The Council of Ministers, in its regular session held yesterday, Tuesday, headed by Prime Minister Muhammad Shiaa Al-Sudani, agreed that the Communications and Media Commission would issue a national license for mobile phones using fifth generation technology for an exclusive period of (3) years, to Al-Salam General Company, one of the formations of the Ministry of Communications. .


The Council decided, according to a statement by the Prime Minister’s Media Office, to approve an increase in the quantities of oil exported within the Iraqi-Chinese framework agreement to become one hundred and fifty thousand barrels per day, calculated on a monthly basis, instead of (100,000) one hundred thousand barrels per day.

 

It also agreed to exclude beneficiaries covered by the law. Social Protection (11 of 2014), allowing the subsidy to continue for a period of (3) months after granting them loans for income-generating projects. According to what was recorded in the letter of the Ministry of Labor, dated October 4, 2023. The Council voted to form the Board of Directors of the Iraq Fund for Development, headed by the Prime Minister, based on the provisions of Article (5/II) of the Iraq Fund for Development Regulations (3 of 2023), with the membership of ministers. Planning, Finance, Reconstruction, Housing, Municipalities, and Public Works, and three representatives from the private sector.

 

The Council exercises its duties specified by the aforementioned system. The Council agreed to accept the grant submitted by the Chinese Ministry of Foreign Affairs to the Ministry of Education, which includes office materials (desktop and laptop computers, printers, scanners, and photocopiers). .
The National Water Council draft law was approved and referred to the House of Representatives, based on the provisions of the Constitution, with the addition of the Chairman of the Board of Advisors to the membership of the National Water Council.


The Council of Ministers decided to recommend to the House of Representatives to approve the requests of Najm Abdullah Abdul Jubouri and Hamad Namis Yassin Al-Jubouri, to exclude them from accountability and justice procedures, in accordance with the requirements of the public interest.
The session also witnessed the approval of the draft law on the twenty-first amendment to Landlords Law No. (25) of 1960, which was reviewed by the State Council, and referred to the House of Representatives.

The Ministry of Health stated in a statement, a copy of which was received by {Al-Furat News}, that: “The amendment to this law addresses the lower grades of employees of the Ministry of Health and the rest of the state ministries.”

 

The ministry stated that "the proposal to amend the law will be submitted to the House of Representatives for a vote, noting that the law does not only apply to employees of the Ministry of Health, but also includes all state employees whose job grades are included and amended by the legal amendment."

In compliance with the ministerial platform that the House of Representatives voted on, on October 27, 2022, the Council of Ministers approved the following:


- The Media and Communications Authority is responsible for issuing a national license for mobile phones using fifth generation technology for an exclusive period of (3) years, to Al-Salam General Company, one of the formations of the Ministry. Telecommunications.


- In order to expand vital and strategic projects, and to advance development in the country, and to provide the necessary funding for them within the Iraqi-Chinese framework agreement, it was decided to approve an increase in the quantities of oil exported within the Iraqi-Chinese framework agreement to become (150,000) only one hundred and fifty thousand barrels per day, Calculated on a monthly basis, instead of (100,000) one hundred thousand barrels per day.


- For the purpose of including social protection beneficiaries with Department of Labor and Training loans, removing them from the poverty line database and helping them establish income-generating projects, in accordance with the amounts allocated for this purpose, the Council decided to approve the exception of beneficiaries covered by the Social Protection Law (11 of 2014), in order to allow the continuation of The aid was disbursed for a period of (3) months after granting them the aforementioned loans, according to what was recorded in the letter of the Ministry of Labor, dated October 4, 2023. As part of the government’s directions in
providing social care to all social segments, it was decided that the implementation of Council of Ministers Resolution (23192 of the year 2023) according to the following:


1- Allocating an area (1500 square meters) to the Iraqi House Foundation for Creativity, and completing the Baghdad Investment Authority procedures for the investment transaction and signing the contract with the investor, after excluding the aforementioned area from the contract in accordance with the fundamental contexts, and informing the investor of what was stated in the letter of the Ministry of Finance Dated June 12, 2023, the Ministry of Finance is responsible for implementing what was stated in its aforementioned letter.


2- Amending paragraph (1) of Council of Ministers Resolution (23192 of 2023) to become as follows:


The Ministry of Finance/State Real Estate Department owns an area (1500 m2) of the plot of land numbered (4/23797/m11) Zayouna service street, without any allowance to The Iraqi House Foundation for Creativity, based on the provisions of the Law on Ownership of Estates and Princely Buildings No. (3) of 1960, to build a home for the elderly, especially on it.


In the field of energy, the Council approved the following:  


1- Authorizing the Minister of Finance to sign a loan agreement for the Multiple Annual Maintenance Project, Fifth Phase (PUP5/B) for the benefit of the Ministry of Electricity, guaranteed by the American Export-Import Bank (EXIM BANK), based on the Federal General Budget Law. For the fiscal years (2023 - 2024 - 2025).


2- Approval of the financing conditions stated in the letter of the Ministry of Finance dated October 1, 2023.


In the direction of the organizing process for the new administrative structures, the Council of Ministers voted to form the Board of Directors of the Iraq Fund for Development, headed by the Prime Minister, based on the provisions of Article (5/Second) From the Iraq Development Fund System (3 of 2023), with membership of the Ministers of Planning, Finance, Reconstruction, Housing, Municipalities, and Public Works, and three representatives of the private sector, and the Council exercises its duties specified by the aforementioned system.


It was also approved to issue a system of tasks for the Internal Security Forces Development and support Fund and its formations, and the means of disbursing its revenues, based on the provisions of the Constitution, and the second clause of Article (57) of the Federal General Budget Law for the three fiscal years (2023-2024-2025).


The Council of Ministers agreed to accept the grant submitted by the Chinese Ministry of Foreign Affairs to the Ministry of Education, which includes office materials (desktop and laptop computers, printers, scanners, and photocopiers), based on the provisions of the Ministry of Education Law (22 of 2011), provided that its book value is determined by the Ministry of Education. Education after receipt, and the Ministry of Finance is informed of that value and the final beneficiary, provided that the Information Technology Center in the Ministry of Planning, the Intelligence Service and the National Security Service audit the computers before using them.

The Council of Ministers also approved the draft law on the National Water Council, and referred it to the House of Representatives, based on the provisions of the Constitution, with the addition of the head of the body of advisors to the membership of the National Water Council.


The session also witnessed the approval of the draft law for the twenty-first amendment to the Employment Law No. (25) of 1960, which was reviewed by the State Council and referred to the House of Representatives, based on the provisions of the Constitution, taking into account the recommendation of the Minister of Finance during the session. The amendment includes the creation of new job titles. In state departments, including the Ministry of Health.

The Council discussed, according to a statement received by Shafaq News Agency, the most important developments in the general situation in the country, and discussed the implementation of the basic files included within the priorities of the government program and their follow-up, in addition to researching the topics on the agenda and issuing decisions regarding them.
