So MM posted the article. It's giving out instructions on how to exchange the notes when the citizens bring them in. What notes to accept, the criteria, what to do if the notes are damaged etc.. I didn't read the whole article but most of it. I feel that this is another clue we're at the cusp of this happening👍

Banks send their cash deposits to the vaults of this bank and its branches after counting and sorting them, and separating the damaged ones into good-quality packed bags that are sealed using sewing machines designated for sewing the bags.
