Shafaq News/ The Iraqi parliament formed, on Saturday, a parliamentary committee specialized in the financial and economic file and supervising the work of the Central Bank, against the background of the Sadrist movement's leader Muqtada al-Sadr's tweet regarding the devaluation of the Iraqi dinar against the US dollar.

 

A source in the office of the First Deputy Speaker of the House of Representatives, Hakim Al-Zamili, told Shafaq News, that the latter "held a closed meeting with the Governor of the Central Bank, Mustafa Ghaleb, in the presence of the heads of parliamentary blocs, to find out the bank's work mechanism as well as solutions to reduce the dollar exchange rate."

 

He added, "It was agreed to form a parliamentary committee headed by Governor Al-Zamili and with the membership of deputies specialized in the financial or economic file, to be nominated by their blocs to exercise their duties in reviewing the financial policy and the Central Bank's work mechanism in general, and auditing files related to the bank's work."

 

He added that "the committee will begin its work after the completion of the nominations for members of the committee, as well as issuing the official order to sign the Presidency of the Parliament on the committee and start its work, which will be at the latest estimate next week."

 

Today, Saturday, the House of Representatives held a meeting in the Constitutional Hall headed by First Deputy Speaker Hakim Al-Zamili to discuss the reality of the dollar exchange rate against the local currency.

 

The Governor of the Central Bank, Mustafa Ghaleb Mokhif, his deputy, and a number of officials in the bank attended the meeting, while Finance Minister Ali Allawi and his ministry boycotted the meeting, according to Shafak News Agency correspondent.

 

Al-Zamili opened the meeting with a speech in which he said, "Parliament will question the Minister of Finance for not attending the meeting," adding that the fiscal and monetary policy in Iraq suffers from defects and damage, and there are risks it faces, so we decided to hold this meeting.

 

He also said, "We were surprised that the Minister of Finance did not attend the meeting," noting that "some leaders and leaders contacted us in order to wait on the issue of the Minister of Finance. If we do not exercise our oversight role, Parliament cannot exercise its oversight role or host any minister anymore." .

 

The First Deputy Speaker of the House of Representatives continued by saying, "We heard that the minister wants to submit his resignation, and this is his right, but there are files that must be discussed, and there are requests for signatures from the representatives to host the Minister of Finance in Parliament."

 

He added, "Even if Allawi resigns, he will not be left without accountability, and we have files that condemn him," noting that "we will issue a travel ban against the Minister of Finance until he comes to Parliament."

 

"We will hold an emergency session this week at the request of 50 deputies, to discuss fiscal policy, currency smuggling and the exchange rate," he added.

 

Al-Zamili accused the Minister of Finance of "transferring his losing experiences to the companies he managed abroad to Iraq, saying that he (the minister) "did not provide anything for this country, and contributed to the rise of Iraq's debts to 27 trillion dinars in just one year."

 

He also mentioned that the Ministry of Finance has not sent its financial accounts so far, and has not taken any measures to collect debts with communication companies, smuggled money and aliens.

 

On Thursday, the leader of the Sadrist movement, Muqtada al-Sadr, presented six proposals regarding the exchange rate of the dollar against the Iraqi dinar, including summoning the Minister of Finance, Ali Allawi, and the governor of the Central Bank, Mustafa Ghaleb, immediately.

 

Al-Sadr's proposals included, "strongly stopping currency smuggling, looking into the matter of some banks such as (Middle East, Al-Qabd, and Al-Ansari) belonging to some people who control the currency, and other private banks, and dealing firmly with banks belonging to some of the parties controlling the country and people."

 

In addition, Al-Sadr urged "to organize the Iraqi currency market centrally and in a correct manner, by enacting some laws that increase the value of the dinar exchange rate."

Al-Zamili called on the Public Prosecution to take the necessary legal measures, fundamentally, to prevent the Minister of Finance from traveling “because there are a number of files against him and until the issue of his accountability is resolved when he appears during this week’s session and questioned him in the event of refusal,” blaming “the Ministry of Interior and the Intelligence Service responsible in the event he leaves the country.”

On Friday, an official source in the Iraqi Ministry of Finance strongly ruled out the possibility of changing the exchange rate and reducing the value of the dollar against the dinar because of its negative repercussions on the country's economy, after the demands of the Sadrist movement's leader Muqtada al-Sadr to conduct a review of this file.

The official source told Shafaq News Agency, that the change in the exchange rate of the US dollar against the Iraqi dinar came after the drop in oil prices to below 30 dollars per barrel, and the decrease in the financial returns achieved from selling crude at the end of the year 2020.

He explained that "the exchange rate of the dollar against the Iraqi dinar is fixed and cannot be changed easily."

The source, who asked not to be named because he was not authorized to declare, added that "the International Monetary Fund and the World Bank supported Iraq's move at the time to devalue the dinar against the hard currency, and any change in the exchange rate without studying will have a negative impact on the financial and economic situation in Iraq." .

Thanks 6ly410, I still can’t help but think the World Banking Cartel, the IMF, the BIS and all the usual Bankster’s have their big thumbs in all of this. All of the central Banks around the world are connected and Iraq is no different. This is all just a side show. 

 Allawi is showing his true colors as an IMF shill. There really is no connections between the parliament and the Central Bank even though Sadre is forcing the issue. We’ll have to wait and see..

I also think the transition to a digital world is playing into this. I also used to agree with Adam that the Dinar would come out around .10 cents but any collapse of the U.S. dollar could see the Dinar revalue at a lot more. It doesn’t mean it’s worth any more than .10 cents but like Gold or silver soaring just means the Dollar isn’t worth crap anymore. The Dinar is more like a hedge in my mind.

If Sadre can get the Central Bank to revalue the Dinar to get it back into world markets and listed on Forex it could float up to its true value.. Just my opinion!

Legal expert Ali Al-Tamimi confirmed, today, Saturday, that the law allows Parliament to host or clarify any competent minister in accordance with Article 61 VII / B of the Constitution and to hold the extraordinary session with the approval of 50 deputies.
 
Al-Tamimi said in a special statement to NRT Arabic: “According to Article 61 Seventh / B of the constitution, 25 deputies can raise a general topic for discussion, clarification, and host the competent minister,” noting that “Article 58 of the constitution authorized the holding of the extraordinary session with the approval of 50 deputies.”
 
He explained, "This is not an interrogation, but an interrogation in accordance with the constitution and the internal system of Parliament, and economic security is one of the first priorities of the caretaker government."
 
The expert added, “The Governor of the Central Bank proposes to change the dollar exchange rate and go down with it, and present this to Parliament to give it legitimacy, and then if the vote receives an absolute majority of the number of members, half of the total number plus one adopts this change, and that this rise in the exchange rate affected the poor and common Crime, suicide and heinous crimes.
 
And that the rise in the exchange rate violates articles 30 and 31 of the constitution, which obligate the government to provide a free life and a decent life for citizens, according to Al-Tamimi, who pointed out that “this proposal (going down the exchange rate) is included in the next budget law, which is presented by the elected government according to exchange rate changes, and thus becomes legally binding.”
 
He pointed out that "the economic situation in the country had a great impact on the lives of the poor and led to an increase in crime, divorce cases and suicide, so the urgent solution is in the public interest and that people's lives are above the law and the people are the source of powers."
 
This came in response to the questioning of the Central Bank Governor and his deputy to discuss the consequences of rising prices as a result of raising the dollar exchange rate.

First,  the minister of finance.  and now, the governor of the CBI don' t want to rv the IQD either. What is wrong with these people. Just wonder has the minister of finance also been smuggling billions of dollars outside Iraq before ( just like what corrupt malarki has smuggled it too before )? Therefore, that might be the reason minister of finance doesn't need to rv the IQD?

. For his part, the economic expert Safwan Qusai stressed that there are many doors and sectors through which investment can be made, and to benefit from the huge rise in global oil prices through the budget through a positive view of development.

Qusay said in an interview with Alsumaria News, "The current and future Iraqi government has to set a program to enhance the investment process and maximize revenues, and that there will be economic diversification and job creation to absorb unemployment through investment spending," expecting that "the next year's budget will be at a level of 150 trillion dinars and that Up to fifty percent of it goes to the investment side.

He added, "There are many doors and sectors through which investment can be made, including sulfur, phosphate, and cement, in addition to the geographical locations through which we can create new revenue outlets, which makes us able to release part of the revenue towards development," stressing "there is a need to reconsider operational spending." And directing it to have operating revenues and not just operating expenses, given that government units provide services, but the collection is weak, which makes us need to control the outlets for operational spending, taking into account the living situation of citizens and the welfare of the citizen.
