Iraq Extends Kurdistan International Flight Ban

Iraqi authorities have extended through February 28 an international flight ban slapped on the autonomous Kurdistan region in response to an independence vote, an airport official said Thursday.

Talar Faiq Saleh, the director of the airport in Iraqi Kurdistan’s capital Erbil, said the Transport Ministry in Baghdad had sent a message signaling that international flights were “banned until February 28.”

“Only internal flights are authorized,” she said.

Baghdad severed Iraqi Kurdistan’s air links to the outside world in late September after it voted overwhelmingly for independence in a non-binding referendum rejected as illegal by the central government.

The flight ban was just part of a battery of punishment inflicted on the Kurds as Baghdad sought to nullify the poll, with federal forces also seizing disputed oil-rich regions in a major blow for their finances.

The two-month extension sees Baghdad keeping up the pressure on Iraqi Kurdistan as the fallout from the failed independence push has battered its economy.

A spate of angry protests that have seen the offices of political parties torched in a string of towns has rocked the region this month.

Now tell me abadi is not a freakin puppet and maliki aint his date. These retards will never turn from their evil ways... and now we see the imf is the corrupt group hindering the end to negotiations. The good thing is this can no longer stop the rv. Corruption at its ugliest. The people of iraq should know abadi is a perpetrator even if its just because maliki is still breathing..how does this *********** still believe he has the majority support of his people...failed promises...even after the rv hes still no lesser evil than maliki, if not more

Beware Maliki is only vying for the Kurdish vote in the elections.  He's such a snake!  Abadi needs to take him down NOW!  The Kurds would be desperate fools to trust him.  His intentions have always been nefarious and and the Kurds have suffered plenty under his rule.  Abadi better wise up and start these negotiations.  He/Abadi has a lot at stake in how this goes down.  JMO

IMF: 2018 Iraqi draft budget won't 'cover the needs' of Kurdistan

ERBIL, Kurdistan Region — The International Monetary Fund believes Iraq's 2018 budget share proposals "do not suffice in our view to cover the needs of the Kurdistan Regional Government.” Baghdad’s proposal would slash the budget of the KRG by more than 4 percent.


"[W]e've communicated to the federal government that the 6.6 trillion [Iraqi dinars] (about $5.56 billion) that are currently in the 2018 draft budget do not suffice in our view to cover the needs of the Kurdistan Regional Government. To that, in our opinion, these transfers should be increased to about 10 trillion Iraqi dinars ($8.43 billion)," IMF Deputy Division Chief Christian Josz told Rudaw on Thursday.
 

The Government of Iraq has relied heavily on international loans and bonds because of the global drop in oil prices coupled with a three-year war against ISIS, and now a campaign to rebuild the country's already aging infrastructure.


"We lent money to the entity of Iraq because it's a member of the IMF and has the right and the circumstances to draw on the resources of the IMF," explained Josz. "As part of the standard arrangement, the standard arrangement is based on the budget that is approved by parliament."
 

Since 2014, Erbil has contended Baghdad is not sending the 17 percent share of the Iraqi government budget.


"In that budget, until now, there was a budget-sharing agreement between Baghdad and the KRG and its via that way that we encourage the whole of Iraq to benefit from the IMF loans, i.e. by implementing the budget-sharing agreement, which has obligations both on the sides..." said the deputy chief.

In a proposal for next year's draft budget, the KRG is allocated 12.6 percent of Iraq's total share.

"In the 2018 budget, we have made clear to the federal government that it is very important to us that the Kurdistan Regional Government gets sufficient transfers to cover the expenses to cover the Kurdistan Regional Government," added Josz.

Many Kurds believe the central authorities are taking punitive measures against the Kurdistan Region for holding the September referendum on independence. Regional autonomy is enshrined in the 2005 Iraqi constitution.

The government in Erbil has complained that Baghdad has used the budgets as a tool to prevent Erbil's independent exportation of oil to world markets through a pipeline that terminates at Turkey's Ceyhan port.

KRG Prime Minister Nechirvan Barzani has said the people should realize that the KRG’s revenues “have been slashed by half” since the loss of the oil-fields in Kirkuk in mid-October

The parliamentary legal committee confirmed on Friday that 17 percent of Kurdistan's budget should not be referred to in the 2018 budget, noting that there is a parliamentary tendency to stabilize 12 percent of the budget. The committee member Kamel al-Zaidi said in a statement «The morning»: The «House of Representatives waiting for the return of the budget from the government after the completion of the financial committee members' proposals and return to the government for the purpose of amendment», and explained that «the political blocs are unanimous not to return to 17 percent of Kurdistan», That "the ratio of 17 at the time put the political consensus to be for one year, but negotiations and consensus has kept them over the past years."
