Masoum endorses the Second Amendment Law to the Central Bank of Iraq Law

The President of the Republic, Fuad Masoum, on Thursday, the law of the second amendment to the law of the Central Bank of Iraq.

The Office of Massoum media in a press statement received by "Economy News", "The President of the Republic Fuad Masum, ratified on Wednesday, the law of the second amendment to the law of the Central Bank of Iraq."

He added that "this law, which was voted by the House of Representatives earlier, based on the provisions of item (I) of Article (61) and Article (III) of Article (73) of the Constitution,set for the purpose of increasing the capital of the Central Bank of Iraq and to keep pace with global economic development And to increase the number of members of the board of directors of the bank from outside the bank and the formation of the Audit Committee and the issuance of commemorative coins and the imposition of interest on loans granted by the bank to commercial banks, and to preserve his funds from the bookings issued by judicial decisions.

"The law was sent for publication in the Official Gazette," the statement said.

On November 14, the House of Representatives voted on the draft amendment to the second law of the Central Bank of Iraq.

President of the Republic Fuad Masoum on Thursday ratified the laws of ratification of the mutual encouragement and protection of investments between the Iraqi and Iranian governments and the second amendment of the Central Bank and the irrigation law.

"Fuad Masoum Sadiq ratified the law of ratification of the mutual encouragement and protection of investments between the government of the Republic of Iraq and the government of the Islamic Republic of Iran," a presidential statement received by al-Maaloma.

The statement added that "this law, which was voted by the House of Representatives earlier, based on the provisions of item (I) of Article (61) and Article (III) of Article (73) of the Constitution, was developed for the purpose of benefiting from economic resources and facilities available in the areas of investment In order to create conditions for the investment of their citizens in the territory of the other party, and for the purpose of ratification of the Convention on the encouragement and mutual protection of investments between the Government of the Republic of Iraq and the Government of the Islamic Republic of Iran, "noting that" this law was sent for publication in the Official Gazette. "

In a separate statement, the Information Office of the President of the Republic that "infallible ratified the law of the second amendment to the law of the Central Bank of Iraq."

The statement added that "this law, which was voted by the House of Representatives earlier, based on the provisions of item (I) of Article (61) and Article (III) of Article (73) of the Constitution, set for the purpose of increasing the capital of the Central Bank of Iraq and to keep pace with economic development And the granting of powers to the bank and increase the number of members in the Board of Directors of the bank from outside the bank and the formation of the Audit Committee and the issuance of commemorative coins and the imposition of interest on loans granted by the bank to commercial banks and the preservation of funds from the bookings issued by judicial decisions, "noting that" this law was sent for publication in the Official Gazette "He said.

He also ratified the infallible "Irrigation Law" No. (83) of 2017, voted by the House of Representatives earlier.

A statement issued by the Presidency of the Republic stated that "this law, which was voted by the House of Representatives earlier, based on the provisions of Article (1) of Article (61)and Article (III) of Article (73) of the Constitution, (6) for the year 1962 with the value of the Iraqi dinar at the present time and for the purpose of canceling the decision of the Revolution Command Council dissolved No. 587 of 1981, this law " , Adding that "this law was sent for publication in the Official Gazette."

A statement issued by the Presidency of the Republic stated that "this law, which was voted by the House of Representatives earlier, based on the provisions of Article (1) of Article (61)and Article (III) of Article (73) of the Constitution, (6) for the year 1962 with the value of the Iraqi dinar at the present time and for the purpose of canceling the decision of the Revolution Command Council dissolved No. 587 of 1981, this law " , Adding that "this law was sent for publication in the Official Gazette." 

  

The dinar was pegged at par with the British pound  until 1959 when, without changing its value, the peg was switched to the United States dollar at the rate of 1 dinar = 2.8 dollars.....IMO

12-22-2017   Newshound Guru Enorrste   There are very good reasons why the reserves have fallen since Keywords took his position, primary among them the low cost of oil and the rise of ISIS

These put an enormous squeeze on the budget of Iraq with $15 billion deficits per year, or more (I don't recall the specifics). 

The cost of fighting ISIS has never been produced from the Iraqi point of view but if it is anything like our efforts in Iraq or Afganistan one can only imagine the drain on resources.

Neither of these factors were within Keyword's control. 

He inherited a hemorraging situation and has done the best possible to keep it from total collapse.

he signed an agreement with the IMF to allow them to help him through this mess. 

For that I believe he (or Abadi and he) deserve great credit. 

Had the IMF not stepped in I would suspect that the corruption would have exacerbated,

the drain on the budget would have deteriorated,

and the reserves would have fallen even faster than they have.

In any case, I personally see light at the end of the tunnel. 

Keywords met with a delegation of the World Bank and outlined a roadmap to economic growth.  

That's a first, I believe, and he should be credited for seeking out support wherever he can to keep the ball in the air.

The Council ended the vote on the draft irrigation law submitted by the Committee on Agriculture, Water and Marshlands, which aims to preserve water resources and prevent damage to them and to prevent overflow of water quotas and the non-harmonization of the fine imposed on the violators stipulated in the Irrigation Law No. (6) of 1962 with the value of The Iraqi dinar at the present time and for the purpose of canceling the decision of the Revolution Command Council dissolved No. 587 for the year 1981

The Kuwaiti Dinar has always been pegged to the GBP and it’s currently at 3.31 to 1 USD.

 

At this point, I’ll take anything over .10 and it can work-up from there. :)

I don't buy into it that Alaq is corrupt.

With the IMF and UST having people there working with the CBI to reduce the spread,

it would be stupid for him to participate in some sort of illegal activities.  

Has he not done the things he said he would? Did he not follow the IMF SBA?

Has he not launched the e-banking in Iraq?

He has signed agreements with IFC and several other countries to perpetuate investor activities.

He has held several events over the last few years regarding the banking sector and reforms apparently to unite the government,

economists and the CBI's policies.   

The only thing that we can question is the daily auctions and a spread remaining around 1252 to $1 (6 to 7 %). 

But with the IMF and UST there, if it was a matter of expertise to reduce it, you would think they would have done so.

Am I reading this right ....non-harmonization of the fine ..............with the value of The Iraq dinar at present time ..... The Fine  to be paid in a Dinar Value (that will be Different from ) (with the value of The Iraqi dinar at the present time ),,,, TWO DIFFERENT VALUES ???

Maybe they were referring to the value from 1962 (when it became law) in relation to the value now.
