3. The third question: What is the fate of those who have served the State for many years by proxy, and are now to be removed or removed?

Is the administration acting at the state level a legal mistake that should be corrected?
There is no doubt that the origin of the administrative work should be according to the law and administrative contexts, and it is not criminalized that the law requires a set of conditions for a person holding a position in the state, especially if the post is high, as head of a minister or a deputy minister. Among these conditions is obtaining the confidence of the parliament for those who are required by the Constitution, such as the heads of bodies that are ministers, or obtaining the approval of the Council of Ministers for those who are required by law to present them to this council, such as directors-general. Obtaining the confidence of Parliament or the approval of the Council of Ministers is a necessary and indispensable legal condition for the performance of responsibility and the exercise of powers. Accordingly, the government should, as a general context, refer the names of its candidates to the Chamber of Deputies to fill positions that require the Council to be presented before assuming their responsibilities. Thus, the names of other candidates must be presented to the Council of Ministers before assuming their responsibilities. If they have the confidence of Parliament or the Council of Ministers, as they have, they will begin with their legal responsibilities and duties, otherwise there will be no negative effects, as long as they are not yet in the position of responsibility.
This represents the proper legal orientation that should have been followed by successive governments and parliaments.
