This came according to what was published by the regional government spokesman, Jotiar Adel, on social media platforms.

The spokesman said that the regional government decided to compensate those affected by the torrential torrents that swept through the Erbil Governorate during the past few days, with a sum of three billion Iraqi dinars.

According to the instructions issued by the ministry, and "Nas Kurd" received a copy of it, (November 4, 2021), it "instructed to stop the phenomenon of double salary in accordance with Article 14 / first of the reform law issued by the Parliament of Kurdistan in 2020".  

Two cases were identified within this framework:  

1 - To disregard double salary before 1/7/2020 and give its owners the choice of choosing one of them in implementation of the provisions of the law.  

2- Retrieve the double salaries received after the date of 1/7/2020, and limiting the receipt of one salary.  

It also established "special committees to review more than 106,000 cases of double salaries, large numbers of which were organized according to old laws that were submitted to a decision according to the new law issued for salary reform."

Shafaq News/ The Ministry of Finance in Kurdistan Region announced today, Monday, the start of distributing the salaries of the region's employees, starting from tomorrow, Tuesday, until next Thursday.

 

A source in the Ministry of Finance of Kurdistan told Shafaq News Agency, that the amount of 200 billion dinars arrived today, from the federal government to the account of the Kurdistan Regional Government.

 

The source indicated that the ministry will start distributing the salaries of all ministries and institutions starting tomorrow, Tuesday, and will finish distributing them next Thursday, corresponding to the 11th of this month.  

 

Shafaq News Agency obtained a table issued by the ministry showing the dates of distributing salaries and the departments covered.

 

The Council of Ministers of the Federal Government voted, in its current session, held in November, to send 200 billion dinars to finance the monthly salaries of workers in the public sector in the Kurdistan Region.

The 2021 budget stipulates, in paragraph 11 of it, that the Federal Sumo Company must receive 250,000 barrels of oil extracted from the Kurdistan region in return for the federal government’s pledge of amounts up to the region’s salaries and dues, but violating the law threatens Baghdad with the possibility of recovering more than $9 billion worth of oil exported from the region .

The oil expert, Hamza Al-Jawahiri, said in a statement to "Al-Maalouma" that "the oil extracted from the Kurdistan region and exported abroad exceeds 600,000 barrels and may reach about one million barrels per day, but the federal government demands 250,000 barrels for the federal company SOMO."

He added, "What is happening are just political understandings and harm Iraq's oil share within OPEC, which reduced the share of Iraq's sale of oil to increase prices. Erbil did not provide any barrel of oil to Baghdad."

With a simple calculation, the region is supposed to pay monthly to the federal government more than 750,000 barrels of oil per month, bringing the figure in the total year to 9 million barrels, multiplied by a rate of 70 dollars per barrel, the figure will reach more than 630 million dollars without any return from the Kurdistan region in exchange for an advance monthly provided by the government.

The same paragraph of the budget law indicates that Baghdad must inventory the debts owed by the Kurdistan region from 2004 to 2020 through the Federal Financial Supervisory Authority.

According to Dunn and Bradstreet regarding this Intermediary Credit Mediation ,Kurdistan has way more clout than the rest of Iraq .Their credit is golden ,more so than the rest of Iraq .  This seems to me that what is being set up here is a universal credit rating , Basel III, 800 credit rating , whatever , because you have the collateral to be good for your debts .
