Shafaq News / The head of the Kurdistan Democratic Party bloc in the provincial parliament Omid Khoshnao on Friday that the Kurdish blocs so far did not submit a bill to re-activate the presidency of Kurdistan.

Khosnaw said in a statement to reporters today after the parliamentary session of the province, that all the Kurdish parties grouped to re-activate the presidency of the region, but no date has been set for that.

He stressed that during the next session of the Parliament of Kurdistan will be named parliamentary committees.

Khoshnao said that so far not equipped any of the blocks a draft law for the presidency of the region.

ERBIL (Kurdistan 24) – The President of the Kurdistan Democratic Party (KDP), Masoud Barzani, and acting leader of the Patriotic Union of Kurdistan (PUK), Kosrat Rasul, on Sunday met in the Kurdistan Region’s capital to discuss and resolve political disagreements between the two leading parties.

The PUK delegation was comprised of Arsalan Bayiz and Emad Ahmed, senior political figures in the party, and was headed by Rasul.

“In the meeting, we discussed the barriers the political process [for the formation of government] in the Kurdistan Region face,” Barzani’s press office stated.

“Both sides stressed there are serious efforts being made and an agreement to establish and strengthen the institutions of the Kurdistan Region by keeping in mind the interests of the people of the Kurdistan Region, brotherhood between factions, and the responsibility of all parties to meet the demands of the people,” read the statement.

In late September, the autonomous Kurdistan Region held its parliamentary election, with parties competing for 111 seats in total. The Kurdistan Democratic Party (KDP) won the election by securing 45 seats, and was followed by the Patriotic Union of Kurdistan (PUK) with 21 seats, and Gorran (Change) with 12.

Recent disagreements between the KDP and the PUK impeding the formation of the new Kurdistan Regional Government (KRG) cabinet date back to the military takeover of Kirkuk by Iraqi forces and Shia militias on Oct. 16, 2017, and also stem from friction following the election of the Iraqi President last October.

Differences were heightened last month when the PUK boycotted the Feb. 18 session of the Kurdistan Parliament as parties were scheduled to elect a speaker and two deputies.

After the KDP refused to negotiate an all-encompassing deal over regional issues - namely the formation of the new KRG cabinet - along with federal ones, the election of a new governor for Kirkuk and Iraqi ministerial posts in Baghdad, the PUK responded by recusing itself from the voting session in Parliament. The vote went ahead with all other parties in attendance, and an interim speaker was chosen until the PUK submit their candidates and a new vote is held.

The source told the twilight news that the delegation of the National Union includes Kusrat Rasul Deputy Secretary-General of the National Union accompanied by members of the Political Bureau Emad Ahmed and Arslan Bayes, to meet with the President of the Kurdistan Democratic Party Massoud Barzani.

The source said that the meeting is scheduled to discuss a preliminary agreement on outstanding issues and the formation of the new government in the Kurdistan Region.

A spokesman for the Patriotic Union of Kurdistan (LNT), Latif Sheikh Omar, said his party's meeting with the Kurdistan Democratic Party (KDP) was linked to the results of the meeting between Barzani and Rasul on Sunday.

The head of the Kurdistan Democratic Party Massoud Barzani and a delegation from the National Union, headed by Kosrat Rasool, on Sunday, the need to continue efforts to strengthen the institutions of the Kurdistan Region.

A delegation from the Patriotic Union Barzani today to discuss the formation of a new government in the region and the agreement between the Democratic Party and the National Union in this regard.

The official website of Barzani said that "the meeting dealt with the political process in the Kurdistan region and the obstacles it faces and stressed the hard work and the continuation of the agreement of the parties in order to institutionalize and strengthen the institutions of the region by taking into consideration the interests of the people of Kurdistan and the spirit of brotherhood and the sense of all parties responsibility to meet the aspirations and demands of the citizens of the region "He said.

The PUK delegation, headed by Deputy Secretary-General Kosrat Rasoul, was composed of two members of the PUK's political bureau, Arslan Bayez and Emad Ahmed, to brief Barzani on the party's final position on the formation of the government.

After the meeting, the political bureau of the National Union held a meeting and is expected to issue a statement of its outcome, and is scheduled to meet the political bureau of the Democratic Party and the Patriotic Union on Monday.

ERBIL, Kurdistan Region – Masoud Barzani, head of the Kurdistan Democratic Party (KDP), met with the Patriotic Union of Kurdistan (PUK)’s acting leader Kosrat Rasoul on Sunday in an effort to resolve the parties’ differences which have blocked the formation of a new government. 

The politburos of the Kurdistan Region’s two biggest parties are due to meet on Monday.

According to a readout from Barzani’s office, he and Rasoul discussed the political process in the Kurdistan Region and underlying obstacles to progress.

“Serious work and the continuation of the bilateral agreement for establishing and strengthening the institutions of the Kurdistan Region were stressed,” the readout said.

Such an effort is required to work in the “interests of the nation of Kurdistan, spirit of fraternity, and sense of responsibility,” it added.

Lateef Shiekh Omer, the PUK politburo’s spokesperson, told PUK media outlets the main focus of their bilateral meeting with the KDP will be how to resolve party differences and to “speed up” government formation, months after the Region’s September 30 election. 

The KDP and PUK, usually allies, have lately been at loggerheads, particularly over the issue of Kirkuk and their role in Baghdad.

On October 16, 2017, a segment of PUK officials are alleged to have ordered the withdrawal of Peshmerga forces from the disputed province of Kirkuk, sparking the collapse of Kurdish morale and a huge military and political defeat in the wake of the Kurdistan independence referendum.

The KDP accused the PUK of committing “national treason”. Even so, the two parties continued to work together closely as Iraqi troops and Shiite paramilitias threatened the Region. 

That was until October 2, 2018, when the PUK nominated Barham Salih for Iraqi presidency – reneging on a promise not to run a candidate against the KDP’s nominee Fuad Hussein. 

In an act of revenge, the KDP has sought to prevent the PUK from securing control over a ministry in the new Iraqi government. The PUK has been eyeing the ministry of justice.

Another major issue preventing agreement between the two parties is the governorship of Kirkuk. The PUK says it is entitled to the position. The KDP meanwhile would like a say on who the PUK chooses – excluding those involved in the October 16 events.

Kirkuk is currently government by Rakan Saeed al-Jabouri, an Arab politician installed by former Iraqi Prime Minister Haider al-Abadi. http://www.rudaw.net/mobile/english/kurdistan/030320194

The source told Mawazine News that "according to information from within the meeting of the Kurdish Democratic and National parties held today in Erbil, stating that the two parties reached an agreement." 
He added that "the content of the agreement is scheduled to be announced during a press conference after the meeting."

The two Kurdish parties agreed on a "deadline" to form a regional government and the appointment of a minister of justice, a political source said on Monday. 

The source said, for Alsumaria News, that "the Kurdistan Democratic Party and the Patriotic Union of Kurdistan agreed on a deadline for the formation of the territorial government and the appointment of Minister of Justice." 

A member of the Patriotic Union of Kurdistan (PUK) has confirmed that there is "great optimism" in the agreement between his party and the Kurdistan Democratic Party (KDP), pointing out that the remaining point of contention concerns the positions of the justice minister and the governor of Kirkuk.

 

 


The Presidency of the Parliament of Kurdistan lifted the meeting of the Council, held on Friday (1 March 2019), to another notice after the continuation of the boycott of members of the Patriotic Union of Kurdistan for the meeting.

ERBIL, Kurdistan Region — The Iraqi government prefers for the Patriotic Union of Kurdistan (PUK) internally to settle on the matter of the justice minister which has been a sticking point with the Kurdistan Democratic Party (KDP), according to the PUK.
 

A high-level PUK delegation participated in a Consultation Forum of the Iraqi Political Leaders — organized by Iraqi President Barham Salih who is a PUK Politburo member — with all major parties from the Iraq and the Kurdistan region on Wednesday. The PUK delegation also met with Prime Minister Adil Abdul-Mahdi. 


Polad Talabani, head of the PUK office in Baghdad told Rudaw the agenda of party's delegation in the Iraqi capital, in addition to "strengthening relations" with them, was also focused on "the PUK's share in the Iraqi government."

"But they told us — or I would say they preferred for us — to agree among ourselves especially the PUK and KDP, then they will have no say in it," he said.

Talabani claimed all the Iraqi leaders found it important for the PUK to "play a role in Baghdad."

During the meetings, it was discussed for the post of Kirkuk governor and the Iraqi justice minister to go to Kurds — in particular PUK members, according to Talabani.

Kurds lost the post of governor and security portfolio of Kirkuk in the wake of the October events of 2017. 

Talabani added with respect to Kirkuk that they want not just the KDP and PUK, but all the other components of the diverse city agree on a person to become governor.

The KDP, however, rejects the PUK bid believing a neutral Kurdish figure should assume the posts.

The PUK holds 18 seats in the Iraqi legislature while the KDP has 25. The PUK won 6 of 12 seats in last year’s provincial election. Another seat is reserved to fill the minority quota. KDP refused to run in the PUK powerbase, claiming it was a city occupied by Iraqi and Hashd al-Shaabi forces. 

KDP-PUK tensions initially soared over the post of the Iraqi president as the former claimed they should take it because of their overall electoral success. The latter argued it should be held by a PUK member as has traditionally been the case.

Salih eventually won the post after leaving his fledgling Coalition for Democracy and Justice (CDJ) and returning to the PUK.

A KDP delegation also took part in last week’s meeting organized by Salih in Baghdad.

"The KDP is of the view that a neutral person should assume the post of justice minister and we have already expressed this to the Prime Minister [Adil Abdul Mahdi]," Hoshyar Zebari, a senior KDP member, told Rudaw.

But the PUK is adamant that the justice minister is its share.

"As the PUK, we have been vying for the justice minister post for five months now, but we failed to secure it," Bakhtiyar Shaways, a PUK member in the Iraqi parliament said. "This is because it [Baghdad] keeps saying that this matter must be resolved between the KDP and PUK themselves."
