According to a statement from Al-Sudani’s office received by Al-Ghad Press, “The Council of Ministers held its regular session headed by the Prime Minister, Muhammad Shia’ Al-Sudani.”

 

It is worth noting that the Council of Ministers holds its regular sessions on Tuesday of every week, to discuss the most important issues and ministerial plans drawn up and make decisions regarding them.

Shafaq News/ The Iraqi Council of Ministers approved, on Tuesday, a draft law on the right to access information.

 

The Council said in a brief statement that it would refer the draft law to the House of Representatives for the purpose of legislation.

 

The Council of Ministers held its regular session earlier today, headed by the Prime Minister of the current federal government, Muhammad Shiaa Al-Sudani.

{Politics: Al-Furat News} Today, Wednesday, Prime Minister Muhammad Shiaa Al-Sudani chaired the fortieth regular session of the Council of Ministers, during which the latest developments in the general situation in the country were discussed, and the progress of implementation of the basic files listed among the priorities of the government program was discussed, in addition to researching the topics listed. On the agenda, and decisions are issued regarding it.
 

Based on the directives of the Prime Minister to support professional and responsible media and journalistic work in Iraq, and in confirmation of the principle of transparency that must be followed by all state institutions, the Council of Ministers voted to approve the draft law on the right to access information, which was reviewed by the State Council, and referred to the Council of Ministers.

 

Representatives, based on the provisions of the Constitution, taking into consideration the observations of the Legal Department in the General Secretariat of the Council of Ministers and the relevant authorities, as well as taking into consideration the observations of the Ministers of Health and Justice, during the session.

 

The Council of Ministers also decided that the Yazidi Eid (Jama Eid), corresponding to October 14-16, will be an official holiday throughout Iraq every year for our Yazidi citizens.

 

With the aim of developing the agricultural sector and supporting farmers in implementing agricultural plans, it was approved to increase the capital of the Agricultural Cooperative Bank, approved by the Committee for Determining Corporate Capital in the Ministry of Finance, in the amount of (29,476,500,000) dinars, only twenty-nine billion four hundred and seventy-six. One million five hundred thousand dinars, in addition to the current capital of the bank, which amounts to (100,600,000,000) dinars, only one hundred billion and six hundred million dinars, so that after the increase it becomes (130,076,500,000) dinars, only one hundred and thirty billion and seventy-six million five hundred thousand dinars, based on The provisions of Article (10) of the amended Public Companies Law (22 of 1997), and the Ministry of Finance is responsible for taking the necessary measures to implement the above.

 

On the same path, with regard to the Industrial Bank, the Council of Ministers agreed to the following:
1. Canceling the Council of Ministers’ decision (234 of 2014) regarding increasing the capital of the Industrial Bank due to the lack of need for it.


2. The Ministry of Finance submitted a new establishment statement for the Industrial Bank to the Ministry of Commerce, to enable the latter to take legal measures regarding increasing the capital of the aforementioned bank.


3. Increase in the capital of the Industrial Bank by an amount of (529476500000) dinars, including an amount of (29476500000) dinars, the increase in the amount of the bank’s share of labor fee revenues for the year 2021 mentioned in the budget law for the year 2021 instead of (325000000000) dinars.


4. The Ministry of Finance took the necessary measures to implement what was stated in Paragraph (3) above.

 

Within the framework of financial and accounting reform, which receives great attention from the government, the Council of Ministers approved the following:

 

1. The commitment of all spending units to send funding requests within the operational investment budget directly to the Ministry of Finance/Accounting Department, within their approved allocations, and the competent minister or governor bears responsibility for completing all legal requirements, in accordance with the provisions of the Federal Financial Administration Law (6 of 2019) as amended, and the Federal Financial Management Law (6 of 2019), as amended, and the Law The federal general budget of the Republic of Iraq for the three fiscal years, and instructions to facilitate the implementation of the General Budget Law and other relevant legislation.


2. The commitment of all spending units to complete the incomplete requirements recorded by the Ministry of Planning, within the investment budget, before sending the funding request directly to the Ministry of Finance/Accounting Department. The head of the contracting entity bears legal responsibility for disbursement and completion of requirements, and the Ministry of Planning does not bear responsibility for disbursement on projects. Which contain violations.

 

In the energy file, it was approved for the Iraqi Oil Marketing Company (SOMO) to contract directly with the two oil tanker companies affiliated with the Ministry of Oil, and the Maritime Transport Company affiliated with the Ministry of Transport, for the purpose of transporting (70%) of the oil products exported to the oil tanker company, and (30%) %) for the shipping company.

 

The Council of Ministers discussed other topics on the agenda and took the following:

 

First: Transferring an amount of (3) billion dinars from the border ports authority’s budget, deducting electricity fees, and adding it to the network connection program.

 

Second: The Ministry of Finance allocates (8,269,644,605) dinars to the Ministry of Agriculture, to calculate compensation for those affected by fish breeders, by making a transfer from the account of supporting other companies within the Ministry of Finance and adding to the Ministry of Agriculture’s account (various compensation).

 

Third: Approval of the National Framework Program document in the field of technical cooperation for the period (2024-2029), and authorizing the Minister of Higher Education and Scientific Research/President of the Atomic Energy Authority to sign the aforementioned document.

 

Fourth: Approval of the exception of the contract (22/IRAQ/MOD/POLY/2022), for supplying the CH-5 drones and their fuel, from the procedures of the audit team formed pursuant to the amended Cabinet Resolution (23037 of 2023).

 

Fifth: Approval of canceling Paragraph (6) of Axis (Six) of the amended Cabinet Resolution (245 of 2019), regarding the establishment of a joint-stock company to support investment.
