What is ASYCUDA?

The Automated System for Customs Data (ASYCUDA) is a computerized customs management system that covers most foreign trade procedures. It handles manifests and customs declarations, along with accounting, transit and suspense procedures. It also generates trade data that can be used for statistical economic analysis. The ASYCUDA software is developed by UNCTAD.

ASYCUDA uses international codes and standards developed by the ISO (International Organization for Standardization), WCO (World Customs Organization) and United Nations. It can be configured to suit the national characteristics of individual customs regimes, national tariffs and legislation. ASYCUDAprovides Electronic Data Interchange (EDI) between traders and customs using prevailing standards, such as XML.

Background

In 1981, UNCTAD received a request from the Secretariat of the Economic Community of Western African States (ECOWAS) to help compile foreign trade statistics in their Member States. After an initial evaluation, it quickly became apparent that this would require the involvement of customs clearance offices, and the modernization of customs clearance processes, to achieve quality results.

Capitalizing upon advances in computer technology (the personal computer had at that time sufficiently matured to be seriously considered as a business tool), UNCTAD proposed to develop a customs software system which would be modular, adaptable and configurable so that it could be used in difficult environments requiring only a small number of trained maintenance staff.

At first, the plan was received with skepticism as many countries used mainframe systems with on-site specialized computer engineers to support them. However, with the assistance of some Member States, UNCTAD succeeded in developing a customs management system, which is now commonly known as ASYCUDA.

ASYCUDA was originally developed on microcomputers which were extremely limited by today’s standards. To implement a complex customs system in a multi-user environment on such a platform, a technical solution had to be applied. This solution stretched the capacity of these machines to the limit.

Over the years capacity and performance of microcomputers rapidly improved and major revisions of the ASYCUDAsoftware have led to what is, today, a stable and highly reliable system. Additionally, a porting to the UNIX operating system has broadened the choice of suitable hardware platforms to also include a number of minicomputers. 

For customs and trade administrations to benefit from the latest innovations in information technology (IT), UNCTAD regularly designs and develops new versions of its flagship ASYCUDA software, and the fourth and latest iteration, ASYCUDAWorld, uses and takes advantage of the latest open and web-based technology.

Baghdad / NINA / The Ministry of Finance invited import companies, export agents, and merchants to join the training course on declarations via the ASYCUDA system, which will be launched starting tomorrow, Monday, March 4, for a period of six days, for those who have not previously received the training.

The Ministry stated in a statement, "It is not responsible for the accumulation of goods of company owners and importers in the ports as a result of their failure to apply the electronic permit and the application of the electronic system in entering their goods. The owners of companies and importers or their authorized persons shall bear the delay in entering and accumulation of their goods and obligating them to pay the prescribed fines in the event that they fail to clear their goods and take them out within The period specified by law.”

She explained: “The training program comes in line with the requirements for implementing the government program approved by the House of Representatives related to updating the customs performance strategy and within the government’s vision towards automation, digital transformation and enhancing customs capabilities./ End

Automation at border crossings: hope for improving the economy and combating corruption

Independent/- Since the fall of the dictatorship in 2003, Iraqis have dreamed of transforming the state system from paper to automation through the electronic governance portal.
 
Border crossings, customs, and taxation are among the departments that suffer most from corruption and waste, which costs the state treasury huge sums estimated at $7 billion annually.
 
Hope in the Sudanese government:
 
The Sudanese government gives hope for implementing the automation system in departments and bodies such as border crossings, customs and tax.
 
Benefits of implementing an automation system:
 
    Reducing evasion of customs duties and taxes.
 
    Availability of detailed information on import content.
 
    Reducing human interference in monitoring, evaluation and demarcation processes.
 
    Providing a detailed statistical information base on the country’s foreign trade.
 
    Availability of speed in completing customs transactions.

Great countries tend to keep pace with technological progress by following a strategy of reducing expenses and maximizing revenues, and this can only be done by making governance an integral part of the structure of building an institutional state.
 
Benefits of implementing an automation system in the customs and border ports sector:
 
    Achieving stability, economic leaps, and stability at various levels in the short and long term.
 
    Contributing to reducing the spread of corruption in this joint and cutting the way for waste and tampering with public money.
 
    Protecting the Iraqi state, society, and economy from prohibited, suspicious, and smuggled goods that are unfit for consumption and use.
 
Prime Minister Muhammad Shiaa Al-Sudani’s support for the Customs Authority:
 
    This support contributed to achieving a significant and clear leap and improvement in the Authority’s work.
 
    The Authority’s reports in 2023 show an increase in the revenues of some border crossings that implemented a local electronic system.
 
Implementing an automation system at border crossings, customs and taxation is necessary to improve the economy and combat corruption, and the
 
Sudanese government gives hope in achieving this goal.
