the plan was always to return the value to what it was before in the 1970's, that was part of the plan when they released the notes with three zeros as per the transitional government and new iraq plan....what was the 1970's rate i believe around 1.50....if we delete three zeros from the rate and make minor adjustment what number do we get????

Absolutely.

Delete the 3 zeros then hard float another 50%, then you get the pre-Sadam rate.

Where do you get 1000 from 1310? What am I missing? This sounds like typical MM pumping BS.
