the decision issued by the federal government regarding the Kurdistan Region’s share of the federal budget for the year 2021 is a legal and constitutional decision.

The legal expert, Tariq Harb, said in an exclusive statement to PUKmedia : The decision issued by the federal government regarding sending the Kurdistan Region’s share of the budget is a very legal and constitutional decision.

He added: The federal government has implemented all the paragraphs contained in the budget law by checking imports and border crossings, and everything is over, and it is now in the stage of sending the Kurdistan Region's share of the budget.

He pointed out that any party has an objection to this decision to go to the Federal Court, and even if you go, there will be no result because the decision is legal and constitutional.

The Federal Council of Ministers decided in its last session to hand over 200 billion Iraqi dinars per month to the Kurdistan Regional Government as the region’s share of the federal budget for the year 2021.

He added: Soon, the federal government will send the Kurdistan Region's share of the budget, and I believe that the money will reach the Kurdistan Region within the next 48 hours.

A member of the Parliamentary Finance Committee, Jamal Cougar, on Friday (June 18, 2021), attributed the increase in the exchange rate of the dollar against the dinar, in the markets, from the figure established in the financial budget law for the current year, to the commission that banks and exchange shops set as a profit for them, when selling it to citizens.


Cougar told  IQ News , "The Ministry of Finance and the Central Bank are behind the change in the dollar exchange rate in the general budget law for the current year, and certainly these two parties are able to control the exchange rate, and the price of the dollar sold by the Ministry of Finance is still 1450 dinars per dollar." .


He added, "The Central Bank sells the dollar to more than 42 banks after adding 10 numbers to the original price. In return, these banks sell the dollar after charging it several dinars on a group of local exchanges, which in turn also adds several numbers to the original price, and thus the citizen feels that there is a difference. between the price fixed in the budget and the price in the market. 


He added, "The quantities of supply and demand also play a major role in the fluctuation of exchange rates between declining and rising, in addition to rumors being launched by some banking or political authorities with the aim of raising the exchange rate in order to benefit from it."


At its last level, the exchange rate of the dollar against the Iraqi dinar stabilized today, Friday, at 149 thousand dinars for every sale of 100 dollars, and 148,500 for buying, after it reached in the past few days to 150 thousand dinars per 100 dollars when selling.

The Finance stated, according to the statement, that "the mechanisms for designing the investment and current budget were discussed to ensure the financing of projects throughout the implementation stages, and to focus on preparing and launching operational and investment allocations on a quarterly basis, in addition to preparing quarterly budget reports for audit purposes and sending accounting reports in order to achieve the principle of integrity and transparency."

Mubasher:  The Finance Committee of the Iraqi Parliament revealed efforts by the government to restore about 200,000 job grades that were deleted from the general budget law for the year 2021.

A member of the Finance Committee, Naji Al-Saidi, told the Iraqi News Agency (PNA) today, Sunday, that "the government is seeking to restore 200,000 job grades related to deletion and creation, which the House of Representatives deleted from the general budget law for 2021."

He added, "All degrees of deletion and creation were deleted in the general budget," noting that the government had submitted an appeal to the Federal Court in addition to other articles, including the re-degrees of deletion and creation.

Al-Saidi pointed out that "determining whether or not these degrees exceed 200,000 will remain a decision that is up to the Federal Court to decide on it, based on the government's appeal against the parliament's decision in the 2021 budget.

A member of the Finance Committee, Jamal Cougar, described, on Tuesday, that the market movement is heavy, while revealing the amount of what the government spent during the first half of this year .

Cougar said, "The government is slow in implementing the budget," noting that "the appeals were submitted to only 10 out of 60 paragraphs," noting that "the appeals do not affect the disbursement of the budget ."

And he indicated that "the market movement is slow and the government is required to expedite the release of the dues of contractors and citizens and to speed up the delivery of governorate budgets, which is the main motive in moving the market and providing many job opportunities ."

{Economic: Al Furat News} The Minister of Planning in the Kurdistan Regional Government, Dara Rashid, announced today, Wednesday, that the federal government will send 200 billion dinars, retroactively, until the Board of Supreme Audit finishes auditing the region’s imports.
 

Rashid said, in a statement he made to reporters today, that the region's draft budget was delayed in sending it to Parliament due to the delay in implementing the federal budget law, because until now it is not clear how much Baghdad will send to us.

And he added, "The region's share in the federal budget law is 11.4 trillion dinars, and if we do not receive this amount, we will not be able to organize our financial affairs."

Rashid also confirmed that currently the federal government has agreed to send 200 billion dinars retroactively until the completion of the audit of the region's imports by the financial control, adding that the federal financial control is doing its work and until yesterday their delegation was present in the region.

The minister noted that there are currently no legal obstacles to sending the region’s share, and what prevents this is only technical matters, stressing that the regional government has expressed more than once its willingness to deliver oil imports and crossings according to what is stated in the law

Regarding the number of employees working in the public sector, the minister said: Currently the region has 753 thousand employees, and the Federal Oversight Bureau has no comments about the number of the region's employees.

And he went on, saying: The Ministry of Finance announced that it will continue to deduct 21% of the employees' salaries for this month as well, because so far, even the amount of 200 billion dinars has not reached the region.

The Parliamentary Committee on Economy and Investment called, on Tuesday, to expedite the implementation of budget mechanisms for fear of causing an economic stagnation in the market.

Member of the Parliamentary Committee, Mazen Al-Faili, said in an interview with Al-Sabah newspaper, followed by Al-Eqtisadi News, that "there is no excuse for implementing the budget's provisions, especially after the many calls to vote on it before its approval and reduction from 164 trillion to 130 trillion dinars." 

He stressed that "the delay in launching the budget mechanisms is not justified, but is caused by the absence of a government program applied on the ground."

He added that "the implementation of the budget paragraphs in general would move the market, and that disrupting this matter is expected to cause an economic recession."

On Thursday, the Parliamentary Services and Construction Committee revealed the existence of a legal article in the Federal Budget Law for the year 2021 that contributes to solving a large part of the housing crisis, indicating that this article has not been activated so far .

Committee member Abbas Yaber said, "The House of Representatives voted on a legal article in the federal budget law for the current year, which includes allocating funds for housing projects, as well as granting governors and the Ministry of Construction and Housing the powers to establish developed residential areas ."

He added that "this measure was a great concern of Parliament to contribute to solving part of the worsening housing crisis that Iraq is suffering from, specifically the poor classes and those with limited income ."

And he indicated that "the current fiscal year is nearing its end, and the government still has not done anything about this crisis," stressing that "most of the budget articles that serve the citizen are today suspended."

Shafaq News/ The Public Financial Affairs Directorate of the Popular Mobilization Authority issued a clarification on Saturday for those whose contracts have been terminated by the Popular Mobilization Forces, while warning against "inaccurate" statements.

 

 

 

And she said in a statement received by Shafak News Agency, "We would like to show some facts about the invalidated contracts of the Popular Mobilization members, and we respond to some news and statements that come out from here and there, and most of them are absolutely inaccurate," noting that "among these are what was dealt with from Malicious, false and untrue news claiming that the Director of Finance is the obstruction of the case, and the schedules were not sent to the Ministry of Finance.

 

She added, "While we deny these false and falsified allegations, we would like to point out to those whose contracts have been rescinded, that" no letter has been received from the Ministry of Finance or others regarding the request for schedules or anything else so far. Despite that, the Finance Directorate sent the budget schedules on 6/22/2021 and it is possible Verify with the Ministry of Finance that this is a (monthly procedure), and otherwise, salaries are not paid if they are not sent to them.”

 

The statement clarified that "the Popular Mobilization Authority does not have any authority to transfer or otherwise, as it is a matter of the Ministry of Finance exclusively, and we are an executive body only," noting that "the most department that has stood with their contracts rescinded is the Financial Directorate, and this is proven through books and correspondences sent and attendance at meetings. With many officials and since 2019, that is, before the demands for return began by those whose contracts have already been terminated, and there are official correspondences and books proving this.”

 

And she indicated that "a letter was sent by the head of the Popular Mobilization Authority, Faleh Al-Fayyad, and it was not answered," stressing that "in turn, he is following up on a daily basis with Prime Minister Mustafa Al-Kazemi and Finance Minister Fouad Hussein, and he is very interested in the return of the Mujahideen from their voided contracts."

 

The statement continued, "The solution to the issue of their rescinded contracts is in the hands of the Ministry of Finance, as it is the only authority that has the authority to finance, list and transfer based on the approvals received by it."

 

He pointed out that "the solution to the problem of invalidated contracts is not in the tables and sending the tables, since all the tables are issued by the Ministry of Finance exclusively after the tables sent by us are checked and matched and approved as we mentioned in the first paragraph."

 

The Popular Mobilization Authority confirmed its intention, "to propose to the Ministry of Finance to work on three important points for the return of their contracts voided by the sons of the Popular Mobilization."

 

And she indicated that the first proposal “includes” the inclusion or addition of numbers as a number, which is 30 thousand, on the numbers of the authority and in an official letter issued by the ministry.

 

And on its third proposal, the Commission indicated that "the provision of the necessary allocations for return is currently done, and this is done through financial transfers, which is very easy after the completion of the first and second proposals."

 

In conclusion, the Popular Mobilization Authority confirmed that it is “represented by its presidency and leadership, the General Directorate of Financial Affairs and all other concerned parties within the Popular Mobilization Authority. Interests in this matter because the Commission is with its oppressed sons and is keen on their return.”
