I agree with you, JCFrag.  I think there are internal and external influences regarding Iraq that are turning the tide, though.  The current GOI has leaders that appear to be in conflict with Maliki's (and associates') stated positions and behavior even though there are elements in the GOI (and other functions like the CBI and Federal Court) that are appointed by or otherwise aligned with Maliki (and associates).  As such, they will retain and utilize as much power as they can to wield their influence and get as much ill gotten gain as they can - for as long as they can.  I think Sadr and his loyal followers are a deep thorn in Maliki and associates' sides and will have a direct part in determining the outcome for Maliki’s and associates’ fate since their crimes are well documented.  Just like with a lot of things, timing is everything and the time may be ripe in the very near future for Maliki and associates starting irrevocably down their path of well deserved justice upon them.  I think a couple major characters that will be ousted and prosecuted are Ali al-Alaaq (current acting CBI Governor) and Medhat Mahmoud (Federal Court Supreme Justice) since these two are Maliki appointees and have a hand in participating in or allowing Maliki's crimes.  I am pretty sure these two do not sit well with Abadi or Jabouri or the Iraqi people.

There are recent moves to an electronic payment system for salaries.  This trend alone should eventually remove a significant amount of pilfering so the ability of officials to pilfer by their current practices will likely come to an end as the electronic payment systems are turned on internal to Iraq and internationally – especially if the CBI currency auctions are stopped.

I suspect the corrupt will be investigated internationally and their pilfered funds returned to the CBI.  If event a fraction of these pilfered monies are returned, Iraq will be in a good position to pay off all Iraq's loans.

I could be wrong but I do not think at this stage with the IMF loans just approved, the IMF would allow the loans to go through if Maliki and associates were going to pilfer them.  Also, the IMF loans being approved with Zebari no longer there shows, to me, Zebari was not essential for the loan money to actually be implemented according to the IMF terms.  Otherwise, the IMF would not have approved the loans.

I also suspect there are foreign investors that are wanting to invest in Iraq once ISIS is exterminated, Iranian militias and commanders are removed from Iraqi soil, Turkish troops are removed from Iraqi soil, and a significant portion of the corruption is removed.  Looking at the news articles, I suspect this will likely be more of a reality but will have some risks or intense efforts that will need to be applied when the time(s) comes.  Iraq's natural resources are immense and the profit potential is huge.

I know the outcome can look pretty bleak once some progress is made since something like Maliki pops up to disrupt whatever good is going on.  I suspect Maliki and associates has used up any graces the populace will afford him (them) and he (they) will likely turn burdensome to his (their) puppet masters.  Once the puppet masters release Maliki and associates, I am pretty sure their fate will meet them (and those aligned with Maliki) very shortly.
