Representative of the Parliamentary Finance Committee, Jamal Cougar, said today, Sunday, that the current budget is the "two-year" budget, while indicating that the vote on the budget will take place at the beginning of next week.

Cougar said during his speech to Alsumaria newsletter, "The current budget may be a two-year budget due to the proximity of the elections and their consequences."

Regarding the committee's meeting with Al-Kazemi, he stressed that "the government has shown its willingness to implement what the Finance Committee deems in the House of Representatives, and the need to pass the budget away from political bickering and cacophony voices that do not want to be approved."

Couger referred to "the signing of a memorandum of understanding between the two financial oversight offices in the central government and the Kurdistan Regional Government," stressing that "what was agreed upon between Baghdad and Erbil and what was included in the budget in this regard was the complete conviction of both parties."

In another context, a member of the Finance Committee affirmed that "the budget will approve the price of 42 dollars per barrel, and as long as oil prices continue to rise from the current price by about 60 dollars, there will be a cash surplus, and a supplementary budget is prepared for it."

According to Cougar, "The Finance Committee asked Al-Kazemi, before going towards the vote, to hold a session that includes the Presidency of the Council of Representatives, the Prime Minister, the concerned ministers and heads of political blocs, to agree on the instructions for implementing the budget in order to avoid falling into the mistakes that we made during the previous budget." Voting on the budget at the beginning of next week. "

The head of the Badr Parliamentary Bloc, Hassan Shaker Al-Kaabi, revealed, on Sunday, that the House of Representatives has provided about 40 trillion dinars within the budget and prevented collapse, indicating that it is not possible to find a solution to the Kurdistan crisis without receiving all the exported oil.

Al-Kaabi said, "The Parliamentary Finance Committee contributed to saving about 40 trillion dinars after reducing the budget from 164 trillion to less than 120 trillion and reducing the historical deficit in it."

He added, "Passing the budget as it came from the government, the fate of the Iraqi economy will be the imminent collapse, especially after raising the price of the dollar and its impact on the local market with rising inflation."

Al-Kaabi explained that "there is no solution to the crisis in Kurdistan except for the full delivery of oil and the proceeds of the border outlets and refineries in exchange for granting the government all extraction expenses and employee salaries, and in case of insistence, the political blocs will proceed to pass the budget according to the parliamentary majority and the interests of the people."

Member of Parliamentary Finance: The budget will be delayed until next week, the weakest since 2011

{Baghdad: Al Furat News} A member of the Parliamentary Finance Committee, Muhammad Al-Darraji, suggested delaying passing the federal budget for the fiscal year 2021 until next week.

Al-Darraji said, in a televised interview, that "the budget may be delayed until next week and it has not ended or its draft is handed over to the government. The discussion is still in the process, and there are articles for the Kurdistan region 10, 11 and 12 not decided yet," expecting the vote on the budget at the end of next week and it is impossible to Pass this week. "
He added, "The budget needed strategic changes, which is the weakest since 2011, and it left the financial committee space and moved to the political side."
Al-Darraji continued, "The cost of producing the region's oil is 48% of its price, and the vision of the Shiite blocs is that the Kurdistan region hand over all the oil produced from it, and the text of the financial agreement between Baghdad and Erbil was rejected by Parliament," stressing, "The region's refusal to deliver its oil because of its debts to oil companies. ".
And "adequate amounts have been allocated to those covered by Resolution 315 in the budget that was devoid of deduction for employees' salaries," pointing out to "allocating 4 trillion dinars to the provinces in developing regions," adding that "the decision will be for the House of Representatives to vote on the budget."

There is no budget without "political consensus" and employee promotions pending approval

Baghdad: Morning

Despite the change of 80 percent of the paragraphs of the budget bill sent from the government to the House of Representatives, its approval is still awaiting a political agreement, especially between Baghdad and Erbil.

Members of the House of Representatives are accused of "political parties" of working to obstruct any agreement between the center and the region and the continuation of the status quo, at a time when the Finance Committee confirmed that the central bank's reserves will not be affected in the budget. A member of the Parliamentary Economic and Investment Committee, Nada Shaker Jawdat, said: "The budget bill awaits a political agreement," noting that "the items have changed by 80% from what they were." She added that "Iraq has disagreed with all countries in preparing its annual budgets because they are not subject to professional standards, but rather subject to the political agreement. Therefore, the current year’s budget is waiting for a final political agreement to be passed and it is not possible to pass it professionally." Jawdat believes that "the arrival of the region’s delegation to Baghdad represents the last end of the dialogue with the political forces for the purpose of political consensus to pass the draft budget law."
He added, "There is no authority on the part of the federal government over the Ministry of Natural Resources in the Kurdistan region, which is contrary to the constitution."
In addition, the decision of the Finance Committee, Ahmed Al-Saffar, explained to “Conscious” that “the Central Bank’s reserves will not be affected at all in this budget because we have reduced borrowing and canceled foreign loans.”
The decision of the Finance Committee indicated that “there is a tendency to cancel the currency auction because it does not exist in all countries of the world except in Iraq,” explaining that “the currency auction mechanism is incorrect, and hard currency is supposed to be given to actual importers, students, professors, and patients who travel outside the country and not to banks. ».
The committee had confirmed yesterday that the date for launching bonuses and promotions for employees will take place as soon as the 2021 budget is approved.

Shafaq News / The Parliamentary Finance Committee revealed, on Sunday, the most prominent aspects of its meeting with Prime Minister Mustafa Al-Kazemi and his government team regarding the 2021 budget.

The committee said in a statement received by Shafaq News that it “rewrote the budget strategy according to a comprehensive economic vision after what came from the government with a financial vision only, confirming that it“ delivered a copy of the amendments it had made to the government. ”

She added, "The pressure of expenditures and the maximization of revenues were scientifically studied and came after a meeting with most of the government ministers and holding more than 302 hosting of various state institutions."

In its statement, the committee stressed "supporting the private sector and taking bold steps to address it and support industrial, agricultural and real estate banks to achieve comprehensive development in these sectors."

The Finance Committee concluded, according to its statement, that "the meeting with Al-Kazemi and the ministers today witnessed an exchange of views between the legislative and executive authorities to come up with a unified vision in the public interest, indicating that it will" directly supervise the implementation of the budget to ensure the implementation of its vision, as well as thinking outside the fund and with dimensions economic".

To that, the deputy and head of the government program monitoring committee, Hazem Al-Khalidi, commented on the most prominent amendments included in the fiscal budget for 2021.

Al-Khalidi said, "It included adding an amount of (500) billion dinars as compensation for what it described as the affected contractors as a result of the difference in the price of the dollar on their activities, and this proposal clearly demonstrates the emergence of the negative effects of raising the dollar exchange rate in a very short time, but it is surprising that it is not noticed. The damage and restrictions that will affect millions of Iraqis with limited income and covered by the social welfare network and dependent on the scarce daily income, and they are more concerned with care and protection from the damage resulting from the increase in the exchange rate, so we renew our demand to restore the exchange rate to be (1300) dinars per dollar to protect millions of Iraqis from this The repercussions and restrictions on their standard of living. "

Al-Khalidi called for the abolition of Article (56) which provides for the exclusion of the budget deficit planned for the year 2021 from the percentage mentioned in the enforceable financial management law, which does not allow the deficit to exceed 3% of the gross domestic product.

He continued, "It is surprising that the government demands in Article (57) of the Budget Law not to publish instructions for implementing the budget in the official gazette, which is incompatible with transparency and the availability of information to supervisory authorities and public opinion."

Parliamentary Finance clarifies to the NRT when the budget will be settled and how long the current dollar price will remain

Turning to several unresolved points

The Parliamentary Finance Committee suggested, on Monday, that the federal budget for the current year will be decided next week to be ready for a vote on it inside the parliament, indicating that  the dollar exchange rate will remain as it is now, until another budget comes, whether it is supplementary or the 2022 budget.

Committee member, Jamal Cougar, told NRT Arabia today (February 8, 2021), "The government submitted the budget to the House of Representatives late and because it is controversial, it takes a long time, because the House of Representatives has the right to scrutinize all the details of the budget and see its merits."

Cougar added, "There are many points that still need to be decided, including the proportion of the share of the Kurdistan region that has not been agreed upon until now," noting that "the issue of the oil-producing provinces has been resolved through the establishment of the petrodollar fund and their dues will be deposited in it, whether in cash or Aini, by utilizing the equivalent and equal of petrodollars of oil to be sold directly and transferring its revenues into projects.

With regard to dollar prices in the Iraqi market, Cougar said, "The price of the dollar will remain as it is now until another budget, whether supplementary or 2022 budget, comes, then the price will be changed if the government has a large abundance that helps to overcome budget pressure expenditures, because the sudden change It will confuse the market and cause people to worry about the central bank's decisions. "

And he added, "The committee agreed with the Prime Minister, Mustafa Al-Kazemi, during its meeting with him and with a number of ministers to monitor the spending of the budget in light of the economic crisis that the country is going through through three axes, the first of which is before the vote, and after approval to issue instructions, and the last to implement this budget to be This is the complementary part of the government in controlling the exchange process.

Yes Iraq: Baghdad

Today, Monday, the Parliamentary Finance Committee revealed a tendency to cancel the currency auction, while indicating that the Central Bank's reserves will not be affected in the general budget for 2021.

The committee's reporter, Ahmed Al-Saffar, said in statements to the official agency and its subsidiary, Yass Iraq, that “when the draft budget is approved in the House of Representatives vote session, it becomes a law binding the government and enforceable,” indicating that “the Ministry of Finance then issues instructions within a week or two to send to ministries to facilitate The budget execution process ”.

He added that "the budget deficit has been reduced from 71 trillion to 24 trillion only, as the lending scheme was deducting treasury transfers to the central bank 47 trillion, but we reduced it to only two trillion, if the price of a barrel of oil remained at 45 dollars," noting that "the deficit will soon disappear." The government will have an abundance of money if the price of a barrel of oil remains high.

Al-Saffar stressed that "the Central Bank's reserves will not be affected at all in this budget, as we have reduced borrowing and canceled foreign loans."

The decision of the Finance Committee indicated that "there is a tendency to cancel the currency auction because it does not exist in all countries of the world except in Iraq," explaining that "the currency auction mechanism is incorrect, and hard currency is supposed to be given to actual importers, students, professors, and patients who travel outside the country and not to banks." “.

Al-Saffar indicated that "there is an increase in social care because large numbers of them were included, with the private sector participating in employing the unemployed," noting that "the budget carries a clear economic and social vision."

He stressed that "the committee will hold a meeting with the political blocs to bridge the gap in views and come up with the draft budget that can be passed easily under the parliament."

Regarding the exchange rate of the dollar, Saffar pointed out that "the exchange rate is exclusively within the authority of the Central Bank and it is not possible to interfere in its work as it is responsible for the monetary system, the monetary mass, the exchange rate and the cash reserve."

A move to cancel the currency auction and the central bank's reserves will not be affected in the current year budget

Parliamentary Finance Committee:

Baghdad - the new morning

Today, Monday, the Parliamentary Finance Committee revealed a tendency to cancel the currency auction, and while it is likely that the deficit in the general budget for the current year will end soon and funds will be available to the government, in the event that oil prices remain high, it confirmed that the central bank's monetary reserves will not be affected in this budget.

Committee reporter Ahmed Al-Saffar said that "when the draft budget is approved in the House of Representatives voting session, it becomes a binding law for the government and is enforceable," noting that "the Ministry of Finance then issues instructions within a week or two to send instructions to the ministries to facilitate the budget implementation process."

He added that "the budget deficit was reduced from 71 trillion to 24 trillion only, as the lending scheme deducted the treasury transfers to the central bank 47 trillion, but we reduced it to only two trillion, if the price of a barrel of oil remained at 45 dollars," indicating that "the deficit will soon disappear." The government will have an abundance of money if the price of a barrel of oil remains high.

Al-Saffar stressed that "the Central Bank's reserves will not be affected at all in this budget, as we have reduced borrowing and canceled foreign loans."

The Finance Committee proceeded for nearly fifty days to discuss a lot of budget articles and items with ministries, governorates and state agencies in order to reduce the amounts of expenditures contained therein, which exceeded 164 trillion dinars, which made the deficit value 71 trillion dinars.

It should be noted that the drop in oil prices during the past year 2020, as a result of the outbreak of the Corona epidemic, exposed the country to a major financial crisis, which negatively affected various social strata, especially employees and retirees, which forced the government to delay the distribution of their salaries several times, and to borrow from Governmental banks and the central bank.

The Finance Committee announces the completion of the budget law, except for the paragraph related to the region’s share

I expected to vote on the law next Saturday

Sulaymaniyah - New Morning - Abbas Arcoazi

The Finance Committee of the House of Representatives announced the completion of the discussion and preparation of the general budget law, and the survival of the item on determining the share of the Kurdistan region, and the mechanism for receiving oil from it.

Hoshyar Abdullah added in an interview with the new morning, that the Finance Committee has finished discussing the provisions and paragraphs of the Federal Budget Law, and we are waiting for the Shiite blocs to reach a conviction and a special formula for receiving oil from the regional government, and determining its share of the budget.

Abdullah indicated that we, as representatives of the Kurdish component in the House of Representatives, informed some of the Shiite parties that insisting on handing over the oil file in full is an unconstitutional request and will not be in the interest of the efforts made to resolve disputes, and he announced a meeting that the Finance Committee held with the Minister of Oil in the federal government during the past few days. , During which he indicated the existence of great corruption and lack of transparency in the oil file in the Kurdistan region, including that the federal government pays a dollar and 32 cents as wages for every barrel of oil, while the regional government pays about ten dollars.

Abdullah revealed the existence of a new text proposal for the agreement between Baghdad and Erbil, which is that the regional government will deliver its oil to the federal government, specifically SOMO, in the Turkish port of Ceyhan, provided that SOMO will export it and give part of it to the regional government to pay the companies' dues and internal debts from it.

He pointed out that the regional government deals selectively with this vital file, and with any rise in oil prices, it shows its lack of interest in reaching an agreement with the federal government.

He noted that the existence of two groups within the regional government and the federal government do not want the ongoing talks between Baghdad and Erbil to reach positive results.

Abdullah expected that the vote on the law will take place next Saturday at the latest, in the event that the debate over the region’s share of the budget is completed or not.

Prime Minister Mustafa Al-Kazemi had held a meeting with the Finance Committee in the House of Representatives on the federal budget law for the current year 2021.

A Kurdish member of the committee said that Al-Kazemi refused to hold citizens in the region responsible for the mistakes made by the regional government, and to adopt the text that the government sent to agree with the regional government.

The paragraph included in the draft budget bill that the federal government sent to a council for a vote on it includes that the regional government hand over the revenues of 250 thousand barrels of oil to the federal government in addition to half of the revenues of the border outlets, in return for receiving 14 trillion dinars from the general budget.

He added that Al-Kazemi called on the Finance Committee not to deprive the people of Kurdistan of their salaries and starve people, and to hold them responsible for the consequences and results of the wrong policies of the regional government.

The head of the regional government negotiating delegation, Deputy Prime Minister Qubad Talabani, has confirmed that the Kurdistan region is ready to implement all obligations with the federal government, whether it is about oil of 250 thousand barrels per day, or even non-oil resources in the region's outlets, according to the laws in force within the constitution, but In return, the rights of the region must also be provided.

He pointed out that the region wants to solve the outstanding problems with Baghdad in the fastest way so that they are feasible, calling on everyone to move away from the electoral atmosphere, emotion and slogans, and to search for regional solutions for this stage.

A member of the Parliamentary Economic and Investment Committee, Mazen Al-Faili, confirmed today, Tuesday, that there is only one solution to end the budget crisis between Baghdad and Erbil, while noting that the Kurds each time offer the same idea and do not offer practical solutions.

"The Kurdish delegation presents the same ideas every time and does not offer any practical solutions to the issue of selling oil, and negotiations are taking place in the same circle without leaving it," Al-Faily said in a statement to "Tigris "

He added, "If these negotiations continue without achieving any progress, then the fate of the budget will be to pass by the majority to prevent disrupting citizens' projects, services, salaries and entitlements "

Al-Faily pointed out that "the only solution to end the crisis is to place all agreements between Baghdad and Erbil in the Department of Figures and to disburse the dues of each of the parties according to the proportions of the population
