I was thinking the same thing. I was hoping that this would get wrapped up in July, but looking more like by the end of the year. I would be interested in AdMs take on everything.

The judicial oversight law is very very important, as it will provide more confidence to the people in the local courts especially when it comes to people being arrested for article 4 terrorism, which in itself is a very broad term, and was used by maliki to jail many sunni's for unjust reasons. The only problem i have with this law right now is that the president of the supreme judicial council appoints the president of the oversight committee and right now that is mahmoud. I for the life of me cannot figure out why they have not removed him and replaced him because you cannot hold 2 positions in the courts especially the highest courts. Abadi needs to get his act together in his reforms that he promised and that is to remove positions by proxy. Massum also needs to step up to the plate and yield his powers as the president of that country. He in some respects has more power than Abadi if he used them correctly. Another huge item is the enactment of the amending of the constitution. That should have been done in 2014 when the government was first sat. This committee will add the necessary language to every article of the constitution that needs better explaining and it is then brought to parliament for a vote. Now one thing it does state in the constitution is that if it is amended then it must be brought to the people in a referendum and be voted on. I wonder though if it may be one of the reforms of abadi's and then it may be able to be passed only by the house and not a referendum vote. If they need the country wide vote then we will probably be waiting until next year when they have new provincial elections.

I can't help but think these folks really don't have the sense of urgency about any of this, at all ! Endless talk, talk & more talk. When Sdar's Raiders hit the streets this time - well, it just might not be peaceful. Iraqi citizenry no doubt feel lied to and their trust & patience betrayed and abused.

I'm thinking there will be blood this time: i hope not,however, if so, the ensuing chaos could push back any possible chance of a 2016 RV.

It may however be the catalyst to push through reforms/RV in an attempt to calm & diffuse the situation. I do hope Parliment proves me wrong on this and gets their act together, push through reforms and RV before this powder keg blows.
