Barzani and Talabani: The government must be formed by political agreement and written guarantees

 

 

The Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) on Sunday (August 19th, 2018) agreed on cooperation and coordination with the rest of the political blocs for the purpose of forming the largest bloc. The spokesman for the Supreme Federal Court in Iraq, Iyas Samok, today, the ratification of the court on the results of the parliamentary elections, held in May last, the results are categorical.

Iraqi political parties have agreed on establishing a core alliance in an attempt to form a new government. 

 The deal was reached on Sunday, following a meeting between Muqtada al-Sadr, Iraqi Prime Minister Haider al-Abadi, Ammar Hakim, and members of the al-Watanyah party.

"We agreed today to form a core for an alliance seeking to form a parliamentary alliance that can form the government. We have decided at this meeting to open up to our other partners to contribute together in the formation of this (largest) alliance," read a statement released following the talks.

The statement further noted that the alliance was being formed in the interest of the nation.

The announcement was made several hours after Iraq's Supreme Court ratified the outcome of the contested May 12 parliamentary elections in the country, giving the victor, Sadr and his coalition, a constitutional deadline of 90 days to form a government.    

The parliament ordered a recount of the votes in June after a government report accused the electoral commission of ignoring widespread violations.

Days later, a huge fire destroyed a building that housed ballot boxes from the vote. Iraqi officials, including Prime Minister Haider al-Abadi, said the fire was an attempt to harm Iraqi democracy.

The recount went ahead as planned and showed little difference from the initial results, giving Sadr a central role in forming the country's next government.

Sadr’s coalition, Sa'iroun, held 54 seats in the 329-seat parliament. Abadi, whose coalition, the Victory Alliance, had won only 42 seats to become third, formed an alliance with Sa'iroun in the aftermath of the election.

Iraqi lawmakers now have three months to form the new government. To do that, they need to hold their first session and elect a new speaker. From that point, they will have one month to elect a president.

The president will ask the largest bloc in the parliament to elect a prime minister who will form a government.

This is the fourth poll of its kind since the 2003 US invasion, which led to a sharp rise in sectarian tensions and ensuing terror-related violence in Iraq.

The next prime minister will face the huge task of rebuilding a country shattered by the war against Daesh and the US invasion.

Abdullah Alawi, adviser to President Fuad Masum, said Sunday that the latter will follow the Eid al-Adha holiday, calling for the new parliament to convene, expected to call the call on the 28th of this month.

Alawi said in a press statement that President Masoom is committed to constitutional terms, especially those relating to the formation of the next government, which requires giving the President of the Republic the authority to call for the parliamentary session of the new legislative session within fifteen days from the date of ratification of the results of the Federal Court.

The Federal Supreme Court has announced earlier, Sunday, its ratification of the final results of the House elections, after checking all the names received from the Electoral Commission for elections.

[Baghdad: Al-Furat News} The Patriotic Union of Kurdistan announced its position on the formation of the nucleus of the largest bloc.

 

“The Patriotic Union of Kurdistan and the rest of the Kurdish parties see it is important to speed up the formation of the largest bloc and wait for the results of the formation of this bloc,” Union member Areez Abdullah told the {Euphrates News} that “after the results we will start talks and negotiations, and our position will be national, . 
He added that “we have no conditions, but we call for adherence to the Constitution and not to marginalize and resolve outstanding problems and we have legal demands and we will be with the axis, which is consistent with our political vision.”
He added that “the most important points that we want is to rely on the participation of all components of the Iraqi people not to exclude any class in the society represented by political blocs and the commitment to the Constitution, especially the application of Article 140, which became a chronic article despite the commitment of successive governments, and did not apply as well as resolving the outstanding problems between Erbil and Baghdad as entitlements Peshmerga Normalization of the disputed areas and commitment to provide services. ” 
He pointed out that “our conditions and our constitutional demands, including Article 140 of the Constitution and the government of a national partnership and the reality of achieving consensus and balance until the application of constitutional articles for the region and its share of the financial budget and the oil file and the benefits of the Peshmerga and must be the largest program of the national program,” noting that ” With all axes so far and do not want to repeat mistakes of the government of the region and the federal government and begin to resolve outstanding problems between the center and the region. “
He pointed out that “we do not put any red line on the candidate, including Prime Minister Abbadi, and the post of President of the Republic is not a problem between the two Kurdish parties, and we insist that the post for the Kurds and the Patriotic Union of Kurdistan and do not reject the nomination of other candidates.”

Why do I think this means that they will not show up to form a full quorum???  They are absolutely going to do anything and everything they can to disrupt the new government.

I am praying the issues of Article 140 and the HCL get done asap too.

 

I am real happy to see them in the news but we have to wait and see. Article 140 in parliament then implemented and National Oil Company (if HCL) on Sept 5th signed and implemented.

Hot dang ! Stability ! Abadi  may be Iraq's answer to stability and peace ! Give him one more term and I'll show you an RV ! And I'd like to add,  that's even if I've got to buy a recreational vehicle because I don't have a pot to p in or a window to throw it out ! At least I would have somewhere to rest my weary bones !

The national wisdom movement said on Monday that the national axis has not settled its position on joining the nucleus of the largest bloc announced on Sunday, pointing out that the door is open for everyone to join. 

He said the leader of the current Habib terminal in a press statement that "the announcement of the nucleus of the largest bloc does not mean that the five-year coalition has reached the formula of resolution, but still needs more time," stressing that "the national axis has not officially joined the five-bloc so far." 

He added that the terminal, "the five-party announced that the door is open to all political forces to join them according to their belief in the strategic project," likely to "get the quintet of the five seats larger than the largest bloc swings"
