A "noisy" parliament session on the threat of the protesters
{Baghdad: Al Furat News} The parliament raised, on Wednesday evening, a tumultuous session without voting on the election law, after the session witnessed “chaos” and the withdrawal of a number of deputies after requesting a vote to postpone two cities from the new election law.
And before the final adjournment of the session, the same session was lifted temporarily, for a period of half an hour after the quorum was broken, to vote on the election law that the protesters demanded in the demonstration square.
A representative source said in a press statement, "The adjournment of the session came after the withdrawal of the Kurdish representatives from it (60 deputies), after the presentation of Article 15 of the law on voting, which is related to the electoral system that includes the percentage of individual nomination in front of the percentage of nomination within a block. The source added that" the blocs Inside Parliament, it voted on about 13 articles of the law, but the disputes flared up and chaos and verbal arguments occurred in Article {15} of the law. ”
Video footage broadcast on state television showed the withdrawal of a large number of deputies immediately after the vote reached Article {15} of the electoral law.
The demonstrators in Baghdad and the southern governorates are demanding, within a declared road map, a new election law that guarantees the neutralization of the current political class, through 100% individual nomination with multiple lists, which is rejected by some of the current forces and parties, which see this path as an exclusion from the scene.
And on the impact of the "noisy" parliament session, the Tahrir Square protestors issued a statement to emphasize the importance of nominating a competent figure for the position of prime minister, in conjunction with the ongoing political movement in this regard.
The statement stated that "what happens in the corridors of the political class is never consistent with what the people and their protesting masses went through for a decent life, and what happens so far clearly confirms the arbitrariness and lack of seriousness of this class, and even lack of respect for the demands and blood of the masses since the first of October the first".
The statement stressed that "the protesters in Tahrir Square do not adopt any candidate for the position of interim or interim prime minister, and everything that is circulated so far is unacceptable and rejected from the sit-in squares," calling on the President of the Republic "to take a responsible and clear position to nominate an independent name for the position of interim prime minister, to proceed." With a small transitional government, operating for a maximum period of six months, to ensure fair and impartial elections in accordance with two election laws and the Electoral Commission, the demands of demonstrators throughout Iraq are fulfilled. "
The protesters' statement mentioned "the necessity of activating the role of the security forces by taking a firm and courageous stance towards the kidnappings and assassinations that take place in Baghdad and other Iraqi cities."
The protesters threatened to "escalate the protests effectively and differently in the event that the political blocs insist on adopting a political figure represented by a prime minister whose biography does not match the specifications of the rising street."

Lawmakers: The absence of the districts database delays the passage of the election law

Baghdad / Al-Sabah / Omar Abdul-Latif

Members of the House of Representatives expected to postpone the vote on the Parliament’s election law until next Tuesday instead of tomorrow, Monday, and at a time when they confirmed that the vote would decide to pass the law instead of consensus, they warned that adopting the multiple constituencies in the upcoming elections would delay their holding for at least a year.

An opportunity to trade
Member of Parliament Sercot Shams El-Din told Al-Sabah: The session, which was raised from Thursday to Monday, was to give an opportunity to deliberate on articles 15 regarding the adoption of multiple constituencies in the upcoming parliamentary elections and 16 for the women's quota, expecting to postpone the vote until next Tuesday To settle the agreement on these two articles and other articles.
For her part, Hana Turki, a member of the House of Representatives, drew attention to the fact that the Marjaiya has drawn up a clear road map by calling for early elections according to a fair and equitable electoral law for all.
And Turki added, in an interview with Al-Sabah, that the Marjaiya had never made such an invitation except in 2003 for the talents and elites to manage the political scene at that time, indicating that it is necessary to have a statement of the correct steps and the political scene to work satisfactorily for both the Marjaiyah and the people. .
Turki explained that until this moment, the Kurdish party requested that there be ample space for sitting and understanding to come out with an election law that could satisfy everyone after the reference left the option to the political blocs to determine the form of the electoral system on the basis of which the parliamentary elections will take place to ensure that the deputy represents his constituency Iraq In general and Iraq in particular and not creating the gap between it and the people.
Districts and information base
As for the member of the House of Representatives Yonadam Kanna, he emphasized that the last vote on the law is the lack of an information base at the judicial level, as there are districts with a population of more than 8,000 people, while others are more than 600 or 100 people.
We have added, for "Al-Sabah", that there is a difference in the number of districts present at the level of Iraq, as the number at the Independent High Electoral Commission indicates that there are 128 districts, while the number at the Ministry of Planning is 140 districts, and there is a number indicating that there are 165 additional districts To 5 different regarding it, indicating that this confusion hinders voting on the election law, as some districts are supposed to be incorporated, and the parliamentary seat must be counted by 125 thousand people instead of 100 thousand people, because the current number of deputies is calculated according to the number of the population of Iraq before 9 years, which is 32 million, and today it has reached nearly 39 million, according to the latest statistic of Ministry of Planning, there shall be a shortage of about 80 deputies.
Kanna stressed that reading, discussing and scrutinizing the electoral law in a good way makes us avoid any disputes and conflicts that may arise in the next stage, noting that the dispute over the law is only technical and not political, pointing out that Parliament mandated the Ministry of Planning to bring an urgent information base on the number of districts and how much is spent Can it be combined and how many representatives for each district?
Kanna pointed out that if there was an agreement that the governorate be one and an individual election, then the elections could take place within 6 months, and the elections could be delayed for about a year if the multiple districts were chosen in each governorate.
For his part, member of the House of Representatives, Sabah Al-Okaili, confirmed that political consensus is still absent from voting on the election law.
Al-Ugaili indicated, in an interview with Al-Sabah, that the election law can be passed by voting, because if political blocs wait for agreement on it, it may take longer than required, pointing out that voting will be crucial to pass the law during the coming days, given that the situation Can not bear more delay.
In the meantime, the representative of the Parliamentary Bloc Furat al-Tamimi, in a press statement, pointed out that "the religious authority has drawn the features of the coming period to get out of the crisis through early elections by returning to the people who are the source of powers according to a fair electoral law that brings the people closer to their representatives."
He added that "the most important thing from the point of view of the reference is to hold elections in conditions far from the influence of arms, money and external influence, in addition to forming a non-controversial government, which means obtaining political and popular consensus and achieving what it has to do, including regularity and restoring the state's prestige."

Compatibility between blocks
While a member of the Legal Committee and a member of the "National Approach" bloc Hussein Al-Oqabi indicated that "there is a proposal pertaining to Article 15 of the election law submitted by the government on the basis of its project, in addition to the proposal of the Legal Committee and six other proposals submitted by political blocs that should be included as provided for in the text The law as proposals and leaves the option for members of the Council to resolve what they deem appropriate, "noting that" the committee submitted all proposals to the Presidency of Parliament in order to resolve it politically by consensus between the blocs. "
Al-Aqabi added, "Passing any article related to the issue of multiple constituencies, it needs another supplement that organizes these constituencies and it needs time." Noting that "the solution to ending the disputes over the mechanism of counting votes and constituencies is through consensus, and in the event that this option is not achieved, the vote will go Every proposal and whoever gets the highest number of votes will be taken. "
Al-Oqabi stressed that "technically, far from political visions, there are technical difficulties in applying the multiple constituencies option at the present time, given that there are still unresolved problems around many disputed districts with the difficulty of finding a solution to the quota issue for women in some districts in case of adoption Multiple constituencies, so if we want to be in harmony with the demands of the masses and the recommendations of the referendum to hold early elections, the one-constituency option for each governorate is best suited to implementation within months only, unlike the multiple constituencies that may need a long period. "
Census
Nada Shaker Jawdat, the deputy for the victory coalition, also went on to say that "the vote on the adoption of multiple constituencies in the electoral law imposes on the next government two basic procedures that are necessary or we will fall into more complex problems than we are."
Jawdat added that "the first measure is that it is necessary to start a general census of the population and the second procedure that precedes the general execution procedure to unify the administrative divisions and formally define them." It is on the records of the previous election commission. "
Jawdat continued, that "in the event of a general census of the population, it is necessary to provide large funds, in addition to the date of the elections that will be delayed at least for a full year." On technical problems and ensuring their integrity. "
On the other hand, Huda Sajjad, a member of the victory coalition, confirmed in a statement that "in response to the demands of the Iraqi people and what is supported by the supreme religious authority, specifically regarding the Parliamentary Elections Law, we state clearly that we will not vote on any electoral law that the people and the rational reference do not accept."
"As a member of the House of Representatives, the legitimate representative of the people, we will not go with anything that contradicts the desires of the street," Sajjad added, stressing that "the Victory Coalition supports and adopts multiple constituencies and individual elections 100 percent."
And indicated that "the House of Representatives will be in front of a real opportunity through which it is proven that it stands with the demands of the masses, the vote will be by raising hands and then the Iraqis will know who stood with him from among the members of the House of Representatives and who rejected his demands."
