Washington’s envoy to the United Nations accused Iran on Thursday of flagrantly violating Iraqi sovereignty in order to carve a corridor from Tehran to the Mediterranean coast.

Speaking at a meeting of the UN Security Council that also addressed the Israeli-Palestinian conflict, US Ambassador Nikki Haley said, “if there is one country that is the source of conflict and instability in the Middle East — one country that merits a quarterly debate in the Security Council — that country is not Israel. It’s Iran.”

“It is difficult to name a conflict in the Middle East that does not have Iran’s fingerprints on it,” she said, accusing Tehran of trampling on the sovereignty of Lebanon, Syria, Yemen, and — in particular — Iraq.

“In the case of Iraq, their goal is to exploit uncertainty in order to create an Iranian controlled corridor for weapons and fighters from Tehran to the Mediterranean,” Haley argued.

She noted that the Islamic Republic — which supplies its proxies in Iraq with funds, training, and weapons — has in the last few months reportedly begun equipping them with ballistic missiles, and is “reportedly developing the capability for its proxy militias to produce their own missiles inside of Iraq.”

The ambassador also condemned a recent missile attack launched by Iranian forces against the headquarters of the Kurdistan Democratic Party of Iran, which killed 11 people and constituted “Iran’s first direct military strike into Iraqi territory in over a decade.”

“This Iranian interference in the sovereignty of Iraq should be of great interest to the Security Council for many reasons, not least of which is because it occurs in clear defiance of Security Council resolutions,” Haley observed.

She likewise pointed to rocket attacks carried out by Iranian proxy groups two weeks ago against the US embassy in Baghdad and its consulate in Basrah.

“Using proxy forces in Iraq does not give the Iranian regime plausible deniability when attacks like this occur,” Haley warned. “Iran could have stopped its proxies’ attacks. It chose not to, so the White House responded by putting Tehran firmly on notice.”

She said Washington will hold Iran “fully accountable” for any attacks by its proxies on US facilities and personnel in Iraq.

Haley also drew attention to Iranian General Qassem Soleimani, head of the Islamic Revolutionary Guard Corps’ elite Quds Force, who she said has “practically taken up residence in Iraq since the May elections,” despite being banned from international travel by the Security Council since 2007.

“And let’s be clear about what Soleimani is up to in Iraq,” she added. “He is not there to help create a government in Baghdad that is responsive to the Iraqi people. He is there to build an Iraqi government that is under the control of the Iranian regime.”

“At a critical time in its history — as Iraqis build their government — Iran is acting in shameless disregard of Iraqi sovereignty,” ambassador emphasized. “It is undermining a key feature of sovereignty — a state monopoly on the use of force — by promoting its own militias.”

Haley expressed Washington’s commitment to working with Iraq “to help it create an inclusive and independent government,” and urged all those “who respect the right to self-determination for the Iraqi people [to] come to their defense.”

Her comments come shortly before President Donald Trump is expected to preside over a Security Council meeting on Wednesday, amid the UN General Assembly’s annual high-level segment.

In a press briefing held earlier on Thursday, Haley noted that the scope of next week’s session — which she announced earlier this month would address Iranian violations of international law — had been widened.

“We initially started off with being [focused on] Iran,” she acknowledged, “and I think if you just look at September and the fact that we had to deal with the issues of chemical weapons possibly in [the Syrian province of] Idlib, the idea that we had to talk about what happened with the Skripal incident, with the attempted murders in the UK, the fact that we are having to reinforce sanctions for North Korea, it led to a broader conversation.”

Haley added that the president — who will hold separate sideline talks with several foreign leaders, including Israeli Prime Minister Benjamin Netanyahu — will focus on his administration’s recent “foreign policy successes” during his address to the General Assembly on Tuesday.

“He will talk about foreign aid, how generous the United States is,” she continued, “but he will also lay down a marker that while the United States is generous, we agree going to be generous to those who share our values, generous to those who want to work with us, and not those that try to stop the United States and say they hate America and are counterproductive to what we’re doing.”

Trump expressed his frustration with some recipients of US foreign aid in January, tweeting, “It’s not only Pakistan that we pay billions of dollars to for nothing, but also many other countries, and others. As an example, we pay the Palestinians HUNDRED OF MILLIONS OF DOLLARS a year and get no appreciation or respect.”

Washington has in recent months dramatically reduced financial support to the Palestinians, with Congress passing legislation in March that limits US aid to the Palestinian Authority until Ramallah stops paying salaries to convicted Palestinian terrorists and their families. The act was named after Taylor Force, a US Army veteran and graduate student killed in a Palestinian terrorist attack while visiting Israel in 2016.

The administration also slashed hundreds of millions in funding to the UN Relief and Works Agency (UNRWA), which supports Palestinian refugees of the 1948 Arab-Israeli War and their five million descendants. The State Department has said that future support to UNRWA would be conditional on it undergoing reforms.

While a State Department official revealed earlier this month that millions of dollars in frozen aid money for Israeli-Palestinian security cooperation had been released to the PA, the administration announced the following week that it was cutting a further $25 million in funding — this time from a network of East Jerusalem hospitals.

WASHINGTON DC (Kurdistan 24) - State Department Spokesperson, Heather Nauert, explained on Thursday that the spread of weapons of mass destruction, along with their delivery systems, will be a top US concern next week, as the UN General Assembly begins its annual session.

“First” among our priorities, Nauert stated, “is addressing the global threat posed by weapons of mass destruction.”

“That includes the proliferation of chemical, biological, and nuclear weapons, as well as ballistic missiles,” she explained.

President Donald Trump “intends to chair a UN Security Council meeting on that issue,” Nauert continued, as she identified Iran, Syria, and North Korea as countries of particular concern.

Since May, when the Trump administration left the Iranian nuclear deal, that country has figured prominently in US national security policy.

Nauert denounced the Iranian regime for attacking US and Kurdish targets earlier this month as she responded to a question about reports in the Arab media that the US had told the Iraqi government it would hold Baghdad responsible for any harm to US personnel or facilities.

Nauert’s answer appeared a decisive no, as she affirmed, “We have a terrific relationship with the Iraqi government.”

Contrary to the peculiar Arab media reports, it is the Iranian regime which the US will hold responsible in the event of harm to US personnel or damage to its facilities, as the White House warned on September 11.

Perhaps, notably, there have been no further attacks since then, whether carried out directly by Iran or, indirectly, through its proxies.

Nikki Haley, US Ambassador to the UN, similarly denounced Iran at a Security Council meeting on Thursday, charging that Tehran “has trampled on the sovereignty of its neighbors,” including Iraq, where it “has shown a total disregard of the sovereignty of a country that is at a critical stage in its political development.”

“Iran’s leaders pretend” they are motivated to intervene in other countries “in the name of religious affiliation,” but they are really “interested in power,” Haley stated.

Or as Entifadh Qanbar, an Iraqi-American who heads the Future Foundation in Washington, put it to Kurdistan 24, “It is about ruling, not praying.”

“In recent months,” Haley noted, “Iran’s aggression has escalated.” Tehran has begun to transfer ballistic missiles to proxies in Iraq, and it “attacked the headquarters of the Kurdistan Democratic Party of Iran, killing eleven people.”

She explained that Qasim Soleimani, head of the Quds Force of Iran’s Islamic Revolutionary Guard Corps (IRGC) “is leading an effort to influence the composition of a new Iraqi government.”

But “I remind my colleagues,” Haley stated, “Soleimani was banned from traveling outside of Iran by the Security Council in 2007,” as she added a new, and particularly timely, count to the US charges against Iran for violating UN resolutions.

“That ban was reaffirmed in 2015 with the passage of Security Council Resolution 2231,” she said.

“Despite this unambiguous travel ban, Soleimani has practically taken up residence in Iraq” since the May 12 elections. “This fact was noted by the Secretary-General in the most recent 2231 implementation report,” Haley explained.

Of course, had the Security Council enforced its ban on Soleimani’s travels, Iraq’s political scene today might well look significantly different.

So, too, might Syria’s. Soleimani visited Moscow in July 2015 and played a key role in arranging Russia’s intervention two months later, which turned the tide in Syria’s civil war.

As Reuters reported, “Soleimani’s visit to Moscow was the first step in planning for a Russian military intervention that has reshaped the Syrian war,” forging “a new Iranian-Russian alliance in support of [President Bashar al-]Assad.

At Thursday’s State Department briefing, Kurdistan 24 also raised a different issue: the crisis in providing support for the 1.5 million refugees and Internally Displaced Persons (IDPs) in the Kurdistan Region.

The Joint Crisis Coordination Center (JCCC) of the Kurdistan Regional Government (KRG) has issued an urgent appeal for increased humanitarian assistance for the refugees and IDPs.

As the JCCC statement noted, more refugees and IDPs are entering the Kurdistan Region than returning home, but international support is falling far short of the need.

“The humanitarian situation itself” is a “consequence of a complex, economic, political, social, legal, and security crisis that has produced far-reaching destruction in the communities” from which the displaced people come and prevents the majority of them from “returning to their homes in the liberated areas,” the statement explained.

“Alarmed by the threat to the welfare and food security of displaced populations,” the KRG calls upon the “federal government and the international community to prevent a potential humanitarian tragedy by allocating needed resources.”

“Without additional funding,” the KRG and its partners “will not be able to cope with the pressure,” the statement warned.

The Trump administration has been cutting back on assistance to humanitarian programs in various places: Syria, the Palestinian territories, and Iraq itself, to name three. Nauert was unaware of the details of US support for humanitarian needs in the Kurdistan Region but did say she would look into it.

Washington's UN Security Council representative, Nicky Healy, renewed its attack on Iran over its interference in Iraq.

"Iran is dealing with Iraq as if it is not an independent state," he said in a tweet on Twitter. "Iran views Iraq as a transit point for weapons and a training ground for its agents.

Haley wondered why Iran sought to keep Iraq economically weak, citing Iraq's poor use of financing its terrorist activities illegally.

Iran allows Al Qaeda operations within its borders: Report

 

Iran is supporting a number of Shiite terrorist groups in Iraq, which it sees as a crucial route to supply weapons to the Lebanese Hizballah, according to U.S State Department’s annual Country Reports on Terrorism, released this week.

“Designated as a State Sponsor of Terrorism in 1984, Iran continued its terrorist-related activity in 2017, including support for Lebanese Hizballah (LH), Palestinian terrorist groups in Gaza, and various groups in Syria, Iraq, and throughout the Middle East,” the report said. “Iran used the Islamic Revolutionary Guard Corps-Qods Force (IRGC-QF) to provide support to terrorist organizations, provide cover for associated covert operations, and create instability in the Middle East.”

According to the report, Iran has acknowledged the involvement of the IRGC-QF in both of the conflicts in Iraq and Syria, and the IRGC-QF is Iran’s primary mechanism for cultivating and supporting terrorists abroad. Iran uses regional proxy forces to provide sufficient deniability to shield it from the consequences of its aggressive policies.

Moreover, the report added that Iran supported a number of Shiite terrorist groups in Iraq, including Kata’ib Hizballah, not to mention supporting the Assad regime in Syria and sees it as an ally and Syria and Iraq as crucial routes to supply weapons to the LH.

“Through financial or residency enticements, Iran has facilitated and coerced primarily Shia fighters from Afghanistan and Pakistan to participate in the Assad regime’s brutal crackdown in Syria. Iranian-supported Shia militias in Iraq have also committed serious human rights abuses against primarily Sunni civilians. Iranian forces have directly backed militia operations in Syria with armored vehicles, artillery, and drones.”

The report stressed that not only does Iran enable Al Qaeda to conduct global operations from within its borders, but also remains "unwilling to bring to justice senior Al Qaeda members residing in Iran and has refused to publicly identify the members in its custody.”

It added that Iran continued to provide weapons, training, and funding to Hamas and other Palestinian terrorist groups, which have been behind a number of deadly attacks originating in Gaza and the West Bank.

Moreover, the report stressed that the Iranian government maintains a robust offensive cyber program and has sponsored cyberattacks against foreign government and private sector entities.

“Iran remained unwilling to bring to justice senior al-Qa’ida (AQ) members residing in Iran and has refused to publicly identify the members in its custody. Iran has allowed AQ facilitators to operate a core facilitation pipeline through Iran since at least 2009, enabling AQ to move funds and fighters to South Asia and Syria.”

It is pertinent to mention that U.S. sanctions over countries designated as “State Sponsors of Terrorism” include imposing a ban on arms-related exports and sales; prohibitions on economic assistance; and miscellaneous financial and other restrictions.

A study released earlier this month by the Washington-based think-tank New America – based on an analysis of documents recovered from Usama bin Laden’s compound in 2011 – asserted there is next to no evidence Tehran and the terror group co-operated in executing attacks.

“Iran had an evolving, tactical understanding with Al Qaeda, which it saw as the enemy of its enemies, but not a trusted ally. But Iran can be very ecumenical when it comes to terrorist groups,” said Jim Phillips, Senior Research Fellow for Middle Eastern Affairs at The Heritage Foundation, according to Fox News.

“Although Iran and Al Qaeda see themselves as rival leaders of a global Islamist revolution, they share a set of common enemies: the United States, Israel, and Arab states such as Saudi Arabia, Egypt and Jordan. Iran undoubtedly sawal-Qaeda as a useful force for undermining Arab governments aligned with the United States.”

Iranian proxies are reportedly developing the capacity to produce missiles in Iraq, U.S. Ambassador to the UN Nikki Haley told UNSecurity Council on Thursday.

“It is difficult to name a conflict in the Middle East that does not have Iran’s fingerprints on it,” Haley added as she warned against the growing Iranian foothold in Iraq. “In recent months, Iran’s aggression has escalated. Iranian proxies in Iraq operate openly, with funding, training, and weapons supplied by Tehran.”

“The Iranian regime has reportedly begun over the last few months to transfer ballistic missiles to these proxies in Iraq. It is reportedly developing the capability for its proxy militias to produce their own missiles inside of Iraq,” she added.

Last month, Reuters reported that Iran has given ballistic missiles to Shi’ite proxies in Iraq.

Iran has “trampled on the sovereignty of its neighbors” in Lebanon, Syria, Yemen and Iraq where they want to create an “Iranian controlled corridor for weapons and fighters from Tehran to the Mediterranean,” Haley said.

“Iran sees Iraq as merely a transit point for Iranian weapons and a training ground for Iranian proxies,” said Haley. Iran wants to see an economically weak and dependent Iraq, so that it can be a base by which to illicitly fund terrorist activities, Haley charged.

“Two weeks ago, two Iranian proxy groups launched rocket attacks on the American Embassy in Baghdad and the U.S. Consulate in Basra,” she said. “We hold the Iranian regime fully accountable for its proxies’ attacks on U.S. facilities and personnel in Iraq. And we will not hesitate to vigorously defend American lives.”

It appears Iran is telling the world that if sanctions begin in Nov. that they will start enriching their uranium in centrifuges they said they didn't have.  Mmmm.

 

The most dangerous animal is the one that is cornered and has nothing left to do but attack it's enemy.  Iran is in a corner and is warning the world it will be ready to weaponize their uranium and they have the missiles to deploy those weapons.  Mmmm President Barry's appeasement strategy doesn't seem to be working to well.  

 

I agree with you 10 years.  Another great ME war appears to be right around the corner.

Iranian Foreign Ministry spokesman Bahram Qasimi on Friday denounced US accusations against Tehran over the attacks on its headquarters in Iraq, saying that Washington was creating ridiculous and suspicious acts.

"It seems that officials in the United States are unable to rid themselves of repeated customs, allegations and unfounded remarks on the Islamic Republic of Iran," Qasimi said in a press statement today (September 21, 2018).

"They continue to repeat unfounded speeches and continue their policy of escape," he said.
