(Baghdad: Al Furat News) The former deputy, Sarwa Abdul Wahid, said today, Monday, that the ruling class still believes that the decision to dissect the Prime Minister is in her hands.

US strengthens protection of its embassy in Baghdad

A group of US military tankers headed to the fortified Green Zone in the Iraqi capital, Baghdad, a security source said.

The source said that a military force consisting of 15 tankers carrying Humvees along with US ammunition and weapons, headed late Sunday evening to the Green Zone.

The source added that this force has a permit to enter the fortified area and go to the United States of America Embassy.

The source did not disclose the location from which these military tankers have arrived.

This comes at a time when the fortified Green Zone, which includes the Iraqi parliament building, sensitive government departments and institutions in addition to the embassies and diplomatic missions of countries, have been subjected to continuous missile strikes during the past few period.

On Friday, US Secretary of State ,Mike Pompeo condemned the attack, which targeted a military headquarters in the vicinity of Baghdad International Airport, at the same time threatening Iran, and its agents, with a "decisive" response if exposed to the Americans or Washington's partners in Iraq.

It is noteworthy that the United States had imposed sanctions on leaders of "Asaib Ahl al-Haq", the security director of the Popular Mobilization Forces and others, accusing them of being behind the attacks on the demonstrators.

Washington also accused Iran and its proxies of targeting an Iraqi military base hosting American forces.

It is noteworthy that the capital, Baghdad, and the predominantly Shiite provinces in the country have witnessed massive demonstrations since early last October against the political parties and forces that run the country.

Nearly 500 protesters and civil activists fell and thousands were injured as a result of these protests, which were accompanied by "excessive" violence, according to what was decided by the caretaker government headed by the resigned Prime Minister Adel Abdul-Mahdi.

International parties held the Iraqi government and security institutions with the fall this number of victims among the protesters by armed groups linked to the authority, calling for the need to provide the necessary protection for peaceful demonstrations in the country.

Calls to Parliament to ask the Federal Court to determine the "largest bloc" after all of the candidates abandoned their candidacy

Baghdad / ... former MP Wael Abdul Latif called today, Monday, the House of Representatives to inquire from the Federal Court regarding the book sent by the President of the Republic Barham Salih about determining the largest number of blocs in order to assign its candidate to the prime minister as its previous interpretation provides for assigning the bloc candidate The largest number that is registered in the first session exclusively.

And Abdul Latif told "Eye of Iraq News" that "forming alliances now between the political bloc to obtain the title of the largest bloc is not taken into consideration as the largest bloc is intended to be officially registered in the first session of the House of Representatives and not after that," noting that " The Federal Court will give solutions to this issue, since the Saaron bloc has abandoned its candidate for prime minister and may rule that the nomination goes to the next block in the number of deputies, which is the Al-Fateh bloc or rule by something else.

The deputy of the al-Hikma stream Jassem Al-Bukhati had warned, yesterday, Sunday, of the return of the struggle of the largest bloc after addressing the President of the Republic, Barham Salih Parliament, to name this bloc, indicating that "the best for the stage in which Iraq passes is a personal choice for the prime minister, in the form of consensus and agreement, as happened with Adel Abdul-Mahdi, to prevent new political disputes from taking place over the largest bloc, which is entitled to nominate a person to head the next government.

It is noteworthy that the President of the Republic, Barham Salih, had sent, yesterday, Sunday, a letter to the Presidency of the Parliament, requesting that he be informed of the largest number of parliamentary blocs to appoint the Prime Minister.

In the document issued by Saleh, "Prime Minister Adel Abdel-Mahdi submitted his resignation to the House of Representatives, who in turn accepted the resignation, which necessitates a return to Article {76 / first} {The President of the Republic assigns the largest number of parliamentary bloc to form the cabinet within fifteen One day ....} For the purpose of assigning a new candidate to form the Council of Ministers, please inform us of the largest number of blocs registered in the first session of the Council in its first session. "

He added, "Knowing that the letter of acceptance of the resignation of the former Prime Minister arrived at the presidency of the Republic on 4/12/2019." Finished 2

Private - Mawazine News
, a Kurdish deputy saw, on Monday, that the differences would fail the agreement on identifying the largest bloc and nominating a candidate to head the government, pointing out that the matter would happen to President Barham Saleh taking over as prime minister instead of Abdul-Mahdi.
The deputy of the Patriotic Union of Kurdistan, Hassan Ali, told Mawazine News that "the political blocs will fail to reach an agreement on the candidate for prime minister."
Ali added, "We have a deadline until next Thursday, and I do not expect that an agreement will be reached on the largest blocs or the nomination of a candidate for prime minister because of the differences between political forces and their lack of agreement on a specific name."
He added, "It is expected that the period will be extended and the President of the Republic, Barham Salih, will receive the prime minister's mission according to the constitution until a final agreement is reached on the name of the government candidate."
Yesterday, President Barham Saleh called on Parliament to determine the largest parliamentary bloc that is entitled to nominate a president for the new government.
It is a measure consistent with Article 76 of the Iraqi constitution, which stipulates assigning the largest parliamentary candidate to the task of forming a government within 15 days.
Barham Saleh called for the nomination of a figure who is consistent with the demands of the demonstrators, away from partisan quotas, stressing the necessity of adopting constitutional contexts and specific timing. Ended 29 / A 43

Sources: Agreement on the name of the Prime Minister of Iraq will take place before Thursday

Senior Iraqi sources told Al-Arabiya and Al-Hadath on Monday that agreement will be reached on the name of the new Iraqi Prime Minister before next Thursday.

Political consultations continue in the Iraqi capital, Baghdad, to agree on a candidate to head the government to succeed Adel Abdul Mahdi, who resigned in the wake of a protest movement calling for a change in the ruling political class.

And the Iraqi parliament approved on the first of December the resignation of the government of Abdul-Mahdi, after nearly two months of a wave of protests that began spontaneously and demand that resulted in the killing of about 460 people and wounding more than 20 thousand injured.

And the President of the Republic of Iraq, Barham Salih, issued a book, on Sunday night, in which he called on Parliament to announce the parliamentary bloc that won the largest number of seats in last year's elections "for the purpose of assigning a new candidate" to the Prime Minister.

Saleh confirmed that the presidency received the letter of Abdul-Mahdi's resignation on the 4th of this month. As the constitution provides for the appointment of a new prime minister within a maximum period of 15 days, the nomination of a new person must take place by next Thursday.

from Iraqfrom Iraq

The largest bloc was not clear after the legislative elections that took place in Iraq in May 2018. The appointment of Abdul-Mahdi as Prime Minister at the time came with a political consensus that took place within hours, shortly after Saleh was elected President of the Republic.

Today matters seem more complicated, as the theoretical alliance between the "Saeron" factions led by Muqtada al-Sadr and "Al-Fateh", which includes the old leaders of the popular crowd, has become virtually dissolved after the former joined the ranks of the demonstrations in what the second considered a "conspiracy".

It is reported that this alliance was the largest player in the sharing of positions in the resigned government.

In addition, several names have been proposed for this position, but the street rejects it on the condition that the new prime minister be independent and have no political role since 2003.

The name of the former Minister of Labor and Social Affairs, Mohamed Shiaa Al-Sudani, is the most heavily traded issue today. The Sudanese had announced his resignation from the Dawa Party and the State of Law bloc led by former Prime Minister Nuri al-Maliki.

But political sources confirmed to "Agence France Presse" that "Al-Sudani shares the risk of falling in parliament, as it is not accepted by all."

The source indicated that "the President of the Republic is betting that the Sudanese will be ousted in Parliament to present his candidate in the last moments," which is guaranteed by the constitution.

The nomination of the Prime Minister is different this time from its predecessors, as the street stands as a watchdog and judge for any attempt to circumvent his demands on the one hand.

Legal expert: The Abdul Mahdi government can continue to conduct business for an additional year

http://almasalah.com/ar/news/184180/خبير-قانوني-بإمكان-حكومة-عبد-المهدي-الاستمرار-بتصريف-الاعمال-عاما-اضافيا

Baghdad / Obelisk: Legal expert Tariq Harb said, Monday, December 16, 2019, that the government of resigned Prime Minister Adel Abdul-Mahdi can continue an additional year because an important condition has not been met.

Harb stated in a statement: "Abdul-Mahdi continues with his government to conduct matters even for a year until the handover of the new government, as there is no vacancy for the President of the Republic to assume the position of Prime Minister according to Article 81 of the Constitution, as freedom is achieved with the death of the resigned Prime Minister or his illness that prevents him from performing his duties or His abduction or absence, and intentionally not attending the official working hours, such as sitting at home or traveling and leaving Iraq, or having a physical objection to prevent him from performing his duties as normal conditions.

He added: "In this case, the President of the Republic fulfills the duties of the Prime Minister and we have in the previous year 2010, where Maliki remained in office for seven months after the end of the four years and the election of a new parliament. The President of the Republic did not assume the position of Prime Minister because the required vacancy in Article 81 of the Constitution was not achieved despite Abdul-Mahdi did not complete the four years specified constitutionally for his government, and he who resigned and was not sacked by Parliament, as he did not withdraw confidence from him, as there is no constitutional scope for the President of the Republic to assume the position of Prime Minister, because the vacancy was not achieved.

The constitutional context, according to the requirements of Article 76 of the constitution, obligates the political blocs in Parliament to present their nominees, provided that the mandate comes from the President of the Republic.

Information / private ...

The deputy for the construction alliance, Manar Al-Shadidi, confirmed on Monday that the political blocs will exceed more than 30 days to resolve the position of prime minister, while she indicated that the names offered are not supported by the demonstrators and the street.

Al-Shadidi said in a statement to the "information", that "the political blocs are currently discussing six names to take over the functions of prime minister after the resignation of Adel Abdul Mahdi ," noting that "the decision will not be achieved within 15 days as stipulated in the constitution and may exceed more than 30 days ”

She added that "most of the names proposed are politically agreed upon and will not have the support of demonstrators and protesters, as they are political and participated in previous governments." She indicated that "the political blocs did not raise any personality other than participating in previous governments and this matter is the obstacle in resolving the position of prime minister."

Today, Monday, Al-Fatah’s deputy, Muhammad Karim, described the book of the President of the Republic, Barham Salih, to the House of Representatives by defining the largest political group, while Saleh indicated that he was trying to get rid of the responsibility by pressing the House of Representatives to stamp the largest bloc and choose the new prime minister’s personality.

Yesterday, President of the Republic, Barham Salih, called for the Presidency of the Council of Representatives to determine the largest bloc to resolve the candidate for the Presidency of the Council of Ministers.

Barham Barham: "Prime Minister selection victim of courtesy" maneuvering on the contexts because he fears the anger of the parties

http://almasalah.com/ar/news/184198/اختيار-رئيس-الوزراء-ضحية-مجاملات-برهم--يناور-على-السياقات-لأنه-يخشى-غضب-الأحزاب

Baghdad / Obelisk: Sources report that the President of the Republic, Barham Salih, is maneuvering about resolving the candidate for prime minister, succeeding resigned Abdul-Mahdi, due to the "excessive courtesy" of the political blocs he fears not to turn against, as well as maneuvering to get rid of responsibility

The constitution requires him to follow the legal contexts in determining the largest bloc, which chooses the name of the Prime Minister, indicating that Barham is not as much responsible according to the results of the crisis. .

The constitution provides for the appointment of a new prime minister within a maximum period of 15 days from the date of resignation.

Saleh says that the presidency received the letter of Abdul-Mahdi's resignation (he resigned on the 29th of last November) on the fourth of this month, so the nomination of a new character must take place by next Thursday. But on Sunday - Monday night, he issued a book calling on Parliament to "inform us of the largest number of parliamentary blocs registered in the first session of the Council in its first session (...) for the purpose of assigning a new candidate for prime minister." The Presidency of the Parliament understood the maneuvering of the President of the Republic, and she replied: "You have already been notified of the largest number in the House of Representatives ... On the basis of which you nominated its resigned Prime Minister, Adel Abdul-Mahdi, to form the current government."

The concept of the largest bloc is the coalition that includes the largest number of deputies after the elections, and the coalition does not necessarily have to win the largest number of seats after the vote, according to the Federal Court.

In choosing the resigning Prime Minister, Adel Abdul-Mahdi, the parliamentary blocs, the largest bloc, were destined to adopt the consensus between the rallies of the other parties and the conquest, and for this reason no bloc made an official request in this regard.

According to jurists, the Iraqi constitution or the internal system of the parliament did not go into great detail about the definition of the largest bloc, as it was mentioned only that it was the one who was charged with forming the new government.

The dispute revolves around the larger bloc, on how to calculate the number of members of the largest bloc; a party believes that the number of members depends on the names that won the elections, in the electoral list, regardless of the withdrawal of some of them later, while a competing camp insists on the necessity of counting the actual representatives who are inside The largest bloc alliance, and that their personal signatures are based on the document forming the largest bloc.

And legal expert Tariq Harb said, Monday, December 16, 2019, in a statement to Al-Masala: “Abdul-Mahdi continues with his government to do things even for a year, until handing over to the new government, as there is no vacancy for the president to assume the position of prime minister according to Article 81 of the Constitution. "

And freedom is achieved, according to Harb, in the event of the death of the resigned prime minister or his illness that prevents him from performing his duties, kidnapping or absence, and intentionally not attending the official working hours, such as sitting at home, traveling, leaving Iraq, or having a physical objection preventing him from performing his duties as normal circumstances; In this case, the President of the Republic fulfills the duties of the Prime Minister, "and indicates that" in the preceding year of 2010, Maliki held the position for seven months, after the end of the four years and the election of a new parliament, and the President of the Republic did not assume the position of Prime Minister, because the vacancy required in Article 81 of the Constitution was not achieved ".

And he concluded that "there is no constitutional field for the President of the Republic, assuming the position of Prime Minister because the vacancy has not been achieved, and Article 64 of the Constitution, referred to the day-to-day government and mentioned the government's resignation status

Expectations 2020

Expectations 2020

Yasser Al-Metwally

A few days, and the page of the year 2019, which was concluded with a peaceful youth movement, calls for reform.
What are the prospects for 2020? ...
The first reading is that there is a serious trend to achieve the desired economic reform imposed by the movement due to the state of the country's economic conditions, represented by the high level of unemployment, poverty line ratios, chaos and mismanagement of public funds.
In view of this reality, what is required to do for those who address the management of the reforms file?
Here, I will shorten my essay, as usual, with one part, which is economic reform, for the necessities of the page being purely economic and with distinction.
And if we can lay down the outlines required to achieve the desired economic reform, this will certainly withdraw from the rest of the political, social and security reforms of the interrelated relationship between these sectors, and economic reform remains at the forefront of the scene until full stability is achieved.
One of the first requirements of economic reform is to correct the path of managing institutions (administrative reform) and its means and restructuring institutions according to the specialties, especially in directorates and departments that deal with financial matters, accounts, auditing, and contracts, each within its competence in other words (the right man in the right place).
Moreover, one of the requirements of economic reform is to define the economic approach clearly and work to amend legislation and laws, especially those that are intersecting. I mean the old and effective laws and vague new laws according to the operative approach of the economic approach adopted whatever.
The task of economic reform is complex, and it certainly requires insights of expertise and academics.
The reform plans must target the industrial and agricultural production sectors, as well as the commercial and service sectors in a way that makes all sectors integrated and homogeneous.
The confirmed expectations also herald the confrontation of the youth capabilities in the responsibility of managing the institutions with a new, transient corruption and with a sophisticated mindset and mentality that will accelerate the achievement of the proper reform inevitably and above this. For the oil resources to be devoted to the implementation of strategic projects and infrastructure.
Yes, ambitious expectations that we contemplate in our reading of the new Iraq’s future in a year that we can call a year of hope and happiness in creating a healthy economy with safe hands.

Tishreen protesters have grown more certain and proud of themselves as Iraqis

* Munqeth Dagher / From The Washington Post, translation: Anis Al-Saffar

Thousands of demonstrators in the Tahrir Square in the capital, Baghdad, and other areas in central and southern Iraq, showed their pride and pride in themselves as Iraqis, and the majority of them expressed the distancing of the previous negative feelings after they entered the demonstration squares.
In an effort to come up with a better understanding of the nature of the dynamics driving these protests, and how the protesters' complaint will be responded to, my research group called "The Independent" conducted an opinion poll through face-to-face interviews with 1,250 demonstrators from Baghdad and all major cities in southern Iraq during the period between November 24 And December 1, and since we did not have the opportunity to take a representative "random sample", we resorted to the method of targeting people among those participating in the demonstrations to take what is called the "purposeful sample".

Among the strongest connections that the recent survey process ended was the overwhelming necessity for protesters to feel important and that they were "important". In a previous poll process conducted earlier this year that included all of Iraq, a percentage ranged between 3 and 4 percent of those surveyed Their opinions say that they feel their lives have lost any meaning, while 80 percent said they have experienced symptoms of depression for at least once in the six months preceding that survey.
However, participation in the current demonstrations changed those feelings as it seems, with about 94 percent of protesters saying that the demonstrations made them feel important people, and an almost equal percentage said that just participating in the protests made them feel that they have a voice in shaping the future of Iraq, and a percentage reported 97 percent said that just going out on demonstrations made them feel more proud and proud of being Iraqis.

The digital revolution
Since 2004, the percentage of Iraqis who own mobile phones has jumped from 1 percent to nearly 100 percent, and more than 80 percent of them have smartphones with access to the Internet, and our surveys have shown that, since 2018 (as close as possible), Iraqis have become They use the Internet as a main source of information.
Nearly two thirds of the protesters state that they went out to demonstrate in response to an invitation they received either online or through the so-called “physical social network”, and only 12 percent of them went out on the basis of an appeal by their family members, and this changed from what was happening in the past when the government was Control the flow of information that reaches Iraqi citizens.

trustless
The greatest problem that any permanent solution will face is the deep lack of confidence in the current political players. With the exception of (the reference) Grand Ayatollah Sayyid Ali al-Sistani, who is the most influential cleric in Iraq and enjoys the confidence of 60 percent of the protesters, the other state players (legislative, executive and even power) Judicial) except for the confidence of less than 5 percent of Iraqis, according to our latest polls.
More than 90 percent of the protesters welcome early elections, but only a low percentage are willing to agree to hold these elections under the supervision of the current election commission, or even under the supervision of Iraqi judges.

Looking to the future
Young Iraqi protesters showed a remarkable ability to resist being drawn to violence, and the protesters did not lose their focus and were firmly on the path to achieving their demand, which is to transform the political system into a different system based on merit and merit, so its formation is no longer subject to fundamentally affiliation.
It may be difficult to find a way out of the current protest pliers, but it is worth paying attention to the fact that 70 percent of protesters are content to hold early elections under the supervision of the United Nations.

Iraqi demonstrators distributed a statement yesterday evening, in which they demanded the President of the Republic, Barham Salih, to name a prime minister, in line with the demands of the protest yards, the day before the parliament held a session for this purpose next Thursday, and specified the specifications of the candidate for this position.

The statement also called for the parliament’s commitment to pass a fair election law, as called for in the sit-in squares in advance, provided that individual voting depends 100% and multiple and small electoral districts according to population density, and the winner who gets more than 50% of the votes is approved, not the most numerous.

The social networking sites published a statement earlier, in which the protestors of Tahrir Square in the capital, Baghdad, specified the specifications of the new prime minister.

According to the statement, the Prime Minister of Iraq must be independent and not affiliated with any party or stream and who are not dual nationals, not a minister or the rank of minister or parliamentarian or conservative, and be honest and courageous and not accused in any corruption case.

And Iraqi President Barham Saleh announced that next Thursday is the last date for announcing the name of the candidate to form the new government.

And the Iraqi president must announce the name of the candidate according to the constitutional authority vested in him to form the new government against the background of Adel Abdul Mahdi’s resignation in response to the demands of the demonstrators.
