Iraq’s President Fuad Masum launched on Saturday an initiative for dialogue between Baghdad and Erbil.

In a press statement, Masum said that under the initiative, political parties’ leaders are invited to hold intensive meetings to reach tangible and urgent solutions to overcome this crisis.  

Iraq is facing a political crisis, posing serious risks for the political process and the country’s supreme national interests, he noted.

Our constitutional responsibility does not allow us to leave this stalemate unchecked, he further stated.

The Iraqi president also called upon all concerned parties, particularly the legislative and executive authorities in Erbil and Baghdad, to resolve this crisis by considering it a top priority even if that required exceptional efforts.   

The resolutions have to be based on partnership and an understanding of Kurdistan people’s aspirations, he added.   

Kurdistan Region’s President Masoud Barzani asserted on Saturday that he won't allow any western official to stop the independence referendum slated for September 25th.

He added that it's too late to speak about any alternatives for Kurdistan's referendum, noting that most Kurds are with seceding from Iraq.

On Friday, Kurdistan region's parliament approved a plan to hold a Sept. 25 referendum on independence, ignoring Iraqi, Iranian and Turkish opposition as well as US and Western concern that the vote could cause new conflicts in the region.

Kurdistan Region’s independence referendum will be peacefully held, Sasan Awni, a leader in Kurdistan Democratic Party (KDP), revealed Sunday.

In press statements, Awni called on Prime Minister Haider al-Abadi to control unchecked militias that target Kurdistan region, wondering what response should be made by Kurdistan when a war is waged by Baghdad.     

These statements come as a response from Barzani’s party after Abadi threatened to militarily intervene if Kurdistan referendum caused politically motivated violence.  

We want to assure the prime minister that the referendum will neither bring about chaos nor lead to violence, Awni stressed. 

He added that for Kurds, the referendum is a public carnival that expresses Kurdistan people’s aspirations.

Iraq is prepared to intervene militarily if the Kurdish region's planned independence referendum results in violence, al-Abadi told The Associated Press on Saturday.

If the Iraqi population is "threatened by the use of force outside the law, then we will intervene militarily," he said.

Iraq's Kurdish region plans to hold the referendum on support for independence from Iraq on September 25 in three governorates that make up their autonomous region, and in disputed areas controlled by Kurdish forces but which are claimed by Baghdad.

"If you challenge the constitution and if you challenge the borders of Iraq and the borders of the region, this is a public invitation to the countries in the region to violate Iraqi borders as well, which is a very dangerous escalation," al-Abadi said.

Why Masoud Barzani is still the only president of Kurdistan, to carry out the referendum and independent Kurdistan?

The political division in the Kurdish parliament had the potential to cause tension and instability in the Kurdistan Region. However recently the Kurdistan Parliament showed a historic and courage change towards the future of its own people, by approving the decision to holding the referendum on 25th of September 2017.

This is why the presidency of Masoud Barzani is being extended for the most appropriate mechanism to overcome these problems, and to preserve stability and security in the region.

He is the most suitable candidate for the job because he is a historical Kurdish personality and the respect he deserves is a binding factor for Kurdish nation.

The argument of some of the minor opposition groups might be valid argument and could be based on some facts and figures, but it does not mean that the sovereignty of the people and the region is compromised. 

We need also to be honest and frankly speaking, that Mr. Masoud Barzani, upon the mandate from all Kurdistan political parties, has been trying several years and time to time to negotiate and sending delegations to Baghdad on the Kurdistan demands and emphasize on the will of Kurdistan people. Before announcing the date for referendum, Masoud Barzani put a lot of efforts by travelling to a number of European countries and the US to explain the Kurdistan desire for the referendum and declaring its independence. 

Before travelling to any country, Mr Masoud Barzani engaged all Kurdistan parties and movements to discuss the willpower of Kurdistan people to separate from Iraq and find its own way for a referendum as well as declaring the independent Kurdistan. 

Several neighbouring countries and Arab states and Institutions have been visiting Kurdistan and meeting with Mr Masoud Barzani to discuss on not holding the referendum on 25th of September 2017. All these meetings have always been discussed beforehand with all involved Kurdistan political parties including Gorran and Kurdistan Islamic Group, and subsequently have been informed about all meetings.      

There will always be an individual or forces that need to push the brakes to bring stability to the region, and the current man for that job is "Masoud Barzani".

I believe he is the only man with a legitimate personality among the Kurds capable of silencing the current political unrest in the region. This has been proven recently and proudly, as he is devoting his whole lifetime for the unity and independent Kurdistan for ALL. 

The Goran Movement and Kurdistan Islamic Group should keep in mind that Kurdistan is not yet an official democratic state such as Israel, which is the only democratic state in the Middle East.

To shout for a democratic system requires protocol and that is normal for parliament, but the Kurdish opposition movements must realize that they need to learn a lot when it comes to democracy and put Kurdistan first.

The Kurdish region is very vulnerable. His relative peace and prosperity is in the middle of a metaphorical field, spreading sectarian violence throughout Iraq, Syria, Lebanon and Turkey. We should not forget that the Kurdistan brave Peshmerga’s are still fighting day and night against the barbaric Islamic group of Dahesh / ISIS.

What might happen, if Turkey threatens the Kurdistan referendum of 25th of September 2017 and not respecting the willpower of Kurdistan people? 

Israel is the first country who will respond to Turkey and warning Erdogan to not make such a mistake, the burning fire will start throughout Turkey. 

It is imperative that the Kurdish region be protected by wise people and not those who try to sabotage the whole Kurdish identity and the dream of the State of Kurdistan.

The plan to start the uprising of more than 20 million Kurds in northern part of Kurdistan is evident and inherent which could run out of hand in Turkey and destroy the major cities and completely lame the Turkish economy.

As a Kurdish diaspora and a businessman, I propose that we all should embrace the Masoud Barzani's caravan, devoting all his life efforts and courage, and of course with the willpower of Kurdistan people, in this time of insecurity, for holding the successful referendum and subsequently for declaring the independent Kurdistan. 

He is the only president of Kurdistan currently and should be considered the "Kurdish King" until the region gets its statement as a state!

Opposition moves come and go, it's a historical fact. And it is in my humble opinion that these current movements, such as the Gorran movement and the Kurdistan Islamic Group, will not last for long as the Kurdish democratic processes and reforms move forward.

Some facts of the opposition might be right to some extent, but we must be careful and take into account the source of those facts.

Opposition movements in Kurdistan should not waste their time because there is no other current leader that can fit Masoud Barzani's shoes as president.

We must honour our legendary leader Mustafa Barzani and be humble in the fact that we have a person who fiercely fights for his people and by the willpower of Kurdistan people.

It is all about the willpower of the Kurdistan people, that why SAY YES to Kurdistan referendum on 25th of 2017.

ERBIL— Kurdistan Region's Senior Referendum Council on Saturday announced that the referendum on the independence of Kurdistan will be held on time, as scheduled for 25th September.

Today in Erbil's Pirman parish the senior council held a meeting, chaired by Kurdistan Region President Masoud Barzani.

The council discussed an international alternate proposed on Thursday by the US president's special envoy in the global coalition against the Islamic State (IS), Brett McGurk.

During the public campaigns in Duhok and Zakho cities, Barzani reiterated that so far no alternates better than referendum have been proposed.

He also emphasized unless there is a better means than referendum proposed for Kurds to attain their independence, they will not postpone the vote.

ERBIL — An estimation of 95% of people in Kurdistan Region are expected to vote in favour of independence on the referendum day, said a Kurdish politician.

Kurdistan Region is scheduled to hold an independence vote on 25th September, which also allows the people in the disputed Kurdish areas to have their voice.

Despite media campaigns attempting to promote the ‘No’ vote, Mohammed Haji Mahmoud, Secretary General of Kurdistan Socialist Democratic Party, said that the vast majority will vote ‘Yes’.

The people’s willpower is stronger that any outside pressure which hopes to mislead the independence referendum. “The move intends to prevent Kurdistan from coming again under chemical attacks, Anfal campaigns and genocide.

The Iraqi government has realised their wrong moves against Kurdistan, and now is attempting to show their intension to make it right, Mahmoud explained, noting that it is “too late as the people of Kurdistan have already made the decision”.

ERBIL — A large number of Kurds in Lebanon gathered on Sunday in Beirut, the capital of the country, in solidarity with Kurdistan Region’s upcoming independence vote, scheduled for September 25.

Kurdistan Region President’s envoy to Lebanon told Kurdistan 24 “The Kurdish population in Lebanon wants to express their support for Kurdistan’s independence referendum out of patriotism.”

He noted the Kurds who have gathered in Beirut do not belong to any political parties, they are here to express their patriotism for the independence of Kurdistan.

Kurds are continuing to organize large-scale rallies around the globe in support of Kurdistan Region’s independence referendum.

You know I have always wondered what country could give the USA a run for their money as having the most ignorant people on the planet, well here they are. The Kurds have been led around by their nose rings by the Barzani family for so long they can't think for themselves anymore. They probably tell them what to eat every day an how many children to have. 

Kurdistan is on the brink of bankruptcy an these people are so ignorant they don't understand what embargoes an sanctions can do to a country. What are you going to do with all that oil if nobody buys it? 

I still don't foresee this referendum going through because enough smart people has called Barzani bluff. Maybe he will get a little something out of all this saber rattling, like a signed HCL an some progress on the article 140....

DoD,  Very well stated and I 100% totally agree Barzani only cares about keeping full control over the Kurds.   His Family along with Zebari, Talabani's have ripped off the Kurdish people for years selling the oil and keeping the profits for themselves.    All of them are "Billionaires" many times over....:)

Turkish President Tayyip Erdogan will meet Iraqi Prime Minister Haider al-Abadi during his visit to the United States this week and discuss their concerns about northern Iraq’s independence referendum, Reuters reported on Sunday.


Turkey, the United States and other Western powers have advised Iraq’s semi-autonomous Kurdish region to cancel the vote, worrying that tensions between Baghdad and Erbil would distract from the war on Islamic State in Iraq and Syria.

 

With the largest Kurdish population in the region, Turkey also fears that a “Yes” vote would fuel separatism in its southeast, where the outlawed Kurdistan Workers Party (PKK) militants have waged an insurgency for three decades.

 

Despite the requests and concerns, Kurdish leader Massoud Barzani had said on Friday that the referendum would go ahead as planned on Sept. 25.

 

Speaking to reporters on Sunday before departing for New York to attend the UN General Assembly, Erdogan said Ankara and Baghdad shared the same view regarding the referendum.

 

“We will have a meeting with Mr Abadi in the United States, and from what we can see our goal is the same. Our goal is not dividing Iraq,” said Erdogan, who earlier said that Barzani’s decision to not postpone the vote was “very wrong”.

The Supreme Council for Kurdistan referendum on Sunday confirmed the referendum would be held as scheduled on the 25th of September.

This came during a meeting of the Council held under the chairmanship of Kurdistan region president, Massoud Barzani, at the resort of Salahuddin in Erbil province.

Earlier, the US Special Presidential Envoy for the Global Coalition to Counter ISIS, Brett H. McGurk delivered a proposal to Massoud Barzani, urging him to postpone the referendum. 

McGurk asked Barzani to respond to US proposal as soon as possible, while Barzzani said that he will discuss the proposal with representatives of the Kurdish blocs first.

The former deputy judge Wael Abdul Latif, on Sunday, the head of the region reviewed the draft referendum and Tajila in the coming days, indicating that the international mediation will find a solution to Barzani to save face.

Abdel-Latif said that "Massoud Barzani embarrassing and found himself in trouble to insist on holding the referendum on time and looking for a way out without being said to retreat."

UN chief comes out against Kurdish independence referendum

UNITED NATIONS — The U.N. says Secretary-General Antonio Guterres opposes the Sept. 25 independence referendum planned by Iraq’s Kurds for the enclave in the country’s north.

U.N. spokesman Stephane Dujarric said Sunday that Guterres believes any unilateral decision to hold a referendum now would detract from the need to defeat the Islamic State extremist group.

He says the U.N. chief believes the referendum would also detract from reconstruction of regained territories and the safe return of over 3 million people displaced by IS.

Dujarric says Guterres respects Iraq’s “sovereignty, territorial integrity and unity” and believes all issues between the federal government and the Kurdistan regional government should be resolved through dialogue and compromise.

He says Guterres is calling on Iraq’s leaders to approach the matter with “patience and restraint.”

(Reuters) - United Nations Secretary-General Antonio Guterres warned on Sunday that a planned Sept. 25 independence referendum in Iraq's semi-autonomous Kurdish region "would detract from the need to defeat" Islamic State and to reconstruct regained territories.

"The Secretary-General respects the sovereignty, territorial integrity and unity of Iraq and considers that all outstanding issues between the federal Government and the Kurdistan Regional Government should be resolved through structured dialogue and constructive compromise," U.N. spokesman Stephane Dujarric said in a statement.

Federal Court issues a state order to suspend the referendum procedures of Kurdistan

The Federal Supreme Court on Monday issued an order to suspend the proceedings of the Kurdistan Regional referendum scheduled for September 25, 2017.

"The Federal Court held today its hearing in the presence of all members and considered the applications submitted to stop the referendum procedures in the Kurdistan region and in the areas covered by it," the media office of the court said in a statement received by Mawazine News.

The office added that "after the deliberation and to provide the formal requirements in the legal applications, issued a mandate to suspend the proceedings of the referendum scheduled to be held on 25/9/2017, under Presidential Decree No. (106) on 8/6/2017 issued by the Presidency of the province until the settlement of cases established Unconstitutionality of the decision, "adding that" based on the provisions of Article (151) of the Civil Procedure Code No. (83) for the year 1969. "

The Prime Minister's Office announced that the decision of the Federal Supreme Court issued on Monday to stop the referendum in the Kurdistan region came at the request of Prime Minister Haider Abadi.

Economy News Baghdad: 

Two Iraqi economists stressed that the economy of the Kurdistan region will face great challenges if it becomes an independent state because of its geographical location and its dependence on oil. 

On the 25th of this month, the Kurdistan Regional Government (KRG) will hold a referendum to vote on independence from Iraq and turn into a state. 

The professor of economics at the Iraqi University, Abdul Rahman Mashhadani, told "Economy News", "The transformation of the Kurdistan region to a country is very difficult to be able to resist the economic challenges in the event of economic sanctions imposed by neighboring countries," adding that "the economy of Kurdistan needs to A large fleet of aircraft to import goods and food. " 

He pointed out that "the normalization of economic relations with Turkey and Iran will make the state of Kurdistan can live less than required, because the revenues that will come from the export of oil estimated at 7 billion dollars, while the size of spending estimated at 10 billion dollars."

On the other hand, the director of the Center for Economic Information, Durgam Mohammad Ali, told "Economy News", that "it is difficult to witness the economy of Kurdistan in the event of becoming an independent state from Iraq recovery because of the loss of industry and agriculture." 

He added that "the economy of Kurdistan is a rent economy for its dependence on oil, and lacks the productive rules that provide for the needs of its citizens," noting that "the economy of Kurdistan will suffer the debts of oil companies and international debt, which will bear on behalf of Iraq and allocated a share of the region."

He added that "transit wages and the transfer of oil through Turkish territory will be doubled because of the lack of ports of the sea for the region."

With the approach of the referendum declared by the Kurdistan region on September 25, the international pressure has increased to reject it and exceeded the stage of data to the military threats and cut relations, and the Kurdistan government rejected all mediation by States to reverse its decision on secession.

"This demand is opposed by the legitimate Iraqi government and the majority of the Kurdish people," said Ali Akbar Velayati, the supreme adviser to the leader of the Islamic revolution, on the referendum of Iraqi Kurdistan.

"The Iraqi people want a united country, and any step, consciously or unconsciously, to separate part of Iraq or any country in the region is rejected by the Islamic Republic of Iran," Velayati said.

He pointed out that "Iran is a strategic ally of Iraq and we support all the wishes of the Iraqi government legal, and we oppose everything that is opposed by this government, and the division of states and the separation of nationalities if started in this region will not end."

"The separation of the various nationalities in the region will be in the interests of the colonizers and the arrogant, especially the American administration and the Zionist entity. Therefore, we reject any national separatist movement in the countries of the region, including Syria, Iraq, Turkey or Iran, because this matter is contrary to the views of the majority of peoples Region".

In a new UN position, the Kurdistan referendum was seen as distracting attention from the need to defeat the "da'ash" organization and rebuild the reclaimed areas.

"The referendum planned by the Kurdistan region on September 25 on secession from Iraq will distract attention from the need to defeat the organization and rebuild the reclaimed areas," UN Secretary General Antonio Guterich said.

"The Secretary-General respects the sovereignty, integrity and territorial integrity of Iraq and sees the need to resolve all outstanding issues between the federal government and the KRG through an organized dialogue and a constructive settlement," UN spokesman Stephane Dujarric said in a statement.

"The Secretary-General calls on all leaders in Iraq to address this issue" with patience and restraint. "
