The media office of the Council said in a statement, which “NAS” received a copy of, (July 4, 2023), “The Cabinet condemns the crime of burning the Holy Qur’an in the Kingdom of Sweden, as this heinous crime constitutes a blatant assault on the beliefs of Muslims and a violation of their sanctities, and we stress that the concepts of freedom, Personal rights and freedom of expression must be respected without transgression or abuse.  

  

The statement added, "While the Cabinet affirms the content of the letter of the Supreme Reference Office in Najaf addressed to His Excellency the Secretary-General of the United Nations, it instructs the Ministry of Foreign Affairs to take the necessary measures to follow up the issue with the United Nations, with the aim of reaching international commitments that prevent such attacks from occurring in the future." .  

  

And he continued, "The council also urges the Ministry of Foreign Affairs to communicate with the countries of the Organization of Islamic Cooperation and to confirm Iraq's request to host an emergency conference at the level of leaders or ministers."

The Council of Ministers issued, on Tuesday, a package of new decisions and recommendations during its session held today.  

 

  

And the media office of the Council stated in a statement, which “NAS” received a copy of, (July 4, 2023), “Prime Minister Muhammad Shia’ al-Sudani presided today, Tuesday, the twenty-sixth regular session of the Council of Ministers, which witnessed discussions on issues, public files, and conditions related to economic aspects. services and the implementation of the government programme.  

  

He added, "At the outset of the session, Al-Sudani indicated that the next six months are a critical period in the life of the government, and the momentum of implementation of the government program must be maintained, especially after the approval of the federal budget law for three years."  

  

Al-Sudani directed, according to the statement, ministries and government agencies to take measures to reduce delegations, especially to ministers and undersecretaries, whose increase has been noticed recently and affects the work of the ministries.  

  

The prime minister also directed that "the work of leadership staff in positions of duty continues, even after the end of official working hours, and that they be present in their ministries to work day and night, and that they remove from their dictionary the issue of vacation or the end of working hours."  

  

The Prime Minister pointed out, "The need to listen to citizens by officials, which will support the ministers' work program and accelerate the achievement of achievements, in addition to the need to stand up to blackmailers and expose them, who may appear with official or unofficial titles."  

  

And the statement continued, "The council studied the files and issues on the agenda and took appropriate decisions regarding them."  

  

The statement indicated that, "with regard to regulating foreign workers in Iraq, the Council of Ministers decided to approve the amendment of Cabinet Resolution (119 of 2021) amended by Resolution (283 of 2022) by adding a member from the Ministry of Interior, with regard to residency for foreign workers, to the committee." He pointed out that "in the field of import regulation and administrative reform in this sector, the Council of Ministers approved the recommendation of the Ministerial Council for Economy No. (230128 s), according to the following:  

  

1- Excluding all foodstuffs, from Paragraph (2) of Cabinet Resolution (23055) for the year 2023, according to what was stated in the Ministry of Health’s letter.  

  

2- Confirming the approval of pre-examination certificates from accredited bodies in the Ministry of Health and the Ministry of Planning / Central Agency for Standardization and Quality Control.  

  

He said, "The council also agreed to exclude military shipments from the procedures of the audit team formed according to Cabinet Resolution (23037), for the year 2023, concerned with requests for exemption from all customs duties."  

  

According to the statement, the council considered a number of issues on its agenda and took the following decisions:  

  

First: Approval of the draft law for the protection of intellectual property, which was audited by the State Council, and its referral to the House of Representatives based on provisions of the constitution, taking into consideration the remarks received from the legal department in the General Secretariat of the Council of Ministers.  

  

Second / Approving the donation of fixed assets (furniture and equipment) from the Ministry of Construction, Housing, Municipalities and Public Works to the road departments of the governorates (Diyala, Holy Karbala, Babil, Dhi Qar, and Wasit), based on the provisions of previous Cabinet decisions, (206 of 2019) and (340 of 2021).  

  

Third / Approving the recommendation of the Ministerial Council for Human Development (23013 b) for the year 2023, according to the following:  

  

Approval of the study and proposals related to the development of tourism activity, set out by the Ministry of Culture, Tourism and Antiquities, taking into account the interest in religious tourism.  

  

Fourth / Approving a draft law ratifying the strategic partnership treaty between the Republic of Iraq and the French Republic, and referring it to the House of Representatives, based on the provisions of the constitution.  

  

Fifth / Approval of authorizing the Undersecretary of the Ministry of Foreign Affairs for Bilateral Relations, Mr. (Mohammed Hussein Mohamed Bahr Al-Uloum) with the authority to negotiate and sign the following:  

  

1- Memorandum of Understanding between the Ministry of Foreign Affairs of the Republic of Iraq and the Ministry of Foreign Affairs of the State of Qatar, regarding the abolition of visa requirements for holders of diplomatic passports.  

  

2- A memorandum of understanding regarding conducting political consultations on issues of common interest between the Ministry of Foreign Affairs in the Republic of Iraq and the Ministry of Foreign Affairs in the State of Qatar, based on Cabinet Resolution (245 of 2022).

The Council of Ministers issues several decisions, and Al-Sudani issues directives on laws sent to Parliament
  
{Politics: Al Furat News} Prime Minister Muhammad Shia Al-Sudani presided today, Thursday, the twenty-seventh regular session of the Council of Ministers, which is the second session that was held during this week to make up for last week's session, which was not held due to the blessed Eid Al-Adha holiday.
 

The session witnessed a discussion of developments in the general situation in the country, and a discussion of the most prominent economic and service files that meet the requirements of the government program, in addition to deliberating on the topics on the agenda and issuing decisions and recommendations in this regard.

 

During the session, the Prime Minister directed the formation of a committee to set priorities in the draft laws that are sent to the House of Representatives, and that it has priority in approval, provided that the committee completes its work within a maximum period of two weeks.

 

And based on the directives of the Prime Minister, during the meeting on the (Riyada) initiative for development and employment, which was held a few days ago, regarding granting loans to young people, the Council of Ministers approved that the two banks (Al-Rafidain and Al-Rasheed) lend to young people who have completed the training courses of the Riyada initiative and wish to establish small projects and micro, as follows:


1. The loan amount does not exceed twenty million dinars.
2. The interest shall be (4%) annually on a declining instalment.
3. The repayment period shall be (7) years.
4. One of the following guarantees shall be approved:
a. The sponsor (government employee or retired).
B. A promissory note certified by a notary, for loans of less than 5 million dinars.
c. A guarantee document issued by the Bank Guarantees Company.
Dr.. A guarantee document covering non-payment, issued by insurance companies.

In the same context in supporting and investing young competencies, the Cabinet agreed to grant students of the Elite Channel, which was established pursuant to Cabinet Resolutions (199 of 2018) and (182 of 2019), preference in appointment within the categories and conditions specified by law, to benefit from their competence and in line with With the purpose of issuing the aforementioned Cabinet decisions.
And that coordination takes place between the Ministry of Higher Education and Scientific Research and the Federal Public Service Council, regarding taking appropriate measures to implement this.

 

In light of the Prime Minister's continuous directives, and his assurances on the use of modern irrigation systems in the face of the water scarcity crisis that Iraq and the region are suffering from, the Council of Ministers voted to authorize the Minister of Agriculture the power to authorize third parties to purchase the systems and contract directly with the companies of the Ministry of Industry and Minerals specialized in industry and production. The systems, as an exception to the contracting methods stipulated in the instructions for implementing government contracts (2 of 2014), and the instructions for implementing the federal general budget after its issuance, and approval of the 30% support rate, and a concessional period for ten years after the first year of receipt.


As well as approving the proposed support rate for the systems supplied from the Austrian Bauer Company loan, which is included in the general federal budget law for the year 2023, at a rate of 40%, and with a repayment period of 10 years after the first year of receipt, according to the accompanying prices mentioned in the Ministry of Agriculture’s letter.

 

In the context of the continuous government support for the Social Assistance Fund, it has been approved to allocate 1% of the revenues from fees and fines to support the fund, based on Article 19/Third of the Social Protection Law No. 11 of 2014, and the Ministry of Labor and Social Affairs is required to issue circulars to the ministries and non-governmental entities. Associated with the Ministry and the governorates, to transfer the aforementioned percentage to the Social Protection Fund account opened with government banks.

Second / Approval of a draft law ratifying the air transport services agreement between the government of the Republic of Iraq and the government of the Russian Federation, signed in the Russian city of Kazan on May 19, 2023, and referring it to the House of Representatives, based on the provisions of the constitution.

 

Third / amending Cabinet Resolution No. (137 of 2021), by removing the phrase: (and the number of employees does not exceed 40), regarding the General Authority for Monitoring Federal Revenue Allocations, so that the number becomes 80 employees.

Shafaq News/ The Iraqi Council of Ministers approved, on Thursday, a draft law to combat enforced disappearance and refer it to the Parliament. While directing the formation of a committee to determine priorities in draft laws sent to Parliament, it issued instructions for "Riyada" initiative loans.

 

In a statement received by Shafaq News agency, the media office of the Prime Minister stated that the Prime Minister, Muhammad Shia' al-Sudani, chaired the twenty-seventh regular session of the Council of Ministers, which is the second session that was held this week to compensate for last week's session, which was not held due to the Eid al-Adha holiday.

 

The session witnessed a discussion of developments in the general situation in the country, and a discussion of the most prominent economic and service files that meet the requirements of the government program, in addition to deliberating on the topics on the agenda and issuing decisions and recommendations in this regard.

 

During the session, the Prime Minister directed the formation of a committee to determine priorities in the draft laws that are sent to the House of Representatives, and that it has priority in approval, provided that the committee completes its work within a maximum period of two weeks.

 

And based on the directives of the Prime Minister, during the meeting on the “Riyada” initiative for development and employment, which was held a few days ago, regarding granting loans to young people, the Cabinet approved that the Rafidain and Al-Rasheed Banks lend to young people who have completed the training courses of the Riyada initiative and wish to establish small and micro projects. And as follows:

 

1. The loan amount should not exceed 20 million dinars.

 

2. The interest shall be 4% annually on a declining instalment.

 

3. The repayment period is 7 years.

 

4. One of the following guarantees shall be approved:

 

a. The sponsor is a government employee or retired.

 

B. A promissory note certified by a notary, for loans of less than 5 million dinars.

 

c. A guarantee document issued by the Bank Guarantees Company.

 

Dr.. A guarantee document covering non-payment, issued by insurance companies.

 

In the same context in supporting and investing young competencies, the Council of Ministers agreed to give students of the Elite Channel, which was established pursuant to Cabinet Resolutions 199 of 2018 and 182 of 2019, preference in appointment within the categories and conditions specified by law, to benefit from their competence and in line with the purpose of the issuance of the two decisions. the aforementioned Cabinet.
