Deposit interest rate

Tuesday 20 April 2021 134

https://alsabaah.iq/45004/نسبة-الفائدة-على-الودائع

Deposit interest rate

Muhammad Sharif Abu Maysam
deposits of the public are considered the main material in the banking business. Through these deposits, banks raise credit ratios and circulate funds for the benefit of the public in exchange for a profit margin after covering the administrative costs, through the interest rates collected on the amounts of loans granted. At that time, banks would contribute to economic development through the circulation of funds and motivating the public to deal and deal in the banking arena.
Usually the interest rates granted to the public in return for depositing money in savings accounts and fixed deposits are much lower than the interest rates charged by the public in return for obtaining loans, and the difference between the two rates is that which covers the administrative costs of bank operations with achieving profit rates that contribute to developing work and raising cash reserve ratios. And the capital, in addition to verifying the prices of banking operations and trading services (which today became free in the framework of competition in order to gain more of the public for the benefit of the bank).
However, there is a shift and what appears to have become clear in the performance of some banks reveals the adoption of a new method of attraction to the public regardless of the interest rates achieved, as the interest rates granted on deposited funds are raised to more than the interest charged on the loans granted. Interest rates in favor of savings accounts and deposits at Al-Rafidain Bank, despite the adoption of low interest rates in car loans.
As he announced the raising of the interest rate to 4. 5% for savings accounts and the same for fixed deposits for six months, and 5.5% for fixed deposits for one year and 6. 5 percent for deposits for a period of two years, explaining this policy "with the aim of maximizing revenues, attracting cash liquidity, and encouraging customers to save instead of hoarding it at home."
Al-Rafidain had reduced the interest rate charged on auto loans to employees and citizens to about 4 percent of the loan amount granted last October. This confirms that Rafidain Bank is continuing to achieve the goal of attracting the monetary mass in the context of the financial inclusion program at the expense of achieving interest rates, and it is certain that the prices of banking operations will not be high in dealing with the public, with the aim of attracting more dealers and maintaining an attractive and non-repelling policy. This leads us to explore the financial situation in light of a financial policy that may cause great losses to the bank and make it among the public companies nominated for restructuring, as mentioned in the economic reform paper

Al-Kazemi suspends the Finance Book on the tax withholding of employee salaries
[Baghdad-Where]
Prime Minister Mustafa Al-Kazemi suspended the book issued by the Ministry of Finance regarding taxation of state employees' salaries.
The Minister of Finance, Ali Allawi, recently sent an official letter to the General Secretariat of the Council of Ministers demanding that taxes be deducted from the total monthly income as of April, with retroactive effect, so that the deduction includes salaries for January, February and March.

Allawi’s book sparked parliamentary and popular controversy and rejection, while the Parliamentary Finance Committee called on him to “withdraw from this decision, otherwise it will be forced to host it and then question him soon” in the House of Representatives.

For its part, the Ministry of Finance affirmed that "it applies the law in paying tax on all income, including the nominal salary and allowances, and the exemption obtained from the Council of Ministers was exceptional."

She pointed out, "The proposed tax withholding does not include the lower classes, and the Council of Ministers has the power to cancel it

A legal expert demonstrates the mechanism for correcting errors in the Official Gazette

  •
 2021-04-20 09:36
A-AA+

Shafaq News / The legal expert, Tariq Harb, explained, on Tuesday, that errors occurred in the materials published in the Iraqi Al-Waqi’a newspaper, an issue that could be corrected by the Presidency of the Republic.

Harb said in a statement received by Shafaq News, that the errors in the Federal Budget Law when it was published in the Iraqi facts are governed by the Law of Publication in the Official Gazette No. 78 of 1977, and its correction requires a statement from the Presidency of the Republic.

He added that there are other errors that must be corrected by the law amending errors when publishing any law in the official gazette, indicating that Law No. 78 of 1977 differentiated between two cases of errors, the first is a typographical error that occurs when the newspaper is printed, and then the Presidency of the Republic issues a correction statement and is published in a later issue of the newspaper. .

Harb pointed out that "many of the statements of the Presidency of the Republic are included in the numbers of the Official Gazette to correct a mistake made in a previous issue, as the correction statement includes the phrase (corrected), then the law and the corrected article are mentioned in its new form and published to replace what was mentioned in the newspaper.

He explained that the second type of typo occurs when writing or printing in the House of Representatives, and this is not considered a typographical error in publishing and is not considered covered by the previous correction, but rather requires the issuance of a law to amend the parliamentary error.

He pointed out that "a distinction must be made between two types of error, the first that occurs by the legislative authority before publication, of course, and this requires an amendment law, and the second type that is wrong by the executive authority upon publication."

Harb concluded by saying, "What is received from the legislative authority is published in the manner in which it is stated, even if it contains a typographical error, for example that the number or writing is a million instead of the number thousand, then the publication is done in the form contained, and the error upon publication is corrected by the Presidency of the Republic and the Ministry of Justice. .

It is noteworthy that the Iraqi newspaper Al-Waqa'i ’, which is the official newspaper, published in its latest issue the Federal Budget Law for the year 2021, and included errors in the numbers of the budget tables, in contrast to the version of the law voted by the House of Representatives, which sparked controversy in the political and popular circles.

Al-Kazemi waives the "secret" immunity from the most senior officials in the Iraqi state!

Readings: 822 Baghdad - Iraq today:

Prime Minister Mustafa Al-Kazemi changed the strategy of the governments that preceded him, when he stopped the secret "immunity" that was granted to senior state officials, and allowed for the first time the Iraqi judiciary and oversight bodies to proceed with the follow-up of corruption files that were the cause of political will Therefore, large heads began to fall into the window of the anti-corruption agencies, and "all those involved in corruption files have become concerned," and some political forces can no longer defend their officials or try to prevent the judiciary from pursuing them.

Observer and political analyst Hassan al-Khafaji says to (Iraq Today), "The prime minister is proceeding well with his program designed to combat corruption and stop the corrupt at certain limits. Indeed, we see Al-Kazemi attached his program to this, with a more important step, which is" to lift the political and secret immunity that was set to protect Executives in front of the country.

He pointed out that "this clear government abandonment of any official involved in any file, but encouraged and strengthened the determination of the regulatory bodies in following up the suspended files, and pushed Al-Kazemi to speed up the elimination of corruption to turn around after years of disruption."

A source in one of the supervisory bodies, who refused to reveal his name to (Iraq Today), stated that "the government of Prime Minister Mustafa Al-Kazemi has taken courageous, frank and strong steps towards building preventive measures to prevent corruption from penetrating, not to mention that it does not provide any political or legal protection."
For any party or person that suspicions of corruption may hover around it, so the work in the fight against corruption began to take an accelerated nature, and the huge files such as contract files, energy, electricity and other files began to open boldly and credibly in order to know which money Iraq was spent.

He pointed out that "all members of the regulatory bodies and their investigators are beginning to really feel that there is a governmental will to tackle and reduce corruption, and that legal accountability has begun to take its course at work."

He pointed out that "the judiciary has issued dozens of recruitment and arrest warrants and various rulings against senior state officials, current or former, which means that an advanced achievement has been achieved during the past months, and this is a necessary and decisive thing in the fight against corruption."

Political analyst Ali al-Rubaie said, in an interview with (Iraq Today), that "the prime minister's clear approach to tackling corruption had appeared since the first months to combat corruption, and the Diwaniya Order Committee numbered 29 is only one of the products of this unabated war on corruption. ".

"We can now talk strongly about the existence of a government will to pursue major corruption cases and close its destructive windows, as Al-Kazemi did in the two files of the notorious currency auction and the border outlets file," he said.

The head of the Parliamentary Economic and Investment Committee, Ahmed Salim Al-Kinani, considered today, Tuesday, that removing Iraq from the list of "high-risk countries" is evidence of taking the right path.

Al-Kinani said in a statement conveyed by the media office, that "Iraq has gone through the largest economic crisis that has passed the whole world due to the Corona pandemic and the global market and trade exchange stopped, which led to a decline in the prices of oil and other minerals."

And on the decision to remove Iraq from the list of "high-risk countries", Al-Kinani noted that this is "evidence that Iraq is now beginning to take the right path in drawing up the country's economic policy and ensuring appropriate legislation."

The Central Bank of Iraq announced the day before yesterday, Sunday, to raise the name of Iraq from the British classification of high risk countries

Mastercard, CBI to Promote Digital Payments in Iraq

20th April 2021 in Iraq Banking & Finance News

Mastercard has signed a partnership agreement with the Central Bank of Iraq (CBI) to digitize the country's payment ecosystem in a bid to boost financial inclusion, encourage socio-economic development, mitigate the risks of a shadow economy and accelerate the advancement toward a cashless society.

According to a statement from the company, the partnership first aims to build an efficient, reliable, and secure payment ecosystem, starting with the education sector, and expanding into other sectors. "This will not only reduce the use of cash, promote the use of digital payments, and increase government revenues, but will also minimize sizeable operational and administrative inefficiencies in the education industry by reducing the overly manual processes", it said.

Iraq's population of 40 million people is largely cash-driven, with 99.8 percent of its $122 billion personal consumption expenditure made in cash in 20191. Despite that however, there is a large potential for digitization, as the country has a 70 percent smartphone penetration rate and 222 percent of the population fall within the young and tech savvy 15-24 years old age bracket3.

Furthermore, there is often very little choice in payment methods offered to parents and guardians with most students managing all their payments in cash. With neither parents nor students having bank accounts or using online payment services, it is critical to encourage a change in the way consumers pay school fees, since it can cause a ripple effect by impacting the entire payment ecosystem and economy.

Ms. Duha Abdul Kareem Mohammed, Director General for Payments Department  at the Central Bank of Iraq, said:

"The work that Mastercard has done in Iraq over the last few years has made a notable impact on the country's financial service's sector and driven greater levels of financial inclusion. At the Central Bank of Iraq, we clearly recognize that the digital economy has a vital role to play in that journey, especially in enabling formal economic growth through a new payment ecosystem that is transparent, simple, and effective. We are very much looking forward to working with Mastercard to advance Iraq's digital transformation, beginning with the education sector."

Khalid Elgibali, Division President MENA, Mastercard, said:

"Creating a digital payment ecosystem is critical, not only because it encourages economic development, but because there is also a demonstrable, negative relationship between cash use and the shadow economy. Our work with the Central Bank of Iraq will focus on improving overall efficiencies the economy, starting with the educational institutions by giving parents, students, and merchants a much safer, simpler, and more convenient way to pay. This is only the start however, and we look forward to expanding into other sectors at a later stage, as we work to advance the full payment ecosystem and achieve financial inclusion in Iraq."

The Mastercard partnership with CBI is a starting point that will allow for the development of a full digital ecosystem in Iraq, which will cover key pillars including the use of Public Policy and Regulation to curb the shadow economy, a wholesale modernization of the payment ecosystem, and the digitization of key value chains. Those include government collections and disbursement and peer-to-peer and consumer spending, as well as business purchases and salary payments.
