According to a statement by the parliament’s media department, followed by “NAS” on Monday (April 10, 2023), “the first deputy speaker of the parliament stressed the need to expedite the discussion of the draft law, and to take into account the needs of the citizen, urging the committee to continue holding meetings and discussions, and to complete them as soon as possible, noting The law will focus on meeting the demands of citizens, increasing allocations for service aspects and investment projects, and activating the private sector.  

  

And the Chairman of the Finance Committee stressed that "the committee is determined to review the law and develop an appropriate mechanism to reach the appropriate formula, adding that the budget represents the government's vision, with the need to achieve integration between the government's vision and the vision of the council and confirm all observations, pointing to the formation of a committee to prepare a report that will be presented during the council's reading session the second".  

  

And the Finance Committee initiated "discussing the federal budget law and setting up a mechanism to deal with the draft and listen to all opinions and observations, noting the need to hold meetings to see the obstacles and find appropriate solutions to them, and to host ministers and officials, and to follow technical methods to mature the law in a way that guarantees the interest of the country."  

  

The committee read "the items and paragraphs of the draft related to revenues, expenditures, and the deficit, as the interventions of the members of the committee included putting notes and finding real solutions to reduce the deficit, and proceeding with financial and technical matters, in order to submit a report during the second reading, in addition to discussing the budget for three years and checking all the paragraphs contained in the draft."

Committee member Mueen Al-Kadhimi said in a statement followed by Al-Furat News Agency, "The Finance Committee is serious about moving towards discussing and approving the budget, and the official sessions have begun and will continue to come out with conviction and a joint report to be submitted to the House of Representatives for the purpose of the second reading," noting that "the second reading will be completed after Eid Al-Fitr directly.

He added that "there is seriousness among the blocs of the need to pass the budget while taking into account the observations," noting that "there is an objection to the amounts of development of the regions allocated to 15 governorates, which are considered few."

He explained that "there is a remaining amount of emergency support allocated to the governorates, and it is possible to transfer funds from the allocations to ministries to the governorates," noting that "the objection to shares in the budget can be resolved through dialogue."

And Al-Kazemi indicated, "There is no objection to the price of a barrel of oil in the budget, which is 70 dollars, because it is good and reliable."

He stated that "there is no increase in the prices of gasoline and kerosene produced internally, and there is a serious tendency to benefit from associated and free gas."

He concluded, "The final vote on the 2023 budget will take place during next May."

This came during Mandalawi's presidency of a meeting of the Parliamentary Finance Committee, in the presence of its chairman and members, to discuss the draft federal budget law for the years (2023, 2024, 2025), according to a statement received by Shafaq News agency.

 

Al-Mandalawi directed the Parliamentary Finance Committee to "continue to hold meetings in order to expedite the completion of the draft budget law, and to establish appropriate and accurate mechanisms to complete its requirements, including the formation of subcommittees, and the preparation of a detailed report on them," noting that "the law will focus on meeting people's demands and increasing the allocations of aspects." service and investment projects, and activating the private sector.

 

The First Deputy Speaker of Parliament affirmed the parliament's keenness to "scrutinize all paragraphs of the budget, and that the next few period will witness the inclusion of the second reading of the law on the parliament's agenda," pointing out that "the people expect their representatives to quickly complete it and vote on it because it is directly related to their lives."

 

According to the statement, during the meeting, the items of the budget were discussed, and observations were made about a number of its paragraphs, and the importance of making the necessary transfers, in a way that contributes to increasing the allocations for the development of regions, reducing the deficit rate, and implementing service and strategic projects, especially those that are lagging behind.

 

Last week, the Iraqi Council of Representatives completed the first reading of the draft federal budget law for the Republic of Iraq for the fiscal years (2023, 2024, 2025).

A member of the Parliamentary Finance Committee, Jamal Cougar, had revealed, in a previous statement to Shafaq News Agency, the date for approving the general budget, stressing that it will be after Eid Al-Fitr.

Committee member Mustafa Al-Karawi said, in an interview with “Al-Sabah”: “The Finance Committee met and began studying and reviewing the paragraphs of the budget in order to prepare its own report to be presented in the next session in the House of Representatives, and there will be a receipt of the notes by the members of the Council, and thus the start of hosting the government.” To study the paragraphs of the budget carefully and proceed to pass it.

".

 

He explained, "There is an innovation in contracts that have been confirmed and some special requests for some ministries that have not been decided yet."
