LONDON,— Iraqi state oil firm SOMO and Iraq’s semi-autonomous region of Kurdistan have begun jointly exporting crude from the giant Kirkuk oilfield again after cutting a preliminary deal on revenue-sharing, trading sources said on Thursday.

The development signals a breakthrough in relations between Baghdad and Erbil, which have been disputing how to share oil and budget revenues for several years amid fiscal problems on both sides and their fight against Islamic State militants.

The Kirkuk flows, usually amounting to 150,000 barrels per day and exported via the Turkish Mediterranean port of Ceyhan, had been suspended since March as Baghdad pushed Kurdistan to cut a new deal.

 

Before March, Kirkuk flows were unilaterally handled by Kurdistan. SOMO, the State Oil Marketing Organisation, had seen no cargoes exported on its behalf from Ceyhan since mid-2015, when Kurdistan began independent sales of its own crude and Kirkuk oil.

“Shipments on behalf of SOMO have resumed as of six o’clock this morning … While final details of the revenue-sharing deal are still being worked out, the current flows of Kirkuk are being split 50/50 between SOMO and Kurdistan,” one shipping source familiar with the operations said.

Besides Kirkuk, Kurdistan produces around 500,000 barrels per day of crude from its own fields and those will still be marketed independently by the semi-autonomous region.

But the compromise over Kirkuk could be the first step towards a comprehensive deal involving all Kurdish oil.

Baghdad has insisted SOMO is the only entity that can market Iraqi crude. Kurdistan started independent exports after accusing Baghdad of not respecting a previous revenue-sharing deal and not transferring enough money from the federal budget.

Baghdad, which exports most of its oil from the Gulf, has said Erbil was not exporting enough crude under that deal.

FIRST COMPROMISE

Kurdistan urgently needed Kirkuk flows to resume because its own exports do not cover its budget needs, forcing the region to borrow billions of dollars from Turkey, oil firms and trading houses guaranteed by future oil sales.

Lost revenues from the halt in Kirkuk flows had been estimated at more than $1 billion since March.

Last week, Baghdad said that if a new revenue deal were not reached, oil from Kirkuk could be exported by truck via Iran. This week, SOMO blacklisted three ships involved in exporting Kurdish oil.

However, a meeting between Iraqi Prime Minister Haider al-Abadi and Nechirvan Barzani, prime minister of the Kurdistan Regional Government, seems to have broken the ice this week with a preliminary deal reached on Kirkuk oil.

 

The trading source said final details on how to split the Kirkuk flows could be worked out by mid-September.

Ezat Sabir, head of the Finance Committee in the Kurdish Council of Ministers, said his understanding was that the 50/50 split of Kirkuk oil would remain until the year-end, after which Baghdad and Erbil would try to return to full revenue-sharing.

Erbil has said it was ready to hand over all oil exports to SOMO if Baghdad agreed to transfer $1 billion to Erbil from the federal budget each month.

The second to last article states, "The trading source said final details on how to split the Kirkuk flows could be worked out by mid-September."

If the article was referring to mid-September of 2016, this is a significantly short term (relatively speaking) for Iraq to do anything specific.  From the article, looks hopeful the entire revenue sharing agreement could be put in place by year end.  I thought it interesting mid-September was mentioned because that is the time when the parliament will reconvene after their feast.  Maybe, just maybe, the event we have been looking for will, indeed, occur in September 2016!

Iraq and the semi-autonomous region of Kurdistan have restarted joint exports of crude from the Kirkuk oil field, after the two parties reached a preliminary revenue-sharing deal earlier this week, industry contacts told Reuters on Thursday.

The agreement came to fruition during recent meetings in Baghdad between high-level officials from Baghdad and Erbil, including Iraqi Prime Minister Haider al-Abadi and KRG Prime Minister Nechirvan Barzani.

One shipping source said that revenues from Kirkuk’s oil trade would be split 50/50 between Iraq’s State Organization for the Marketing of Oil and Kurdistan under the new deal, though the agreement's final details will be sorted out during upcoming discussions between the Iraqi Oil Ministry and the KRG’s Natural Resources Ministry.

The officials also discussed the nearing operation for the liberation of Mosul and the future of the city and its citizens once the Islamic State has been removed.

“We have an initial agreement with the Kurdistan Region on the participation of all components in the Mosul liberation operation and the future administration of the city when IS is pushed out,” Salim al-Jibouri, the Speaker of the Iraqi Parliament told Kurdistan24.

The two sides agreed to coordinate attacks against the terrorist group in Mosul and will work together to return internally displaced persons to their homes, a joint statement by the Iraqi government and the KRG said.

Barzani presented a firm stance regarding the post-ISIS political future of Kurdistan at the meetings, Erbil spokesman Sami Argoshi said, though Saad al-Hadithi, al-Abadi’s spokesman, later said no official discussions on Kurdish independence took place.

A dispute between Baghdad and Erbil on the terms of a previous revenue-sharing agreement left the Kurdish Regional Government (KRG) the sole manager of Kirkuk’s oil - roughly 150,000 barrels per day - until March of this year.

The KRG shipped oil from the Kirkuk oilfield, as well as several other sites within its borders, to global markets via Turkey, independent of Baghdad’s export contracts.

By April, disagreements surrounding the terms of a new revenue-sharing contract led Iraq to cut off the pipeline flow of Kirkuk crude to the KRG, blocking revenues for the cash-strapped regional government in the throes of the war against ISIS.

Earlier this week, SOMO blacklisted three tankers from using Iraqi ports because they had been working with the Kurds to export oil to markets in Turkey.

On Wednesday, Baghdad said that if the two sides did not agree on a revenue-sharing deal soon, Iraq would consider trucking oil from Kirkuk to Iran instead of using a pipeline that runs through the KRG to bring crude to international markets.

Kirkuk Governor Najmuddin Karim of the Kirkuk province commented yesterday that he would not allow the Iraqi government to truck its fuel to Iran if negotiations broke down, citing environmental and infrastructural concerns.

Iraqi Finance Minister Hosyar Zebari said Saturday that revenues from a recent oil accord between Baghdad and Erbil are to be shared equally, adding that “a very good portion” of the oil already had been exported through a pipeline to Turkey.

 

In an interview with Rudaw TV, Zebari said that a visit to Baghdad by Kurdish Prime Minister Nechirvan Barzani last Monday had been “crucial” to breaking a six-month deadlock over oil exports.

 

“Mr. Barzani’s visit to Baghdad and meetings he had with Baghdad authorities were crucial and successful,” said Zebari, who is a Kurd.

 

“The pending and basic issues between Baghdad and Erbil were discussed, including the questions of budget, oil, liberation of Mosul, intelligence and security coordination between Baghdad and Erbil, as well as the future of the Kurdistan Region with Baghdad,” he said.

 

Asked whether the Iraqi government was ready to sell Kurdish oil and provide the 17 percent budget share that constitutionally belongs to Erbil, Zebari said: “This topic was discussed. In fact there was such an agreement in the past… for exporting Kirkuk oil through the Kurdish pipelines to the Turkish Ceyhan port, and the revenue will be shared equally.”
