Director General of Strategy in the Ministry, Dr. Sabah Jundi Mansour told Al-Sabah: "The department is preparing a five-year plan to reduce the poverty rate in Iraq," noting that "there are meetings with local and international experts in this regard to reduce the percentage according to the circumstances and available capabilities," stressing that "The plan will be flexible towards any emergency that occurs in the country."
He added, "The ministry basically has a plan approved for the years 2018-2022, but the conditions that Iraq went through, such as the (Corona) pandemic, the financial crisis and the high exchange rate of the dollar added new poor to those who were present," noting that "the ministry worked through the response document with focus." She added that "the indicators reached by the study, which was prepared by the ministry, in cooperation with the World Bank, were according to scenarios and expectations, related to the ban and closure procedures, the decline in financial resources, the rise in prices, during the past year, and the direct effects of the pandemic on the health and education sectors, and the economy and development in about a year." and the continuation of these procedures.

The ministry explained, "According to these scenarios, expectations indicated a rise in multidimensional poverty rates, which include poverty in services (health, education, housing, and income), from 20% DP in 2019 to more than 30% in 2020."

She indicated that "many of these scenarios and expectations were not achieved, but they were used in developing the treatments, which were included in the Corona recovery plan launched by the ministry during the current year, and included a set of procedures and policies in three main axes: economic, social and spatial."

The Ministry of Planning pointed out that "the poverty rate did not rise to the level expected by the study, and therefore the initial indicators available to the ministry, now, indicate that the poverty rate throughout the country does not generally exceed the indicator of that reading before the Corona pandemic."


The ministry confirmed that it is preparing to conduct the economic and social survey of families in cooperation with the World Bank and relevant international organizations, which will give a more accurate map of all kinds of poverty indicators, as well as the ongoing preparations for the implementation of the general population and housing census in Iraq during the next year 2022, which will represent the detailed figures for all indicators, and that it Count on government support to make it happen."/End of 8

This is positive, but 20% of the population still lives at the poverty level. Thank God it's not at the 30% rate that was projected.

Earlier, the Ministry of Planning had set the paths of the poverty reduction plan in the country, while revealing the nature of the work of its social fund.
The Deputy Minister of Planning for Technical Affairs, Maher Hammad, told the Iraqi News Agency (INA), that "the Higher Committee for Poverty Reduction Policies continues its work after it was re-composed on June 8, and the poverty alleviation file was transferred to the Ministerial Council for Economy." 
He added, "Treating the file is not an easy topic and requires working on several things, especially determining the percentage of direct financial need, because poverty in the country is (multi-dimensional) and its image is the lack of health services, education, services or basic living necessities," noting that "the treatment is done by working on those tracks." to alleviate poverty. 
He pointed out that "the main poverty factor is financial poverty, which is linked to the inability to provide basic living necessities, and this is linked with the work of the social protection network and empowering the poor through job creation." 
He added, "The ministry is working to provide additional services in poor areas through what it calls the Social Fund," noting that "the fund roams in all villages and governorates to find out the most prominent needs of citizens, such as water, electricity, schools, and others." 
He pointed out that "the change in the exchange rate and the ban on health curfews helped to increase the poverty rate," noting that "the decrease in the poverty rate in Iraq is possible through launching investment projects that will create job opportunities for many citizens."
With regard to the poorest places, he indicated that "they are concentrated in slum areas and villages, and they need a major campaign to change the poverty rate in them and extricate them from their reality."
