To my understanding, they DO NOT HAVE to read it 3 times. The most amount of times they get is 3, BUT they could surely do it in 1 or 2...Now...with that being said, it is Iraq...procrastination to the fullest extent is the name of their game.

Parliament will read the Budget for the first time on Thursday. Then they are off Friday and Saturday. Back on Sunday, hopefully, for a second reading.

The budget must be read three times per their law. The reason is to make adjustments. As we just saw, because of disagreements, the budget was canned, they made adjustments for the Kurds, and now the process starts again.

Either way, another day that it isnt read is probably spent revising it. Regardless of whether they're reading it or revising it... they're still WORKING on it. They're doing exactly what they need to do... things just take time. Relax a bit

I would like to see the GOI fully official with everyone sitting down in order to be called complete. It is my understanding that the budget will be read and finalized when this occurs. Hopefully this will happen soon because as of 1/12, 3.3% of the year is already gone.
