“Citizens in the Kurdistan region, like the rest of the Iraqis, were encouraged that the legislation of the Federal Budget Law would lead to the implementation of its provisions in a way that would reduce the burdens facing Iraqis in general, and citizens in the Kurdistan region in particular, and specifically employees.  

But what happened is that the region’s employees still deduct 21 percent of their salaries, which are deductions that are no longer justified in light of the federal authorities ’commitment to pay the region’s employees’ salaries, as part of their greater commitment to pay the region’s dues from the general budget, which we all voted on in The Iraqi Council of Representatives,

This is part of the guarantees of the process of building Iraq's prosperous civil, democratic, federal state to provide security, stability and a decent life for all citizens.

SULAIMANI — Kurdistan Regional Government (KRG) Deputy Prime Minister Qubad Talabani on Wednesday (June 9) announced the creation of a new digitized payroll system for the government, which would use an individualized “digital identity number” to track and pay every public sector worker in the Kurdistan Region.

According to a statement released by the KRG Ministry of Finance and Economy, the number will help deliver useful services to workers, including by facilitating the opening of bank accounts where they could be paid electronically.

During a meeting with Minister of Finance Awat Janab and officials who manage the KRG’s biometric system, Talabani said that the new system was a positive development towards modernizing the Region’s public sector payments system and was consistent with the reform law.

Shafaq News/ The Minister of Finance and Economy of the Kurdistan Regional Government held a meeting today, Tuesday, with the Director of the Trade Bank of Iraq (TBI) regarding the implementation of the paragraphs of the Iraqi general budget, declaring that the regional government is fully prepared to commit to implementing what is stated in the budget. 

 

A statement by the ministry, received by Shafaq News Agency, stated that the Minister of Finance in the regional government, Awat Sheikh Janab Nuri, received the Director of the Trade Bank of Iraq (TBI) Salem Jawad Abdul Hadi.

 

Sheikh Janab stressed, during the meeting, the region's full readiness to abide by all the paragraphs of the Iraqi general budget in order to reach a comprehensive understanding, and the agreement between Baghdad and the region would be in the interest of the Iraqi people.

 

The statement indicated that the meeting was held with the aim of implementing paragraph (11 second) of the Budget Law No. 23 of 2021, and through it, a move towards defining a mechanism for how to address and settle the debts of the TPI owed by the Kurdistan Regional Government within the framework of the same law as part of the commitment from both sides.

 

The budget stipulates that the Kurdistan Region will deliver 250 barrels per day of oil and half of the other financial revenues to Baghdad, in return for a share in the budget estimated at 12.6 percent.

 

The KRG says that Baghdad has not sent any funds from the budget payments so far, despite the passage of months since its approval.

Shafaq News/ The Minister of Planning of the Kurdistan Regional Government, Dara Rashid, announced on Wednesday that the federal government will send 200 billion dinars, with a retroactive effect, until the Board of Supreme Audit finishes auditing the region's imports. 

Rashid said, in a statement he made to reporters today, that the region's draft budget was delayed in sending it to Parliament due to the delay in implementing the federal budget law, because until now it is not clear how much Baghdad will send to us.

And he added, "The region's share in the federal budget law is 11.4 trillion dinars, and if we do not receive this amount, we will not be able to organize our financial affairs."

Rashid also confirmed that currently the federal government has agreed to send 200 billion dinars retroactively until the completion of the audit of the region's imports by the financial control, adding that the federal financial control is doing its work and until yesterday their delegation was present in the region.

The minister noted that there are currently no legal obstacles to sending the region’s share, and what prevents this is only technical matters, stressing that the regional government has expressed more than once its willingness to deliver oil imports and crossings according to what is stated in the law

Regarding the number of employees working in the public sector, the minister said: Currently the region has 753 thousand employees, and the Federal Oversight Bureau has no comments about the number of the region's employees.

And he went on, saying: The Ministry of Finance announced that it will continue to deduct 21% of the employees' salaries for this month as well, because so far, even the amount of 200 billion dinars has not reached the region.

The Federal Council of Ministers has decided to grant the Kurdistan Regional Government 200 billion dinars per month as an advance to pay the salaries of employees, provided that this decision is implemented retroactively as of 1/1/2021.

The Kurdistan News Channel quoted Faris Issa, the representative of the regional government in Baghdad, as saying: that great pressures from some political parties impede sending an amount of 200 billion dinars to Erbil.

He added: Political parties use salaries as electoral propaganda, hoping that the amount will reach the Kurdistan Region during the next week.

Erbil (Kurdistan 24) - Iraqi Prime Minister Mustafa Al-Kazemi said that his government did not send to the Kurdistan Region its share of the budget, but rather an "advance" to be deducted from it later according to the clearing system in the final accounts, and accused his opponents of spreading the opposite for electoral purposes.

In the middle of this month, the Prime Minister of the Kurdistan Regional Government, Masrour Barzani, announced that he had reached an agreement with Baghdad to send financial dues to the region with a "retroactive effect."

The Kurdistan Regional Government described the decision as an important turning point, but some of the Iraqi political blocs criticized Al-Kazemi's agreement to send what it considered a "balance."

However, Al-Kazemi said in an interview with the official Iraqi TV that the agreement with the Kurdistan Regional Government has nothing to do with the budget share.

He continued, "No budget was paid to the region... We paid an advance for the purpose of paying employees' salaries."

Al-Kazemi added that the financial advance paid to the region will be deducted from its share in the budget "after the Federal Financial Supervision Bureau and the Region's Bureau of Supervision will make an inventory of accounts through a clearing system and nothing more, and it will be cut through the final accounting process by the end of the year."

He pointed out that the allegations about paying a budget and not complying with the law are only "political attempts for electoral purposes to stir up the feelings of citizens."

Shafaq News/ The Kurdistan Democratic Party bloc described, on Thursday, statements made by parliamentarians about the disbursement of 200 billion Iraqi dinars to the Kurdistan Regional Government as a "media whirlwind", while confirming that the Federal Ministry of Finance has not released the amount so far.

 

Representative of the Kurdistan Democratic Party Mayada Al-Najjar told Shafaq News Agency, "Talking about disbursing 200 billion dinars to the Kurdistan Region is a media whirlwind," indicating that "the allocated amount is from the entitlement of employees in the region."

 

Al-Najjar added that "the politicians took advantage of this issue within the electoral campaigns," noting that "the region's employees have the right to receive salaries just like their peers in the federal government."

 

And she indicated that "the amount of 200 billion dinars is part of the salaries of employees in the region," noting that the Ministry of Finance "has not disbursed any amounts allocated to the region despite the fact that Prime Minister Mustafa Al-Kazemi sent an official letter to the Finance regarding the payment of the region's dues."

 

She continued, saying that the Ministry of Finance "did not release the allocated amount, which is 200 billion dinars, although the Kurdistan region is committed to the budget law."

 

An official source in the Kurdistan Regional Government said last Friday that Al-Kazemi signed an official letter to disburse 200 billion dinars as an advance earmarked for paying the salaries of employees working in the public sector in the region.

 

And a number of deputies considered, in press statements, that handing over to the Kurdistan Regional Government any amount of money “outside the agreement that took place and was fixed in the budget” is illegal.
