Hey bro, was there a date given to that article regarding that piece of info about raising the dinar exchange? The reason why i ask because in the call I was with said may 1 was the target date for this change mechanism to take effect. Cheers bro n all dvers

A member of the Finance Committee in the Iraqi Council of Representatives Ahmed Haji Rashid on Thursday that the federal government promised to pay the dues of farmers in the Kurdistan region for wheat and barley crops.

Haji Rashid said in a statement today that members of the Finance Committee of the Kurds visited the Iraqi Minister of Trade to follow up the issue of financial dues for farmers for the years 2014, 2015 and 2016 in addition to their dues for the current year on wheat and barley crops.

He added that "the Minister of Trade assured us that 499 billion dinars under the hand of the ministry, and is waiting for the approval of the Council of Ministers to be disbursed," adding that in any WTS issued in the final decision of the Council, the amount will be paid.

ERBIL, Kurdistan Region — Following the demise of the Islamic State (ISIS), repercussions of the independence referendum, and Iraqi and Kurdish elections, now is the time for the two dominant parties in the Kurdistan Region to make hay, argues a European think-tank. 

After last year's Iraqi election, the Kurdistan Democratic Party (KDP) emerged as the largest single party in the country — less lists — while the Patriotic Union of Kurdistan (PUK) reestablished its dominance in its Sulaimani stronghold as well as in Kirkuk and Kurdistani areas of Diyala and Saladin provinces. The KDP also performed well in disputed Nineveh province.

These accomplishments bode well for the Kurdistan Regional Government (KRG) and its role in Iraqi politics, despite overwhelming internal and external rhetoric that pro-referendum supporters would suffer political setbacks if their independence bid failed.

Now a Brussels-based think-tank, the International Crisis Group (ICG), argues that global actors should work to bring the PUK and KDP together. 

“Any international effort to advance negotiations between Erbil and Baghdad should begin by encouraging renewed KDP-PUK partnership and reinvigorating the push for political reform in the Kurdish region,” stated the International Crisis Group (ICG) in an analysis piece on Wednesday.

Despite improvements in Erbil-Baghdad relations under new Iraqi PM Adil Abdul-Mahdi, the ICG warns that the fragile state of intra-KDP and PUK politics could hamper further progress. 

"If KDP reformists are able to overcome party and family allegiances and make common cause with kindred spirits in the PUK, they could together push for institutional changes in the KRG and open the way for negotiations with Baghdad on a host of outstanding issues," the ICG analysis read.

The PUK and KDP hold a majority of seats in the Kurdistan Region parliament, but have been unable to settle on governmental posts. 

"Even if the reformists guided the region out of the post-referendum crisis, family-based politics re-emerged as the preeminent anchor of continuity," stated the ICG.

It labeled reformists as those who went along with the referendum because of "family and party," while hardliners supported Kurdish independence under the guidance of then Kurdistan Region President Masoud Barzani "wholeheartedly."

"But if anti-reform elements impose themselves in the KDP, the party might try to slake its apparent thirst for hegemony in the Kurdish region, as exemplified by the referendum drive. Such a move, in turn, would bolster the PUK’s hardliners,” the ICG argued.

Security, intelligence, and military apparatus — unified and free of party influence — have been a longstanding barrier between PUK-dominated Sulaimani and KDP-dominated Erbil.

“[T]he two parties’ stranglehold on the region’s institutions prevented other parties from emerging as effective alternatives to the KDP/PUK, encouraged high-level corruption and plunged the region’s political system into a crisis once the strategic partnership fell apart in 2017,” the ICG added.

The Kurdistan Region held a referendum in September 2017. Ninety-three percent votes of cast indicated ‘Yes’ for independence from Baghdad. Kurdistan then agreed to “freeze” the results of the referendum.

That followed a series of perceived punitive measures implemented by Baghdad, including international border and airport closures, the federal takeover of Kirkuk and all disputed areas, and the halting of oil exports by the KRG through the Kirkuk-Ceyhan pipeline.

Since the events of October 2017, nearly all of the measures effectively have been removed except federal control of the disputed areas. 

After going to Baghdad, KRG PM Nechirvan Barzani led a regional and global tour to reaffirm relations with Erbil and foreign capitals. The stops included Tehran, Ankara, Paris, the Vatican, Rome, and other states which had opposed the timing of referendum.

As the Kurdistan Region’s presidency law is expected to be amended, the KDP nominated Nechirvan Barzani to the post, and Masrour Barzani — Masoud’s son — to the post of prime minister. 

“The latter nomination signaled a comeback of the party’s hardline factions led by Masrour, who had been in charge of the region’s security apparatus,” the IGC said.

Gorran Supports Amendment to Kurdistan Presidency Law

ERBILChange Movement (Gorran) announced on Thursday that it supports the amendment to the Kurdistan Region presidency law to elect the new president at the parliament.

Earlier the day, the bill, signed by 68 lawmakers, was submitted to the parliament. It intends to reactivate the presidency and then elect the new president of Kurdistan Region.

Head of Gorran faction at the parliament, Ali Hama Salih, told reporters that his party’s support for the amendment is on the bases of its political agreement with the Kurdistan Democratic Party (KDP) as well as Gorran’s goal for electing the president at the parliament so the term of the president could automatically end with the last session of the parliament.

However, the Patriotic Union of Kurdistan (PUK), Kurdistan Islamic Union (KIU), Kurdistan Islamic Group (KIG), and New Generation did not sign the bill. Salih said Gorran hopes the bill will receive support from all parliamentary factions, especially the PUK.

“We believe that a multilateral consensus is needed for the laws with a national interest. However we could not further delay the Kurdistan Region presidency law because it could impact and also delay the formation of the [new] government,” he added.

Ministry of Peshmerga in the Kurdistan Regional Government, the Iraqi government to send salaries for the first three months of this year. 
"According to the Iraqi budget law, the Iraqi government should send 68 billion dinars per month as dues to the Peshmerga, but has not yet sent salaries for the month of January, February and March," said Jabbar Yawar, secretary general of the ministry. 
He added: "We have asked the Ministry of Defense of these salaries through an official book, and we have spoken with the Minister of Finance several times in this regard, but we did not receive any formal response." 
He said that "securing a month's salaries to the Ministry of Peshmerga requires about 140 billion dinars, but the budget of 2019 allocated 68 billion dinars to the Peshmerga."

ERBIL — Iraqi army’s former chief of staff has suggested a high summit to be held between Erbil and Baghdad to discuss the ongoing conflict between Turkey and Kurdistan Workers’ Party (PKK) on Iraq and Kurdistan territories.

For decades, the PKK has set up headquarters on Mount Qandil of Kurdistan Region. Turkey sees the Kurdish fighters a threat to its national security, and it often conducts ground or aerial operations to target the PKK positions.

However, Turkish airstrikes have several times costed the lives of civilians in the border areas, with Erbil and Baghdad calling for an end to the conflict in the region.

Babakir Zebari, a Kurdish general who previously served as the chief of staff for the Iraqi army, told BasNews that Turkey has something to justify its attacks on Kurdistan border areas, that is the presence of the PKK which carries out attacks against the Turkish army from Kurdistan and Iraqi territories.

He noted that Erbil and Baghdad, directly or indirectly, are dragged into the conflict between Turkey and PKK. “This is not an easy issue… The PKK does not know borders,” Zebari added.

He pointed out that the issue differs when it comes to the PKK-affiliated fighters in Sinjar region. According to Zebari, they are under the command of Shi’ite militias of Hashd al-Shaabi and they enjoy financial support from the Iraqi government.

SULAIMANI, Kurdistan Region – The Kurdistan Regional Government’s Peshmerga ministry is waiting for procedures between the Iraqi Ministry of Defense and Ministry of Finance to finish in order for Peshmerga salaries to be sent by Baghdad.

“Baghdad has promised to send the money,” Chief of Staff of the Ministry of Peshmerga Jabar Yawar told Rudaw.

In the past, the Kurdistan Region often complained to the consecutive governments in Baghdad that failure to send Peshmerga salaries was a violation of the Iraqi constitution.
 

But the Kurdistan Regional Government (KRG) and Iraqi Prime Minister Adil Abdul-Mahdi reached an initial agreement for the problem. The deal finally led to the approval of the 2019 budget in which 68 billion dinars has been allocated for monthly Peshmerga salaries. 


The Finance Committee in the Iraqi parliament initially asked for 120 billion dinars ($100.6 million)  to be allocated for Peshmerga salaries monthly, but Baghdad didn’t approve it, explained member Ahmad Haji Rashid. Instead, Baghdad approved 100 billion dinars.

“Now they have allocated 68 billion dinars ($57 million) monthly in the [budget] law,” Rashid claimed.

Previous Iraqi governments under PMs Nouri al-Maliki and Haider al-Abadi refused to send Peshmerga salaries on the pretext the Peshmerga payroll was unclear and inflated.

“It is the first time Peshmerga salaries are fixed in the Iraqi budget law. And this is a guarantee that these salaries will be sent to the Kurdistan Region monthly,” Rashid said.

Salaries have not been sent yet because of outstanding issues between the Iraqi Ministry of Defense and Ministry of Peshmerga, according to Parliament Finance Committee member Ahmad Safaar.

“There is dialogue and exchange of opinions between both ministries aiming at reaching a better mutual understanding between them. Then the 68 billion dinars will be monthly sent along with employee salaries,” Safaar said.

After the Iraqi budget law for 2019 was approved by the parliament, the Iraqi Ministry of Finance asked the Ministry of Peshmerga to submit a letter detailing Peshmerga salaries.

“We have sent a letter to the Iraqi Ministry of Defense regarding this and we are prepared for any coordination and cooperation in an attempt to give them a clearer idea about Peshmerga forces or anything else they want explained so that they send Peshmerga salaries. But they haven’t asked us for anything yet,” Yawar said.

The Kurdistan Region’s Peshmerga are constitutionally enshrined as an element of the Iraqi Security Forces. In reality, the Peshmerga have their own chain of command — separate from the Iraqi forces. 

Collaboration between Iraqi and Peshmerga forces reached its precipice during the Mosul offensive against the Islamic State (ISIS) in 2016 and 2017.

However, some Peshmerga clashed with Iraqi paramilitias during the federal takeover of Kirkuk and all disputed areas or Kurdistani areas claimed by Erbil and Baghdad

ERBIL — Kurdish prominent leader Masoud Barzani has warned of the Islamic State (IS) comeback, to saying that the extremist group is defeated on the ground but the root causes which led to its emergence in Iraq years ago are yet to be addressed.

Barzani made the remark during a speech he gave at the opening ceremony of the 14th International Book Fair in Erbil, attended by several senior Kurdish and Iraqi officials.

Barzani, who previously served as the president of Kurdistan Region and now leads the largest Kurdish political party, the Kurdistan Democratic Party (KDP), reminded that there were multiple unique opportunities after 2003 to build a democratic and federal Iraq for the diverse population of Iraq, but the chances were missed one by one.

“If only the [Iraqi] Constitution was fully implemented, none of the issues would have occurred,” the Kurdish leader said.

He also mentioned the recent tragic ferry accident in Mosul which killed more than 100 people, saying that the tragedy is the outcome of neglecting the prolonged issues related to administration and governance.

“While discussing the liberation of Mosul [from the Islamic State], Coalition forces and military officials from Erbil and Baghdad agreed that the liberation is in two phases: ousting the Islamic State and post-liberation phase which was about governance,” Barzani said, noting that, however, the authorities neglected the second phase which was vital to root out IS.

“They were keen on conducting the liberation phase and discuss the post-liberation phase later. I told them frankly that they will be responsible for the consequence,” Barzani said. “We have been emphasizing from the beginning that [Iraqi officials] deal with the outcome of the issues not the causes. Even now, if the root cause of IS emergence is not addressed, more tragedies like the Mosul ferry are to come.”

However, Barzani said, the new government of Iraq under Prime Minister Adil Abdul-Mahdi’s leadership has opened a new chapter to allow all the sides work and resolve the prolonged issues.

“We see Mr. Adil Abdul-Mahdi at the premiership as an opportunity; and maybe this is the last opportunity, therefore, we shall not miss this chance.”

Barzani reiterated that the Kurdistan Region will support Abdul-Mahdi’s cabinet to work in the direction of finding a solution to not only the Erbil-Baghdad disputes, but also the issues related to the Constitution.

High-level delegation from Kurdistan to visit Baghdad soon: KDP MP

 

Kurdistan Democratic Party MP Aram Balatayi said that a high-level delegation from Kurdistan will visit Baghdad after the formation of the new government, adding that he thinks it is time to solve outstanding issues.

Balatayi said that he thinks the current circumstances between the federal government and Kurdistan are positive, and can enable resolving the outstanding issues between the two regions.

"Although there are some anomalous views that want to harm relations between the two sides, we are optimistic that once the government ofMasrour Barzani is formed, a high-level delegation will visit Baghdad and there will be a solution to the problems."

Called the President of the House of Representatives Mohammed Halbusi, on Thursday, to invest the positive atmosphere between the Center and the Kurdistan region to resolve the outstanding problems between the two.

A statement by the Halaboussi media office and received by the "news" that the latter "received the Speaker of the House of Representatives Mohammed Halbusi, today the Amir of the Islamic Group in Kurdistan Sheikh Ali Babir and his delegation."

The statement added that "the meeting discussed the relationship between the center and the region, and ways to enhance the prospects for cooperation to promote the reality of the country. The meeting also reviewed the talks of the Kurdish parties on the formation of the Kurdistan Regional Government."

He stressed Halabousi, according to the statement on the need to "invest the positive atmosphere and a spirit of trust between Baghdad and Erbil; to resolve outstanding problems in accordance with the Constitution."

ERBIL, Kurdistan Region — Civil servants should meet their required work expectations, implored Kurdistan Regional Government’s (KRG) Prime Minister Nechirvan Barzani. The call follows the end of the salary savings system last month with full salaries being paid after years of withholdings. 

“According to our information and monitoring, in most of the ministries, bureaus and agencies of the government, the employees are not adequately committed to working hours,” the PM wrote in a letter dated March 31 and seen by Rudaw on Friday.

Due to measures not being taken the habit of not fulfilling working hours has become “a phenomenon.”

“This has led to a vacuum and hampers appropriately managing the affairs of the citizens. At the same time, due to unfairness in salaries and bonuses, those employees who did work regularly in a diligent and committed manner got cold feet while executing their duties,” the PM added.

The PM admits that while the phenomenon of not doing enough hours of work existed even before the financial crisis and ensuing salary cuts, it increased with the salary cuts.

In 2014, three crises beset the Kurdistan Region: Baghdad cutting Erbil’s share of the federal budget to the latter indecently exporting oil, the conflict with the Islamic State (ISIS), and the influx of some 1.8 million IDPs and Syrian refugees. 

The KRG took a drastic and unpopular decision called the salary savings system which withheld portions of civil servants’ monthly salaries which the KRG said would later be repaid. 

Salaries at times had to be cut by more than 50 percent so the KRG was able to pay — usually not on time — and sometimes on a bimonthly.

However, following negotiations and an agreement with Iraq under what KRG leaders have described as a Kurd-friendly government of Prime Minister Adil Abdul-Mahdi, Iraq began sending the salaries of the public servants. It has been over a month since salaries have been paid in full, without cuts. 

“Considering the improving financial conditions of the Region, and the salary cutting not remaining, and for the public interests and managing the affairs of citizens, all ministries, bureaus, and agencies of the government have to undertake necessary measures to make employees committed to official working hours according to determined times,” added the letter.

The PM puts forth a number of points: Giving off-days will become stricter, and legal and administrative measures will be undertaken against employees unwilling to commit to working hours.

If there is no justifiable reason, any employee who doesn’t come to work for more than 30 days will be fired.

The ministries, bureaus and agencies of the government have to send the PM’s office the number and names of all “extra” employees on their payroll, and the list has to differentiate between those who work and those who just get paid and don’t do any work.

During the financial crisis, government officials were themselves not keen on enforcing the rules of working hours, taking into consideration that the employees were already disgruntled due to the little salary they were inconsistently receiving. 
 

With the improving financial conditions, a separate decision bars government employees, including in the security sector, from working as taxi drivers. 


It is not uncommon in the Kurdistan Region for people to have various services of income, whether in the public or private sector. The KRG has made concerted efforts to trim its bloated public sector through biometric systems and reforms.

MP announced the alliance Fath Faleh al-Khazali, Saturday, for directing two parliamentary questions to the Minister of Finance Fouad Hussein on the disbursement of $ 724 billion to the Kurdistan region. 
"We have asked a parliamentary question to the Minister of Finance on the reason for the disbursement of $ 724 billion for the Kurdistan region," Khazali said in a statement received by Mawazine News. 
He added that "the province did not abide by the federal budget law and did not deliver the federal government, not oil and revenue ports," and called on the Prime Minister to "assume its responsibilities for the application of federal laws fairly."
