SULAIMANI — Most of the Iraqi parties have agreed to nominate Mohammed Shiaa al-Sudani as a candidate for prime minister, a source said on Saturday (December 14). 

A political source told NRT Digital Media that 80 percent of the parties had agreed to nominate Sudani, but that significant hurdles remain before consensus can be reached.

“Moqtada al-Sadr is the only one who does not agree with Sudani for the position,” the source said, who spoke under the condition of anonymity.

Sadr's Sairoon Alliance is the largest party in Iraq's fractured legislature, holding 54 seats.

Iraqi President Barham Salih could issue a decree officially tasking Sudani with forming a government as early as Monday, which is in fact the deadline for him to do so under the constitution.

Sudani announced earlier that he is not a candidate of any particular political party and has resigned as a member of the Islamic Dawa Party and the State of Law Coalition. 

Meanwhile, Iraqi protesters released a statement calling on Salih to reject any candidate proposed by the political parties. 

The Council of Representatives approved a letter of resignation from Prime Minister Adil Abdul Mahdi on December 1, after he submitted it to the parliament a day earlier.

He decided to resign after the country’s top Shia Muslim cleric Grand Ayatollah Ali al-Sistani urged lawmakers to reconsider their support for a government rocked by weeks of deadly anti-establishment unrest.

Protesters took to the streets at the beginning of October to demand an end to corruption, better public services, and employment, but since then the unrest has become a more general uprising seeking the ouster of the Iraq's political establishment.

More than 400 people have been killed in Baghdad and provinces in the south. Thousands have been injured in the unrest as the government and “third party groups” have used live ammunition, snipers, and tear gas in an attempt put down the protests.

ERBIL (Kurdistan 24) – Iraqi protesters have rejected an apparent bid by Iran-aligned groups to nominate a politician for the country’s premiership close to two weeks after Adil Abdul Mahdi submitted his resignation amid deadly unrest.

National anti-corruption demonstrations have taken place throughout much of Iraq since the start of October and have seen hundreds killed. Since they began, casualty numbers have reportedly reached over 500 dead and at least 20,000 others injured in clashes between demonstrators and security forces.

As the death count continued to rise, Abdul Mahdi announced he would step down from his post, with the Iraqi Parliament approving the move during an extraordinary session on Dec. 1. This was a short few days after the bloodiest day of protests across the country.

On Friday, reports emerged quoting informed sources that the Iranian-backed al-Fateh and State of Law Coalition alliances had agreed to nominate Muhammed Shia’ al-Sudani to succeed Abdul Mahdi. Sudani claimed to be severing his political affiliations on Friday.

“I announce my resignation from the Islamic Dawa Party…and the State of Law Coalition bloc,” Sudani said in a tweet. He continued, “I am not a candidate for any party,” adding, “I belong to Iraq first.”

The protesters were quick to raise pictures of Sudani, rejecting his possible nomination for the position of prime minister, seeing him as a return to the premiership years of Nouri al-Maliki, who is the leader of the political entities Sudani withdrew from.

Demonstrators have repeatedly demanded that the future premier must not be affiliated with establishment political parties and have held no prior senior official posts.

Supporters of the Iranian-backed Asaib Ahl al-Haq militias organized a march on Saturday in support of Sudani. They were also condemning recent US sanctions on AAH leader Qais al-Khazali, which came amid reports of killings of protesters carried out by members of his group.

Firebrand cleric Muqtada al-Sadr is among the fiercest opponents of Sudani taking office and has threatened further escalation should it come to pass.

On Friday, Salih Muhammed al-Iraqi, a senior leader in Sadr’s political movement, wrote “Farewell” in a seemingly ominous social media post on his official page – which hundreds of thousands of people follow – after the news.

Al-Iraqi is a close figure to Sadr, and his words carry massive weight among Sadr supporters and protesters, despite his seemingly obscure character.

While social media users interpreted the politician’s message in different ways, sources close to the Sadrist Movement told Kurdistan 24 that his statement is closely related to a possible Sudani nomination.

Iraqi President Barham Salih could officially call on Sudani to form a new cabinet on Sunday, a move that would potentially lead to further instability in an already tumultuous period in the country.

ERBIL - Iraqi powerful Shia cleric Muqtada al-Sadr has deactivated his Facebook account, writing "goodbye" in his last post on the social media site.

The closure of Sadr's Facebook account resulted in speculations that the Shia cleric could have decided to withdraw from politics in response to an agreement among the political parties on a candidate for the country's premiership.

Several sides have shown agreement for Mohammed Shia al-Sudani, supported by groups close to neighboring Iran, who also served as Minister of Labour and Social Affairs previously.

A great part of Iraqi protesters demand that the future Iraqi prime minister be someone who has not held any official positions in the previous cabinets, and that he should be someone patriotic, for which Sadr has repeatedly shown his support.

Sadr had already made it clear that he is against the candidacy of al-Sudani.

However, his Twitter account has so far remained open.

People in central and southern parts of Iraq have been protesting against the poor public services, government corruption, and unemployment since early October which has resulted in the killing of over 400 people so far, while thousands of others suffered from injuries.

News that protesters burned the Sudanese house in Maysan

Baghdad / Obelisk: Reports from Maysan, southern Iraq, that protesters, on the evening of Saturday, December 14, 2019, set fire to the home of a potential prime minister candidate, Muhammad Shi'a Al-Sudani, in the governorate.

And reports that were not confirmed by the "obelisk", that "the Sudanese house was destroyed in Al-Hussein neighborhood, Amara city, the center of Maysan province."

An MP for Saairun Alliance, supported by Shiite Muqtada al-Sadr will not change its stance concerning rejecting the selection of Mohamed Al-Sudani as the next prime minister.

MP Raad Hussein said that the next prime minister has to be independent and must not be a former official or MP.

Hussein claimed that Sudani’s selection will be faced by public rejection, and that the alliance will also reject him as his selection contradicts with the bloc’s announced stance.

Iraqi sources said on Friday that there is almost a consensus between the political blocs on the nomination of Mohammed Al-Sudani to head the government, Al-Arabiya reported.

However, the protesters of Tahrir Square in the Iraqi capital, Baghdad, rejected the candidacy of Sudani, considering that as a disregard for the demands of the Iraqi protests that have continued for two months.

Clan elders and demonstrators in Karbala also rejected the nomination of Sudani.

ERBIL, Kurdistan Region – The nomination of a candidate belonging to the political establishment for the position of Iraq’s prime minister is doing little to quell the discontent of the public and some parliamentarians, as time to appoint a successor to Adil Abdul-Mahdi begins to run out. 

According to national constitution decree, President Barham Salih has three days left to appoint a prime minister, who will form the new governmental cabinet.

Among those in contention for the role is Mohammed Shiya al-Sudani, a former senior leader of the Dawa party. He was put forward as a candidate for the premiership last week by the country’s two largest Iran-affiliated parties - the State of Law coalition, led by former Iraqi PM Nouri al-Maliki, and Hadi al-Ameri’s al-Fatih coalition. 

Sudani is a long-serving member of Iraqi parliament. Appointed governor of the southern Iraqi province of Misan for a year in 2009, he then became Minister of Human Rights in Maliki’s cabinet from 2010 to 2014. He was Minister of Labour and Social Affairs between 2014 and 2017, during the premiership of Haider al-Abadi. 

His candidacy is proving a hard sell to Iraqi protesters, who begun to take to the streets of central and southern Iraq in October to call for an end to corruption, improved provision of basic services, and an overhaul of Iraq’s system of governance.

Met with deadly repression, more than 500 protesters and members of the security forces have been killed since October 1; at least 17,000 have been wounded.

In a statement read aloud on Friday, protesters in Tahrir Square refused the candidacy of Sudani, or anyone else nominated for Prime Minister by political parties.

Shiite political parties appear divided regarding Sudani’s candidacy.

The Sayirun coalition, headed by Shiite cleric Muqtada al-Sadr, has rejected Sudani’s potential tenure of premiership. In a call similar to that of the protesters, it refuses to back any future candidate for the position nominated by a political party. 

In an open letter, Sayirun MP Sabah al-Saaidi called on President Salih to “side with the nation’s demand” and refuse any candidate nominated by political parties.

“Today it is your responsibility to…not assign any person that the political parties suggest, as people rose up against those political parties and their corruption and failure, as well as against their presence in the Iraqi government,” Saaidi wrote in the letter published on his official Facebook account on Saturday.

Sudani’s nomination has, however, garnered some support among the political establishment.

Ahmed al-Jabouri, a Sunni member of parliament from Mosul, tweeted in support of Sudani’s candidacy.

“Nominating Mohammed Shiya al-Sudani for Iraqi Prime Minister position is a right choice…There are no corruption cases against him, he is very strong and decisive, and he has a vision for state administration,” Jabouri said on Saturday. 

Ahmed Haji Rashid, head of the Kurdish Komal faction in Iraqi parliament, described Sudani as a “positive option” for the Kurds.

“Sudani is not a corrupt politician, he is an example of a good Iraqi politician,” Rashid told Rudaw on Saturday. 

However, Rashid also said there is a fear that like Abdul-Mahdi, who as an independent candidate struggled to garner widespread parliamentary backing, Sudani “cannot satisfy the large political parties.”

The Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan party (PUK) blocs – the two biggest blocs in Iraqi parliament - have yet to express their views on Sudani’s nomination.

Abdul-Mahdi was viewed as an ally by Kurdish officials, with relations between Baghdad and Erbil improving under his administration.

However, he stepped down on November 29, a year after coming to power, after a dramatic intervention by top Shiite cleric Grand Ayatollah Ali Sistani.

ERBIL - Angry Iraqi protesters on Saturday set fire to the house of the candidate for the country's premiership, a report said.

The incident occurred in the city of Ammara in Missan province, where the demonstrators raided the house of Mohammed Shia al-Sudani and set it on fire, Shafaq News reported.

A number the political parties have agreed on al-Sudani’s candidacy supported by pro-Iranian groups, for Iraq's premiership.

Iraqi protesters have repeatedly made it clear that they do not want the future prime minister to have held any official positions in the previous cabinets, while al-Sudani formerly served as the Minister of Labour and Social Affairs.
