This time it was more specific and accurate, urging the public to participate extensively with the aim of bringing about a change that would bring positive results to the country. The overwhelming majority is conditioned on broad participation and not on a massive boycott of the elections, on the pretext that there is no benefit from participation and on the pretext that expectations do not herald more than a slight change (or under control).
 The competing forces in the Shiite arena are most of them calculated and classified within the circle of groups (Shiite political Islam), and the difference of these groups from the Sunni political Islam groups is their having to derive the legitimacy of their work, formation and existence from religious references. This difficult test put the political forces and individuals in front of a (dangerous assignment), either to seek change, which is an unavoidable political and existential necessity, or to spin in the orbit of previous policies and visions, which are policies that have proven harmful and failed, which required early elections to change them and build a new political legitimacy for the government, authorities and policies Commit to serious change and reform or be a result of it.

She added, "There are no elections that bring immediate miracles, and democracy needs continuous work," stressing that the elections will address the challenges facing Iraqis, and it is a necessary step on the right path and will be different from the ones that preceded it, as we expect that these elections will be better than the previous ones, and the results of the elections may not be satisfactory. for all Iraqis. 

Plasschaert indicated, "Every Iraqi has the right to exercise his democratic role through elections, and all efforts are directed to prevent fraud in the elections, as the number of international observers is sufficient and will be deployed in all cities of Iraq, and the security forces are working to secure a safe environment for the elections," adding that "not participating in the elections." It gives the right to have people he does not want to be in Parliament.” 

And she stressed, "The United Nations will be in the governorates of Baghdad, Erbil, Kirkuk, Nineveh and Al-Basr, and our role is limited to monitoring the elections and confirming their legitimacy," noting that "ratification of the election results is the responsibility of the government and the Electoral Commission, and we have no role in that." 

The representative of the United Nations concluded her speech by saying: "The election results will not change everything. The electoral political climate in Iraq is very complex and different from anywhere else in the world. Several measures have been put in place to reduce any fraud that may occur."
