He holds a doctorate in Islamic philosophy and jurisprudence, Transportation and Mental Sciences. 
He worked for more than 30 years as a lecturer in institutes and universities and served for more than 25 years in the field of Islamic preaching and advocacy. He was also a member of the Parliament of Kurdistan for the third session. He is also a member of the Union of Religious Scholars in Kurdistan. Presidential candidate 
For his part, the MP on the national axis, Faleh al-Issawi, the absence of any names for candidates for the presidency of the Republic by the two main Kurdish parties.

In an interview with al-Sabah, al-Khazali said that the reform and construction bloc was with the candidate who gets the highest votes from the Kurdish and Sunni components, and we will be his supporters, even though the choice was first and finally the deputy and according to the constitution. 
Khazali said that the coalition of construction waived the position of the first deputy in favor of others, while the second deputy is for the Kurds, stressing that what happened in yesterday's session of the consensus will resolve matters on the post of prime minister. 
In a related context, Khazali said he agreed with Halbusi to hold the first parliamentary sessions in Basra to consider the demands of citizens, stressing that the President of the Council approved the request. 
Meanwhile, the head of the Arab project Khamis Khanjar said in a tweet on the social networking website Twitter that the victory of an Iraqi youth headed by the House of Representatives is an important development that gives a firm message to former politicians that they must make room for the new generation. 
"I congratulate Mr. Al Halbusi on his victory and wish him all the best in serving the country and saving it. 
On the other hand, the MP from the Mass of Al-Rubaie, said in a press statement: "We have been and still are, as you promised us, steadfast in the trench of reform, we strive to restore the homeland and the will and leadership to its original people.

(AFP) - The Iraqi parliament elected pro-Iran candidates as speaker and first deputy speaker on Saturday, boosting the country's chances of forming a new administration more than four months after national elections.

National politics has been in paralysis since the May 12 ballot, but Saturday's selections are expected to solidify new parliamentary alliances.

The pro-Iran bloc led by Hadi al-Ameri's Conquest Alliance -- a coalition of anti-jihadist veterans close to Tehran -- consolidated its position as its candidate, Mohammed al-Halbusi, was elected speaker. And Hassan Karim, put forward by populist Shiite cleric Moqtada Sadr, took the post of first deputy speaker.

Sadr's list won the largest share of seats in the election, and is also part of the pro-Iran parliamentary alliance.

Iranian envoy "Qassem Soleimani has successfully re-unified Shiite forces and secured posts for Sunnis that have followed them", said Iraqi political commentator Hisham al-Hashemi, - '2-0 to Iran' -

For the first time since the fall of dictator Saddam Hussein, the Shiites appeared divided in the May polls. Iraq has a proportional system designed to prevent a slide back into dictatorship following the 2003 ouster of Saddam.

The bloc with the most members appoints the prime minister and presides over the formation of the next government.

US envoy Brett McGurk has "failed to divide the Shiites, failed to keep promises of posts for Sunnis who rallied to the US and was unable to scare Sunnis who chose the Iranian camp", Hashemi said. "Iran has (therefore) already won two points, while the US has lost three".

The new speaker was governor of Sunni-majority Anbar province, a key battleground in the war against the Islamic State jihadist group, before his election to parliament on a local list in May. Born in 1981, he will be the youngest speaker in Iraq's history.

During the vote, Halbusi pleaded for "real reforms", after demonstrations last week in the southern oil-rich city of Basra turned deadly as protesters demanded improved public services and a crackdown against corruption.

In Iraq, the speaker of parliament is always Sunni Arab while the prime minister is picked from the country's Shiite majority and the president is a Kurd.Parliamentary coalitions -- which bring together lists of Shiites, Sunnis and Kurds to form the largest group -- must agree on the selection of the three positions.

Halbusi ran against three other candidates, including Vice President Osama al-Nujaifi and former Defense Minister Khaled al-Obeidi. Obeidi was backed by the list of outgoing Prime Minister Haider al-Abadi.Halbusi won 169 out of 298 votes, while Obeidi took 89, in Saturday's vote.

Abadi said Thursday he would not seek a second term as his political support crumbled over the violence in Basra.

In a crucial setback, Sadr dropped his support for the prime minister last Saturday, as anger over the situation in the southern city grew.

Basra has been at the epicenter of protests that broke out in in July, before spreading to other parts of the country.

The protests in Basra intensified over a growing health crisis, after more than 30,000 people were hospitalized by a polluted water supply. Protesters hit the streets for five days, clashing with security forces and torching the provincial headquarters, the Iranian consulate and the offices of armed groups.

Twelve demonstrators were killed in the clashes, with rights groups accusing security forces of using excessive force.

The US Embassy in Baghdad congratulated on Saturday the victory of MP Mohammed Halbusi, the new speaker of the Iraqi parliament.

"We congratulate Hilbousi on his election as Speaker of the Iraqi Council of Representatives. We congratulate Hassan Karim al-Kaabi on his election as the first deputy speaker of parliament and we look forward to the election of the second deputy," the embassy said in a statement.

"This is a very important step for the constitutional timetable for the formation of the new government," the statement added.

"The United States worked closely with Mr. Halaboussi in his previous post as governor of Anbar, where he effectively served his government and stabilized after a humiliating defeat," the statement said.

"We look forward to working closely with the Speaker of the Halabous Parliament in this new and important position which serves all Iraqis."

"We call on the elected Iraqi leaders to accelerate the formation of the new government within the constitutional timetable," the statement said.

The Council voted on MP Mohamed Halboussi for the alliance "National Axis", which includes the winning Sunni blocs in the legislative elections, which recently took place as Speaker of the House of Representatives, and the first deputy, Hassan Karim al-Kaabi, a member of the House of Representatives for the alliance, "Saroon" supported by the young Shiite cleric Moqtada al-Sadr .

The Iraqi Council of Representatives failed in a meeting held on Saturday to name a second deputy to the President of the Council, which is the share of the Kurds, specifically the Kurdistan Democratic Party bloc.

 MP Mohammed Halbusi....I dont see this guy as being pro iranian according to the article. He is sunni and not many of them care for iran. Yes, im sure he is grateful for the popular crowds help against isis, but lets remember that the popular crowd was told to absolutely stay out of anbar province and nineveh and was only allowed to guard the outer borders of those provinces. I guess time will tell as the parliament sessions begin, but so far it seems that the u.s. may have scored a large point with the new speaker of parliament. This guy seems to have come out of nowhere... ;)

The Anbar Province with the Insanians on the East (right) and Syrial Killers on the West (left), would hardly produce a non Pro Iraqi leader especially with The United States Of America and Coalition forces helping. All the media fan fare is likely a puppet of the Iranian influences via Nouri al-Maliki ATTEMPTING to steer the future alliance of Mohammed Halboussi toward Iran. I can't imagine Sadr (although Shia declaring Bicraqi Iraqi independence from Iran) and others sitting still for a non Sovereign State Iraq heading the Bicraqi Iraqi Parliament. I agree the Sunnis typically have no use for Shia Iran so I find it hard to believe based on Mohammed Halboussi's past relationships, Sunni as well, that he would favor Iran yet would work with Bicraqi Iraqi Shia elements for the Sovereignty Of Iraq.

 

Besides, what are the Bicraqi Iraqi going to do with the loser Insanians when the Insanian sanctions kick in???!!! Stick up for the Insanians or move on to prosperity with reconstruction, construction, economic development, AND foreign investment???!!! Can the Insanians REALLY help out with the needed reconstruction, construction, economic development, AND foreign investment???!!! I think NOT!!! Yep. The Insanians are going down, Down, DOWN!!!

The Presidency of Parliament received on Sunday, its functions after the end of the role of the head of the age. 

A parliamentary source told Alsumaria News that "after the completion of the selection of the second deputy speaker of parliament, the President of the age, Muhammad Ali Zinni members of the Presidency of the House of Representatives to take up the place allocated to them."

A parliamentary source told Mawazine News earlier in the day that "the parliament voted on the choice of Bashir al-Haddad as second deputy to its president, Muhammad al-Halbusi, with 185 deputies." 
He pointed out that "his rival MP Ahmad Hama Rashid received only 53 votes." 
Earlier in the day, the parliament resumed its meeting under the chairmanship of the head of the senate to vote on the choice of second vice president.

The first deputy speaker of the House of Representatives Hassan Karim al-Kaabi, Sunday, that the file of interrogations will be the priority in the work of parliament after the completion of the process of electing the second deputy speaker of the House of Representatives. 
"The council will put in place plans to legislate the necessary laws needed by the country, especially the mission and the disabled from the previous sessions, for the existence of public opinion and large protests against its disqualification, especially in the absence of a convincing reason for not approving it," al-Kaabi said in a statement received by Mawazine News. 
He added that "the Council will work to strengthen the oversight role on the executive institutions and performance, especially after the very large delays that occurred in Baghdad and a number of provinces in many sectors," explaining that "the oversight role is important in the development of the quality of services provided in a timely manner so as not to repeat Problems such as those witnessed by the province of Basra, which reached the stages that have suffered many lives. "
The first deputy speaker stressed that "the monitoring role should be the most important part of this election cycle in light of the new faces that have the energy and ability to accomplish the tasks entrusted to them." 
He pointed out that "the file of interrogations will be a priority in the work of the Council to strengthen the oversight role, because the fight against corruption and spoilers represent an important and pivotal point in the work of the Council requires everyone to cooperate to put an end and eradication of this cancerous lesion that gnawed the body of the Iraqi state."
