Erbil (Kurdistan 24) - The Ministry of Finance and Economy of the Kurdistan Region said today, Wednesday, that the Federal Ministry of Finance has postponed sending an advance of 200 billion dinars for the month of January, noting that the salaries will be disbursed from the region's oil revenues for the current month.

The agreement signed between Erbil and Baghdad obliges the Iraqi government to send an amount of 200 billion dinars to the region per month as a " financial advance " until the region's revenues and share are audited.

 

 


And the Ministry of Finance said in a statement seen by Kurdistan 24 that the Iraqi Ministry of Finance has again postponed sending the financial advance of 200 billion dinars to complete the distribution of salaries for the region’s employees.

She indicated that although the amount should have been much more than that based on the Federal General Budget Law for the year 2021, this amount originally allocated to last month's salaries was not sent until February 16, which delayed the distribution of salaries.

The ministry added that it decided to proceed with distributing last month's salaries from the oil revenues collected this month, with the aim of not delaying their disbursement to employees.

The ministries and institutions whose employees have not received their salaries for the past month include municipalities, tourism, higher education and scientific research, electricity, the presidency of the Council of Ministers, the presidency of the parliament, and the presidency of the Kurdistan Region, in addition to military and civilian retirees.



The Assistant Prime Minister of Kurdistan Regional Government for Financial Affairs, Ribaz Hamlan, said that the agreement on the financial advance between Baghdad and Erbil is valid until next March .

The Kurdistan Region received the first monthly advance in July 2021, nearly a year after Baghdad had not sent any financial dues.

SULAIMANI — The Kurdistan Regional Government (KRG) representative in Baghdad told NRT on Sunday (May 15) the sum of 200 billion Iraqi dinars (IQD) has been transferred from Baghdad to Erbil. 

The representative, Faris Issa, said the funds are now in the KRG Ministry of Finance’s bank accounts. 

Two sources from the KRG Council of Ministers and the finance ministry told NRT previously that there was no official word on whether the 200 billion IQD would be sent. 

The KRG began to receive a monthly stipend of 200 billion IQD per month in July 2021 under an agreement with Iraqi Prime Minister Mustafa al-Kadhimi. 

Despite the value of a barrel of oil exceeding $100 a month, the government still faces delays in distributing salaries.

University teachers and employees in Sulaimani and Halabja have been protesting for more than a week demanding their March salaries from the KRG.

Report: The standard of living for the citizens of Kurdistan has decreased due to the delay in employee salaries

Zebari says that the high rates of inflation and the government's failure to pay the salaries of public sector employees contributed to the deterioration of the living situation of the Kurds after all their cash savings had run out, forcing them to use the bale markets to buy electrical materials, clothes and other used living necessities.  

  

Causes of inflation  

According to the economic perspective, inflation is caused by an abundance of demand and a lack of supply, and accordingly it rises or falls in the region by several factors determined by the economic academic Dr. Farhad Kakai.  

  

Kakai believes that the first factor for the rise in inflation in the Kurdistan region is due to the Russian-Ukrainian crisis, which contributed to an increase in food prices and others globally due to the lack of supply and increased demand for them. The second factor is the reduction of the Iraqi dinar exchange rate against the US dollar from 1180 to 1450 dinars per dollar. One of the year 2020, which directly reflected on the economic situation of the region.  

 
Kakai expects a decrease in the level of inflation during the next six months in Iraqi Kurdistan as a result of the increase in supply and decrease in demand as a result of the policy pursued by the governments of Erbil and Baghdad, especially after the recent data to secure foodstuffs and other necessary items in government stores.

Taha revealed that the region has a monthly financial deficit of $25 million, since all of Kurdistan's oil contracts are participating, that is, they have not invested in the oil industry, which has led to more than half of the oil revenues going to companies investing in the region's fields.  

  

Last year, the Erbil government agreed with the Iraqi government to send a monthly advance of 200 billion dinars, which it received in the last 6 months of the last year, but it received only one advance during the five months of the current year, forcing Erbil to compensate the salaries with the increased oil revenues during the months Last.

SULAIMANI — Erbil’s budget deal of 200 billion Iraqi dinars from Baghdad will not have an effect on the Kurdistan Region’s financial state, said Fazil Nabi, the former undersecretary of the Iraqi ministry of finance.

Nabi told Voice of America (VOA) on Wednesday (June 15) Erbil should have received the 200 billion IQD monthly in 2021, as part of the agreement with Baghdad, but instead only received the funds four times.

He stated the federal government owes the funds to the Kurdistan Regional Government (KRG) and said if the KRG representatives defended the rights of the Kurdistan Region in the Federal Supreme Court effectively the court’s ruling would be in the favor of the KRG.

Nabi said oil revenue was high and the economic situation in the KRG was very good, while reforms in the field of revenues have had a positive effect on government revenue.

He said the KRG can distribute salaries without the 200 billion IQD from Baghdad and it has been observed a number of times that the government has been able to distribute salaries before receiving the funds from Baghdad.

Shafaq News/ An informed source in the Ministry of Finance and Economy of the Kurdistan Regional Government stated, on Saturday, that the latter will start distributing employee salaries for the current month of June before the Eid al-Adha holiday.

The source told Shafak News Agency, "The Kurdistan Regional Government will distribute the salaries of its employees before the Eid al-Adha holiday," explaining that "in the event that the necessary funds are available, the Ministry of Finance will distribute the salaries of the largest possible number of ministries, starting from the beginning of July."

Eid al-Adha falls on Saturday, the tenth of the month of Dhu al-Hijjah, corresponding to the 9th of next July.

1/3rd of an entire year is taken up with " holidaze" 

It's a wonder " anything " gets done between the rhetoric, sand bagging, foot dragging, corruption & general malaise so embedded into the political system. 

Looking around the world at other governments, some aren't as bad others,  just as bad or worse.
