Arab states end regional payment settlement mechanism

7436.png

22nd April, 2018

Arab countries have finalized plans to set up an independent payment system across the region after high compliance costs and global banks have reduced their activities to undermine existing arrangements

Correspondent banks currently make the most payments and settlements among Arab countries and act as agents for foreign institutions that have no actual presence in a country

US and European banks' tightening in recent years has increased the cost of anti-money laundering, while some banks have moved out of the market to focus on more profitable sectors

The Arab Monetary Fund (AMF) said on Sunday its board had approved the creation of an independent regional entity to settle payments among the 22 member states

The fund did not specify when the new mechanism would start, but Bank officials had earlier expected it to start operating in 2020

The capital of the new entity, which is supported by Arab banks, will be $ 100 million and owned by the Arab Monetary Fund

The new entity aims to support the use of local currencies in the settlement process between Arab countries
as well as major international currencies, the IMF said

The fund did not specify a timing for the new mechanism to start, but Bank officials had earlier expected it to start operating in 2020. The capital of the new entity, backed by Arab banks, would be $ 100 million and owned by the Arab Monetary Fund.

Electronic payments now are imo representation of the activation or at least final distribution of Lower Denoms at this point in the process whereby ceasing MCPs, as noted in the instructions page 80 Final Articles. That is how I interpret the data in the articles and instructions from the CBI.  The notification of the 24 hour period to be given to banks and firms imo was given on or around the 19th with Abadi and Hussien Al Sadr where Abadi said imo or in my view something along the lines that he initiated the reconstruction, construction and investments. He also said that day was where that he paid salaries, people, etc.. News is out today on that matter of payments noted above electronically and we all know that if it is in print today, it already happened most often. The question is now was that 24 hour inclusive or concurrent with the 3 day notice to the BIS if required at this late stage? Or is the "3 day" in addition to the 24? Regardless, they are imo finishing the process and even going so far today to tell us that there is a law stating that " LINK  Central refuses to distinguish between categories of banknotes"

~The notes will be used in parallel small and large, imo. ~ And by law they must be accepted. "The central bank said in a statement to the "obelisk" that "Iraqi banknotes are homogeneous in all categories and have absolute power of absolutism and are accepted by the Central Bank and its branches, banks, institutions and the public." ~   MM

"It will be issuing new Iraqi dinars a way to expose corruption as it requires the replacement of currency in circulation is the new currency."

------------------------------------------------

"Once the design and denominations of a new currency are selected, the central bank must decide how much to produce, based on research on the demand for money in general and on various cash currency denominations in particular. Data on past orders of banknotes and coins should give reasonable estimates, which must be assessed in light of recent changes in public demand for the currency compared with other currencies. Technical advice is available from international banknote printing firms such as De La Rue and Giesecke &Devrient, and for coin denominations from mints such as the Royal Mint.

The next phase of currency reform is the conversion from old cash currency to new. The authorities must decide—at first privately—when the currency exchange will begin, when it will end, and whether or not to cap, in absolute terms, the amount to be exchanged.

Then, decisions (date)  on the announcement of and publicity for the currency exchange must be made. Other essential decisions include the conversion rate and how financial assets, resident/nonresident accounts, and existing currency contracts will be treated in the currency exchange.

In addition to the guidance of the central bank and the ministry of finance, the views of the ministries of justice, commerce, and defense; the police force; the chamber of commerce; bank representatives and representatives of the informal payment system (if it plays an important role in the country); the general public; nongovernmental organizations; and key media outlets should be considered.

The key stakeholders, under the leadership of the central bank, should develop a detailed plan for distribution of the new currency. They must identify exchange points (places where the public can exchange the old money for new and where cash currency can be stored temporarily); establish facilities for more permanent storage of currency, such as vaults and strongboxes; and address various logistic issues, including exchange point staffing.

The above is not only in reference to small and large notes in Iraq, they are also bringing in foreign currency for exchange. ~ MM

Book Economics of Iraq

Book Economics of Iraq

The book "Economies of Iraq: ancient past to distant future" is now available on the
Amazon website.

For more information and to get the book, please click here.

########

Meticulously researched and written by Dr Amer K. Hirmis the book takes readers 6000 years
back to early Mesopotamian polity, culture, and religious codes which shaped the economy,
and continue to shape much of the body of Iraq’s polity, economy and society today.

Economic inefficiency, inequality and lack of sufficient employment are common threads that
run throughout Mesopotamian/Iraqi economic history. The persistence of poverty, high
unemployment, conscious discrimination against women, and a polity dictating blind allegiance
and obedience from the subjects to the ruler, denied the Iraqis achieving economic
development, the ultimate aim of which is the sustained improvement of the well-being of
the people. Even when economic growth was attained, it was desperately non-inclusive.

With a novel approach to economic development, this book examines Iraq’s economy over
the past 100 years. It establishes the historical roots in the consumption patterns, nature of
the producers, the economic structure, trade, monetary and fiscal policy and resource
allocation. In all these areas the echoes from the ancient past are striking. The principles of
Sumerian taxes are still applied in present-day Iraq.

The book proposes a set of conditions, which will need to be created for Iraq to achieve
economic development and functional democracy, in the distant future.

My family member just bought dinar from a place in the mall and they asked him would he like the old dinar or new dinar. The new 25,000 notes look a little bit different (same color and amount of zeros) with more security features. I have pictures of them and I'll upload them in a second but I just didn't know if this was a good thing or not.

13 billion dollars increase in the capital of the World Bank

23/4/2018 12:00 am

WASHINGTON (Reuters)

World Bank shareholders have approved a $ 13 billion increase in paid-up capital to boost China's share but with reforms to the lending system raising the borrowing costs of the higher middle-income countries, including China. The bank said the plan would raise total loans to about $ 80 billion in fiscal year 2019 from about $ 59 billion last year to an average of about $ 100 billion by 2030. The bank's chairman, Jim Young-kim, told reporters during the Spring Meetings of the IMF and World Bank "We have raised the World Bank's capacity more than twice," he said. "It's a huge vote of confidence, but the expectations are huge."

The hard-earned capital increase under initial resistance from the Trump administration adds $ 7.5 billion to the paid-up capital of the concessional lending arm of the International Bank for Reconstruction and Development (IBRD).
IFC, which provides loans on commercial terms, earns $ 5.5 billion in paid up capital.

The International Bank for Reconstruction and Development has agreed to amend its lending rules to charge higher fees than high-income developing countries to discourage over-borrowing.

The bank was charging the same fees to all borrowers and US Treasury officials complained that it was lending too much to China and other emerging markets.

US Treasury Secretary Stephen Menuchin said earlier that he supported the increase in capital because of the reforms involved; the previous increase was the capital of the World Bank in 2010.

Although Iraqi Prime Minister Haidar al-Abadi has unleashed his election campaign from the mainly Sunni province of Salahuddin (180 km north of Baghdad), he is the first Shia leader to promote a campaign in his entire Sunni province of Anbar, 110 km west of Baghdad ).

Abadi opened during his visit to Anbar province yesterday the headquarters of the police department Amiriya Fallujah. During the opening ceremony, he praised the steadfastness of the Ameriyya people and tribes in the face of guerrilla attacks that have attempted artillery and attacks to destabilize the city but failed."The Iraqis have achieved victory and have not surrendered. We have the second victory, which is the victory of reconstruction, construction and investment, and the provision of jobs, and just as we achieved in our unity the military victory, we will achieve our victory of reconstruction." Abadi said that «in front of the second victory is a challenge of corruption, corruption is the brother of (da'ash) and we will win it as we won on (da'ash)». He added that «Iraq has returned stronger than the past together with his sons», pointing out that «there are those who want to live in the atmosphere of conflicts and differences, but they can not, because Iraq is stronger now and the world is seen with respect and strength».

At the University of Fallujah, Abadi stressed the importance of "the university be a station for enlightening young people and playing its role in unifying the country's citizens and spreading diversity." He called on universities to "play a larger role and also to take care of the educational aspect and to keep young people away from destructive and destructive ideas." "The achievement was greater than expected. The world was saying that the war would be long, but we proved to the world that the Iraqis are making the impossible and the miracles, and that our victory has been achieved by unity, and this concept must be rooted in the minds of young people. We are very proud of our diversity. Universities should play a major role in promoting these concepts. "

A number of leaders and elders of the Sunni component in Anbar province, in an interview with Asharq Al-Awsat, considered Abadi's visit as a serious attempt to overcome the sectarian dimension by forming a list called "Al-Nasr", which is led by Abadi, Sunni Arabs such as Anbar, Salah al-Din and Nineveh. "Al-Abbadi's visit to Ramadi is not without the electoral promotion of his list in the province, which includes Sunni figures, but at the same time, as prime minister made it an occasion to inspect a number of service projects, Opening some projects and departments ».

"The other important aspect of this visit is that it has abolished the sectarian and regional project that has been promoted and is still being promoted by many, because the entry of a Shiite leader in a Sunni province with weight in it, and through personalities from The province itself, we promise a positive gesture that we hope will be repeated in other provinces so as not to count the personalities of this province to maintain that character », referring to the terms that are traded in the Sunni circles about the characters that worked with former Prime Minister Nuri al-Maliki, , And Sunni figures who work with al-'Ali Badi, and is called "the year of Abbadi". "In fact, Abadi is not the only one to put up a list in Anbar, which is led by a Shiite, and most of its members are Shiites," al-Hayes said. "Fatah is the most popular group in Anbar.

For his part, Sheikh Ahmed Abu Risha, the president of the conference «Awakening Iraq» that «Abadi cleverly used the victory achieved on the organization of a preacher in our provinces to establish his feet there, and is now moving through this address because it (da'ash) or destruction in these provinces».

In a related context, member of the Anbar Council Sabah Karhout said that "Abadi's visit to the province includes two aspects, one electoral and the other service, to see the effects and destruction of the province."He added that "the Prime Minister briefed on the extent of the destruction and problems experienced by the province against the backdrop of the occupation (urged) to find appropriate treatments for the service reality of the province, and reconstruction of all what was destroyed by the war and the return of displaced people

Maliki navigating the ship Noah

The supporters of former Iraqi Prime Minister Nuri al-Maliki have dubbed him "Mukhtar al-Asr" in reference to Mukhtar bin Abi Abdullah al-Thaqafi, who demanded the blood of Imam Hussein and killed a number of his killers and raised the slogan "O Hussein's revolutions." Which is the same slogan that Maliki raised in the face of Iraqi followers of the Sunni school.

The followers of Mokhtar al-Asr were of the sectarian nature itself, which was a reference to the role played by men in the civil war witnessed by Iraq between 2006 and 2007 and was in his first prime minister. Many people were killed on the sectarian identity day, and this marked the beginning of the displacement and displacement and the establishment of sectarian isolation areas in Baghdad.

Today, Sunni-dominated areas in Baghdad will be walled with concrete walls that resemble the wall built by Israel to separate them from Palestinian Authority cities.

Mukhtar Al-Asr was necessary for his followers and supporters because he opened the coffers of Iraq and put the wealth of the people in their hands, which was invented in inventing ways and methods of corruption that could not imagine the human mind no matter how much the corruption and immorality to reach it.

Corruption in the two eras of Maliki's rule has reached an unprecedented peak at the global level, which has led Iraq to occupy first place in the most corrupt countries in the world. Experts have described corruption as a historical phenomenon that has not occurred since Adam took the ground.

He made the chosen age if his miracle that will keep him immortal.

The Iraqis will not remember their destruction, their destruction, the collapse of their moral values, their displacement, their social fabric and their poverty, except with the mention of al-Maliki. The man who made beneficiaries of the social welfare system in the European asylum countries money tycoons and property owners around the world.

The miracle of al-Maliki in part to the bidding fled by the winners with funds allocated for construction without building anything. The biggest and most difficult part of this miracle lies in the depletion of the state budget through monthly salaries that go to the accounts of employees and military and a policeman of space and non-existent retirees did not serve in the Iraqi state one day, but some of them have not been in Iraq for more than forty years and prisoners Formerly mere bandits, thieves and refugees in the countries of the free world continue to enjoy the welfare of social security in the countries where they have taken refuge.

Therefore, what did Maliki in his two ends, which ended with the handing over of Mosul to the band called after the defeat of the Iraqi army in a battle did not occur will extend its bad impact to the future and no one, no matter how integrity to erase that effect.

Therefore, the owner of the day is entitled to put his image on Noah's ship, sailing again as a savior.

The new Iraq is his ship, through which the members of the Dawa Party saved from poverty and need and carried them to a life they did not dream of enriching.

Maliki, according to the current electoral humor is Noah's new Iraq. It describes a great deal of truth.

His ship carried thieves, thieves, thieves, smugglers, forgers, religious riders, and suspicious transaction brokers with all their money to safety. The Iraqi people were left in poverty, ignorance, poverty, turmoil, damage, rupture, sectarianism, ignorance, backwardness, and a lack of prospects.

The owner has the right to claim that he did what Noah did in his day.

He survived the believers with loss, carrying with them the wealth of Iraq looted.

Is there a new flood planned by al-Maliki for the sake of swallowing the remaining Iraqis did not get lost and the rest of the wealth of Iraq under the ground?

From my point of view, Maliki's appearance as a navigator of the new Noah's Ark is a harbinger of pessimism that the Iraqis should look at seriously and should take care of what this transformation will bring to them.
