Iraqi activists and journalists reported that the company had recently received threats and blackmail operations from influential parties inside and outside Basra Governorate.

The company executing the port of Faw during the tenure of former Prime Minister Adel Abdul Mahdi was subjected to pressure and threats from armed groups, forcing it to stop its work several times.

Although 10 years have passed since the Iraqi government announced laying the foundation stone for the large port of Al-Faw in southern Iraq, the project is still far from completion, due to many problems, some related to financing and others due to external pressures.

Experts describe the Faw Grand Port project as a strategic project that links the East to Europe via Iraq via Turkey and will change the global maritime transport map.

The first phase of the project includes the construction of 5 berths, and the deepening of the sailing channel for the port, which is expected to be from 19 to 21 meters, indicating that it also includes the construction of the tunnel linking the port to Khor Al-Zubair, and the strategic road linking the Iraqi border with Kuwait.

Legal expert Ali Al-Tamimi clarified, on Saturday, a number of points related to the issue of the difference between suicide and premeditated murder from the judicial aspects, indicating that the results of the investigations are the key to clarifying the vision, referring to the suicide incident of the director of the Faw port project in Basra Governorate.  

Al-Tamimi, through a legal clarification, that "People" received a copy (October 10, 2020), titled "Suicide and Its Difference from Intentional Homicide" that he sees:  

1 What distinguishes the incident whether it is premeditated murder or suicide, firstly it is the anatomical medical report. It is the one who shows through blood whether it is suicide or murder enveloped by suicide, and shows whether there are bruises or traces of resistance or any evidence of that on the body of the victim.  

  

2 The crime scene and the examination of the body. Is there a trace of crushing or smashing materials, as well as the existing cameras, the witnesses of the accident are very important, the position of the body, and the method of suicide all depends on the skill of the investigator.  

  

3 Participation of the state of the victim or the person who committed suicide can participate in the investigation that is located in Iraq according to local jurisdiction, and in accordance with Articles 53 of Fundamentalism and Article 15 of the Civil Law.  

  

4 The results of the investigation are important in determining whether the accident is a suicide or premeditated murder, according to which the case is directed, and not a complete crime.  

  

  

Today, Friday, the Korean embassy in the capital, Baghdad, commented on the "suicide" incident of the director of the Daewoo company operating in Basra.   

The embassy said in a statement that "People" received a copy (October 9, 2020): "The official position of the Embassy of the Republic of Korea regarding the death of the director of Daewoo Construction ... The Director of the Ministry's Relations and Media Department, Saad Maan, said in a statement that "People" received a copy (October 9, 2020), that the Minister of Interior, Othman Al-Ghanimi, ordered the formation of a high-level investigation committee and sent it immediately to Basra Governorate to undertake the investigation of the suicide of the director of the Korean Daewoo company. Maan confirmed, "This committee will work alongside another investigative committee set up by the Basra Provincial Police Directorate immediately after the suicide and under judicial supervision."

Salem called for "an immediate and serious investigation to uncover the hidden criminal and puppet hands that work with the intelligence of these countries in exchange for money, and Kuwait had given the money to some of the corrupt who caused the delays in the completion of the Faw Port project since 2010."        

  

On Friday, the Saeron Parliamentary Bloc warned of a major conspiracy against Iraq and the south in particular, against the background of the incident of the director of the company implementing the large Faw port project.  

Al-Aqili said in a statement that "People" received a copy (October 9, 2020), "We hope that the killing of the director of the Daewoo Company to build the Faw port will not be a reason to disrupt work at the port."

Leaked scenes captured by a mobile phone showed the moment the body of the director of the Korean company "Park Shell Hu" was exhumed, executing the large Faw port, and which local officials in Basra said had committed "suicide."   

In the video, members of the security forces or medical staff examine the presence of traces of the wire, which the authorities said in initial statements that the director of the Korean company used it to commit suicide by hanging.             

"People" also obtained a picture, which local sources said was taken the moment they entered the residence of the Korean company director.             

In the photo, attributed to the "suicide" incident, he noted the appearance of the director, who was suspended by an electric wire, and he wore all his clothes, put his shirt inside the pants, and wore a wristwatch, while the photo staff did not show the mattress that the suicide director was supposed to use to climb onto the gallows. During the rule of the former prime minister, the company implementing the Al-Faw port suffered from a series of pressures that forced it to stop its work, after receiving threats from armed and tribal parties, which prompted former Prime Minister Adel Abdul Mahdi to make a surprise visit to the governorate. However, all local security and health sources in Basra confirm that the director has committed suicide.              

Immediately after announcing the suicide news, Iraqi commentators wrote a list of skepticism about the official version, especially since the issue of completing the Grand Port of Faw has turned over the past weeks to one of the issues most occupying public opinion, after news leaked about political attempts to abort the project that Iraq is counting on, and it was subjected to a mysterious disruption More than 10 years ago.            

  

In the middle of last August, a crowd of demonstrators gathered in Basra Governorate to protest against the railway agreement, which is rumored about Iraq's intention to conclude it with Kuwait and Iran.  

The protesters hung a sign at the gate of the consulate building overlooking the Shatt al-Arab, in which they expressed their rejection of any railway agreement with Kuwait or Iran.              

Experts warn of economic risks to the large Faw port project, in the event that Iraq concludes an agreement to connect the railways with Kuwait or Iran, as agreements of this type cause the revival of the ports of Iran and Kuwait at the expense of paralysis for the Iraqi ports, especially the large Faw port under construction, and the port of Umm Qasr, as you hope. Baghdad is to be a major connection point for global trade and a route from Asia to Turkey and Europe, according to what is known as the Dry Canal Project.            

However, personalities linked to political parties launched a campaign, starting last week, to support the rail link project with Iran, stressing that it does not necessarily affect the opportunities of the Al-Faw port, while the governor of Basra, Asaad Al-Eidani, showed a hesitant position regarding declaring the absolute rejection of the railway project.

The director of the office, Mahdi Al-Tamimi, said in a statement that "People" received a copy, (October 9, 2020), that "the Office of the High Commission for Human Rights in Basra is verifying the information that indicated the suicide of the director of the Korean Daewoo Company in charge of building the Grand Faw Port today called 'Park Tgul Hoba.              

Al-Tamimi said, "Hoba hanged himself with a wire, and this was discovered by the company's service worker," pointing out that "the Human Rights Office contacted the FAO Commissioner Walid Al-Sharifi, who confirmed the matter."              

Al-Tamimi expressed his "regret for the death of the director of the company for the construction of the great Al-Faw port project," noting that "the Human Rights Office is following up the investigations of the incident with the Basra Provincial Police Directorate and the District Commissioner of Al-Faw."

Last Tuesday (October 6, 2020), it was announced that the negotiations with the Korean company had been completed by an agreement to proceed with the Faw Port project and to switch to preparing contracts for contracting.  

The General Company for Ports stated in a statement, that "in the presence of the Minister of Transport, the Director General of the General Company for Port of Iraq, the Director of the Faw Port Project, the Executive Director of Daewoo and the five project managers from the Korean side, the completion of negotiations was announced by agreeing to proceed with the project and switch to preparing contracts for contracting."              

In the past, a contract was signed with the Korean company Daewoo, in the middle of last year, to construct the six projects for the basic infrastructure of the large FAO project.              

The projects include rock reimbursement and roads between the ports of Al-Faw and Umm Qasr, in addition to linking the port with a highway under Khor Al-Zubair to be linked to the main road.              

The cost of constructing the first phase of the Faw Grand Port project is estimated at 4 trillion dinars.              

It should be noted that the eastern breakwater of 8 kilometers and 200 meters in length, which was implemented by the Greek "R Cordon" company, was completed and received, as well as the western breaker of 16 kilometers, which was implemented by the Korean company Daewoo, with which the contract has been signed currently with an amount of 200 billion dinars to implement infrastructure projects. The six, as the first start of the project was the signing of the contract for the implementation of the eastern breaker and commencing with it in 2013.              

It is noteworthy that the project is being implemented in four phases according to need, availability of funds or the desire of investors, and at the present time the focus is on the first phase.              

The Grand Port of Faw is considered a strategic project that connects the East to Europe via Iraq via Turkey, and specialists expect that it will change the global maritime transport map.              

The large Faw port is located in the Ras Al-Bisha area in the Al-Faw peninsula in Basra Governorate, southern Iraq, and the cost of the project is about 4.6 billion euros. The Arab Gulf and the tenth in the world, and the foundation stone for this project was laid on April 5, 2010.

Al-Zubaidi said to the same newspaper, "The size of grants to the ministries and governorates of the state has reached more than 940 billion dinars per month, and it is expected that the size of grants this year will reach more than 12 trillion Iraqi dinars, most of them to fill the deficit in the ministries and governorates." It was ranked first in the most productive ministries depending on grants, with an amount of more than 83 billion dinars per month.

The expert, Ahmed Ibrihi, had previously confirmed that the problem is not in salaries, as the current crisis can be managed with internal borrowing, and the Central Bank is helping government banks to perform this task, for the remainder of 2020 and 2021.

Ibrihi suggests that 70% of the non-oil exports targeted in the investment program be from the share of the manufacturing industry, and the rest from non-oil mining (including gas and agriculture), and that we have no other choice. As for the infrastructure, there are specific proposals for its development.

This means that the deficit funds are paid from the cash reserves and local banks.  

And he stated that "the Ministry of Finance is one of the most sensitive and important ministries because it concerns all the joints of the state and segments of society, and that Parliament asked the ministry to send the 2020 budget within 3 months, but it did not send it. 3 Participation of the state of the victim or the person who committed suicide can participate in the investigation that is located in Iraq according to local jurisdiction, and in accordance with Articles 53 of Fundamentalism and Article 15 of the Civil Law.    

  

4 The results of the investigation are important in determining whether the accident is a suicide or premeditated murder, according to which the case is directed, and not a complete crime.    

  

  

On Friday, the Korean embassy in the capital, Baghdad, commented on the "suicide" incident of the director of the Daewoo company operating in Basra.   

The embassy said in a statement that "People" received a copy (October 9, 2020): "The official position of the Embassy of the Republic of Korea regarding the death of the director of Daewoo Construction ... The Korean embassy learned at nine o'clock this morning (October 9) of the death of the director of Daewoo Construction Company.
