 Baghdad / Mohammed Sabah

The crisis of the Electoral Commission extended to the presidency of the National Alliance, which has become linked to the agreement of the components of the rule of law to nominate candidates in the new Board of Commissioners, amid assertions that start negotiations between the Shiite blocs and the Sadrists to form a large bloc.
The governing body of the National Alliance this week, the three names nominated by the rule of law to fill the post of head of the coalition successor to Ammar al-Hakim, who ended his term of office last September.
The head of the Dawa Party / Home Organization MP Ali al-Badiri, in a telephone conversation with (range), that "resolve the issue of the presidency of the National Alliance within the coalition of the rule of law is stopped, but linked to pass candidates of the Electoral Commission in the House of Representatives," noting that " Law in the new Board of Commissioners will be 3 seats. "
"In the case of Maliki's largest representation in the Electoral Commission, he is ready to give up the presidency of the coalition to any bloc within the coalition of state law," adding that "the file of the presidency will be subject to party quotas."
The head of the Dawa Party / the organization of the interior that "the blocks do not bother at the present time any government position as much as its sole concern in how to get enough seats within the Council of the new Electoral Commission," noting that "these understandings are being sought within the corridors of political."
Al-Badairi said that "the crises and problems in the ranks of the National Alliance make it impossible to solve the problem of the presidency, which will be led by the leader of the National Wisdom Movement Ammar al-Hakim proxy for another year," ruling out "reaching the Shiite forces to agree on a personality acceptable to all parties amid crises.
"I advise the Shiite blocs to vote for Nuri al-Maliki to head the coalition because this will deepen the disagreement between Prime Minister Haider al-Abadi on the one hand and Nouri al-Maliki on the other," he said. "But Maliki's chances are weak compared to other candidates."
And ended the presidency of Ammar al-Hakim of the National Alliance on the fifth of last September, in accordance with the agreement reached by the Shiite parties last year. Under the agreement, the presidency will be transferred to a one-year period, to be administered by a candidate from the state of law later.
The coalition of state law has agreed, on Tuesday, the nomination of Nuri al-Maliki as head of the National Alliance, according to the agreement signed with the National Coalition a year ago.
"There are negotiations between the Shiite blocs on the formation of a large bloc, including the Sadrist movement, the criterion of sharing the seats of the Electoral Commission in between them," he said, .
Over the past few days, fierce and big competition within the bloc of the rule of law between Nuri al-Maliki and Hadi al-Amiri and Khudair Khuzaie to head the National Alliance. In April, Al-Mada revealed the Dawa Party's fear of looking for an alternative to Hakim in light of the differences that beset the party. According to sources, the differences resulted in 3 currents that conflict leadership within the rule of law led by Prime Minister Haider Abadi and Ali Adib, who entered the line of competition with the Secretary General of the Dawa Party Nuri al-Maliki.

In turn denies the current wisdom of the national proposal for any candidate for the presidency of the National Alliance, likely to hold a meeting of the leadership of the coalition next Tuesday to discuss three names of candidates from the coalition of the rule of law to fill the site of the new president.
"The candidate for the presidency of the National Alliance has to accept the acceptability of all political parties within the National Alliance and outside," says Fadi al-Shammari, saying that "a lot of forces did not show any position on the names of candidates."
The leader of the current Hakim that "the agreement signed between the National Coalition and the rule of law on the presidency of the National Alliance last year, obliges the political entity to which the Prime Minister belongs to make room for the seven Shiite forces to nominate another person to the presidency of the National Alliance."
Al-Hakim was elected in early September as head of the National Alliance for one term and for a year, replacing Ibrahim al-Jaafari, who took office since 2010. The choice came after an agreement with the Dawa Party.
For his part, sources from the coalition of state law that "all the blocs voted unanimously to choose Maliki as a candidate for the post of president of the National Alliance," noting that "the selection process was free of any reservations or problems."
"Al-Maliki told the forces of the coalition of the rule of law to withdraw his candidacy from the presidency of the National Alliance, preferring to devote full time to prepare the mass and the new list that he intends to form during the coming periods.
Informed sources have spoken to (extent), the beginning of last September, that Maliki told the forces of a coalition of state law to withdraw his candidacy from the presidency of the National Alliance preferring to devote full time to prepare the bloc and the new list, which intends to form during the coming periods.

And the distribution of positions and positions among the components of the rule of law on the basis of the election, Moussawi explains that "the rule of law and one block is not subject to the position of the head of the coalition to the quota," referring to "put the Badr bloc to name Amiri as an alternative candidate for the presidency of the coalition in the event Maliki refused to take office."

Al-Hayat newspaper reported on Sunday that the political forces are in negotiations to form the National Alliance or choose another name for him to choose the next prime minister and start negotiations with the Sunni and Kurdish forces for this purpose.

Baghdad witnessed a series of meetings between different political forces to prepare the ground for the next government, based on the advisory opinion of the Iraqi Federal Court in 2010, which confirmed that the largest bloc is gathering after the elections, not the bloc winning the largest number of seats.

Politicians from different blocs have begun serious dialogues to form the next government and distribute its main posts, and postpone differences on some positions.

The various Sunni forces met at the invitation of Parliament Speaker Salim al-Jubouri to coordinate their positions, while those close to the atmosphere revealed differences in the manner of dealing with the choice between the positions of the president and the speaker.

According to the newspaper, "Differences between the Shiite forces are expanding as the elections approach, but meetings that took place during the past few days between a number of major Shiite leaders, reached an agreement on the formation of the National Alliance or choose another name for him to choose the next prime minister, and start negotiations with the forces Sunni and Kurdish for this purpose, while other blocs believe that the version of the elections in 2018 will see the formation of a larger bloc within the scope of a broad political majority to investigate some of the competitors to the opposition.

The main Kurdish parties met yesterday to coordinate their participation in the elections, especially in Kirkuk, and called on the President of the Kurdistan Democratic Party, which announced the boycott of the elections, to give the rest of the Kurdish parties votes of voters.

It is noteworthy that the party Barzani seeks, during the next version of the Iraqi government, to obtain the presidency of parliament substitute for the presidency of the republic.

According to a constitutional advisory still controversial issued by the Federal Court in 2010, the electoral list, which gets the largest proportion of seats in parliament, will not cost the formation of the government, but the largest bloc, which is formed on the basis of political consensus.

This fatwa was an input to prevent the national list led by Iyad Allawi in 2010 from forming the government, and was used to prevent the head of the list of coalition rule of law Nuri al-Maliki to form a government in 2014.

Some observers believe that "this text gives political forces a justification to pre-empt the elections and their results to achieve early consensus may help to reduce the expected duration of the formation of the new government," but others believe that the variables will impose post-election may require a long period of fragmentation of lists that entered the elections and the formation of lists Others based on splits are expected to be early
