The House of Representatives holds an extraordinary session to take the constitutional oath to the replacements and complete the amendment of its rules of procedure

The House of Representatives held an extraordinary session today, Thursday, under the chairmanship of Mr. Muhammad al-Halbousi, Speaker of the Council, and the presence of 202 deputies to take the constitutional oath of the new women and gentlemen, the new deputies, and vote on amending its internal system, after submitting two requests to the Speaker of the House with the signatures of 50 deputies to hold the session.
The Council voted to complete and approve the amendments to the articles of the internal system of the House of Representatives, including canceling the phrase “the Presidency” and making it the president and his two deputies, deleting the phrase “member of the Presidency” and replacing it with the phrase “the president or one of his two deputies,” in addition to amending the terms of reference of a number of parliamentary committees related to the nature of their work.
Subsequently, 64 deputies out of 73 substitutes took the constitutional oath to fill the membership of the Council after their names were read by the Speaker of the Council.
Representative Ahmed Al-Asadi read a statement in which he referred to the agreement of the political blocs at a meeting held today to address the effects of the previous phase and the crises that were the most dangerous of ISIS terrorism and the urgent need to achieve security and stability, indicating that the political blocs agreed to proceed with the formation of a national government in accordance with the principle of balance, consensus and partnership. Realize the aspirations of the people, respect constitutional principles, work to resolve differences between the federal government and the Kurdistan Regional Government, legislate the oil and gas law, return the liberated and the poorest areas, provide job opportunities for youth, and impose the prestige of the state on everyone.
The statement stressed the importance of the current stage and pledged that solutions would be at the level of the challenges, expressing that the forces participating in forming the government bear the responsibility to confront the challenges entrusted to them, in addition to reminding them of their respect for the decision of the Sadrist blocs.

Shafaq News/ On Thursday, the Speaker of the Iraqi Council of Representatives, Muhammad al-Halbousi, expressed his thanks to the leader of the Sadrist movement, Muqtada al-Sadr, after the end of the parliament session, which witnessed the swearing-in of the Sadrist movement's independent deputies.

Al-Halbousi said in a tweet to him on the social networking sites "Twitter", "We have started the road for the sake of the people, and we will go through each of his national positions inside and outside the parliament to achieve real reform that Iraqis aspire to."

He added, "Thank you to the size of Iraq to His Eminence Muqtada Al-Sadr, the sacrifice without a price, and the present always without absence."

And 64 members of the Iraqi Council of Representatives took the constitutional Yemen as replacements for the 73-member Sadrist bloc.

Shafaq News/ Today, Thursday, a parliamentary committee called on the Iraqi government to pressure the Iranian side and increase the gas quota to increase electric power amid rising temperatures.

 

The head of the Parliamentary Electricity and Energy Committee, Khaled Al-Daraji, said in a press conference held today, in the parliament building, and attended by Shafak News Agency correspondent, "Due to the advent of the summer and rising temperatures, and with the aim of increasing the energy produced in generation stations to meet the needs of the citizen, it requires the Iraqi government and the Ministry of Electricity In particular, pressure on the Iranian side to increase the amount of gas supplied, especially after paying the financial dues owed by the Iraqi Ministry of Electricity for the previous debts.

 

Al-Darraji indicated that "the amount of gas currently received by the Iranian side is much less than the quota established in accordance with the contracts and agreements between the two countries, and this negatively affects the energy produced in the power plants, which amounts to nearly 2000 megawatts."

 

In mid-June, Iranian Oil Minister Javad Oji announced that Iran had received $1.6 billion in arrears for gas exports to Iraq.

 

This came after the Iraqi Ministry of Electricity pledged to complete the payment of the debts and dues of Iranian gas supplied to Iraq within only two days, in order to avoid reducing it or cutting it completely.

 

Iraq relies on Iranian gas to operate electric power plants. Earlier, Minister of Electricity Adel Karim announced that Iraq needs Iranian gas between 5-10 years, while confirming the ministry’s agreement with the Iranian side to supply the country with 50 million cubic meters per day of gas.

, the media department of the House of Representatives confirmed today, Thursday, that the amendments to the articles of the internal system included canceling the phrase “presidency body” and making it the president and his two deputies.
And the department stated in a statement, that "the House of Representatives held today, an exceptional session, headed by the Speaker of the Council, Muhammad al-Halbousi, and in the presence of 202 deputies, to take the constitutional oath to the new replacement deputies and vote on amending its rules of procedure after submitting two requests to the Speaker of the Council with the signatures of 50 deputies to hold the session."
And she added, "The House voted to complete and approve the amendments to the articles of the internal system of the House of Representatives, including canceling the phrase the Presidency and making it the president and his two deputies, deleting the phrase Presidency member and replacing it with the phrase the president or one of his two deputies, in addition to amending the terms of reference of a number of parliamentary committees related to the nature of their work."

Al-Hindi graduated three days ago from the Faculty of Political Science at the University of Kufa and is considered the youngest deputy at the age of 32 years.

After months of stumbling and ambiguity that has enveloped the political scene in Iraq, since the parliamentary elections that took place on the tenth of last October (2021), the alternative representatives of the Sadrist movement’s bloc representatives took the constitutional oath today, Thursday, in the parliament building, after the strong Shiite cleric called Muqtada al-Sadr, his bloc's deputies to leave their seats.

The entry of MPs strengthened the position of the Iranian-backed Sadr opponents in Parliament

Al-Arabiya correspondent reported that the Coordination Framework bloc, which includes parties loyal to Tehran (the Al-Fateh Alliance and the State of Law coalition led by Nuri al-Maliki, and others) has become 120 deputies, after it was limited to 80.

 

While the number of independent deputies rose to 60, while 9 deputies from the alternatives did not attend to take the oath.

In addition, Parliament confirmed that the political blocs agreed to form a new government in accordance with the principle of partnership and balance, and also agreed to resolve differences between the federal government and the Kurdistan Region of Iraq.

Today, Thursday, Majed Shankali, a representative of the Kurdistan Democratic Party, revealed the details of the amendments to the internal system of Parliament.

Shankali said in a statement to the Iraqi News Agency (INA), that "the House of Representatives voted today to amend three paragraphs within the rules of procedure of the House of Representatives."

He added, "The bylaw mentioned that the number of members of the House of Representatives was 275, but it was amended to 329 deputies," noting that "the bylaw mentioned the Presidency of the Republic, and it was amended to the President of the Republic wherever it came."

And he indicated, "The third amendment was the Presidency of the House of Representatives within the rules of procedure, but it has now been amended to the Speaker and his two deputies."

Earlier today, the House of Representatives held its extraordinary session, headed by Parliament Speaker Muhammad Al-Halbousi, and 202 representatives attended.

The session witnessed the completion of the amendments and approval of the internal system of the Council, in addition to the swearing in of the constitutional oath for the new deputies.

Parliamentary move to reduce the exchange rate of the dollar

Today, Thursday, Representative Uday Awad announced that he has collected the signatures of more than 100 deputies to reduce the exchange rate of the dollar against the Iraqi dinar.

Awad stated, according to a document received by Noon News Agency, that “according to Article (61-Seventh-C) of the Iraqi constitution and Article (56) of the internal system, please include the issue of reducing the price of the dollar in the earliest possible session, according to constitutional contexts, and because of the economic repercussions taking place in the country and the collapse of the dollar. The currency and its reflection on the Iraqi citizen.

ERBIL (Kurdistan 24) – The Iraqi Parliament on Thursday gave its vote of confidence to 64 new members of parliament to fill the majority of the 73 seats left vacant by the Sadrist Movement.

The 64 new parliament members attained the seats since they had the most votes from the October parliamentary elections following the mass resignation of all 73 Sadrist MPs two weeks ago. They took their oath in Thursday's session, which was attended by 202 MPs.

Following the session, the participating political blocs issued a statement in which they called on all political blocs to commit to forming a national service government that responds to the people's demands. They stressed that the government should be formed under the principles of consensus, partnership, and commitment to upholding the constitution. 

The statement emphasized solving the disputes between Erbil and Baghdad and legislating the oil and gas law per the relevant articles of the Iraqi constitution. 

The overwhelming majority of the 64 new parliament members are from the Iran-backed Shiite Coordination Framework coalition, increasing the chances this coalition can form another consensus government in Iraq that upholds Iran's interests in the country. 

Past governments of this kind have given many promises to the Kurds, including resolving problems between Erbil and Baghdad and implementing the Iraqi constitution. However, they invariably fail to live up to such promises once the government is formed.

Sadr asked all 73 MPs of his bloc to submit their resignations to Halbousi on June 12, in an effort to put an end to the political impasse that has plagued Iraq since October’s elections. The resignations were approved by the Speaker soon after.

A total of 64 new MPs took the constitutional oath to join the parliament, with the remaining nine substitutes deciding to refrain from attending the meeting.

In a tweet following the session, Halbousi thanked Sadr for his “sacrifice”, adding that they have begun “the path for the sake of the people.”

The withdrawal of the Sadrist bloc also included the resignation of former first deputy Hakim al-Zamli from his post. Nonetheless, voting on a replacement for the first deputy position was not discussed during Thursday’s session. 

Iraq continues to be shrouded in political instability with the country yet to form its next government a staggering eight months since the elections. 

The Sadrist Movement emerged from the elections as the bloc with the highest number of seats in parliament. The bloc was seeking to form a national majority government with its allies in the Save the Homeland Alliance - the Kurdistan Democratic Party (KDP), and the Sunni Sovereignty Alliance - but faced strong opposition from the Iran-backed Shiite parliamentary faction Coordination Framework, who insisted on forming a more traditional government based on political consensus.

Today, Thursday, representatives of the Sadrist bloc took the constitutional oath in the House of Representatives.
The Sadrist bloc stated in a statement, that "the replacement deputies of the Sadrist bloc took the constitutional oath during the extraordinary session in the House of Representatives."
The statement added, "64 deputies took the oath out of 73, while 9 deputies from the substitutes did not attend."
Yesterday, Wednesday, the leader of the Sadrist movement, Muqtada al-Sadr, assured his bloc's deputies that he would not back down from the resignation they submitted to the parliament presidency.
The official Iraqi News Agency quoted an informed source that al-Sadr told the bloc's representatives during the Hanana meeting that he would not back down from the decision to resign and withdraw from the political process.
On Sunday, the leader of the Sadrist movement directed the resignations of members of the Sadrist bloc to Parliament Speaker Muhammad al-Halbousi. This came in light of the blockage in the political process in Iraq following the recent elections that took place last October.

In his letter to members of his Sadrist bloc in parliament, al-Sadr said: "The head of the Sadrist bloc, brother Hassan al-Adhari, must submit the resignations of the sisters and brothers in the Sadrist bloc to the Speaker of Parliament."
For his part, Parliament Speaker Muhammad Al-Halbousi approved the resignations of the Sadrist bloc’s deputies from the House of Representatives.

Parliament adjourned its extraordinary session, headed by Parliament Speaker Muhammad al-Halbousi, and attended by 202 deputies, after completing the vote on the amendments to the internal system of the Council, and taking the constitutional oath of the new deputies.

 

 

The mass withdrawal of Sadr's deputies exacerbated the uncertainty in Iraq, which in turn deepened the months-long political crisis over the formation of the government.

 

The Sadr movement was the biggest winner in the general elections held in October, but it was unable to form a coalition to form a majority government.

 

And he entered into a power struggle with his opponents, which hindered the formation of a new government.
Two weeks ago, al-Sadr ordered his parliamentary bloc's deputies to resign in an attempt to break the 8-month stalemate, and the unprecedented move threw the Iraqi political scene into chaos.
According to Iraqi laws, if any seat in the House of Representatives becomes vacant, the candidate who obtains the second largest number of votes in his constituency shall replace it.
In this case, Sadr's opponents from the Coordination Framework, an alliance led by parties close to Iran, would become the majority, allowing them to determine the formation of the next government.
Although the House of Representatives is in recess, lawmakers, most of them from the coordination framework, called for an extraordinary session, Thursday, to vote on the new legislators.

The Iraqi elections were held several months ahead of schedule in response to mass protests that erupted at the end of 2019 and saw tens of thousands mobilize against rampant corruption, poor services and unemployment. The political stalemate led to the spread of fears of renewed protests and street clashes between Sadr's supporters and their opponents from other blocs.

Never would have thought Al-Sadr would have turned Iraq over to Iran. 
I thought it might have been just a big bluff he was pulling but it does appear he just threw in the towel and turned it over to Al-Maliki and Iran….

....got a real empty in the pit of my stomach knowing Sadrs opponents are filling the empty seats. Certainly appears Maliki will get the PM chair.

Unless I'm missing something, if that happens I don't give a snowballs chance in Hades of ever seeing this investment anything else but toilet paper.

I believe this has been planned for some time now. Remember Sadr went to Iran  a few months ago for spending some time in Iran. This I feel was planned by Sadr to have his group resign so they could appease Iran with more of politicians that were supporting of Iran this way he was able to save face by convinancing his group to resign. Slick on his part turning over parliament to Iran. Now if Maliki gets to be head as prime minister forget the dinar as he did when Shabibi tried to increase the value. It will be years if at all for any increase to happen. We might as well hang it up a lost cause on our part as investors in Iraq/Iran.

According to a statement of the forces received by {Euphrates News}, "Aware of the importance of the stage the country is going through, the parliamentary blocs held an emergency session to take actual steps to address the effects left by the march of previous years and the ordeals and crises that the country was subjected to, the terrorism of al-Qaeda and ISIS, the most dangerous of which was on the security, safety and stability of Iraq, which The Iraqis faced it with courage and dedication and achieved a great victory over terrorism."

He continued, "Noting the circumstances and events that Iraq and the region are going through, and the need to achieve security and stability, provide services and work to restore hope to the Iraqi youth, and based on all of the above, the political blocs are committed to serious and urgent work to form a national service government that fulfills the wishes and needs of our citizens in accordance with the principle of balance, consensus, partnership and commitment." constitution and respect for official institutions.

The statement expressed that "the political forces are aware of the importance of this stage and seek solutions to the challenges level and urgently, and the political forces participating in the government bear full responsibility for the performance of the next government and provide the requirements for its success," indicating that "all political forces with imposing the prestige of the state on everyone and stopping abuses." the law and in all its forms.

{Local: Al Furat News} The Secretary-General of the Human Rights Movement, Hussein Moanis, announced on Thursday that they withdrew from the House of Representatives and did not occupy the seats of the resigned Sadrist bloc deputies.

"We stress the need to expedite the formation of a new, strong government capable of managing the state at this stage," the movement's statement said. 

The movement called, according to the statement, "to the political forces to give priority to the national interest and to develop realistic mechanisms to remedy the crisis and form an effective national service government." 

"We will not deviate from representing the people, demanding their rights in all situations, assuming responsibility and facing challenges," she added.

Al-Halbousi after the special session: Thank you as much as Iraq to Muqtada Al-Sadr

The Speaker of the House of Representatives, Muhammad al-Halbousi, affirmed, on Thursday, that each of his positions is proceeding to achieve "real reform that Iraqis aspire to," while expressing his thanks to the leader of the Sadrist movement, Muqtada al-Sadr, "the sacrifice without a price."  

 

  

  

Al-Halbousi said, in a tweet on "Twitter" followed by "Nass" (June 23, 2022), "We have started the road for the sake of the people, and we will go through each of his national positions inside and outside the parliament to achieve real reform that Iraqis aspire to."  

  

He added, "Thank you to the size of Iraq to His Eminence Muqtada Al-Sadr, who sacrifices without a price, and is always present without absence."  

  

The alternate representatives of the Sadrist bloc, who resigned from the House of Representatives, earlier today, swore the constitutional oath under the parliament's dome, during the extraordinary session chaired by Parliament Speaker Muhammad al-Halbousi.  

 

  

The "Ata'" movement published, earlier, the list of replacement representatives, while it indicated that the number of independent MPs' districts was distributed among 44 districts, noting that "the number of replacements is not necessarily equal to the number of female resignations."  

  

The movement clarified in a statement that Nass received a copy of it, (June 20, 2022), that "the replacement mechanism was based on the Commission's instructions regarding calculating the women's quota, that is, within the department, and the woman is replaced by another woman only in the event that the replaced woman won the women's quota."
