He stressed that our forces will regain the border crossings from "without escalation" and restored the disputed areas
Baghdad / Al-Sabah
Prime Minister Dr. Haider al-Abadi said that our forces will regain border crossings from "without escalation" as the disputed areas have been restored, and that we will not wait indefinitely and we will take action on the ports after the retreat of the region from the final agreement paper.
While denied rumors of the government's intention to reduce the salaries of employees, confirmed the commitment of the federal government to pay the salaries of staff of the region. In the fight against terrorism, Abadi said that our forces are preparing to liberate areas in western Anbar that have not been reached by the state since 2003. He pointed out that any reform measures will not succeed without fighting corruption.
This comes at a time when the Cabinet discussed on Tuesday the damage caused by the earthquake that hit Iraq last Sunday in the provinces of Sulaymaniyah and Diyala and other areas, and the Council decided to allocate 10 billion dinars from the emergency reserves to the Ministry of Health for the purposes of financing pharmaceutical contracts and the highest priority of the ministry, To launch the financing of 41 billion dinars for the reconstruction and rehabilitation of water and sanitation services to improve the service side in this area, in addition to voting on the draft amendment to the first law of the Commission for Integrity No. 30 of 2011, and reduce the tariff categories.

Press conference
"Our heroic armed forces are preparing to liberate areas that have not been reached by the state since 2003, in the areas of the island west of Anbar and elsewhere, where it has been a hotbed and haven for terrorist groups for years," Abbadi said at a weekly press conference held on Tuesday. "Our borders with Syria will be fully secured to prevent the entry of the terrorist," he said. "We will not allow a return to our territory. As we said earlier, after the military victory and the elimination of the terrorist gang, we will face a new challenge: And intelligence, terrorism approach and extremist thought should be corrected We have had an extensive meeting of our security services to prepare for the next phase, the stage of security and intelligence confrontation, which requires high coordination between our various security apparatuses; the cooperation of citizens, which is essential and vital to the success of any security effort ».
On the recent earthquake in Iraq and the region, Abbadi said: "We thank God for the safety of the Iraqis, and we thank the families of the victims and we wish the recovery of those affected by the earthquake. We have followed the repercussions of this matter and issued directives on it, and we are constantly aware of its repercussions and damage, As for the dam of Derbandikhan in Sulaymaniyah, according to preliminary reports, the Iraqi experts who have seen the structure of the dam have confirmed its safety despite some minor cracks. We have evacuated part of the dam water. We have also invited some international experts to assess the status of Derbandikhan Dam as an additional measure. "We assure our citizens that the damage is simple and will be addressed. We also allocated funds from the emergency budget for this purpose." Abadi thanked the brotherly and friendly countries that expressed their sympathy with Iraq or sent emergency aid to those affected by the earthquake.
He said that "our constitutional position is clear and firm in maintaining the unity of Iraq and extending security and stability throughout the country. We affirm that the extension of the authority of the federal state is in the interest of our citizens, especially our Kurdish citizens." Article 110 of the Constitution gives the federal authority the power to control the border and the maintenance of border crossings, and we have formed a high-level committee with the province to prevent the unjustified collision, and unfortunately some limited collisions have already occurred because of the other party, but we are committed to the implementation of the agreements and constitutional articles properly .
As for the approach and the reform plan, Abadi stressed that "we continue and continue with the reforms, including with regard to the law of registration of companies and follow-up of the private sector," stressing that "combating corruption is important for any reforms."
However, the fight against corruption should not hamper the wheel of development and stop the economic activity of the country. The World Bank in its recent report expressed admiration for Iraq's actions in this regard, and the bank, which is one of the international institutions, expressed support for government efforts and priorities under the decline "Oil prices, although slightly improved, are still below the required level for continued development, and we hope to continue with the OPEC plan to control the quantities of production and export of oil, which Iraq was an effective and effective partner, to reach oil prices to a better level» .
Abadi stressed the most important decisions and paragraphs discussed by the Council of Ministers in its meeting on Tuesday, and said: «The Council discussed the issue of the recent earthquake and the report of the Committee to assess the damage caused by the dams and the allocation of immediate financial needs, and the Commission (on Wednesday) to visit the dam Darbandakhan to write a final report on "The Council also discussed the issue of the scales of vehicles allowed to pass on highways, and the formation of a committee between the Ministries of Construction and Housing and the Interior to organize and implement laws on the load of vehicles on highways because of this effect in the maintenance of "The annual statistics of victims of traffic accidents are about 4000 dead and 100,000 injured, a very high percentage that requires the competent authorities to take measures to reduce them and stop this human bleeding." The Council also discussed "an Iraqi vision project for the future of Iraq The region has 5 points, in addition to several issues
Other ».

Press questions
"The corrupt people differ in everything, but they agree on one thing: corruption. I confirm that the government has not discussed any step towards reducing the salaries of the employees," he said. He said, "Unfortunately, the corrupt and those behind them have attacked me with immoral methods, thinking that with their fabrications and lies they will block our way to fight corruption. There have been attempts in the course of liberating our territories from" calling "to overthrow the government and our preoccupation with the war against terrorism , But those attempts And others failed », confirmed Abadi , we« are committed as a government to pay federal employees ' salaries according to the province controls, and after checking names so that the money does not go into the pockets of corrupt as it was happening in the past ».
Abadi stressed that «there is no intention to invade the Kurdistan region, but that our forces and as spread in the disputed areas without a collision, we will restore control of the border crossings in the same way, we seek to unite the country, and we have achieved our goals without a military confrontation, More than expected by all, and the re-extension of the influence of the forces and the federal authority in those areas is a victory for all Iraqis and not to one party over another, and will not allow any side to escalate, although there are excesses we will calculate the offenders (only) and others will not implement sanctions against certain groups or nationalities, Iraqis and equal before the law » .
And on the "quota" in the political process; he stressed that «the executive took great strides, as opened positions and public positions - for the first time since 2003 - to the competencies and experiences of all citizens».
"The distinction between quotas and party work must be distinguished. Party work is acceptable in democratic norms, but the electoral issue of this or that party is turned into something we reject, and there is no turning back in this regard," he said. "What is troubling is that there is an individual quota And not partisan, including even independents, there are personalities who have increased positions and functions in the state turned those places into family property by appointing all members of the family and relatives of the position without consideration of competence and experience, and thus; we will fight the quota regardless of form and content.
"The dialogue is important, and we have started a period of military and security dialogue with the region at a high level during the deployment of our forces in the disputed areas, and we have no problem at the level of dialogue," the prime minister replied. And the government coordination with the Government of the Territory on technical issues and government communication, as for the political dialogue with the region, it needs a set of conditions should be available and will be in the end »He added that« withdrawing from the political process is not a problem, but perhaps it will be a positive situation, BecauseWe welcome all the political blocs that open the way for a new generation of young people capable of leading the stage. "Abadi stressed that he has not yet decided whether or not to participate in the upcoming elections, but he made it clear that" it is my duty as prime minister to take care of the democratic process, And to ensure the implementation of their own laws, and there is consensus among all leaders of the popular crowd to implement the law on the non-politicization of the security services and armed forces in the state ».
Abadi stressed that «we have clear demands on the region, including cooperation in the application of Article 110 of the Constitution on the management of border crossings, and I say frankly, that our forces will not retreat from the extension of state control over all ports according to the Constitution, and although our patience did not run out, We will take measures and call on the head of the Kurdistan Regional Government (Nejirvan Barzani), who now has all the powers to speedily resolve their issues regarding the delivery of ports, and we are ready to cooperate with the authorities of the region in all areas, And extending power machines "Abadi said," If there is a proposal from the region to put a Peshmerga force under the authority of the General Command of the direct armed forces and deploy them under the command of the leadership at the crossings to reassure our citizens there, there is no objection. What interests us is the interest of the citizen.
And the country. "
"Most of the oil wells have been controlled within the borders of Kirkuk, and there is a pipeline network within the region, part of which is under the control of the Peshmerga, some of which are destructive and need to be rehabilitated," Abbadi said, adding that there is a pipeline established by the region. The federal government and the authorities of the region, and our demand to be handed over to the federal authority to divide the money resulting from the export of oil, according to the law of oil and gas, which we hope to pass in Parliament soon ».

SULAIMANI – Iraqi Prime Minister Haider al-Abadi said Baghdad is determined to pay the “rightful salaries” of state employees in the Kurdistan Region.

Abadi said during a press conference on Tuesday (November 14) that the government of Iraq will pay the salaries to the actual numbers of government’s employees.

KRG’s statistics in the new biometric system shows that the number of Kurdish employees is 1,249,481, down from 1.4 million.

The Iraqi premier further said Iraq does not seek confrontation with the Kurdistan Regional Government (KRG), calling on the Kurdish government to cooperate with the measures taken by Baghdad to improve “transparency and accountability.”

“As mandated by the constitution, we are committed to maintaining Iraq’s unity, applying federal jurisdiction in all areas, providing security and ensuring stability for the benefit of all of our citizens, especially those in the Kurdistan region,” he continued.

http://www.zerohedge.com/news/2017-11-15/iraq-oil-revenue-not-enough-sustainable-development

Authored by Zainab Calcuttawala via OilPrice.com,

Oil revenues still are not high enough to allow the Iraqi government to fund the reconstruction of the country, according to Iraqi Prime Minister Haider Al-Abadi.

“Oil prices are not at the required level to be used for sustainable development,” state TV quoted al-Abadi as saying during a press conference.

Iraq proclaimed itself victorious earlier this year after a three-year, hard-fought war against the terrorist Islamic State.

The victory freed up some money - but not enough - for reconstructing the nation after almost 15 years after the demise of dictator Saddam Hussain and the fall of his regime.

Or could it be that all the nations in the globe will determine that there is an extraordinary situation at hand that needs an extraordinary solution to fill the void or deficit so as not to let Iraq slip back into the control of ISIS?

The value has been pegged at an articficial depreciated rate, maybe the countries and TPTB tell Iraq that it's time to flip the switch so they can become the "Eighth Tiger" or economic engine of growth in th M.E. ?

Just my musings this evening.... couple this with the article the other day from the Catholic Church about Iraq needing a Marshall Plan and maybe this is being set up to pop and make sense to the world as to why Iraq's currency had to be readjusted...

anybody have thoughts to add?
