Prime Minister Mustafa Al-Kazemi avoided attempts to lure him to the House of Representatives, by holding an expanded meeting with the leaders of political blocs yesterday. Representatives from different blocs are demanding to summon the prime minister and finance minister to find out the causes of the financial crisis and its repercussions.

The meeting, in which the Ministers of Finance and Planning participated, according to political sources who spoke to Al-Mada, focused on the current financial "distress" and the government's inability to secure salaries for state employees.

Political sources from within the meeting also confirmed that Al-Kazemi did not hide his annoyance about the parliament’s handling of the salary crisis .. He was also “frank and direct” with the leaders of parliamentary blocs about the lack of state revenues. Al-Kazemi refused to bear his government alone the causes and repercussions of the crisis, so that he held previous governments and the political system responsible for what the situation had turned into.

The statement of the Prime Minister’s Office, issued yesterday evening, confirms what the sources said, as the statement indicates that the Prime Minister addressed the leaders of the blocs, saying to them: The government has assigned specific duties that culminate in early elections.

The statement quoted Al-Kazemi as talking about “the size of the challenges facing Iraq, whether on the health level and the repercussions of the Corona pandemic, or at the economic level and stifling financial crisis, or at the level of major security challenges,” and his assertion that his government is determined to work hard to overcome the ordeal, despite what it faces. Allawi said in a press conference followed by "People" (October 13, 2020), that "the white paper is a reform program for financial and economic affairs in Iraq," pointing out that "the main purpose of the white paper is to transfer the current economic compass axis to a better future situation that keeps pace with Developments in the world. "  

  

Allawi added that "the white paper is directed to the economic and financial side, and one of the main axes of the white paper is to reform the situation in the provinces."

Today, Tuesday, the Council of Ministers held its regular session chaired by Prime Minister Mustafa Al-Kazemi, during which a number of issues and topics included in the agenda were discussed.

At the beginning of the session, the Minister of Health and Environment presented a detailed report on the latest developments in the Corona pandemic in Iraq, the government efforts made to contain the virus, reduce the rates of injuries and deaths throughout the country, and the efforts of the Ministry of Health in providing the necessary treatments and health supplies to all hospitals, as well as continuing campaigns Awareness of taking the preventive measures to be adhered to.

During the session, the reform white paper was discussed, where the Minister of Finance presented the final report of the emergency cell for financial reform in Iraq, which includes immediate plans to get out of the current financial crisis, and an explanation of the contents of the white paper and its ability to achieve the advancement of the economy of the country that suffers from various problems and faces challenges. Second / Extending the exception granted to the Ministry of Health, according to the decision of the Supreme Committee for National Health and Safety (9 of 2020), and the decision of the Council of Ministers (42 of 2020), regarding the Ministry of Health exemption from the instructions for implementing government contracts (2 of 2014) and its attached controls, and instructions for implementation The federal general budget upon its issuance, and in order to eliminate the Corona pandemic, to ensure the provision of medicines, supplies, and medical and laboratory devices without delay.

Third / Approval of the recommendation of the committee composed according to the Diwani order (34 of 2020) and the Diwani order (247 of 2020), which includes:
- Authorizing the Ministry of Transport to negotiate the Baghdad Suspension Train Project with a consortium of two companies (Alastom-Hyundai), at the cost and period that will be determined based on The outputs of the report that will be presented by the consultant, who will evaluate the proposal submitted by the two companies' consortium, and what will be reached through negotiations between the two sides, and present the matter later to the Council of Ministers.

Fourth / Approval of the following:
1- All creditor ministries and government agencies provide the two ministries of (trade and agriculture) with lists with a CD containing the debts owed to them by farmers, in order to set off between farmers' dues and those debts and transfer them from the ministries of commerce and agriculture to the creditors.

2- All ministries and government agencies fail to fulfill the principal debts owed by farmers, and cancel the late benefits due on them, for those who have debts owed by government agencies equal to or greater than amounts, and are required to pay them in light of the payment of their dues from government institutions.

3- The farmers who marketed strategic crops (wheat, barley, rice, corn) opened accounts for them at the Agricultural Bank.

4- The Ministry of Commerce and Agriculture released the amounts owed to farmers to their accounts at the Agricultural Bank.

5- The Ministry of Agriculture supplies farmers and farmers with seeds and fertilizers, provided that the Ministry of Trade pays its sums to the aforementioned ministry.

First/ Approval of the white paper for economic and financial reform, taking into account the opinion of the Legal Department in the General Secretariat of the Council of Ministers, and the observations of the members of the Council of Ministers.

II/ Extension of the exception granted to the Ministry of Health, by the decision of the High Committee for National Health and Safety (9 for 2020) and the decision of the Council of Ministers (42 for 2020), on the exclusion of the Ministry of Health from the instructions for the implementation of government contracts (2 for 2014) and its controls attached, and the instructions for the implementation of the federal budget when issued, and until the elimination of the Corona pandemic, to ensure the provision of medicines, medical and laboratory equipment without delay.

Iii/ Approval of the recommendation of the committee composed by the Diwani Order (34 for 2020) and the Diwani Order (247 for 2020), which includes:

- Authorize the Ministry of Transport to negotiate the Baghdad train project suspended with the coalition of my company (Alistom-Hyundai), and the cost and duration to be determined based on the outcome of the report to be submitted by the consultant, who will evaluate the offer made by the coalition of the two companies, and what will be reached through negotiations between the two sides, and present the subject later to the Council of Ministers.

Fourth/ Approval of the following:

1. All ministries and government creditors provide the ministries (trade and agriculture) with cDs containing the debts owed to them by farmers, to clear the farmers' entitlements with those debts and transfer them from the Ministries of Commerce and Agriculture to the creditors.

2- All ministries and government agencies do not meet the principal of the debts owed by the peasants, and cancel the delayed interest sought by them, who have debts owed by government agencies equal to or greater than the amounts, and are required to pay them in the light of the payment of their dues to government institutions.

3. Farmers who market strategic crops (wheat, barley, shalb, corn) open accounts at the agricultural bank.

4- The ministries (trade and agriculture) release the amounts owed to the farmers to their accounts in the Agricultural Bank.

5- The Ministry of Agriculture will equip farmers and farmers with seeds and fertilizers, with the Ministry of Commerce paying its payments to the ministry.

Launching an initiative to "employ" job opportunities in Iraq

Prime Minister Mustafa Al-Kazemi's office announced, on Monday, the launch of an initiative to "employ" job opportunities in Iraq.

The office said in a statement that Al-Kazemi "sponsors the launch of the (employment) initiative for job opportunities in Iraq and held a meeting with the members of the initiative, during which the initiative and its importance at the present time were discussed, and the plans developed for employing young people in the labor market."

Al-Kazemi stressed that it is "a step in the right direction, to address unemployment that has been exacerbated by the wrong and accumulated employment policies."

And Al-Kazemi stated that "the economic system in Iraq is still a prisoner of totalitarian regimes in administration, and has not developed to conform to the constitution, which helped inflate and sag the state structure."

He affirmed his support for the project of activating the Federal Service Council, and not making it limited to achieving justice in government appointments, but expanding its tasks to include assistance with employment in private sector companies, stressing the need for unconventional measures to achieve the required balance in employment of youth in public and private sector institutions , After providing actual productive jobs.

Al-Kazemi called on all institutions to "deal with this step, overcome the obstacles facing it, and develop work in a way that enables this system to achieve the required contact with all institutions in the public and private sectors."
