The US Embassy in Baghdad is freezing a security decision for the Iraqi government

The US Embassy in Baghdad has frozen a decision taken by Iraqi Prime Minister Adel Abdul-Mahdi  earlier this month to open the fortified " Green Zone " in the center of the capital to the Iraqis in a comprehensive package of reforms promised after the end of last year.
While security officials have confirmed fears of targeting the embassy after the US-Iranian escalation , others have called for an Iraqi decision to be independent of external wills.

And the Green Zone, which houses the Iraqi government and the presidency of the Republic and security offices, the homes of senior officials, and a number of foreign diplomatic missions; most notably the US and British embassies, had opened parts of them after taking over the prime minister, such as the Olive Street and the suspension bridge, Early this month, a new date was scheduled last week, to open the area fully.

According to the previous government statement, the Green Zone was scheduled to be fully opened to Iraqis on 10 May, which has not yet happened.

"The decision to completely open the Green Zone has been frozen for reasons related to the current crisis in the region, and the US Embassy is taking strict measures around its surroundings and the headquarters of its staff in the Green Zone," a senior security official in the Baghdad Operations Command told the New Arab, .

He explained that "the US Embassy in Baghdad has reservations about the decision to open the Green Zone, especially as it stepped up alert in anticipation of any targeting may be exposed, and took intensive security measures in the vicinity within the region."

"The resolution has been postponed at least for the time being because of concerns expressed by members of foreign diplomatic missions in the Green Zone, especially the US, of a threat that might be faced by some armed factions loyal to Iran."

He stressed that "the Iraqi side can not overcome those fears, because the security decisions invalidate according to the reality on the ground, that any information indicates the seriousness of any decision, will lead to the freezing of automatically until the danger is gone."

This came at a time when the United States asked its "non-essential" government employees, its embassy staff in Baghdad and its consulate in Erbil, to leave Iraq "immediately" and also tightened its security measures at a number of its military bases.

Iraqi politicians regretted the Iraqi government's silence on the decisions of many states regarding the status of their nationals in Iraq.

"Four foreign countries have demanded their citizens to be cautious and to leave, and others have stopped their activities in Iraq, while the government is on the sidelines," said Khalid al-Azzawi, a member of the Iraqi Communist Party.

He added that "the crisis between Tehran and Washington, while the echo in Iraq is stronger, and this confirms the extent of influence and the Iranian hegemony in Iraq, and its ability to manipulate the security and stability of the country."

Al-Azzawi said that "the decision to open the Green Zone in favor of the citizen ," asserting that "the government must be sovereign by its decisions, as it can not back down on a decision in accordance with external dictates and from any party."

He explained that "the decision serves the interest of the Iraqi citizen, which must be above the external interests," calling on the government to "continue to activate the resolution, and in particular that it promised to do so."

The government's failure to deliver on its promise to open the Green Zone in Baghdad has sparked criticism in the Iraqi street amid calls for no promises to be made.
Abu Jalal, one of the people of Baghdad for the "new Arab", that "the retreat from the resolution indicates the weakness of the Iraqi will to external forces The government must fulfill its promise and get rid of other wills," adding that "the government should not implicate itself promises not ability To implement them. "

Prime Minister Mohammed al-Bayati's personal secretary revealed on Sunday the reasons for the delay in opening the Green Zone for 24 hours, while he said it would open very soon.

Al-Bayati said in an interview with Alsumaria News that "the reasons for delaying the opening of the Green Zone 24 hours, is to restore the prestige of the streets that were affected by the abuses on the streets and sidewalks," noting that "the layers were broken and the return of sidewalks."

"The legislative door is the link between Karrada Mariam and the hanging bridge, and by opening the road, the citizen will undergo a qualitative change in the traffic," al-Bayati said.

"All the concrete blocks have been lifted from the door of legislation and from the door of the Ministry of Defense. The road is being paved between Karrada Maryam and the hanging bridge. The next plan will be moved to the door of the Ministry of Defense," al-Bayati said.

On February 17, Secretary General Mohammed Humaid al-Bayati revealed that the Green Zone will be opened for 24 hours, indicating that the final stages of maintenance work for tunnels and roads have been reached in preparation for this.

ERBIL, Kurdistan Region – Reflecting the improved security situation in the Iraqi capital, Baghdad’s fortified Green Zone will be open 24 hours a day from Tuesday after years of strict entry controls, Prime Minister Adil Abdul-Mahdi said Sunday.

“With the beginning of Eid, we will open the Green [Zone for] 24 hours every day. Extra gates will be opened, including the Eastern Gate of the Ministry of Defense,” Abdul-Mahdi told reporters in his weekly press conference

“Neither the Americans nor the previous governments were able to do this,” he added.

The high-security zone in central Baghdad is home to the Iraqi parliament and the US embassy compound. It has been open to the public during daylight hours for several months, with entry restricted at night.

Although the capital has enjoyed a period of vastly improved security since the Islamic State group (ISIS) was declared defeated in Iraq in December 2017, the PM’s decision comes just weeks after a Katyusha rocket was fired at the Green Zone.

No one was hurt in the on May 19 attack, which US officials have blamed on pro-Iran militias.

The Green Zone was established by the US in 2003 to secure its embassy and Iraqi government institutions. Its blast walls and checkpoints, however, caused traffic chaos and left Iraqis feeling physically separated from their politicians.

Iraqis broke into the Green Zone during mass protests in 2016, led by Shiite cleric Muqtada al-Sadr.

Abdul-Mahdi made it a priority of his tenure to remove the blast walls around the Green Zone and to open the area to the public.

Last October he the PM said he wants the entire country to become a “Green Zone”.

The Green Zone in Baghdad opens its doors to Iraqis

After 16 years of "isolation"
Tuesday - 30 months Ramadan 1440 AH - 04 June 2019 AD Issue Number [14798]

Baghdad: Fadel Al Nashmi
Finally, after nearly 16 years of near-total isolation, the Iraqi government decided to open its heavily fortified stronghold of the Green Zone in Baghdad to citizens. Following a series of partial "conquests" of the presidential region approved by the government after Adel Abdul Mahdi took office in October last year, the latter announced yesterday, "All its gates (the Green Zone) were fully opened to citizens on the first day of Eid al-Fitr Blessed.
Observers believe that this is a clear indication of the improvement of the security situation in Baghdad, after years of explosions and violence, some of which lasted the Green Zone, although fortified and surrounded by a large security fence and barbed wire and guarded by special protection regiments.
A source close to the Iraqi government «Middle East» that «the government of Abdul-Mahdi is determined to open the Green Zone as a final as well as the opening of Baghdad International Airport in front of the movement of passengers and lift all restrictions relating to the complexity of the arrival of passengers to the airport». It is known that Iraqi passengers are subjected to intensive search procedures in the "Abbas bin Firnas", about 10 kilometers, before arriving at the Baghdad airport hall by cars belonging to private companies, but senior Iraqi officials are not subject to this series of procedures and arrive at the terminal passengers by their own cars.
Since 2003, when the United States launched its offensive against Iraq and overthrew its political system, the Green Zone was the seat of the occupation government led by US civil administrator Paul Bremer until 2004 and has become a permanent seat for successive Iraqi governments since then. 2003, the headquarters of the Baath Party dissolved.
The Green Zone has been linked to the Iraqi people's memory for more than a decade and a half since the American occupation, and the successive governments in a safe area, in contrast to the vulnerability of ordinary people to suicide attacks and the targeting of explosive belts and car bombs in markets and public places.
It includes the Green Zone which lies on the Karkh side and on the west bank of the Tigris River, which divides Baghdad into two parts. It covers an area of about 10 square kilometers, the Presidential Palace, the Peace Palace and the conferences and the Iraqi parliament building, as well as the American and British embassies, and a large number of installations, Including the Ministry of Defense and the Grand Plaza, and the installation of the Unknown Soldier and the Rashid Hotel.
The Green Zone has three main sections, the first of which is called the "Legislation" section near the Republic Bridge and the Parliament building. The door is located on the eastern side of Al-Jadriya area in Karrada. It is reached via the suspended bridge. Another gate is located on the western side near Al- . Only government officials and members of parliament were permitted to pass through these roads according to special "security" cards, and the passage of ordinary citizens was prohibited, except in accordance with special security approvals and on the guarantee of one of the security guards working in the Green Zone. "It is no longer important to me, and perhaps to all the Baghdadi people, the politicians have protected themselves in times of distress. Today, after the violence has subsided, they have decided to reopen it," said the professor of philosophy at Mustansiriya University, Star Awad.
"However, the move may contribute to reducing the traffic congestion of the capital, which is encouraging anyway, if we are positive," Starr told Asharq Al Awsat.

BAGHDAD - The Green Zone, which has long been the symbol of Saddam Hussein's regime, has become a symbol of US occupation and has become the preserve of government officials to open its doors to all Iraqis, most of whom have been denied passage in the heart of Baghdad.

The public has not been able to enter the Green Zone for 16 years, until a few months ago the authorities issued a resolution allowing passage through its streets for limited hours each day. However, this area, which stretches much of it on the banks of the Tigris, returned from Tuesday, the first day of Eid al-Fitr to receive everyone and allowed to pass through its streets day and night.

"With the start of the Eid, the Green Zone will open 24 hours and additional gates will be opened, including the gate leading to the Ministry of Defense," Iraqi Prime Minister Adel Abdul Mahdi told a news conference on Sunday.

The Muslims of Iraq, like other Muslim countries, celebrate Eid al-Fitr from Tuesday.

Abu Majid, a 49-year-old taxi driver, speaking from his car amid a gorge over the Republican Bridge (center), welcomed the opening of the Green Zone, saying "the traffic will be better and the traffic will be better" on the streets.

"This is the joy of people," said the man, who has not set foot in the Green Zone for years with a smile, saying "because the crowds will be down in the streets of Baghdad."

Cultural complexes and complexes

This spot, which is divided by wide streets, does not know the hustle and spread on its sides beautiful green trees, many symbols for the Iraqis, especially for the vast capital Baghdad and inhabited by nearly eight million people.

In addition to alleviating the suffering of people from traffic jams, especially during the hot summer season, which lasts several months, the Green Zone has great meanings for this city, which was the capital of the Abbasid state and an important cultural center for years, before being hijacked by sectarian violence in the years following the invasion of Iraq.

Until the US-led invasion of Iraq in 2003, this 10-square-kilometer area, located in the heart of Baghdad, was the site of presidential palaces, the House of Representatives and other important headquarters.

Prior to the invasion, most of the Green Zone's homes were reserved for prominent officials and members of the Baath Party, which ruled the country for decades, with statues and stone arches similar to the Al-Aqsa Mosque in Jerusalem. However, its streets were not forbidden to Iraqis.

However, after the entry of the occupation tanks to Baghdad in April 2003, this spot, which was taken from a holy shrine on one side, turned into a green area, unlike the rest of the city of Baghdad, which became a red zone due to deteriorating security and escalating violence.

It is not known what is going on in this fortress isolated completely because of the placement of cement barriers and barbed wire even on the Tigris River, after it was receiving Iraqi families, especially on the weekend to visit the beautiful monuments and cultural complexes.

Over the past few years, only a few Iraqis have been able to enter the region after undergoing a series of stringent security measures, including obtaining special cards.

Break the transcendental feeling

In the past years, the region has not been populated by government officials, politicians, political parties, Americans, Britons and foreigners. Their embassy is located in this highly-favored area, while the rest of Baghdad lives in the opposite reality.

Political analyst Ghaleb Shabandar said that the reopening of the streets of the Green Zone carries many meanings.

For his part, believes security analyst Fadel Abu Ragheef, saying that the re-opening of the Green Zone "bear local returns to win the people and break the psychological barriers caused by the presence of the Green Zone," adding, "At the international level is a confirmation that the security situation has become reassuring and investment companies can work In Iraq, and that Iraq has become a whole green area. "

"Is the Green Zone a miracle?" Said Abu Sadiq, 40, a day laborer in an electrical appliances shop in central Baghdad. "We have had 15 years (since the fall of Saddam Hussein) and they have not given us anything." "People need to address unemployment and improve services such as electricity, water, health and others," he said.
