The leader of the Kurdistan Democratic Party Massoud Barzani and Speaker of the House of Representatives Mohammed Halbusi, Saturday, during their meetings in Arbil, the need to adhere to the constitutional dates to resolve the future benefits. 
The Office of Halaboussi said in a statement received, for / Mawazin News / that "the leader of the Kurdistan Democratic Party Massoud Barzani and the Speaker of the House of Representatives stressed during their meeting in the city of Erbil, the capital of the Kurdistan Region on the need to adhere to the constitutional timing to resolve future benefits.

A source from the meeting of the Shura Council of the Dawa Party, on Saturday, the reunification of the ranks of the party, pointing out that the compass candidates for the post of prime minister is moving again towards Haider Abadi. 
The source told Mawazine News that "the meeting of the Dawa Party Shura Council has reunited the ranks of the party again." 
He added that "nominations for the post of prime minister may be decided in favor of Abadi." 
Earlier in the day, the Shura Council of the Dawa Party held a meeting in the presence of the party leaders, Prime Minister Haider al-Abadi and the Secretary-General of the State of Law Coalition Nuri al-Maliki. 
And that the meeting is looking at the recent differences between the leaders of the party, against the backdrop of the formation of the next government. 
On Tuesday (September 18, 2018), the Shura Council of the Dawa Party accused Prime Minister Haider al-Abbadi of ruining the party's house. Abadi refused to merge the two blocs of victory and law.
He called the Consultative Council of the call, to convene an urgent conference to call the names that attended the previous conference after the deletion of the cutters, and work from now on all the requirements of the Conference.

A leader in the coalition of "victory" led by Prime Minister Haider Abadi, said that the Islamic Dawa Party held earlier a meeting of the party's consultation attended by the Secretary General of the party Nuri al-Maliki, in addition to Abadi. 
The leader Ali al-Sunaid, said in a press statement, followed by Sky Press, that Prime Minister Haider Abadi, took a "firm position" from the meeting of the Shura Council of the Dawa, which was held earlier in Baghdad. 
"Al-Abbadi told Al-Nasr that he would attend a meeting of the Dawa Party to confirm the unity of the party and reject any attempt to weaken it," he said. 
He noted that "Abadi stressed at the meeting of the Dawa Party that his political and government decision, national and far from any wishes or orientations."
He stressed that the leadership and the Shura Council of the Dawa Party continues to hold meetings in the presence of Secretary General of the party Nuri al-Maliki, and Prime Minister Haider Abadi. 
On the other hand informed sources said that the meeting of the Dawa Party last, aims to try to announce the merger of the blocks of law and victory and invite others to join the largest bloc and put forward a candidate for prime minister by them. 
Three leaders of the Dawa Party last week issued a statement in which they held Abadi responsible for the disintegration of the party and the possibility of losing the post of prime minister because of his alliance with Moqtada al-Sadr and Ammar al-Hakim. And that Abadi refused to push Sadr to the opposition, and tried to push the leadership of the party to merge the rule of law and victory and understanding with Sadr on a large coalition formed by the government under his chairmanship.
Sources pointed out that "the recent leak of a number of leaders of the Dawa Party appeared to be in response to the leaking of Abadi, and renewed the latter's responsibility, and demanded the removal of Abbadi from the party or the freezing of membership." 
Earlier reports said the Dawa Party, which has been ruling Iraq since 2005, is suffering from major problems and internal divisions between the wings of al-Maliki and al-Abadi, whose predictions are about to freeze his membership after he is accused of dispersing the party. Maliki's wing is trying to capitalize on the moment of weakness it is experiencing Prime Minister Haidar al-Abadi for his entourage and the leaders of his adherents to the "building" coalition.

A member of the Al-Nasr Alliance Jassim Al-Olawi, on Saturday, that the meeting of the Shura of the Islamic Dawa Party did not discuss any name of a candidate for prime minister, but the head of the alliance Haider Abadi.

Kurdish powers won't set on candidate before parliment's session

The Kurdish powers will not set on their candidate in the upcoming presidential election ahead of the Parliament's next scheduled session on Sept. 25, MP from the National Wisdom Movement Hassan al-Masoudi said to Baghdad Post. 

 

"The negotiations and consultations of the two main Kurdish parties have not reached a consensus so far on the candidate, and may need another period of time to resolve this matter," Masoudi said.

 

Member of the Kurdistan Democratic Party (KDP) Majid Shinkali also affirmed that theKurdish powers have not yet settled on a candidate to run for Iraqi president.

 

Shinkali revealed that preliminary suggestions regarding presidential candidates include Hoshyar Zebari, Latif Rashid, and Rowsch Nuri Shaways, affirming that choosing a candidate requires the approval of the two principal Kurdish parties – the Kurdish Democratic Party and the Patriotic Union of Kurdistan.

 

He referred to the ongoing discussions between the Kurdish parties and political blocs in Baghdad to form the largest parliamentary bloc, which has become clear following the election of the Parliament speaker and his two deputies.

 

Iraq’s Patriotic Union of Kurdistan (PUK), one of the ruling Kurdish parties, has nominated Kurdish leader Barham Salih as candidate in the upcoming presidential election.

 

Salim Shushkayi declared his nomination for the presidency on Saturday. Shushkayi said he would submit his autobiography to the House of Representatives on Saturday, expressing his wishes to win in the election.

 

“My party has decided to appoint me as their sole candidate for the position of Iraqi president in Baghdad,” Salim Shushkayi told Rudaw English on Friday.

 

Kurdish Professor Kamal Aziz Qaituli was also nominated for the post of president of the republic.

 

"I have announced my candidacy for the presidency of the Republic of Iraq, putting myself in the service of a people worthy of life," Qaituli said in a statement.

 

The list of candidates includes the Kurdish leader and member of Gorran Party Sardar Abdullah, Iraqi Minister of Water Resources under the government of Nouri al-Maliki ‘Latif Rashid,’ the leader in the Kurdish Democratic Party(KDP) Mala Bakhtiyar, and Fazil Mirani –also a KDP leader.

"The Prime Minister received in his office today, the President of the Kurdistan Regional Government, Nechirvan Barzani, during the meeting discussed the discussions on the formation of the government and the importance of moving forward the completion of constitutional steps through the selection of President of the Republic and the task of nominating the candidate of the largest bloc, "stressing that" the next government goes with the aspirations of citizens in the construction and reconstruction, security stability and the provision of employment opportunities. ERBIL (Kurdistan 24) – The Prime Minister of the Kurdistan Region, Nechirvan Barzani, while on an official visit to Baghdad, received a telephone call from the US Secretary of State Mike Pompeo late Saturday night, a follow up to the political developments in Iraq.

In the telephone conversation, both sides focused on the ongoing Iraqi political process in Iraq and future of the country, according to the Kurdistan Regional Government’s (KRG) press office.

The two also discussed the countdown to the election of Iraq’s new president and prime minister, which was triggered by successful votes for Parliament’s new leadership. 

Pompeo on Thursday called the recently elected parliamentary Speaker, Mohammed al-Halbousi, whose second deputy includes a member of the Kurdistan Democratic Party (KDP) - Nechirvan’s party.

The KRG’s statement noted that Pompeo stressed the significance and active role the Kurdistan Region holds in the political process of Iraq and how they will help shape the country’s branches of leadership, in Parliament, in the government, and in the presidency.

According to the readout from the Kurdish official’s side, Pompeo and Barzani shared hopes the next phase of Iraq’s political process would bring stability and security. Among that involves a new Iraqi government which reflects the demands and rights of all the country’s components.

Pompeo reached out as Barzani traveled to Baghdad on Saturday to meet with Iraqi parties to discuss the formation and promotion of a new inclusive, representational government and nominees for the Iraqi Presidency.

Ties between the US, the Kurdistan Region, and Iraq were also discussed during the phone call between the two officials. The Kurdistan Regional Government (KRG) and Barzani are viewed as some of the strongest allies to the US in Iraq. 

Pompeo’s call with the parliamentary Speaker followed pro-Iranian statements that Halbousi made after winning the speakership last week: Iraq should not abide by the sanctions on Iran, and that he would invite his Iranian counterpart to Baghdad to issue a joint statement to that effect.

In contrast, the Kurds have consistently held a pro-American stance, making them a valuable partner as Baghdad struggles to elect a new Prime Minister and Iranian influence strengthens as Washington’s preferred candidate as head of state, Haider al-Abadi, seems unlikely to be able to secure a second term. 

According to analysts, the Kurds will have the “main word” in choosing the next prime minister because they are the swing vote between the Shia blocs.

ERBIL (Kurdistan 24) – The Prime Minister of the Kurdistan Region, Nechirvan Barzani, on Saturday held a series of meetings with six different Iraqi leaders in Baghdad to discuss the formation of the new government and consider nominees for the post of President of Iraq.

The Kurdish official’s visit came hours after meeting the newly-elected Parliament Speaker of Iraq, Mohammed al-Halbousi, in Erbil.

Barzani, who is also the deputy head of the Kurdistan Region’s leading party - the Kurdistan Democratic Party (KDP) - first met with Ammar al-Hakim, the head of the Hikma (Wisdom) movement, whose party won 19 seats in the May 12 elections.

On the agenda were subjects related to the current political situation in Iraq: stability, public services, unresolved issues between Erbil and Baghdad, and the Iraqi constitution, according to Barzani’s press office.

The two Sunni and Shia parties highlighted the need for a representational, balanced government, which would operate on consensus and rely on cross-sectarian partnerships to govern Iraq, in a way that involves all components of the country.

Barzani also met incumbent Prime Minister of Iraq and head of Nasr (Victory) coalition, Haider al-Abadi, whose alliance came in third in the election with 42 seats.

The two premiers discussed the state of relations between Erbil and Baghdad, and how a new government of Iraq would work to address the concerns of the people regarding security, reconstruction efforts, and employment.

The election of Iraq’s President and Prime Minister, as well as the implementation of the Iraqi Constitution, were also on the agenda for the meeting with Abadi, who is likely unable to secure a second term as head of state.

Both party leaders agreed that Iraq’s new government should be able to combat future threats and protect the achievements and victories gained by the Kurdish Peshmerga and Iraqi forces in the fight against the Islamic State (IS).

The top Kurdish official also met with the vice-President of Iraq and head of State of Law Coalition, Nouri al-Maliki, who won 26 seats in the spring vote.

In his meeting with Maliki, Barzani lobbied further on the formation of the new Iraqi government and the post of President of Iraq, which traditionally goes to the Kurds. 

According to analysts, the Kurds will have the “main word” in choosing the next prime minister because they are the swing vote between the Shia blocs.

As such, Barzani also met Iraqi Shia leader Falih al-Fayyad and Hadi al-Amiri, a prominent Shia militia commander and the head of al-Fatih (Conquest) Coalition, whose alliance secured 48 seats in the Iraqi parliament, coming in close second to influential cleric Muqtada al-Sadr’s Sairoon Coalition.

Once more, parties were in agreement regarding the need for cooperation between Iraqi parties, to preserve the principles of fair and inclusive representation in Iraq, as well as securing and protecting the rights of all components in the country.

Barzani’s last meeting was with Ayad Allawi, the head of al-Wataniya, with 21 seats in the Iraqi parliament.

For the two more secular parties, to be successful, the new government of Iraq would require the ability to properly handle the multitude of challenges the country faces and adequately represent the interest of all minorities and peoples of Iraq.

According to the traditional system of power-sharing in Iraq, the Prime Minister's post is held by a member of the Shia community, a Sunni Iraqi is speaker of parliament, and a Kurd holds the presidency.

Despite the elections being held in May, a mired vote-counting process and complicated political landscape have pushed the formation of a new government down the line, with competing factions failing to reach an agreement and resume work to address the country’s growing public service and unemployment crisis, notably in the southern Basra province. 

Iraq’s new lawmakers have only recently been able to choose a parliamentary speaker and his deputies, triggering the countdown for the Iraqi presidency and prime ministership’s constitutionally-mandated appointment deadline.

Sadr and Barzani insist on speeding up the formation of the new government

 

 

Baghdad / Maslal: The leader of the Sadrist movement Moqtada al-Sadr, Sunday, September 23, 2018, with the Kurdish delegation headed by Nechirvan Barzani, the overall political process and the need to accelerate the formation of the new government. 

A statement to the Information Office of the Sadr received by the "obelisk", that the latter "received at his residence in Hananah Sunday morning, the Kurdistan Regional Government President Nechirvan Barzani, and discussed the entire political process and the need to expedite the formation of the government to carry out its tasks.

Al-Sadr stressed that "the next government must be patriarchal and patriotic, that it should not differentiate between the components of the Iraqi people and should focus on meeting the aspirations of the people, providing services and improving its general conditions."

Barzani will discuss with the chest the files of the presidency and the government

 

BAGHDAD / A leading figure in the alliance of Saaron Raed Fahmi, Sunday, September 23, 2018, that the visit of the Kurdistan Regional Government President Najran Barzani to Najaf comes to discuss the files of the presidency and the government with the leader of the Sadrist movement, Moqtada al-Sadr, Reform Alliance.

Fahmi said in a statement followed by the obelisk, that "Barzani's meeting with Mr. Moqtada al-Sadr today is the completion of meetings held by Barzani with leaders of political blocs in the capital Baghdad on Saturday evening.

He added that "the talks will address the files of the presidency and the government alike, where Barzani will present his party candidates for the post of President of the Republic," expressing his belief that "the two main parties will come to the House of Representatives one candidate after listening to the views of the leaders of political blocs."

On the other hand, Fahmi stressed that "the return of Abbadi to the rule of law as a party and not related to the electoral aspect as the mass of victory is still an important part of the alliance of reform and reconstruction."

ERBIL (Kurdistan 24) – Kurdistan Regional Government (KRG) Prime Minister Nechirvan Barzani on Sunday met with the Iraqi election winner, Muqtada al-Sadr, to discuss the political situation and the process of forming the new federal government.

Barzani’s visit to Najaf came a day after meeting different Iraqi political leaders in Baghdad.

The Kurdish leader, who is also the deputy head of the Kurdistan Region’s leading party – Kurdistan Democratic Party (KDP) – and Sadr underlined the need to expedite the formation of the government to carry out its tasks, Sadr’s press office said.

Sadr, an influential Shia cleric, stressed the need to form a parental and national government in Iraq. He said the government should not discriminate against the different components in the country, but instead focus on fulfilling the demands of the people by providing services and improve the living condition in general.

The Kurdistan Region Prime Minister highlighted the need for a representational, balanced government, which would operate on consensus and rely on cross-sectarian partnerships to govern Iraq, in a way that includes all of the country’s components, Barzani’s press office stated.
