Revealing his intention to visit Iraq soon and the signing of several agreements in order for Iraq to implement all the obligations prescribed by the United Nations and get out of Chapter VII.

The trick will be is will Iraq do what the need to do faster. Moon will not give them any slack is what I am thinking, so we go all the way to December which is the deadline Moon set back in June. I hope they get released sooner but I am not holding my breath.

This sounds like it won't get done until he visits Iraq this December (when he has been scheduled to travel there).

I believe his report ( Secretary General ) is due in January in front of the UNSC. It was to be 6 months from his last report in June. Maybe they can expedite this but not holding my breath.

Some months ago, like around Maliki's March visit to Kuwait, the Emir stated that he would visit Iraq in December. Since them, mentions of this visit have been characterized as "late in the year". This article states that he'll "visit soon". We all know what soon means, so that still could mean December.

All I'm saying is that another way to read this translation is that he will be signing several agreements with Iraq when he visits, and those agreements will lead to Chapter 7 release.
