With the increasing pressure, is the Iraqi authority heading to submit to the demonstrators?

The Iraqi parliament failed to agree on the provisions of the election law

The Iraqi situation is becoming more complicated, with the demonstrators insisting on rejecting any party name that takes over the government as a successor to Adel Abdul-Mahdi, along with other conditions related to changing the election law.

This comes at a time when the United States of America leads a campaign against armed militias and leaders in these militias, the last of the most prominent of these campaigns were sanctions by the US Treasury on four leaders for "human rights violations or corruption"; after Washington criticized the killing of demonstrators in protests against the government Baghdad.

The sanctions, which were issued on December 6, target leaders of armed groups, most notably Qais Khazali, leader of the Iranian-backed Asaib Ahl al-Haq militia, while on Thursday (December 19), a leader of the Popular Mobilization was arrested in the landing of an American force carried out in Anbar Province Western country.

The demonstrators are a force of pressure that does not calm down. The
demonstrators in Iraq have become the voice of the street, which has turned into a great force of pressure on the government, imposing its will with determination to implement its demands.

After Adel Abdul Mahdi succumbed to the demands of the protesters and resigned from the prime minister on November 29, the protesters are calling on the President of the Republic, Barham Salih, to nominate an independent name for the position to form a mini transitional government.

The demonstrators issued a statement in which they clearly affirmed that what is happening in the corridors of the Iraqi political class is not consistent with what the people and their protesting masses went through for a decent life, according to their statement.

The statement pointed out that what is happening confirms the arbitrariness of the responsible class, its lack of seriousness, and its respect for the demands and blood of the masses, according to their expression.

The protesters and protesters in Tahrir Square announced that they do not adopt any candidate for the position of interim or interim prime minister, and everything that has been circulated so far is unacceptable and rejected from the squares.

They appealed to the President of the Republic to take a responsible and clear position by nominating an independent name for the position of interim Prime Minister to proceed with a mini transitional government, which operates for a maximum period of 6 months, in order to secure fair and fair elections in accordance with two laws, for elections and for the Electoral Commission, in order to fulfill the demands of demonstrators throughout Iraq.

They also called for activating the role of the security forces in preventing kidnappings and assassinations that occur in Baghdad and other Iraqi cities. Moreover, one of the priorities of the next government is to consider restructuring the regular armed forces and all security institutions, and bringing in new individuals and leaders, according to the statement.

To that they said that in the event that the political blocs insist on adopting a political figure represented by a Prime Minister whose biography does not apply to the specifications of the rising street, the latter will take escalatory steps that will effectively and differently pressure the executive and legislative authorities.

Several names were nominated by political parties in the hope that they would be accepted by the parties for approval to take over as prime minister, but all the protesters refused, declaring this refusal with advertisements in Tahrir Square, where the protests center is.

After the resignation of the Prime Minister, Adel Abdul Mahdi, the protesters confirm their demand for a transitional government head, away from the political parties or the “tried” names that previously held political or ministerial positions.

Parliament
failed and again, the Iraqi Council of Representatives failed, on Wednesday (December 18th), to pass the proposed amendments to the election law, due to the severe differences between the parliamentary blocs on some paragraphs of the law.

The new election law is one of the most important laws that protesters call for enacting in order to achieve the political reform that they demand, and they see that it allows the ruling political class to leave, fight corruption, and improve the deteriorating living situation.

The dispute centered on paragraph 15 of the law, because it determines the nature of the electoral system, and whether it will be based on individual candidacy, the list system, or a mixed system between them.

One of the issues at issue in the parliamentary blocs is the way to divide the country (paragraph 16 of the law) into electoral districts.

The protesters and the political forces supporting them are calling for the adoption of multiple electoral districts and the individual voting system, in contrast to what is approved in the current law that depends on the counting of votes based on electoral lists, and considering the governorate as one electoral district.

The protesters say that the current election law serves the ruling parties at the expense of the small blocs and independents, while the ruling parties have been nominating members of the supposed election commission.

The struggle for power and the people
what Iraq is going through - according to observers - threatens security in the country, as the parties that have ruled since the overthrow of Saddam Hussein's regime in 2003 managed to stabilize their foundations, especially as they participate in the process of authoritarian use through the sectarian quota system they established to share Power and power sharing positions.

According to this scene, the future becomes more difficult if the parties of power do not concede to the will of the people, but all indications are moving towards the parties' subordination in some way to what the demonstrators want.

According to the expert on the Iraqi affairs, Dawoud Al-Halfi, the situation of Iraq is "not very different" from the situation of other Arab countries, describing it as "entering the stage of testing the proving of geographical and political presence, and showing its Arab history, after the shovels and shredding tribes and religious divisions began to take their range, nor It only returns more blood. ”

The political system in Iraq - according to Al-Halfi’s interview with “Gulf Online” - is “mostly corrupt and failed, and unable to pass the test of the independence of the decision.”

Accordingly, he believes that the next stage will be “the power struggle with the wall of the threat posed by the uprising people, who is betting on its willingness to walk peacefully to demonstrate until the rights are established, and to clarify the identity of the country, unlike the other party who wants more opportunities for confrontation, to end the people's hopes for complete freedom and prove Self".

And he continued the Iraqi political analyst, expressing his belief that the Iraqi political blocs are located between two paths: "either to submit to the uprising or confrontation, and both passed and have a loss of unspoken goals with regard to the political blocs."

He said: "According to the data, from local pressure represented by the masses and cooperation from the religious authority and clans, which are influential tools on the one hand, and international pressure on the other hand, it is necessary to submit to the street."

The authority must submit to the desire of the people
and Al-Halfi does not see, in his talk to "Gulf Online", that the political blocs will submit to the street in whatever they want "but with a large area, such as passing laws, holding corrupt people accountable, and living service requirements."

According to his opinion, the conflict in Iraq is currently caused by these pressures, describing the pressure by the demonstrators as “volcanic”, due to the strength of its influence, and it says: “It must be responded”, as he finds that the demands of the protesters today cannot be ignored.

Specialists offer several scenarios of what will become of the situation in Iraq, including the Libyan scenario, with the presence of two governments fighting for power, based on the presence of international parties that interfere in Iraqi affairs and support political parties.

But the Libya scenario - according to Al-Halfi - "he left Iraq two years ago, after declaring victory over ISIS, and it cannot be returned to him, because the majority of the people understood the politicians' game and will not be deceived by them," noting that "big sacrifices are possible."

On the other hand, the expert on the Iraqi issue does not see that the American sanctions imposed on Iraqi politicians recently have a material impact outside Iraq, "except in their international reputation before the organizations and bodies working in the field of human rights, freedom and human interaction."

Addressing the issue of the personalities imposed by Washington, he added that "at the present time these personalities have the upper hand in formulating the Iraqi decision."

He pointed out that these characters would be affected if Iraq was run by a strong personality, ruling out the arrival of such a character "in the foreseeable time." He believes that the American forces seek to secure their national security and return to owning the decision in Iraq again.

Parliamentary movement to isolate Barham Saleh?

Yesterday, the statement of the "religious authority" carried a clear call for "elites and competencies" to enter the political game through early legislative elections, according to a law that takes into account the "kids" and withdraw from the "adults" the exclusivity of parliamentary representation. An apparently explicit invitation to remove the cover from the current forces and parties, which the statement demanded to form a "non-controversial" government, the interpretations of which differed as to what is meant by them.

BAGHDAD - Tehran launched a swift campaign against Iraqi President Barham Salih, accusing him of colluding with the United States, Israel and the Gulf to install a new Iraqi prime minister against Iranian influence in his country.

The campaign against the Iraqi president began when he asked the parliament about the largest bloc, which is supposed to present him with a specific candidate who will be assigned to form a government, according to the constitutional contexts, as this step was considered an attempt to get rid of the responsibility and implicate the parliament in an endless cycle.

According to the Iranian vision, Barham Salih must consult in full confidentiality with its representatives in Iraq to choose the new prime minister, then announce his assignment, without going into details.

In light of the continuing angry protests that overthrew the government of Adel Abdul Mahdi, obedience to the Iranian vision for the Iraqi president is a political suicide, so Barham Salih seemed to be trying to appear to oppose Tehran's directions in this file.

Instead of going into some private meetings before the new candidate's agreement is finalized, Saleh has been holding public meetings and seminars to determine the characteristics of the new prime minister, placing the conditions of the demonstrators at the top of his priorities, which angered the Iranians and led them to accuse the president of including a plan to facilitate the takeover of a figure close to the United States and countries The Gulf is in power in Iraq, taking advantage of the massive popular protests.

And two days ago, Iraqi parties and pro-Iranian militias have no talk except betrayal of Barham Salih, his malicious movements and his leadership, an international conspiracy to overthrow the regime in Iraq, and provide a safe environment for US forces to remain in this country.

The Hezbollah Brigades, the Iraqi branch of the Lebanese Hezbollah guerrillas led by Hassan Nasrallah, said, “We were aware that suspicious parties had worked to exploit (protests) and ride their wave, in order to implement devilish plans that were not related to the problems and crises that the people suffer.”

She pointed out that "in the midst of the ongoing political movement to choose a personality who will assume the presidency of the prime minister and who have characteristics commensurate with the critical stage the country is going through, we believe that the person who is running for this responsibility should have patriotism, integrity, and non-submission to the whims and partisan and factional tendencies, (...) And to have the courage and courage to stand in the face of the malicious Zionist-American project in Iraq. ”

The Hezbollah Brigades, which was founded by the Deputy Chairman of the Popular Mobilization Authority, Abu Mahdi al-Muhandis and managed directly by the commander of the Quds Force in the Iranian Revolutionary Guard, Qassem Soleimani, added, “There is no doubt that the failure of political forces to present a candidate for prime minister within the prescribed period is an indication of lack of seriousness and inaction. And this will open the door for a lawmaker before the President of the Republic to assume responsibility, taking advantage of the multiple gaps in the constitution and its interpretations, in harmony with the American project aimed at imposing political tutelage on Iraq.

Given that one day remains of the constitutional deadline granted to the president to choose a candidate to task him with forming the new government, the Construction Alliance, which includes the leaders of the armed Iraqi militias in addition to the State of Law coalition led by Nuri al-Maliki, has prepared a plan to ensure the embodiment of the Iranian vision, or at least disrupt any counter to her.

The plan includes proposing the name of the former communications minister, Muhammad Allawi, to be a candidate to form the government, and if Saleh does not agree, Qusay al-Suhail, a member of the State of Law coalition led by Maliki and the Minister of Higher Education in the current government, will be offered a name.

In the event that Saleh Al-Suhail also refuses, the Construction Alliance will leave him to assign any candidate to form a government, to be aborted in Parliament, using Iranian influence.

And the Iraqi political forces loyal to Iran appear determined to nominate their representatives to form the next government, or at least guarantee their interests in the transitional phase, which is supposed to witness early elections.

Representative Naim al-Aboudi of the Asaib Ahl al-Haq movement led by Qais Khazali ruled out assigning a candidate from the "independent technocrat" to form a government, despite being one of the most prominent demands of the demonstrators, citing that the government's experience with this type had previously failed.

But Al-Aboudi admits that passing a party candidate at this time is very complicated, so perhaps a political mandate independent from the current power parties is formed to form an interim government that will last for one year, and he is supposed to witness early elections.

Iran faces a real impasse in the level of its management of the political process in Iraq. The choice of a prime minister for the next stage, whose government must be transitional to administer the country and prepare for early elections, is the most prominent indication of that impasse.

And things are not the same as they were in the past after the protesters imposed their presence on the political class, as they are the body that endorses any personality that is nominated to fill that position.

Here, the role of secret consultations and settlements that were mainly between political blocs under Iranian auspices and direct supervision by Qasim Soleimani ended.

An Iraqi political observer said that the demonstrations ravaged the whole scene, and the candidates are falling one after the other, without the dominant parties being able to control the power that they might face from "popular conspiracies" intended to trim their nails and reduce their domination of power, which is the local face of Iranian hegemony.

The observer added in a statement to “Al-Arab”, “If Barham Salih had ended in a conviction that he distanced himself from the game of tug-of-war between protesters and parties, because he had realized that he could not manage this game and that many things had escaped from the control of parties that were no longer Able to impose a prime minister who fits its direction. ”

It is expected, according to the constitution, that matters will return to the President of the Republic to perform the functions of the Prime Minister in the transitional period, which will finally block the door for Iran, so that it will have in what could be done by a step such as ending the work of Parliament and preparing for early elections in the context of a new electoral law.

The observer pointed to what scares the militias loyal to Iran to be stripped of their gains and privileges obtained through their direct and indirect presence inside the governmental body, which I meant by talking about the existence of a conspiracy that the President of the Republic is a party to.

Different position for the victory coalition

For his part, the president of Al-Nasr coalition, Adnan Al-Zarfi, said today, Saturday, that all political blocs that participated in the selection of the Adel Abdul Mahdi government have forfeited their right to choose a figure to take over the presidency of the interim government.

Al-Zorfi stated in a tweet followed by “Yassin Iraq”, that “all the blocs that participated in forming the previous government have dropped their right to nominate the next prime minister, so the president of the republic must enter with a realistic challenge and give the opportunity to nominate an independent candidate for the bloc that was organized into the currently angry street alliance and supported the movement Al-Shaabi did not organize the alliance document that previously chose Abdul-Mahdi.

On Friday evening, Friday evening, the deputy of the Sadqoun bloc affiliated with the Al-Fateh coalition, Uday Awad, filed a lawsuit with the approval of 150 deputies against the President of the Republic, Barham Salih, for violating Article (67) of the constitution, which is an article related to assigning the President of the Republic the largest parliamentary bloc within a period not It exceeds 15 days for the nomination of the Prime Minister.

It is worth noting that the alliance of Al-Fateh and other political blocs, and signed the selection of the resigned Prime Minister Adel Abdul-Mahdi without specifying the largest bloc, but rather through political consensus.

Shafak News / Angry protesters in Diwaniya province, on Saturday evening, blocked a vital road leading to the capital, Baghdad, to protest the news of Qusay al-Suhail's candidacy for the post of prime minister of the next Iraqi government.

A local official of Shafaq News said that the protesters set fire to the tires used for cars on the highway linking Diwaniya to Baghdad.

The source added that this came in need of Suhail's candidacy for the position of Prime Minister.

The Construction Alliance announced earlier today that it will present its candidate for the position of new Prime Minister to the President of the Republic, Barham Salih, to succeed resigning Adel Abdul Mahdi.

And news circulated by the media representing the parties of the alliance stating that Al-Bana nominated the Minister of Higher Education and Scientific Research in the caretaker government Qusay Al-Suhail for the post of head of the next federal government.

Al-Suhail does not have the support of the "Saeron" coalition, which is supported by the leader of the Sadrist movement, Muqtada Al-Sadr, nor of the demonstrators in the protest arenas who refuse, in whole or in detail, any figure from the political parties and powers to assume this position.

Member of the House of Representatives, Muhammad Al-Khaldi, confirmed on Saturday that the time of the largest bloc has ended during the current parliamentary session as long as the blocs failed to call it the first session, and any attempt to return to it is a violation of the constitution and the law, calling on the President of the Republic to name the candidate who has signed the largest number of members of Parliament Currently, he is Muhammad Tawfiq Allawi, in accordance with Article 76 of the Constitution.

Al-Khalidi said in an interview with Alsumaria News, "The largest parliamentary group is named by the House of Representatives, not the Federal Court and in the first session of the House of Representatives." Noting that "the Presidency of the House of Representatives answered the book of the President of the Republic very clearly that the name of the largest bloc ended with the end of the session The first one without naming it. "

He added that "the role of the Federal Court is to interpret the constitutional texts, and not to name the larger bloc as some say, so it is worthy of Parliament and should not be overlooked according to the principle of separation of powers." Signed the largest number of members of Parliament and is currently Muhammad Tawfiq Allawi . "

Al-Khalidi stressed, "Allawi was nominated according to the data and visions of the national forces on one side and the masses demanding reform on the other hand. Therefore, the President of the Republic should not bow to pressure from other parties and work to entrust Allawi to form the next government in harmony with the wishes of the Iraqi people, who are the source of powers and standards that He demanded it, "stressing that" any talk of a larger bloc during the current session is a breach of the constitution, given that the time of the largest bloc has ended and will not return except in violation of the law and the constitution, which is what the president of the republic should not fall into as the guardian and defender of the constitution. Sadr movement leader Moqtada al-Sadr, in a tweet on Twitter, addressing his words to the Iraqi "building block" and Minister of Higher Education Qusay al-Suhail, the candidate for prime minister, called for bloodshed, saying: "Inject Iraqi blood and respect the orders of the authority." He added: "Respect the will of the people and protect your dignity. This is good for us, for you and for all of Iraq."

In response to considering the building block itself is the largest, Sadr said: "The Iraqi people are the largest."

And the stock exchange of nominations for the presidency of the Iraqi government is constantly changing with different dictates . The Shiite political blocs, with the exception of "Saeroun", anticipated a meeting of the parliamentary blocs, and discussed the issue of government and the electoral law, while Amjad Al-Aqabi, the deputy of the Alliance of Others, President Barham Salih called for informing the masses about the names nominated to him to head the government, and to ask them to choose the most appropriate one, according to what she said Alsumaria Iraqi channel.

In this context, the Hadi al-Amiri and Nur al-Maliki alliance announced that it is the largest bloc in Parliament, and decided at a meeting of the Construction Alliance held today in al-Maliki’s house inside the Green Zone to form two delegations, the first to negotiate with the Kurdish political forces and the second to negotiate with the Sunni forces on the next prime minister. This meeting precedes the meeting of the leaders of the parliamentary blocs, which will discuss the election law and the candidate for prime minister.

The Iraqi News Agency quoted Telegram as asking the building alliance to the President of the Republic to adhere to the constitutional timing, adding that it was awaiting the Federal Court's decision to name the largest bloc. And we continued: "We have a candidate for prime minister, and we will announce it as soon as the Federal Court's decision on the largest bloc is issued."

The State of Law Coalition headed by Nuri al-Maliki, for his part, denied his candidacy for Minister of Higher Education Qusay al-Suhail for the position of Prime Minister, explaining that he is a candidate for the construction bloc headed by Hadi al-Amiri.

The Iraqi News Agency quoted MP Naim Al-Aboudi in a tweet on his Twitter saying: "Our position is in the Sadqoun bloc. We do not adopt any specific candidate (to head the government), and we are not in the way of submitting candidates to ministries in the next government."

Informed political sources told the official agency that President Barham Salih had received a list of government candidates. She added that Saleh might go to appoint a government candidate away from naming the largest group.

Iraq faces a political and field battle that develops from hour to hour, and the Presidency of the Republic and Parliament face a major challenge. The number of candidates for the vacant prime minister after Adel Abdul Mahdi's resignation reached forty-eight, most of them from the parties participating in the government, which were met with the rejection of the street, and specifically the candidates of al-Maliki's coalition, the Construction Coalition.

Party dictates

It is known that the building is supported by Qassem Soleimani, the commander of the Quds Force in the Iranian Revolutionary Guard, who is pushing the President of the Republic to accept the nomination of any figure presented by the building, the last of which is Qusay al-Suhail.

Barham Salih rejected party dictates, which led the Saddiqin faction representing the militias of the Assaib to collect signatures to isolate the President of the Republic after failing to force him to accept Muhammad Shi'a al-Sudani, Qusay al-Suhail, Abd al-Hussein Abtan and Asaad al-Idani.

Sources close to the presidency revealed the nomination of the President of Baghdad University, Dr. Imad Marzah Al-Husseini, for the post of Prime Minister.
Parliament is no better luck than the presidency of the republic, as it failed to vote on all sections of the electoral law and the obstacle. The first articles 15 and 16 were specific to the quality of individual nominations or lists. The second concerns the number of electoral districts that touch on the issue of the disputed territories between Kurdistan and Baghdad.

All this is taking place and the street continues to refuse and still presses more despite the campaigns of intimidation and assassinations by the militias to discourage it from continuing, but the protests are continuing and have reached the point of demanding the dismissal of Barham Salih and the Speaker of Parliament, Muhammad al-Halbousi.

A political analyst reveals three main pillars for choosing the next prime minister
(Baghdad: Al Furat News) Political analyst, Haider Hamid Rashid, revealed three main pillars for choosing the next prime minister.
"The political equation by choosing the next prime minister consists of three main pillars {the political class and the popular protest movement that defined the conditions and specifications of the prime minister in the next stage and the rational reference that indicated in her speech yesterday that the government is not controversial," Rashid said.
He added, "We need realistic solutions to the problem in order to create a breakthrough for the political scene," noting that "any government that does not enjoy popular support will not see the light, and there may be divisions and controversy between the political bloc, especially between the two factions that chose the former prime minister."
Rashid added, "Some political forces who fear that they will not remain in power will lose their popular fans."
He stated, "The religious authority indicated that the crisis should be resolved by early elections, and thus closed the path of debate over the form of the next government," noting that "
"The social movement must move beyond the stage of mobilization and look to the next stage and organize its political ranks to come out with a candidate," Rashid said.
"Technically, we need one year to hold elections, so there is a complete formula for early elections, and there is a national consensus towards this procedure," concluded the political analyst.

Legal expert: The constitution toughens the procedures that can be taken towards the President of the Republic
(Baghdad: Al Furat News): The legal expert, Tariq Harb, said today, Saturday, that the constitution stressed the measures that can be taken towards the President of the Republic.
Harb said in a statement received by {Al Furat News} a copy of it, “The position of the President of the Republic is ceremonial and ceremonial, as defined in Article 73 / IX of the Constitution, and with evidence that all the constitutions of the world give the President the right to choose the Prime Minister, and he left approval of his ministry to Parliament, but our constitution violated That, and leaving the issue of the prime minister choosing Parliament more precisely to the more numerous parliamentary bloc, and the Constitution obliged the President of the Republic to make this choice, as he was obliged to assign those nominated by this bloc to form the government.
He explained, "The issue of exempting the president of the republic from the parliament must be preceded by a request specifying the reasons for this issue and by endorsing the absolute majority of the number of members of parliament, that is, the approval of 165 representatives, being the numerical majority of more than half the number of members."
He pointed out that "the exemption of the President of the Republic from his post stipulates that the constitution (that the President of the Republic have committed one of the following acts is perjury in the constitutional oath, violation of the constitution, or high treachery), as (he must be convicted by the Federal Supreme Court in one of the cases, perjury in the constitutional oath or Violating the constitution or high treason). "
He continued, "Parliament must vote by an absolute majority of the number of members, that is, to exempt the president from committing one of these acts and to issue a ruling condemning him from the Supreme Court. Then a vote by a majority of 165 deputies over half the number of members of parliament will exempt the president of the republic. Thus, the measures taken against the president of the republic are complex and long Whereas the constitution tolerated the procedures against the prime minister, as it did not stipulate previous actions that are difficult to prove and did not require a return to the Federal Supreme Court.
He stressed that in the case of completing the exemption procedures, the Vice President of the Republic shall replace him and where there is no deputy for him, the Speaker of the House of Representatives shall replace him, provided that Parliament takes over the election of a new president within thirty days of the vacancy of the position in accordance with Article 75 of the Constitution. is over

The option of early elections in Iraq is closer than ever, especially after the support of the religious authority in Najaf Ali Sistani, what was considered in the end a new approval of the most prominent demands of the demonstrators, which is also supported by other political forces, the most prominent of them, the "victory" coalition and "The Sadrist movement" and "the Salvation Front", in line with the desire of the street and in order to avoid facing disgruntled slogans in the liberation arenas, which exclusively monitor them, similar to what happened to parties close to Iran earlier.
In the presence of questions regarding the form of the electoral law according to which, and the party that will oversee the electoral process, if these elections are held, it is the second electoral process that takes place in exceptional circumstances after the elections that took place on January 30, 2005 to elect a national assembly ( Transitional Parliament), and those elections were held before the constitution, which Iraqis voted in October of the same year, was held according to its articles, four years periodic elections (end of 2005, 2010, 2014, and 2018).

According to a member of the Parliamentary Legal Committee, speaking to Al-Arabi Al-Jadeed, the parliamentary blocs began, since Saturday morning, an intense movement to reach agreement on the articles of the disputed election law, especially Article (15), which relates to the distribution of electoral districts.

The spokesman explained that “the proposal that is compatible with the wishes of the demonstrators is that Iraq be divided into small electoral districts in which the election is individual, repressing” except that the Kurdish forces and some Sunni and Shiite Arab political parties object to it because they believe that this law dismantles its parties and prevents them from obtaining seats Fit its size in the new parliament. ”

In this regard, he pointed out that the dialogues regarding the electoral process will not end at the electoral law, as there is another task that is no less difficult than the authority that will oversee the electoral process, indicating that “political forces are still incompatible, do they go towards independent judges, or do they support Experts, university professors and specialists to be members of the new Commission Council.

"
Mashhadani: Elections are now the necessity because of the legislative and executive deficits

"
And saw the head of the" Hammurabi "to monitor the elections, Abdul Rahman al - Mashhadani, in an interview for" new Arab ", that" the safest solution for the management of early elections is to form a Commission election of judges draw local judges in each constituency.

He stressed that "international supervision of the elections is very necessary", adding that "it will not be readily available due to the presence of 54,000 electoral stations and may reach 60,000 stations in the upcoming elections, and this number of stations needs about 100,000 domestic and international observers, which is Hard to accomplish. ”

Al-Mashhadani, who is one of the members of the team of experts appointed by the President of the Republic, Barham Salih, to write a new election law; that the atmosphere indicated the necessity of holding early elections since the period before the protests, explaining that the elections have now become a necessity due to the legislative and executive deficits.

"
Activists: a date for early elections is not important for them as much as the importance of a fair election law

"
He pointed out that" everyone is waiting for early elections by the middle of next year , "noting that" early elections if held , they will not just be elections complementary to complete the remainder of the life of parliament present, but will produce a parliament and government new aged four years from 2020 until 2024 ”

However, the member of the Parliamentary Constitutional Amendments Committee, Deputy Yonadam Kanna, believes that the timing of early elections is related to the form of the election law, which is expected to be voted on in the House of Representatives soon, suggesting that the possibility of holding elections within a year if each province maintains one electoral constituency.

He explained in an interview with "The New Arab", "In the event that each province is divided into small individual electoral districts, it takes longer time due to the presence of difficult issues, most notably the variation in the population of the districts and towns", pointing out that the second case requires significant technical efforts and therefore does not Elections can be held quickly.

According to activists in the Baghdad protests, the “new Arab” spoke to them, the date of the early elections is not as important to them as it is the importance of a just election law, stressing that the most important of all is the party that will manage the electoral process that they demanded to be impartial and neutral, because the commission’s councils The one that oversaw the previous elections caused massive fraud that resulted in the ruling parties themselves remaining in power.

And the United Nations Mission in Iraq announced, earlier, its willingness to assist the Iraqis in observing the upcoming elections in conjunction with calls for activists and interested in electoral affairs, the need for international supervision.

In early 2005, Iraq witnessed elections to choose a transitional national assembly, the result of which became Ibrahim al-Jaafari as prime minister. After the constitution was approved, four periodic electoral operations took place, the first of which was in December 2005, during which Nuri al-Maliki headed the cabinet, and then in 2010, Maliki obtained a second term. As for the 2014 elections, Bahidar al-Abadi came as prime minister, and finally the 2018 elections that resulted in the arrival of Adel Abdul Mahdi as prime minister.

Attention awaits the Federal Court's decision on the "largest bloc"

Baghdad / Al-Sabah / Muhannad Abdul-Wahab

While the constitutional period granted to the President of the Republic, Dr. Barham Saleh, to nominate the new Prime Minister as a substitute for the resigning Adel Abdel Mahdi, has ended today, Sunday, and amid expectations that the matter will not be resolved due to political differences, the Iraqi arena - and in particular the Presidency of the Republic - is awaiting the decision of the Federal Court expected to be issued within hours regarding the determination of the bloc The largest in Parliament, charged with selecting and presenting the Prime Minister, at a time when the Presidential Adviser revealed the source of pressure exerted on President Saleh regarding the appointment of a Prime Minister.
Member of Parliament Muhammad Othman Al-Khaldi said: “The President of the Republic, Barham Salih, will avoid the nomination of the next Prime Minister, to wait for the Federal Court’s decision.” He added that “the Federal Court will meet (today Sunday) as an official working day to issue a decision regarding determining the largest bloc at the request of Saleh To the court. ”

And Khalidi said, "Negotiations are still going on between the blocs, and the President of the Republic has received a group of candidates to take over the next government, including partisans, independents and military."

Hadith advisor
To that, Farhad Aladdin, Advisor to the President of the Republic, Barham Salih, explained that “the source of direct and indirect pressures on the presidency of the Republic regarding choosing a prime minister is not to submit to assigning the candidate to one side of the parliamentary equation that is met by strong opposition from the other side.” He added, “The authorities Politics neglected many important issues that they should pay attention to, instead of attacking the presidency, including:
- The political blocs did not resolve the issue of the largest bloc from the first day, and Mr. Adel Abdul-Mahdi was assigned during the consensus, they forgot that they may face this dilemma again in the future, and now when the time has come and they need the biggest bloc, they ask the President of the Republic to name them the largest bloc Instead of the House of Representatives or the Federal Court, this is a big mistake.
- The breadth of the divisions within the blocs, and one of the results of these divisions is their failure to choose a candidate acceptable to all parties, so each party went to nominate a person and at the same time you want to impose it on others without having the legal capacity as the constitution called it, which is that the candidate is from the largest bloc or agreed It was obtained by the blocks as it happened with Mr. Adel Abdul Mahdi.
- The political blocs have become accustomed to obtaining what they want by putting pressure on the concerned parties, and they have forgotten that the pressures are not a tool that works at all times, and here are their pressures that did not help with the presidency of the republic. Applicable in legal form.
- The political political blocs want to assign their candidate regardless of what the street, the authority, and the opposing parliamentary blocs want, and this equation cannot be ignored by the President of the Republic when commissioned, and for this reason it is better to agree on a figure accepted by the majority (not the whole) in order to be passed in Parliament And without burning the street, where we see the demonstrations for them.
Aladdin continued: “It is better for the political blocs to think more broadly and appreciate the Iraqi, regional and international political situation. The old equation has become useless and it is necessary to calculate what the marja, protesters and opposition blocs want before proceeding to press the president to choose their candidate, he will not accept it.” The words of the advisor to the President of the Republic.

The largest block
The President of the Republic, Barham Salih, had asked the Federal Court to decide on the largest bloc by sending all the correspondence and requests between him and the House of Representatives and the political blocs related to the identification of that bloc.
For his part, the representative of the Sadikoun parliamentary bloc, Abd al-Amir al-Dubai, said: “The political forces of all walks of life must support the candidate of the most numerous bloc in order to reorganize the conditions of the country and impose the rule of law and restore the prestige of the state and public order.” He added, “This request In order to create an appropriate atmosphere for the holding of early elections, to ensure the participation of all wounded Iraqi people and under the direct supervision of the United Nations.
The deputy of the Kurdistan Democratic Party bloc, Bashar Al-Kiki, ruled out in an interview with “Al-Sabah” that “a prime minister will be named (today, Sunday) after the constitutional deadline expires,” stressing that “the rational reference indicated the importance of naming a prime minister during the constitutional period and not delaying the formation of the government".
He added, "The delay in naming the prime minister and forming the government will enter the political process in great embarrassment because the outputs indicate the necessity of observing some balances."
Al-Kiki stressed that "the signatures in which the representatives endorsed certain personalities for the position of prime minister are not binding on the President of the Republic who asked the House of Representatives to name the largest bloc, so it is not necessary to collect individual signatures because they do not affect, and the nomination must take place through the largest bloc."
For his part, said the MP for the Block of Saireon Amjad Al-Aqabi, that "the President of the Republic will not announce the personality of the Prime Minister because some political blocs offer detailed names on their sizes and are not desirable by the Iraqi street," as he put it.
Al-Oqabi assured Al-Sabah that “the rational authority, through its platform, demanded the holding of urgent and early elections after the new fair election law was enacted, and then a larger coherent bloc would be formed to proceed with a strong government that serves the interests of the people.”
Al-'Uqabi called on President of the Republic Barham Saleh to go out to the masses and put his candidate names on the people. He said: “The people are the source of powers and the prime minister is for all Iraqis and is not restricted to a political party or a specific party, so the name should be presented to the masses first before submitting it to a president The Republic or talking about it in closed rooms and scenes, ”noting that“ invoking the burning of the name is a lie through which advocates of partisanship and quota seek to keep their candidate secretly because they know that he is a partisan candidate and will work to provide the ground for them to rig elections and exploit political money in the future to steal the sacrifices of the masses. ” He said.

Political dialogues
While head of the Badr Parliamentary Bloc Hassan Shaker Al-Kaabi said, “The dialogues and discussions continue to come out with an agreement on the personality of the Prime Minister.”
Al-Kaabi told Al-Sabah that, “If we do not agree on the personality of the Prime Minister, the President of the Republic has many steps through which he can act in accordance with the provisions of the Constitution and the law.” Noting that “intense meetings will produce a specific personality, considering everyone’s participation in The decision, and unanimity on one personality, should be acceptable to all, whether political blocs or the Iraqi street.
Meanwhile, the Construction Alliance decided to form a delegation to meet the Presidents of the Republic Barham Salih and the Federal Court Judge Medhat Al-Mahmoud to resolve the issue of the Prime Minister.
An informed source said: "The Building Alliance decided during its meeting, which was chaired by MP Mohamed Salem Al-Ghabban yesterday evening Saturday, to form a delegation to meet the Presidents of the Republic Barham Salih and the Federal Court Judge Medhat Al-Mahmoud to resolve the issue of the prime minister."
The source pointed out, "A delegation of leaders of the Building Alliance went after their meeting to the Kurdistan Region to persuade the Kurdish leaders on the largest bloc, as well as another delegation to discuss the issue with the Sunni forces outside the Building Alliance."
The law distances itself from Al-Suhail
In the same context, the State of Law coalition led by Nuri al-Maliki announced yesterday that he had not adopted the nomination of Education Minister Qusay al-Suhail as prime minister, stressing that he supports religious and street reference options regarding the candidate's specifications.
The spokesperson for State of Law MP Bahaa Al-Din Al-Nouri said: “The State of Law coalition did not directly present Qusay Al-Suhail as an alternative candidate for resigned Prime Minister Adel Abdul-Mahdi and did not endorse that.”
Al-Nouri added, “Al-Suhail was put up by the Construction Alliance, not the rule of law as it was raised in the media.” He pointed out that “the rule of law with the directions of the authority and the Iraqi street in proposing an independent figure is acceptable to all.”

The candidate Allawi
The MP from the Kurdistan Islamic Group, Salim Hamza, revealed that former Minister of Communications Muhammad Tawfiq Allawi submitted a request to the Kurdistani forces for the purpose of supporting him to run for the next prime minister position.
Hamzah said: “Muhammad Tawfiq Allawi submitted a written request to the 50 representatives of the Kurdistan Alliance for the purpose of supporting him to run for the position of the next prime minister,” noting that “his request is under discussion, whether through dialogue with him or internal dialogue between the Kurdish forces.”
As for the deputy from the Al-Fateh Alliance, Fadel Jaber, he confirmed that the advice that Najaf’s reference regarding accelerating the formation of a government not subject to controversy and the dispute between the blocs has embarrassed the political blocs that were the reason for delaying the selection of a new prime minister.
He added, "The reference call gave the President of the Republic a moral impulse not to heed the pressures of the political blocs and to choose a figure acceptable to all, especially the Iraqi people in general and the protesters in particular."

Powers and wisdom
In a related context, the Iraqi Forces Alliance confirmed its willingness to give up its entitlement in the new cabinet, provided that the national balance is achieved.
The deputy of the coalition, Falah Al-Zaidan, said: “The coalition of forces held a meeting in which he decided his willingness to relinquish the cabinet in the new government in the event of a desire by the new prime minister to form the ministerial cabinet away from the political blocs, provided that achieving balance is achieved.
the National".
In turn, the deputy of the National Wisdom Movement, Ali Al-Aboudi, stressed the need for the next prime minister to be a guerrilla and courageous, while stressing that the Marjaiya and the public are the most powerful backbones of the prime minister.
Al-Aboudi said in a press statement: "The prime minister must be a guerrilla, courageous and determined to lead the government, and he must take the files seriously and give positive messages to the citizens."
He added, "The reference and the public are the most powerful backs of the Prime Minister, and this honor is not benefited by Al-Abadi and Abdul-Mahdi, where retreat, slackness and chaos are the master of the situation," as he put it.
For his part, the representative of the Sadqoun bloc, Naim al-Aboudi, expressed the bloc's position on the positions in the next interim government.
Al-Aboudi said in a tweet on his account on the website "Twitter": "Our position is in the Sadiqun bloc that we do not endorse any particular candidate, but we are not in a position to present candidates for ministries in the next government, whose task will be to create conditions for early elections."

US moves to form an emergency government in Iraq and parliament will dissolve themselves soon

%D8%B9%D9%84%D9%85_%D8%A7%D9%84%D8%B9%D8%B1%D8%A7%D9%82.jpg

Baghdad - Dr. Hamid Abdullah:

Sunday 22 December 2019 - 02:00

The forces under the construction coalition, which is close to Iran, still insist on passing its candidate for prime minister, Qusay al-Suhail, despite the assurances of Najaf's reference that the next prime minister be independent and not affiliated with any party.

Yesterday afternoon, a delegation comprising a number of Shiite politicians went to Kurdistan to persuade the Kurdish forces to support the candidacy of Al-Suhail, which does not have the support of Al-Sadr or the approval of the protest squares.

For his part, an Iraqi security expert revealed that the Iraqi parliament will collapse after the Abdul Mahdi government collapsed, indicating that the American moves in Iraq harbor plans to bring about a fundamental change in the political scene.

Ahmed Al-Sharifi said that the option of the emergency government is very close, especially since there are large numbers of American forces who entered Iraq in conjunction with reducing the numbers of civilian personnel working in the American embassy in preparation for something, according to Sharifi’s expression.

Al-Sharifi indicated that the security information, which has become almost certain, indicates that the American forces that withdrew from Syria were distributed over 3 American bases in Iraq, Ain al-Assad, Qayyarah and Habbaniyah, all of which are located in the western region of Iraq, pointing to the presence of an American technical effort in Erbil, and military movements Similar in Kirkuk and Mosul!

Meanwhile, the demonstrators added a new demand to their demands that might be aimed at forming a rescue government, as thousands of protesters in Baghdad and Nasiriyah chanted the dismissal of President Barham Salih and Parliament Speaker Muhammad al-Halbousi, accusing Saleh of favoring influential political forces and violating the constitution.

The construction coalition had held an expanded meeting to determine the largest bloc from which the prime minister was nominated, but the meeting did not produce a conclusive result, which led the coalition to submit the case to the Federal Court for decision.

Iraqi demonstrations spoil Iran's plan to dominate the Middle East

Demonstrations in Iraq bedtime Iranian clerics. Father

Source:

  • Translation: Awad Khairy from "The Hill"
Date: December 22, 2019

These are difficult times for clerics in Iran, as they have been facing the worst protests nationwide since they took power four decades ago. For the time being, US President Donald Trump's administration’s sanctions are paralyzing the Iranian economy, which is the main reason why the protests are not contained entirely. It is clear that the ongoing turmoil in Lebanon and Iraq, especially the recent ones, are undermining Tehran's efforts to impose its hegemony on all parts of the Middle East.

Iran’s activities in Iraq differ from its activities in other places in the region, especially in Lebanon, Syria, and Yemen. Iran has long sought to control its neighbor, which fought against it a bloody war in which chemical weapons were used, throughout most of the eighties, and after the overthrow of Saddam’s enemy, Saddam Hussein, America The ensuing civil war ensued an unprecedented opportunity for Iran to interfere in Iraqi affairs, especially when Nuri al-Maliki became Prime Minister in 2006.

Dominant power

Al-Maliki's efforts to suppress Sunni citizens in the country and establish Shiite domination in all regions, with the exception of the Kurdish areas, enabled Tehran to establish itself as a dominant force in Iraq, especially after former US President Barack Obama withdrew American forces from there at the end of 2010. Iran became active Especially with regard to the affairs of the Iraqi Ministry of Interior, and expanded its role in the affairs of the country as soon as Maliki established the “Popular Mobilization” militias, which were dominated by Shiites in 2014, and this component became a critical element in the removal and defeat of ISIS in the future, where The crowd benefited from Iranian training, especially p He casts Jerusalem in the Revolutionary Guards and its commander Qassem Soleimani.

Soleimani

Soleimani played a major role in Iraqi politics. A senior US official at the US State Department recounts that whenever he wants to enter Iraq he needs a visa while Soleimani enters the country whenever he wants. When resigned Prime Minister Adel Abdul-Mahdi became Prime Minister in October 2018, he was ready to accept the candidate recommended by Soleimani for the post of Interior Minister, and a year after Abdel-Mahdi threatened to resign in the face of accelerating street protests, Soleimani entered Iraq to prevent the "Tehran puppet" from leaving Office.

Soleimani failed to keep Abdul-Mahdi in office, as protests continued at the outset because of the high price of gasoline, and later directed her attention to government corruption and Iranian influence, which was later overthrown by the Prime Minister. Indeed, these demonstrations threaten to undermine everything that Tehran and Soleimani have accomplished over the past decade, and Iran is concerned that the next prime minister will not be an easy puppet, and is concerned that after losing its grip on Iraq’s affairs, it will not be able to exploit the wealth of this country.

Pressure

Reports from Iraq indicate that families are under pressure to sign statements that their children have died for other reasons, and not because of being shot by security forces, such as tribal conflicts or incidents of some kind.

It is unlikely that these demonstrations will end until a government "that is not an Iranian claw" takes over the country. When that happens, the main character behind the scenes is the Supreme Shiite religious authority in Iraq, Ali Sistani, where his last speech was the one that led to the departure of Abdul-Mahdi, moreover Sistani refused to meet with the Iranians who were trying to prevent the prime minister from being overthrown. Iran appears to be taking advantage of the political crisis in Iraq to transfer medium-range missiles to the country, under the control of its militia, and these missiles pose a direct regional threat.

For its part, the United States has refrained from interfering in the political crisis in Iraq, although it maintains troops there, and it seems that Trump has other concerns in his mind other than Iraq, at a time when very few American officials believe that American political interference in Iraqi affairs It may backfire, and they are right, because the Iraqis do not need American intervention at this time, and what they need is an American promise of unlimited political and economic support for an independent government in Baghdad.

Reports from Iraq indicate that families are under pressure to sign declarations that their children have died for other reasons, and not because of being shot by security forces, such as tribal conflicts or incidents of some kind.

"The Democratic Party with the choice of any character that satisfies the masses and the winning blocs, and we have no problem with the nomination of Al-Suhail or Allawi to head the next government," said Subhi al-Mandalawi, a member of the party, for a program "special coverage" broadcast by the Al-Furat satellite channel tonight.
He held the Shiite parties "responsible for choosing the personality of the prime minister and our position with whomever you choose," noting that "early elections are the best solution at this stage."
Al-Mandalawi pointed out that "all political parties and angry people put pressure on the President of the Republic and his position is very difficult."
He pointed out that "it is natural that there will be pressures on the President of the Republic, as he is responsible and today he is facing the boiling position of the street, the situation of Iraq and the crisis, and he must prove to everyone that he is the protector of Iraq and the constitution."
And Mandalawi indicated that "in the event that a special agreement was reached with the main blocs on a certain personality, the President of the Republic may decide the matter," adding "but changing the three presidencies means destroying the political system and the situation cannot bear the satisfaction of all parties."
He added, "Our position with the early elections and we have no problem; but we object to the multiple constituencies, it is not clear and Article 15 takes away our rights in the areas of Article 140 {disputed areas}", adding that "if the political blocs can resolve their matter with this article, we will have a position at that time." .
"It is difficult to agree on the personality of the prime minister tomorrow and the time will be extended again," he concluded

(Human Rights) calls for immediate investigations into the assassination of activists

BAGHDAD - Agencies: A deputy in the Iraqi parliament said 48 people have applied to Iraqi President Barham Salih to compete for the position of head of the new government.
MP Abbas al-Atafi, a member of the Iraqi parliament, told the government newspaper, Al Sabah, that "the resigned government will continue to carry out the work of the executive and other ministries until a person is appointed as the next prime minister."
He revealed that the President of the Republic, Barham Saleh, “has received applications from 48 candidates for the position and there is no agreement on any of these personalities yet.”
He explained, "Some of the candidates submitted personal requests while the others were nominated by the parties, and some of them were proposed by the blocs inside the demonstration squares."
Al-Atafi stressed the need for “the next prime minister to be an independent personality from the new youth and does not compliment anyone, brave and honest, and has experience in field work and is present in Iraq and does not have another nationality.”
He pointed out that "the current gatherings that nominate a prime minister, the majority of whom are chosen from those outside Iraq."
And the constitutional deadline for Iraqi President Barham Salih to nominate a candidate to form the next government ends after Adel Abdul Mahdi’s government resigned over the background of the protest demonstrations at midnight on Sunday.
Iraqi sources indicate that the conflict is currently taking place between the political blocs and the People's Front, which the demonstrators are leading to present a candidate to form the new government, and some parties insist on providing the names of personalities who are rejected by the demonstrators who want figures who did not enter the political process previously and have specifications that meet the demands of the people and the demonstrators.
To that, Dr. Aqeel Al-Mousawi, Head of the Independent High Commission for Human Rights in Iraq, stated that the Commission is still exerting pressure on the Iraqi government to take effective measures that reduce assassination and kidnapping crimes that affect activists, and conduct immediate investigations of the crimes that took place and inform the public of its results.
Moussaoui said during his meeting with the British ambassador to Iraq, Stephen Hickey: "We demand full protection for the demonstration yards to secure them and prevent the recurrence of the violations that occurred during the last period while holding the perpetrators accountable."
He added: "The Commission, despite the exceptional circumstances and challenges it faced, exercised its national and humanitarian role during the demonstrations in full transparency and neutrality and with the testimony of local and international agencies and adopted accuracy and professionalism in its reports and data by documenting all the information, indicators and statistics of the victims of the demonstrations."
He stated that "UNHCR teams are still present in the demonstration yards to monitor the humanitarian situation there."
Al-Moussawi said that the Commission relies heavily on the Iraqi judiciary to try the perpetrators and impose a just punishment against them, noting that the Commission is following up the issue of reparations for the families of the victims and treating the injured with the relevant institutions and is monitoring the provision of legal guarantees for detainees against the background of the demonstrations.
