Parliamentary Finance: The budget will be paid only as salaries

{Economic: Al Furat News} The Parliamentary Finance Committee suggested that the financial budget for the year 2021 will be spent as salaries and operating expenses only.

Committee member Ikhlas al-Dulaimi said in a press statement, "There may be no implementation of the budget, except for the operational budget as salaries for employees, according to the current conditions that the country is going through."
And she indicated, "4 trillion dinars have been allocated to the governorates as a budget for the development of regions and investment projects. How will these projects be accomplished by the governorates and the rest of the fiscal year's life is 5 months or less?"
Al-Dulaimi explained, "The issue had major problems, which is the delay in the budget in terms of legislation and implementation, and that the citizen paid the price."
The Parliamentary Finance Committee had considered that the country’s general budget for 2021, with all its numbers, and in practice, is only a half-year budget, and accordingly it should have been reduced, especially since five months have passed since the current month of June.

Shafaq News/ A deputy from the State of Law coalition revealed, on Saturday, that the funds of the general budget law tables were cut from some governorates and ministries and transferred to an "unidentified party".

Member of the coalition, Alia Nassif, told Shafaq News Agency, "The House of Representatives voted on the attached tables to the General Budget Law for the year 2021, but we were surprised by the cutting of the funds stipulated in the tables from the governorates and ministries and transferring them to an unknown destination."

Nassif pointed out that "this cut has disrupted the work of the ministries, which have become without projects."

She added that "the money was transferred from the allocations of Baghdad and other provinces, in addition to the ministries of defense, interior, labor and social affairs, to unknown destinations because Parliament was not informed of the voting schedules."

Nassif indicated, "There is a fundamental question that needs a clear and explicit answer by the government and the Ministry of Finance about the money, which is where it went and why?"

On Wednesday (March 31, 2021), the Iraqi parliament voted on the federal general budget law for the fiscal year 2021, with a deficit of more than 28 trillion dinars, and the tension and attraction continued for months.

The revenues of the general budget amounted to more than 101 trillion Iraqi dinars, while expenditures were estimated at 129 trillion dinars.

The Iraqi Parliament: The exchange rate of the dollar against the dinar will be fixed for at least a year

irq_321384640_1623498699.jpg&max_width=3

A member of the Parliamentary Finance Committee, Jamal Cougar, confirmed on Saturday that the dollar exchange rate as for the Iraqi dinar will remain “steady for a year at least”, because any change will “harm” government contracts and projects .

Cougar said, "Changing the exchange rate is the responsibility of the Central Bank, and the coffee statement yesterday and the bank's statement came at its time, in light of rumors about the possibility of a new change in the price ."

He added, "The exchange rate of the dollar against the dinar will remain fixed for at least a year," noting that "any change in this price means creating new problems after all government contracts and projects and the public financial budget were built on this price ."

He pointed out that "speculators are the beneficiaries of the process of broadcasting rumors of changing the exchange rate, because the selling price is fixed by the Central Bank," noting that "the government has the authority and the ability to impose the selling price on the participants in the currency auction by issuing a decision or allocating an amount and pumping it to control the market."

“The exchange rate of the dollar against the dinar will remain fixed for at least a year,"

Last time CBI changed exchange rate was in December 2020. December 2021 will be a year.

We may see an RV in January 2022.

Go RV January 2022, if we are lucky.!

Absolutely not because had you put just $1,000 dollars in Bitcoin ten years ago you could have cashed out at 60 million yes that is correct on just a measly $1K investment!! Or better yet you could have bought dogecoin just one year again and on that same 1k investment made millions just a month ago!!! So would I do it again absolutely NOT!! We may be waiting on this investment until the cows come home as they say!! Could come in by the first of the year or who knows could be another 5 years but all I know is like everyone else I am tired of waiting for it to come in!!

There are so many more opportunities that can possibly make you a millionaire with very little investment. I would highly suggest everyone go and read in the Wallstreet section of this forum and read the thread AMC to the Moon!! Do you own research above and beyond that but that is a huge opportunity in my opinion that is worth considering!!!

one thing I see is all these articles are coming for the Minister of Finance, Jamal Cougar or so Opinion piece in a Newspaper, Kazemi's advisors or any other unknown source.......NOT THE CBI........The CBI is the only place that Controls the Rate Changes and I believe they know they screwed up.

I do believe there was a reason to lower the Value and that was bring in the Chunky Mattress Money the Citizens have been hording.......That has been almost 6 months and they most likely have all the are going to get.

Holding 1460 or 1500 much longer will collapse the Economy and throw the country back into chaos, The protestors are going to get rattled giving rise to all sorts of Political, Financial and Terrorism issues like the Re Insurgence of IS......Them the entire Middle East will be hard hit in the fall out.

Parliamentary Finance stresses the need to implement the paragraphs of the Kurdistan Region in the budget

The Parliamentary Finance Committee stressed the need to implement the paragraphs related to determining the share of the Kurdistan Region in the Federal Budget Law for the year 2021.

Representative Shirwan Misra, a member of the Parliamentary Finance Committee, said in a statement to PUKmedia : There are no problems or obstacles left in the way of implementing the paragraphs related to the Kurdistan Region's share of the federal budget for the year 2021.

He added: If the paragraphs related to the Kurdistan Region are not implemented in the budget this month, this indicates that the federal government does not want to implement those paragraphs and intends to delay them.

He explained: If these paragraphs are not implemented, the Kurdistan Regional Government can resort to the Federal Court and file a complaint there because the budget is a law and a duty to be implemented by all parties.

A high-ranking delegation from the Kurdistan Regional Government headed by Qubad Talabani, Vice President of the Kurdistan Regional Government, visited the capital, Baghdad, several times to discuss mechanisms for implementing the federal budget law for the year 2021 with the federal government.

Baghdad / National News Center

The Rapporteur of the Parliamentary Finance Committee, Ahmed Al-Saffar, said today, Monday, that the government’s appeal to some provisions of the budget is “negative”, indicating that Iraq is a productive country and can rely on its national products instead of continuing to import and exit the currency.

Al-Saffar said, in an exclusive statement to the "National News Center", that "the government's appeal to some provisions of the Federal General Budget Law for the current year, negatively affected the goal for which these items were legislated."
He added that the decision had a negative impact, “particularly with the petrodollar clauses of the oil and gas-producing governorates, to compensate for the environmental and health damages in those governorates by opening projects and providing job opportunities for the unemployed, as well as imposing taxes on oil derivatives and fuel imported from abroad, with the aim of encouraging national industry and diversifying sources of imports.” He pointed out that "Iraq is a productive country and can rely on its national products instead of continuing to import and the exit of hard currency abroad, which has had a negative impact on the national economy."
Al-Saffar indicated that "the budget was approved late and many months have passed, and there are investment projects that are launched," noting that "these projects were included in the budget, which will have a negative impact."
He continued, "The Finance Committee included, within the budget law, an article for the recycling of funds that was not invested for the account of the oil-producing provinces, for the following year."

The federal government sends the Kurdistan Region’s share of the budget

The federal government is scheduled to send the Kurdistan Region’s share of the federal budget for the year 2021.

Representative Sherwan Mirza, a member of the Parliamentary Finance Committee, said in an exclusive statement to PUKmedia : The Federal Council of Ministers voted during the meeting held today, Tuesday, to send the Kurdistan Region’s share of the federal budget for the year 2021.

He added: The share of the Kurdistan Region will be 200 billion dinars per month after calculating oil and non-oil imports, and this decision will be implemented retroactively as of 1/1/2021.

He pointed out that the Kurdistan Region's share of the budget will reach Erbil as of this month.

He explained: According to the Federal Budget Law for the year 2021, the Kurdistan Regional Government must hand over 460,000 barrels of oil per day and half of the non-oil imports to the federal government, deducting 210 thousand barrels from it to pay the dues of oil companies and internal use, and handing over the values of 250 thousand barrels to SOMO for export. In return, the federal government pays the Kurdistan Region’s share of 13.9% of the budget, or about 11 trillion dinars.

The regional government reveals its oil production..and announces: The budget gave us the legitimacy to sell it

{Political: Al Furat News} The Kurdistan Regional Government announced, today, Wednesday, its production of crude oil.

Government spokesman Gutiar Adel said in a press conference, after the weekly session of the regional government, "We showed seriousness in adhering to what was stated in the Iraqi budget law."

He added that the regional government handed over to the federal government all the required data regarding the implementation of the budget items.

The financial budget stipulated that the region hand over 250,000 barrels per day of oil and half of the other financial revenues to the federal government in return for 12.6 percent of the budget.

Baghdad is scheduled to send the amounts of the region's share of the budget retroactively, starting from the beginning of the fiscal year.

Adel pointed out that "the joint work between the Office of Oversight in the region and the federal government continues to work, and there is a great development, and they will certainly have reports and we will publish them in the future."

He added that the Kurdistan Region's oil production is 430,000 barrels per day, 30,000 barrels per day of which go to local consumption.

He added that the region had previously been forced to sell oil at prices lower than the prices of international markets as a result of pressure from Baghdad, but the financial budget for the current year gave legitimacy to the region by selling its oil.

With regard to raising the price of gasoline, he said, "The government seeks to make prices in the interest of citizens, but we cannot compare our situation with Baghdad because it has more than 5 refineries, and we have only two refineries."

And on the salaries of the region's employees, "we decided that the payment of salaries will be every 30 days, and they are committed to it, and it may be delayed for a day or two, but it will not be more than that."

Alsumaria news/Baghdad:
Member of the Parliamentary Finance Committee, Jamal Kougar, ruled out, on Friday, that the exchange rate of the dollar against the dinar will be changed during the current year, while indicating the possibility for the government to benefit from the rise in global oil prices to reduce the burdens on citizens.

And he said puma In an interview with Alsumaria News, "Talking about changing the exchange rate of the dollar against the dinar should be closed completely, at least during the current year, given that all the current budget figures are built on the current exchange rate."

. added puma "Any change in the price will affect the 30 trillion dinars included in the budget and allocated to investment projects, and any change, negatively or positively, will be affected either by the government or investors and contractors on new projects within the budget."

He continued, "The wise mechanism says to maintain the exchange rate for this year, and for the government to benefit from the rise in global oil prices and the state of stability that took place in the government's financial situation in order to reduce the burdens of citizens as a result of changing the exchange rate," adding that "the change in the exchange rate will be next year." .

Thanks for your answer. Between number 1 - 5, i still prefer no. 5 ( the rate 1:1 ) very much eventhough it is just guessing. Who knows, it will come true one day.
