US, UK, UN Delegation Meet Barzani, Offer Alternative to Referendum

ERBIL — A senior delegation from the US, UK and UN arrived on Thursday in Kurdistan Region to suggest Kurdistan Region President Masoud Barzani and alternative to a panned referendum on Kurdistan Region’s independence.

According to Barzani’s office, the US special presidential envoy to the anti-Islamic State campaign, Brett McGurk, US Ambassador Douglas Silliman, British Ambassador Frank Baker and the Special Representative and Head of the United Nations Assistance Mission in Iraq (UNAMI), Ján Kubiš, were among the guests.

In response to their suggested alternative, Barzani said that holding the referendum is not his sole decision and postponing that requires a consensus of all the political parties who had decided on the vote.

“It would be discussed with Kurdistan’s political leadership,” Barzani was quoted, noting that Erbil would respond to the proposal very soon.

The delegation once again commended the role of the Kurdish Peshmerga forces for there vital involvement in the war on terrorism.

Kurdistan Region has set the independence vote for 25th September. Despite concerns raised by the neighbouring countries and the US, Erbil still insists on holding the referendum.

[WATCH] Poland and Beyond: Solidarity and Support for Kurdistan Independence

ERBIL — A group of Kurdish graduate students in Poland have recently gathered together to produce a promo video in support of independence for their homeland thousands of miles away.

In the promo, several international students appear to voice support for Kurdistan's statehood, each in a different language.

It comes amid Kurdistan Region’s preparations for holding the independence vote on 25th September.

Waadallah Guly, a graduate student of International and Political Studies at the University of Lodz, told BasNews that he felt responsible towards his homeland, committed to give a helping hand while his people are struggling for their rights.

“I just could not stay still while tens of thousands of Peshmerga forces sacrificed their lives throughout history for us,” Guly pointed out.

Jotyar Chomani, another Kurdish student in Lodz, said he was proud to offer the least he could and work to fulfill the dream of every Kurd which is statehood.

Earlier this week, Kornel Morawiecki, a Senior Marshal of the Polish parliament, MP and Chairman of Free and Solidarity political party, expressed support for the referendum and independence of Kurdistan Region.

Despite the neighbouring countries expressing concerns over the plan, Kurdistan leadership has made it clear that there is “no turning back” on the move, and that an “amicable divorce” from Iraq is just imminent.

I'm curious... everyone keeps saying that Kurds will not separate, yet if the country is on board and Barzani suddenly says " Nevermind, they made us a good deal  and just forget the referendum!" Whose to say the country won't go ahead and succeed without Barzani and his great salesmanship? If they seperate from Iraq, is our investment dead in the water at that point? Will Iraq still be in a position to RV??? It is coming down to the wire at this point. Could there be a civil war over it if they try to seperate? Pretty sure the whole providence is not aware Barzani might be playing games here....

The Patriotic Union of Kurdistan (PUK) on Thursday said that threats faced by Kurdish people to their independence and autonomy are ineffective pressure to dissuade Kurdistan from holding the independence referendum.

In a statement, Kurdish lawmaker Islam Hussein said that the independence of Kurdistan will contribute to more stability in Iraq and avert Iraqi people insecurity situation.

Hussein also denied claims about a potentially catastrophic situation in Kurdistan after holding the referendum, noting that any attempts to shift the public opinion will fail.

Barzani: Security Council Also Engaged in Kurdistan Independence Appeal

Barzani: Security Council Also Engaged in Kurdistan Independence Appeal

ERBIL— Once again Iraq is trying to oppress the people of Kurdistan in the name of political majority, stated Kurdistan Region President Masoud Barzani on Thursday, revealing that the UN Security Council has also attended to the independence vote of the Kurdistan Region.

Addressing thousands in the city of Zakho in a public campaign in support of the due referendum, Barzani stated that a delegation from the countries in the coalition against the Islamic State (IS) visited him today to ask him to postpone the referendum.

Their position is clear and they say they back the right of people of Kurdistan but do not agree to the timing of the independence vote, fearing breakout of further troubles, Barzani said.

He added people of Kurdistan do not accept any changes to the plan unless there is a better option than the referendum.

“But if there is no alternative, we will go ahead with our referendum and let come what may,” Barzani remarked.

He reminded the audience of Baghdad’s violation of constitution, partnership and consensus, adding Iraqi government has now resorted to a new method, “political majority.”

Kurdistan president referred to Iraqi House of Representative’s Wednesday vote against holding the independence referendum of Kurdistan, saying “They do not have the right to do so.”

“Today also they made another vote against Kirkuk which is never acceptable.”

The Kurdish MPs boycotted the sessions due to Wednesday’s vote. In their absence, the lawmakers today also by majority voted to withdraw confidence from Kirkuk Governor Najmaddin Karim, following Kirkuk Provincial Council’s decision to run the independence vote along with the rest of the Kurdistan Region on September 25.

Kirkuk council and Kurdistan Region Presidency said the vote against Karim is “illegitimate” because the party responsible for ousting Karim is only Kirkuk council which granted him confidence in the first place.

There are also reports that a similar campaign for removing Iraqi Kurdish President Fuad Masum is undergoing.

“We have to think of the future,” President Barzani stated, “I can see this future only in that we become neighbor with Baghdad.”

“Every day worse and more ominous steps are taken by Iraqi Parliament. The current state in the Iraqi Parliament does not leave any room for dialogue.”

“The political majority is that whatever they like they will dye it with parliament’s paint and impose it on us in the name of law.”

“We are not obliged to accept this,” Barzani warned, saying the people of Kurdistan witness an increasing insult.

He said “It’s very strange that when a nation demands their right, they say it’s a crime and unconstitutional.”

“We do not threaten anyone…. But I have a message to everyone: The one who wants to threaten the people of Kurdistan by force, let him come and try himself.”

“We are left with two options: either subordination or independence,” President Barzani said, as he advised the public to protect the “rich culture” of brotherhood and coexistence among the different ethnicities and religions.

“Let your determination stay strong. Don’t have any doubts that the future is for us,” he promised.

Barzani: KDP will sacrifice for Kurdistan's independence from Iraq
Barzani: dismissal of Kirkuk's governor ends Erbil-Baghdad relations

Kurdistan Region President Masoud Barzani asserted on Thursday that the Iraqi Parliament's dismissal of Kirkuk's governor ends partnership between Baghdad and Erbil governments.

Barzani added that Iraqi parliament's escalation cuts the way from any further negotiations with Baghdad's government.

This comes as Parliament voted on Thursday to dismiss Kirkuk's governor of Kirkuk upon a request from Iraq's Prime Minister Haider al-Abadi.

Kurdistan will hold an independence on 25th of September that will include Kirkuk governorate.

Israeli Academician: Independence Sole Escape for Kurds in Whirlpool of Regional Sectarian War

Leyla H. Sherwani

14/09/2017 - 20:58

Israeli Academician: Independence Sole Escape for Kurds in Whirlpool of Regional Sectarian War

ERBIL — Eddy Cohen, a lecturer at Bar-Ilan University’s Communications Department, believes unless Kurdistan is independent, wars will always be imposed on it and its people will continue being subordinated and oppressed.

Cohen, who has been actively engaged in writing about the minorities in the Mideast and the subordinated nations in the region, has been a very vocal advocate of independence for Kurdistan.

In this exclusive interview with BasNews, he expresses his expectations and views about the challenges and attainments of the people of Kurdistan as a result of the imminent independence referendum, which will take place after only ten days.

BasNews: Why are you interested in the cause of the people of Kurdistan and their rights?

Cohen: The first reason is that as a researcher and professional in Israeli, Arab and regional affairs, I'm aware of all the oppression against the people of Kurdistan.

I'm aware of the entire position of the countries colonizing Kurdistan; that none of whom will ever recognize the rights of people of Kurdistan and that they want to deprive Kurds from their rights for good.

Therefore, they oppose independence of Kurdistan strongly and to prevent this they have not abstained from anything and will not do so.

Also, bear in mind that, Israel has a great number of Kurds who love Kurdistan and have a wonderful nostalgia for it. They always speak about Kurdistan and Kurds. This reality does not belong to now. It has been for a long time that the Israeli Kurds are concerned for Kurdistan and demand that their country assist Kurdistan.

I, in person, have been saying it for long years that Kurdistan needs to become a state and independent.

The other reason is that I'm a friend and a lifelong advocate of the rights of minorities across the world.

BasNews: What's your opinion about the timing of the independence referendum of the Kurdistan Region which some parties regard as "inappropriate?"

Cohen: I have said it many times that neither Iraq nor the neighboring countries want Kurdistan to become sovereign. The authorities in Iraq and the neighboring countries want Kurds to remain subordinate forever in order to oppress them and ****** the possessions and wealth of Kurdistan. Weren't these the same people who committed genocide, Anfal and chemical attack?

I say frankly that now it's the time; the time for the interests of Kurdistan. Hence, it's urgent that now Kurdistan declares its independence and people of Kurdistan do not get intimidated. No country dares to harm you. You will not get powerful and everyone will dare to harm you, unless you are a state. Unless Kurdistan is a state, everybody dares to attack Kurdistan anytime.

It's has been for long years that Iraq is engaged in sectarian conflicts. Last of all came Daesh and captured one-third of Iraq. They were the courageous Peshmergas of Kurdistan who rescued Iraq. Kirkuk was protected by the blood of Peshmerga. Peshmerga opened the gate for liberation of Mosul from Daesh.

Iraq is in a dangerous whirlpool and what can protect the people of Kurdistan against it is the State of Kurdistan. You have to rescue yourselves from this vortex of violence and bloodshed soon. Everybody wants to incite sectarian war in Iraq at their wish. Kurdistan must swiftly keep itself away from this war which has been ongoing for 1,400 years and unfortunately is sparkling now.

BasNews: If Kurdistan went ahead with the referendum and declared independence, according to your expectation, what will be the reaction of Iraq and the regional states?

Cohen: Certainly Iraq and the other states are afraid of the independence of Kurdistan. They do not want you to be free and sovereign. We all heard [Iraqi Vice President and former Iraqi prime minister Nouri] al-Maliki saying "we don't want another Israel in the region.

The regional countries are striving for their private interests and hope to exploit the cause of the people of Kurdistan to reach their goals. They threaten, saying that the referendum is unconditional. This is not right. Actually, I and the friends of Kurdistan are very happy and optimistic, when we see President Masoud Barzani's firmness on the referendum.

Iraq and Kurdistan neighbors seek to weaken the morale of the people of Kurdistan and disappoint them. Here, I tell the people of Kurdistan and their leadership: declare your independence and ignore the threats by others. They create obstacles for you and even demand you to postpone the referendum. They don't think of your welfare and be sure that they are working against you behind the curtains. But if you continue like now to insist on exercising a very natural right of yours, the referendum and independence, you will succeed and no one can create a great issue for you.

BasNews: As a researcher and professional in the regional policies, do you think that these threats remain as words and no one can prevent the independence of Kurdistan?

Cohen: Definitely, when the state of Israel was declared, six Arab countries with their armies raided it but were finally defeated and withdrew. The same is true for Kurdistan. There are threats from Iraq and the regional countries. I don't say that there are no threats. I know that Iran, Turkey and Iraq are trying hard to create obstacles but they cannot attack Kurdistan directly. Maybe through mercenaries and proxies they try hard to diminish your morale and create economic issues for you. However, the leadership and the people of Kurdistan should be patient. The patience of the people of Kurdistan will destroy the adversaries of independent Kurdistan who will be forced to face the reality.

It's very important that the people of Kurdistan no longer believe in the vows and promises of the rules of Iraq and the neighboring countries.

BasNews: Regarding the international support after announcing the State of Kurdistan, what do you expect?

Cohen: The first matter is that the future state should be democratic; a state for all citizens with no prejudice. Kurdistan should continue as usual to respect human rights. Then the international allegiance and support will automatically arrive.

Kurdistan is a rich land. It can attract investors from across the globe. A great number of visitors will turn to Kurdistan after independence. You know, only as an example, I say that the Kurds in Israel, or maybe the whole world, are ready o put all their assets and wealth into Kurdistan if it becomes independent.

BasNews: Yezidi Kurds suffered huge damages due to Daesh. How do you see the future of Yezidis as well as the ethnic and religious minorities in the State of Kurdistan?

Cohen: Yezidi Kurds suffered genocide. As a lively component of Kurdistan, they should be undivided and unite their voice so as not to face genocide and oppression anymore and so that they attain their rights. Depending on the experiences in the course of history as well as the current state of Kurdistan, I believe the future State of Kurdistan will respect the rights of the entire minorities and sincerely works for its citizens without discrimination.

The only threat against Kurdistan is the mercenaries of the regional regimes, against whom the people of Kurdistan should be on alert and united.

URGENT The presidency of the Kurdistan region of Iraq: we study alternatives to the referendum submitted by major countries

Sources said that the US administration quoted Barzani 3 options not the fourth before 48 hours and these options agreed

Internally and externally in short:

the first: to cancel and not postpone Barzani referendum and get the support of Iraq and America and neighboring countries.

Second: Barzani should hold a referendum in the provinces of the region only, and it will not have any effect, except that it is an adaptation of the Kurdish Rai, which is a process of keeping the face of Barzani in front of the Kurdish people in order to complain retreat.

Third: to stand up and go to hold the referendum in the region and Kirkuk and disputed it here is abandoned by America and Tkrh with a single Baghdad and Tehran and Ankara and their allies and factions will not be supported by anyone.

Accordingly leaked today information that there are international efforts, regional and internal ended with two proposals:

First: that the establishment of the referendum in the three Kurdish provinces only under the banner of the referendum in Kirkuk and the disputed will generate a devastating civil war between the Kurds and the rest of the Iraqi people.

Second: The parliament of the Kurdistan region will be activated in a few days. It could be tomorrow. The parliament will be extended for two years, the Barzani presidency will be extended for two years and the referendum will be postponed to two years.

This means that Barzani has chosen the second option, which preserves his face. The final outcome: Barzani has won and lost, the profit he wants is to impose himself as legitimate legal head for two years coming with the approval of most of the Kurdish blocs, the maximum of what he wants to put the subject of the referendum, and lost Wataniya and Kirkuk and disputed all of them and lost his political symbolism and his family. Yeah …. Barzani can bet on the weakness of Baghdad or the Shiites after two years to decide what to do then.

After Yesterday’s unanimous vote on not allowing Kurdistan’s separation by the Iraqi parliament, forces of the so-called Peshmerga militias (armed forces of the Iraqi Kurdistan’s ruling Barazani regime) suddenly started to spread in the areas of of Kirkuk, Daquq and Tuz Khurmatu.

“These forces did not come for the purpose of the referendum, but to suppress the Arabs and Turkmens, as well as to enforce the will of the Barazani regime through arms, tanks and armored vehicles”, said Mohammad Al Bayati, the Turkmen leader of the armed wing of Badr Organization, an Iraqi political party.

Al Bayati called on the Iraqi government to take responsibility for its citizens or resign.

It is noteworthy that in late August, the Council of the Iraqi province of Kirkuk, voted in favor of inclusion of its territory in the forthcoming referendum on the independence of the northern Iraqi region of Kurdistan, scheduled to take place on September 25th.

On Tuesday, the Iraqi parliament voted to reject the referendum in the Kurdistan region, with the Prime Minister Haider Al Abadi committing himself to take all necessary measures that would preserve the unity of the country’s territory.

A number of countries, particularly the United States, Turkey and Iran, condemned the decision of the Kurdistan Regional Authorities to hold the referendum, with Ankara even calling on Tehran to do its best to abandon this initiative, as it may lead to an increase of tensions in the already troubled region.

US State Department spokeswoman Heather Naort said she was not aware of the alternative offered by Brett McGregor and was not informed about the negotiations of the presidential envoy on the Kurdistan referendum. "The position of the US government, which refuses to hold the referendum at the moment has not changed, we do not support the Kurdish referendum, because we feel that this will distract attention from the urging and that we all focus on the preacher."

"We met with the President of the Kurdistan Region, his deputy and the Prime Minister, and we held meetings in Sulaymaniyah with the leaders of the Patriotic Union of Kurdistan and the Movement for Change," said Brett McGuck, the US president's representative in the international coalition. Pointing out that "coordination between the Peshmerga forces and the Iraqi forces contributed to the elimination of the Daash, and that the Peshmerga forces faced an organization advocating heroism." The representative of the American president in the international coalition, "We have full confidence in my faith, and we have a lot of meetings, as we discussed with President Barzani many important issues, especially the referendum." "We have confirmed that the United States and the international community will not support the referendum. Kurdish delegation in Baghdad to resume negotiations with the National Alliance

 Baghdad / Range

A senior Kurdish delegation is preparing to visit Baghdad next week to resume the second round of negotiations with the National Alliance and federal government officials. This comes a day after the invitation of Prime Minister Haider al-Abbadi to the Kurdish political forces to the shelter to the capital Baghdad and start a comprehensive dialogue to resolve the outstanding differences between his government and the Kurdistan region.

The Iraqi Council of Representatives has voted on a decision to reject the holding of the referendum in the Kurdistan region and disputed areas, and obliges the federal government and the territorial government to start a serious and in-depth dialogue to reach understandings satisfactory to all parties. The official revealed the Kurdish file in the National Alliance, on Wednesday, that next week will see the resumption of the second round of negotiations between the Kurdish delegation and the National Alliance on the referendum resolution. "We received this day a telephone call from the President of the Office of the Presidency of the region and it was agreed during the next weekend to set a date for the arrival of the Kurdish delegation to Baghdad," Abdullah al-Zaidi said in a statement. "Negotiations will resume between the negotiating team in the National Alliance and the Kurdish delegation, which will be headed by Rose Nuri Shaways," he said.

Zaidi, a leader in the wisdom stream, expressed the hope that "these negotiations contribute to resolving outstanding issues between the center and the region, which would be reflected on the overall situation, including the cancellation of the referendum scheduled to take place on the 25th of this month." On August 7, 2010, the Kurdistan Region Referendum Council formed a delegation to negotiate with Baghdad headed by Rose Nuri Shaways. The delegation held talks with most of the political parties, which lasted more than a week. In the meantime, the President of the Kurdistan region Massoud Barzani to proceed with the draft referendum, despite the vote of the House of Representatives to reject it. Barzani said in a statement quoted by Reuters that "the referendum will be held on time and will resume dialogue and understanding with Baghdad after the referendum."

"The referendum is a natural right and Kirkuk should be given a special status in the new Kurdistan region after independence," said Hawrami, an adviser to Barzani, who said the president of the region told Kurds, Arabs and Turkmen in Kirkuk. Barzani visited Kirkuk on Tuesday and met with members of the provincial council and tribal sheikhs. The meeting was attended by Kosrat Rasul Ali, Vice President of the Kurdistan Region, and Governor of Kirkuk Najmuddin Karim. "The referendum resolution is the decision of the people of Kurdistan," Barzani told representatives of Kirkuk, according to the correspondent of Al-Mada, who attended the meeting. "Those who object or disagree with the referendum will respect his opinion, but in return we want to respect the view of the majority." Barzani said that "all parties and forces decided on the seventh of June last to go to the referendum rather than continue with the alleged partnership with Baghdad," noting that "

On the other hand, Sheikh Anwar al-Asi, the leader of the tribes of slaves, called for "the removal of Kirkuk from the referendum and work to preserve the unity of the country and go Kirkuk to a special territory." The member of the Kirkuk Provincial Council Hala Nuruddin respect for the right to self-determination, but called for "not to include Kirkuk referendum and the need to respect the options of all components." Sheikh Ismail Hadidi, one of the leaders of Kirkuk's tribes, called for "removing Kirkuk from the referendum and working to speed up the liberation of Hawija and protect its components." The Kirkuk provincial council voted last month to include the province by referendum, while the Arabs of Kirkuk objected to the decision. "The referendum process will be held in Kirkuk on the 25th of this month and all the security services will protect the citizen of Kirkuk," Governor Najmuddin Karim said in a statement.

"No one will be forced to vote, but we hope the participation will be broad in the
referendum," Necmettin Karim said.
