According to the text of the law , which was obtained by all of Iraq [where] a copy of which was "based on what passed the House of Representatives and approved by the President of the Republic based on the provisions of subsection [first] article [61] and item [III] of Article 73 of the Constitution." 
Issued the following law: 
No. [] in 2016 the 
Supreme Judicial Council Law 
Article 1 A council called [ the Supreme Judicial Council] has a moral personality and financial and administrative independence and is represented by the President or his nominee, based in Baghdad. 
Article 2 First: - The Supreme Judicial Council is composed of: 
1. The President of the Federal Court of Cassation - President 
2. Vice - Presidents of the Federal Cassation Court - members 
3. Chief Prosecutor - Member 
4. Prime judicial oversight body - member 
5. The heads of courts Federal Appeals - members 
6. chairmen of the judiciary in the provinces - the members of the 
Second: the oldest members of the Council, replaces the president during his absence for any reason whatsoever. 
Article 3 of the Supreme Judicial Council takes the following tasks: 
I. Department of judicial bodies. 
Second proposal of the annual budget for the federal judiciary system and presenting it to parliament for approval. 
III nomination of the members of the Federal Supreme Court judges. 

Fourth: - the nomination of the President of the Federal Cassation Court and its judges and the head of the judicial oversight body and send nominations to the House of Representatives for approval. 
Fifth: - appoint a qualified candidate for the post of deputy head of the Federal Cassation Court and the President of the Federal Court of Appeal and vice president of judicial oversight body and send nominations to the House of Representatives for approval. 
Sixth: - appoint a qualified candidate for judges and sending nominations to the Presidency of the Republic to issue a republican decree so. 
Seventh: - promotion of judges in the federal courts, transfer, assignment and re - serve and manage their professional affairs according to law. 
Eighth: - the extension of service of judges and retired in accordance with law. 
IX formation of judicial bodies and committees in the federal courts. 
X. propose bills on the federal judiciary 's affairs. 
Eleventh: Hold judicial agreements and follow up their implementation in coordination with the Ministry of Justice. 
Second session: - establish a committee of judges affairs according to law. 
Article 4 of the Council to authorize some of his duties to the President of the Council. 
Article -5- I. Board meets once a month at least, shall constitute a quorum in the presence of a majority of the number of members and decisions are taken by a majority vote of those present, and when parity is likely to side , who voted with the president. 
Second - called the President of the Council scheduled for the Council, The Report of Council meetings dates and agenda, and the codification of a lecture, and edit Mkhatabath, and communicated to the relevant authorities, and follow up the implementation of Council decisions. 
Article 6: - General Department of the Supreme Judicial Council is composed of the following configurations: - 
First: - Judge Affairs Circuit. 
Second: - Financial and Administrative Affairs Department. 
Third: - investigators and Almaonyin judicial circuit. 
Fourth: - Department of Public Relations and Legal Affairs. 

Fifth: - general judicial guards circle. 
Sixth: - Judicial Development Institute. 
Seventh: - Media Center to the Supreme Judicial Council. 
Eighth: - financial audit and internal control department. 
Article 7 
First: runs each of the chambers provided for in Article [6 / I / II / III / IV / V] of the Act entitled employees [Director General] holds a university degree previews least. 
Secondly assists the Director - General of employees entitled [assistant general manager] holds a university degree and previews of the least experienced and competent and assume the tasks assigned by the Director - General. 
Third , it manages configurations set forth in items [VI] and [VII] and [VIII] of Article 6 of this law , employees in the third degree in the least , and holds a university degree and previews of the least experienced and competent. 
Article 8 divisions formations provided for in Article sets [6] of the Act and its functions instructions issued by the head of the Supreme Judicial Council. 
Article 9 Chairman of the Supreme Judicial Council issued instructions to facilitate the implementation of the provisions of this law. 
Article 10 repealed the Coalition Provisional Authority Order [ now defunct] No. [35] for the year 2003. 
Article 11 of this Act shall be the date of its publication in the Official Gazette. 

The reasons in 
order to regulate the composition and terms of reference of the method and the rules of the functioning of the Supreme Judicial Council in line and developments in the constitutional, legal and judicial field in Iraq and with a view to the exercise of his powers stipulated in the Constitution.

{Baghdad} Euphrates News announced that a member of the Health Committee of the parliamentary bloc of the citizen that the shower, on Thursday, for the completion of the discussion of the health insurance law, and prepare for the first reading in the House of Representatives in the coming days.

Twilight News / Iraqi parliament lifted to its next Sunday after the vote on the draft law of the Supreme Judicial Council Act. 
The session witnessed which was attended by more than 200 deputies read the report of the committee formed to audit the questions submitted by members of the House of Representatives requests. 
It was the approval of applications submitted by the MP Hanan al to question the head of the media and communications, and the request from the Attorney Awad al - Awadi , to question the Minister of Health, and the request from the MP Zainab al - Tai questioning the Minister of Agriculture, while not approve the request of the MP Magda Tamimi to interrogate the Supreme Electoral Commission, because it is meets. 
The session witnessed vote on the draft of the Supreme Judicial Council Act, and to postpone the vote on the wording of the decision considering the Nineveh Plain area a disaster area, in addition to the completion of the first reading of the draft first amendment to the law of the amnesty law, and the completion of the first reading of the third draft amendment to the law of governorates not organized in a region law. 
The session also saw the first reading of the bill and the provincial and district councils election law, as was the first reading of the proposed capital of Basra , Iraq 's economic law postponed.

According to a statement of the Department of Media parliamentary " The House of Representatives voted at its second regular second legislative term of the legislative year third third parliamentary session , which was held under the chairmanship of Salim al - President of the Council and in the presence of 230 deputies on Thursday, the Supreme Judicial Council Act and ended the first reading of the four laws." 
At the outset of the meeting between President al - Jubouri said the presidium meeting yesterday stressed the importance of the current legislative term focus on passing legislation that relate to service citizens service, adding that the parliamentary committees have a large number of projects and proposals for laws to be submitted on the agenda. 
This was followed by the President of the House of Representatives a report on the committee formed to audit the questions submitted by members of the House of Representatives orders declaring that interrogation provided by the MP Hanan al-President CMC and MP Awad al - Awadi , the Minister of Health and MP Zeinab fixed - Tai to the Minister of Agriculture requests are met , formal and legal procedures and Aloduaah their respect , noting that the application submitted by the MP Magda Abdel - Latif to interrogate independent Electoral Commission does not fulfill the formalities for being Aeshetml on data and facts which are supposed to be included in the request. 
Jubouri He noted that the committee audited the interrogations applications will take into account the existence of other requests from MPs referred to it will be subject of the study to inform the Council on whether they satisfy the procedures, stating that he will determine the appropriate timings for interrogations by priority through coordination with the executive bodies and agencies that will be determined . 
He asked the Speaker of Parliament by the Prime Minister to speed up the candidates to submit the names of ministers of the five vacant ministries. 
The House voted on a draft of the Supreme Judicial Council Act and sponsored by the Legal Committee, which came to regulate the composition and terms of reference and rules of functioning of the Supreme Judicial Council in line and developments in the constitutional and legal field in Iraq and with a view to the exercise of his powers stipulated in the Constitution the way. 
The Presidency has decided to postpone the vote on the wording of the decision as the Nineveh Plain area a disaster zone and submitted by the Legal Committee to the coming sessions. 
It ended the first reading of the draft of the First Amendment to the Amnesty Law No. 27 of the Law for the year 2016 submitted by the legal committee that will be voted in principle in the next hearing on the bill that comes due to the seriousness of terrorist crimes and kidnappings of people on the Iraqi society , especially those committed after 10 / 6/2014 [after the fall of the city of Mosul , however Daesh] and what it represents a serious criminal behavior of offenders and the legacy of the adverse effects on the victims, their families and not to allow the perpetrators of impunity and the failure of others to encourage their commission and to increase the amount of the fine on the penalty substituent or measure. 
The Board completed the first reading of the third draft amendment to the law of governorates not organized in a region No. 21 Law for the year 2008 and presented by the Legal Committee in order to address the problems that the practical application of the law of governorates not organized exposed in the Region No. 21 for the year 2008 and to determine the meaning senior appointments and sub-circuits and domestic employee and define the powers of the Board Minister in the appointment of provincial and maximize resources. 
He completed parliament for the first reading of the draft boards of the provinces and districts, counties and submitted by the Legal Committee of election law in order to hold free and fair elections of the governorates not organized in a region, districts affiliate and so these elections will be far from the external influences democracy and improve the election to the desired level. 
The House of Representatives ended the first reading of the proposed capital of Basra , Iraq 's economic and submitted by the Committee of Economy and Investment Law in order to strengthen the economic role to preserve and revitalize the economic and developmental movement in Iraq.

Deputy for the National: Parliament seeks to host Abadi and security leaders to diagnose the kinks

{Baghdad} Euphrates News National Alliance MP Hussein Awad, said Thursday, "The House of Representatives is seeking to host the General Commander of the Armed Forces, Haider al-Abadi and security leaders to diagnose reservoirs security vinegar witnessed in Baghdad recently." 

According to Awad told {Euphrates News} that "there are a lot of provinces hit by the recent security breaches, requiring the House to stand up and investigated, as well as see an informed military battles waged by our security forces in Mosul and the western region." 
He noted that " the hosting will focus on all recent security breaches, causes and diagnosis of kinks and scrutiny of the accounting details." 
The capital Baghdad , has seen over the past two weeks , major security breaches hit a number of areas in the capital , which left dozens of martyrs and Jerhy.anthy

All the names of the judges who will serve will now appropriately go to the house of reps to be voted on!!!!

 

This will now lead us to the federal court law!!!!

Iraq: The government is manipulating the amnesty law and the interception of a parliamentary clash

The Iraqi government made amendments to the paragraphs of the amnesty law, which was passed by Parliament in August / August of last year, amid accusations it is seeking to empty the contents of the law, while Parliament rallying against it , and collect votes to oppose the government amendments. 

A member of the legal committee of parliamentary, Zana Said, at a press conference in the Parliament building, with a number of members of the Committee, said that " the parliament briefed on first reading to amend the amnesty law , " stressing "intercept three of the members of the Committee in principle." 

He explained that " the rejection came because the government amendments confuse the work of the committees and the courts slow performance originally, did not benefit, so far, the law only a few covered him, although enacted four months ago , " adding that "there are a lot of families that Chapter clan paid and sold its property to take advantage of the law, but the government reshuffle will cancel some covered by it, which means damage to many citizens as a result. "

" A  parliamentary source: the government wants to empty the contents of the law after failing to achieve security .  "

He added that " the new government amendment calling for the application of the law with retroactive effect from the date of the 25th of August / August last, the date of enactment of the law, which means that there are people who came out amnesty is going to get them again , " adding that "contrary to the Constitution , which stipulates that the retroactivity of laws applies in one case is accepted, which is whether it is the most favorable to the accused, but the amendment is not in favor of the accused. " 

He believed that " the government wants to empty the contents of the law, having failed to achieve security and to protect the capital, you want to lay the blame on Parliament, is accused by the legislation of the law leads to the release of criminals is a comprehensive fault." 


Meanwhile, a parliamentary source confirmed that " the Legal Committee and a number of MPs have begun Balthacad against legal amendments." 

He told the "new Arab", " The reshuffle will create a new crisis within the parliament, and disrupts the pass, which is sought by the government, at a time when thousands of innocent detainees still in prison waiting for him." And that " a number of parliamentarians have begun collecting signatures to overturn a government amendments and replayed it, on the grounds that it violates the constitution." 

He stressed that " the objectors have received support from the Presidency of the Parliament, which went to read law and then postponed the vote on it , " likely that "parliament overcomes the government is given by the law." 

The Iraqi parliament has the end of August / August last year passed the amnesty law, after Mnacfat long political disagreements, disrupted passed.
