Maliki said in statements quoted by Iraqi newspapers "We intend to collect signatures in parliament today to submit to the presidency of the Council in order to issue a binding decision of the government and the Ministry of Foreign Affairs to pursue the funds of Massoud Barzani and Najran Barzani and Najmuddin Karim," noting that "the wording of the resolution includes an official letter from the House of Representatives to the Ministry of Foreign Affairs To approach embassies and international banking bodies to inform Iraq about the funds of the three personalities in order to get hold of them. Al-Maliki said that "the three figures have large funds outside the country and these amounts represent tattered resources of the people for transactions and smuggling of Iraqi oil from the province and the province of Kirkuk throughout the previous period," pointing out that "the draft resolution will include the central bank's demand to audit all foreign transfers issued from April And the follow-up of funds because of suspicions that some of them went to finance terrorist groups and order the country and the purchase of weapons of unknown origin and purpose.

Some observers consider that the prospect of pursuing the money of the president of the region is in fact a new attempt by Baghdad to pressure Barzani to withdraw from the referendum after the other pressures on us in which the US failed to persuade him to organize the referendum.

Some are likely to support parliament the idea of chasing money because it would be a major embarrassment to Barzani accused by some quarters, including Kurdish corruption and exploitation of its family influence to steal government funds.

The Kurdistan region's relationship with the Baghdad government is growing tense as a result of the insistence of the president of the region Massoud Barzani to hold a referendum on secession from Iraq on September 25, despite the opposition of the federal government and the international community led by Washington.

But the Kurdish region rejected all internal, regional and foreign calls to postpone or cancel the referendum.

The parliament of the autonomous region since 1991, on Friday evening almost unanimously of the deputies present, to hold a referendum on the independence of the territory rejected by Baghdad, stressing that the organization of the referendum is unconstitutional.

The referendum is widely opposed at the level of the countries of the region and the West, where fears prevail that the door to the conflict between Baghdad and the Kurdish region, which may be reflected negatively on efforts to fight the Islamic State Organization terrorist.

A Kurdish delegation will meet with Iraqi officials in Baghdad on Monday to discuss the highly controversial referendum on Kurdish independence due to take place on September 25.

It comes after the Referendum High Council, headed by the Kurdistan region's president Masoud Barzani, met in Erbil on Saturday and agreed to send a delegation to the Iraqi capital to negotiate details of the upcoming vote.

The delegation will meet with Iraqi prime minister Haider Al Abadi among other officials.

“In our meetings, we will speak frankly with Baghdad and explain that the Kurdistan region has decided to hold the referendum on independence and there is no turning back on that,” said Majid Osman, a member of the delegation representing the Kurkish region's Turkmen population.

The referendum, however, is strongly opposed by the central Iraqi government.

ANKARA (Reuters) - Turkish Prime Minister Binali Yildirim said on Saturday that the planned independence referendum in northern Iraq is an issue of national security, and Turkey will take any necessary steps.

On Friday, Iraqi Kurdish leader Massoud Barzani said the vote would not be delayed, despite requests from the United States and other Western powers worried that tensions between Baghdad and Erbil would distract from the war on Islamic State militants who continue to occupy parts of Iraq and Syria.

Turkish President Tayyip Erdogan said in an interview on Friday that Barzani’s decision not to postpone the referendum was “very wrong”.

Myself, I do not believe it will resort to that ...  Barzanis insistence of conducting the referendum, rhetoric of war (likely, to save face before the vote) is drawing these responses from Abadi... But, if by some remote chance... the referendum were to be approved by parliament.. Obviously, not recognized by any world body...Barzani, and the Kurdistan region would likely suffer the same fate as S and Iraq had in the past ... isolated from the outside world, at an accelerated pace.

A  number of articles have stated... Iran could close their borders, possibly cut their water supply.. Turkey, shut down the pipeline, their only real means of oil export, and a variety of other options... All countries, providing financial aid... would, cease immediately... Economic sanctions could be imposed against Barzani and his government, funds frozen...  Possible, sea embargo... U.S and EU have clearly stated they will cease any and all funding... Possible, sanctions against the government from the UN...

The list, goes on...These, but a few of the possible options stated in a number of articles, over the past few months ...  All this, leads to nothing more then another failed state..

With that, I believe it was his last- ditch effort to draw in the international bodies to enforce the enactment of agreements made... ie: HCL, Article 140 .. etc etc ...

An oil-rich province in the north of Iraq plans to vote in a referendum on Kurdish independence later this month, prompting fears of regional conflict as tensions escalate over who owns a portion of the country's crude.

Kurdish forces have been in complete control of the province of Kirkuk — as well as other disputed areas — since the summer of 2014, when so-called Islamic State swept across parts of Iraq. In addition to being home to much of Iraq's oil, the northern part of the country forms part of Kurdistan, the unofficial but centuries-old home of the Kurdish people. The Kurds have long sought their own state and began to believe it was near their grasp after American troops overthrew Saddam Hussein's Iraqi government in 2003.

Both Iraqi government troops and Kurdish militia forces have fought to drive ISIS out from most of the country during the past two years, but now the long-running dispute between Baghdad and the Kurdish capital of Erbil over who should claim the spoils is sharpening.

The Sept. 25 referendum is vehemently opposed by Baghdad, with Prime Minister Haider al-Abadi describing the vote as "unconstitutional and illegitimate."

On Tuesday, Iraq's central government authorized the prime minister to "take all measures" to preserve the country's unity. Iraq's Kurdish leader, Massoud Barzani, rejected the notion that the vote endangered the nation's identity and vowed to press ahead with the referendum.

"In Kirkuk especially, Baghdad will not accept a scenario in which all of the territories are annexed," Ayham Kamel, director for Middle East and North Africa at consulting firm Eurasia Group, told CNBC via phone interview.

 

Regional tension could 'ignite conflict'

More than 6 million Kurds are estimated to live in Iraq — amounting to around 20 percent of the total population — with most situated in the landlocked northern region.

With the 5 million Kurds who are eligible to vote largely united by dreams of self-determination, the outcome appears in little doubt.

The Kurds have been pursuing an independent state since at least the end of World War I, when colonial powers divided up the Middle East, leaving Kurds largely in Iraq, Iran, Turkey and northeastern Syria.

Western governments, including Germany, oppose the referendum, arguing the vote will undermine the fight against ISIS and escalate tensions with Baghdad. But it does have the support of Israel, which regards the Kurds as a buffer against Iran and Arab nations. The United States also opposes the referendum, though the Kurds have been a critical ally for the U.S. going back at least to the Iraq War.

Opposition to the vote from Iraq's central government in Baghdad has been accentuated by its regional neighbors. Turkey, Syria and Iran are all staunchly against the referendum as they fear a potential contagion effect from their own Kurdish populations.

Michael Stephens, a research fellow at think tank the Royal United Services Institute, argued that Iraq's relationship with its neighboring countries would be complicated "enormously" in the immediate aftermath of the contested referendum.

"I think the instability of this dynamic is particularly worrying, and regional interference could serve to raise tensions and potentially ignite conflict, rather than dampen down the chances," he said.

 

'Biggest challenge to oil'

Turkish officials have described Kirkuk's decision to hold a referendum as "dangerous" and a violation of Iraq's constitution. Ankara holds close political and economic ties with the Kurdistan Regional Government and appears to have considerable leverage over the area as it remains the only major outlet for Kurdish oil exports.

The decision to hold a vote is a potential powder keg to an already long-running dispute between Baghdad and Erbil over Kurdish oil exports and revenue sharing.

"The relationship between Baghdad and Erbil is the biggest challenge to oil, with the Kurds using this upcoming referendum as a bargaining chip," Renad Mansour, an Iraq expert at London-based think tank Chatham House, told CNBC via phone interview.

"Do I foresee all out conflict? Probably not. The referendum is a bit of a bluff in that sense because the Kurds need the U.S. and the U.K. and a conflict would mean losing this lifeline. I wouldn't rule out skirmishes, but an all-out war is in no-one's best interests," Mansour added.

Iraq is the second largest OPEC producer and currently pumps 4.32 million barrels of oil a day, according to Iraqi Oil Minister Jabar Al-Luaibi.

However, he conceded the government does not have reliable figures for shipments from the country's Kurdish region, which reportedly accounts for around a 10th of the nation's total production.

"It would be wrong to assume, however, that the issue of independence will be governed by economics alone. … In particular, legal challenges from Iraqi courts against independent (Kurdistan Regional Government) crude are still a significant restraint under the Kurdistan Region's current semi-autonomous status," he added.

U.S. oil giant Chevron has been operating in the Kurdistan region of Iraq since it signed an oil agreement with the semiautonomous government in 2012. Baghdad criticized the decision, suggesting any oil firm operating in the northern region of the country without the approval of the central government could be blacklisted.

A Chevron spokesperson told CNBC that it "seeks to work constructively with all stakeholders in any country in which it operates (and) with regards to any referendum, it is a decision to be made by those directly involved."

CNBC contacted several other oil companies operating in Iraq — including Norwegian gas and oil operator DNO, Austria's OMV group and the U.K.'s Gulf Keystone Petroleum company — regarding the extent to which business operations are likely be impacted by the referendum. However, each oil company either declined to comment or were not immediately available.

BAGHDAD — Iraq is prepared to intervene militarily if the Kurdish region’s planned independence referendum results in violence, Prime Minister Haider al-Abadi told The Associated Press in an exclusive interview Saturday.

If the Iraqi population is “threatened by the use of force outside the law, then we will intervene militarily,” he said.

Iraq’s Kurdish region plans to hold the referendum on support for independence from Iraq on Sept. 25 in three governorates that make up their autonomous region, and in disputed areas controlled by Kurdish forces but which are claimed by Baghdad.

“If you challenge the constitution and if you challenge the borders of Iraq and the borders of the region, this is a public invitation to the countries in the region to violate Iraqi borders as well, which is a very dangerous escalation,” al-Abadi said.

The leaders of Iraq’s Kurdish region have said they hope the referendum will push Baghdad to come to the negotiating table and create a path for independence. However, al-Abadi said such negotiations would likely be complicated by the referendum vote.

 

“It will make it harder and more difficult,” he said, but added: “I will never close the door to negotiations. Negotiations are always possible.”

Iraq’s Kurds have come under increasing pressure to call off the vote from regional powers and the United States, a key ally, as well as Baghdad.

In a statement released late Friday night the White House called for the Kurdish region to call off the referendum “and enter into serious and sustained dialogue with Baghdad.”

“Holding the referendum in disputed areas is particularly provocative and destabilizing,” the statement read.

Tensions between Irbil and Baghdad have flared in the lead-up to the Sept. 25 vote.

Masoud Barzani, the president of Iraq’s autonomous Kurdish region, has repeatedly threatened violence if Iraqi military or Shiite militias attempt to move into disputed territories that are now under the control of Kurdish fighters known as Peshmerga, specifically the oil-rich city of Kirkuk.

“It’s chaotic there,” Muhammad Mahdi al-Bayati, a senior leader of Iraq’s mostly Shiite fighters known as the popular mobilization forces, said earlier this week, describing Kirkuk in the lead up to the vote.

 

Al-Bayati’s forces — sanctioned by Baghdad, but many with close ties to Iran — are deployed around Kirkuk as well as other disputed territories in Iraq’s north.

“Everyone is under pressure,” he said, explaining that he feared a rogue group of fighters could trigger larger clashes. “Anything could be the spark that burns it all down.”

Al-Abadi said he is focused on legal responses to the Kurdish referendum on independence. Earlier this week Iraq’s parliament rejected the referendum in a vote boycotted by Kurdish lawmakers.

Iraq’s Kurds have long held a dream of statehood. Brutally oppressed under Saddam Hussein, whose military in the 1980s killed at least 50,000 of them, many with chemical weapons, Iraq’s Kurds established a regional government in 1992 after the U.S. enforced a no-fly zone across the north following the Gulf War.

After the 2003 U.S.-led invasion ousted Saddam, the region secured constitutional recognition of its autonomy, but remained part of the Iraqi state.

When asked if he would ever accept an independent Kurdistan, Al-Abadi said: “It’s not up to me, this is a constitutional” matter.

“If (Iraq’s Kurds) want to go along that road, they should work toward amending the constitution,” al-Abadi said. “In that case we have to go all the way through parliament and a referendum to the whole Iraqi people.

“For them to call for only the Kurds to vote, I think this is a hostile move toward the whole of the Iraqi population,” he said.

Iraqi Prime Minister Haider al-Abadi asserted on Saturday that Kurdistan authorities "play with fire" with their insistence to carry out the independence referendum.

Abadi also noted that this referendum opens the door for foreign country to undermine Iraq's sovereignty.

He added that Kurdistan does not respect Iraq's laws and constitution and have made major disputes with all Iraqi factions.

He then called on Kurdistan's leadership to revise their stance on the referendum issue, as it will endanger all Iraqi Kurds past achievements.

Kurdish blocs hold emergency meeting to discuss boycotting sessions

Iraqi Kurdish blocs have held an emergency meeting at the office of the Parliament's Deputy Speaker Aram Sheikh to discuss boycotting parliamentary sessions, a parliamentary source told The Baghdad Post Saturday. 

 

He added that these blocs have not resolved yet whether to participate in the sessions or not.

 

Kurdistan will hold an independence on 25th of September that will include Kirkuk governorate.
