  BAGHDAD - A member of the parliamentary finance committee and MP of the Patriotic Union of Kurdistan Shirvan Mirza, on Monday, that the federal government will send the amounts allocated to salaries of staff in the region according to the budget in 2019.

Mirza said in a press statement, "The federal government will send the amount of 522 billion dinars to the Kurdistan Regional Government, the amount allocated as salaries to staff and Peshmerga, and agreed by all the parliamentary blocs."

He added that "Baghdad completed the sending of all the amounts allocated to the salaries of employees for 2018, and sent the last batch days ago," stressing that "the need for the federal government to abide by its obligations, by sending funds allocated from the budget in 2019."

He drew Mirza that "the information received by us, the Federal Ministry of Finance will begin to send the amount of 522 billion dinars in the coming days." (1)

The uprising began on March 5, 1991 in the city of Ranyia. It spread to Sulaimani on March 7, Erbil on the 11th, Duhok on the 14th, and culminated in Kirkuk on the 21st, coinciding with the Newroz festival, when Kurds celebrate the new year.


During the two-week uprising waged by civilians and Peshmerga, Saddam Hussein's regime forces were ousted from the Kurdish cities.

On the occasion, Masoud Barzani explained added that if Kurds are united, then "victory" is always achieved over "invaders".

March is a significant month for the Kurdish struggle.

"March is the month of success and the plights of the Kurdistan nation. The majority of victories and historical turning points occurred during this month. March is the month of sacrifices and the renewal of hope to the people of Kurdistan," Barzani said.

Kurds, in what was the time northern Iraq, had been granted semi-autonomy in the March 11th Agreement of 1970. It was reached between the Iraqi government and the Kurdish leadership under Mullah Mustafa Barzani, the father of Masoud, after a decade of revolt against the regime in Baghdad.

The Aylul (September) Revolution broke out after negotiations between Kurds and Baghdad did not bear fruit in 1961 and the Iraqi government began a military campaign to crush Kurdish dissent.

After a decade of armed struggle, the Iraqi government agreed to grant Kurds some autonomy, but it did not last long.

"The resilience of the people and revolution forced the Iraqi regime for the first time on March 11, 1970 to admit some of the rights of our nation. The March 11th Declaration was a clear document of the success of our nation's revolution against efforts to eliminate our nation and the denial [of our rights] by the invaders. On March 11 and from the Aylul revolution, the enemy was forced to give up the reasoning of the use of force and to choose dialogue," Barzani's statement read. 

Then a year after the 1991 uprising and a decade of genocidal acts, the Kurdistan Regional Government (KRG) and the Kurdistan Region Parliament were established. 

"Today marks the 28th anniversary of the great uprising of 1991. In light of this prestigious event, we are sending the warmest congratulations to the honorable families of the martyrs, the brave Peshmerga and the people of Kurdistan including all the religious and ethnic groups inside and outside of Kurdistan," the KRG stated.

ERBIL (Kurdistan 24) – The Kurdistan Regional Government (KRG) on Friday terminated an unpopular policy which reduced the salaries of public servants as part of austerity measures it employed in early 2016 to combat the region's financial difficulties.

The decision came during a meeting between members of the KRG's Council of Ministers and was announced later during a press conference by Prime Minister Nechirvan Barzani.

"Salaries will be distributed in full from this month onward without reductions," Barzani said during the briefing. The "Salary Reduction Resolution" was first enacted in early February 2016 amid severe financial shortcomings.

As a result, public servants received pay cuts that amounted from around 30 to 70 percent of their original salaries, depending on their original salary level.

With the region's economy improving, the KRG amended the ruling in March 2018, ending salary cuts entirely to low-wage-earners and reducing cuts to higher income persons. There are also two months worth of payment backlogs as of 2019, meaning that salaries which state employees are scheduled to receive for February would be remittances for December.

The policy contributed to lower household incomes regionwide and lead to multiple demonstrations across all three provinces of Erbil, Sulaimani, and Duhok, with protesters calling for an end to the measures.

Now, as the PM has previously stated, with the economy heading for recovery and factors that contributed to its decline seemingly dwindling, the government is finally able to pay its employees what it owes them.

During the press conference, Barzani expressed the administration's gratitude toward all public workers, including teachers, doctors, police, and Peshmerga, for their resilience during the hard times the region went through. He added that the main reasons for cutting salaries were federal budget cuts by Baghdad in 2014, the drop of oil prices internationally, the war against the Islamic State, and the sudden influx of over a million refugees and internally displaced persons (IDPs).

"We hope that we can reach a positive conclusion with Baghdad in our talks, and the people of the Kurdistan Region don't pay the toll for any political disputes with Baghdad," stated Barzani.

Relations between the central government in Baghdad and the KRG reached a near-total breakdown in late 2017 after the region's vote for independence from Iraq. Following this, both sides worked to hash out differences, a process which accelerated after a new Iraqi prime minister took his post in early October.

"I thank Prime Minister Dr. Adil Abdul-Mahdi for his excellency's understanding on this matter and efforts to resolve the issue," the KRG PM said. He also thanked Finance Minister Fuad Hussein and Kurdish lawmakers in Baghdad for their concerted efforts to address the region's concerns in the Iraqi capital.

"The Secretary of the Council of Ministers in the Kurdistan Region Amang Rahim, that the salaries of employees saved by the Kurdistan Regional Government will not be lost.

The Ministry of Oil announced on Sunday that it will not receive a single barrel of Kurdistan under the 250 b / j in the budget of 2019, likely to witness the next few days the escalation of efforts to hold a meeting between the federal government and the Kurdistan region to discuss the oil file between them. 
The Minister of Oil Thamer Ghadhban said in a press statement that "the federal government has not held so far, negotiations with the Kurdistan region on the oil file because of concern during the previous period to form the federal government and the adoption of the budget law along with the formation of the provincial government took some time, That "the next few days witnessed the escalation of efforts to hold a meeting between the two parties to discuss the oil file."
"The budget law contains a clear paragraph that requires the region to deliver 250 thousand barrels of oil exported from there to the federal government, especially that the region currently produces more than 400 thousand of them a day," adding that "the government has not received so far, A barrel of one of the 250 thousand barrels because there is no procedural agreement between the two sides. " 
The minister added that "the region has over the past four years, give any amount of oil produced there to the federal government except for a partial amount and for one year, despite the presence of text in the budget emphasizes the need for the region to hand over part of the quantities produced there," expressing " "He said." He is optimistic that the budget will be implemented this year as it will be possible to proceed together with the approval of the law system, go to the legislative authority regarding the oil and gas laws and the national oil company.

Iraqi PM to Visit Kurdistan
 

ERBIL — Iraqi Prime Minister Adil Abdul-Mahdi will soon visit Kurdistan Region’s capital to meet with top Kurdish officials.

A source from the Iraqi government said Abdul-Mahdi’s visit to Erbil is in pursuit of further fostering the ties between the central and regional governments, according to a report by RT.

The timetable of the meeting is yet to be revealed.

The ties between Erbil and Baghdad, as well as disputes over Kirkuk are expected to top Iraqi PM’s agenda while in Erbil.

Adil Abdul-Mahdi took office on 24 October 2018. Since his inauguration, the relations between the regional government of Kurdistan and central government of Iraq have witnessed significant progress.
