Yesterday, Sunday, Prime Minister Mustafa Al-Kazemi discussed with the First Deputy Speaker of Parliament, Hassan Al-Kaabi, the progress of the implementation of government and executive agencies for the campaign to remove abuses on public property. 
A statement by the Prime Minister stated, "Al-Kazemi received Al-Kaabi, and during the meeting, they discussed ways to make the elections successful, and to strengthen coordination between the executive and legislative authorities, in order for the upcoming October elections to be the true expression of the will of the Iraqi people, as well as a review of the implementation of government and executive agencies for the campaign." On the other hand, Al-Kaabi stressed that Iraq is the leading country in its application of the democratic system in the Middle East, pointing out that moderate forces will have a major role in managing the state in the next stage. 
A statement by his office said, "Al-Kaabi received the Canadian ambassador to Baghdad, Ulric Shannon, the head of the political department, Colin Lake, and the political and media affairs advisor, Diar Al-Khayyat."
Al-Kaabi added, "We have previously called for the importance of Canada's contribution to the implementation of important projects related to strategic planning, federal and federal administrations, and economic and security files, as it is one of the developed countries in these areas."
He explained, "The next stage is among the most dangerous stages that the country is going through, and we must succeed in this pioneering democratic experiment throughout the region, which has an international desire to achieve," noting that "this transformation depends on the awareness and belief in this type of governance, whether for the individual. The Independent High Electoral Commission is preparing to conduct the third and final simulation on Wednesday, 22nd of this month, indicating that the number of accredited media professionals, local observers, agents of political entities and international observers is approximately 45,000 people. 
The commission explained, in a statement, that "the simulation will be conducted throughout Iraq with two stations in each of the (1079) registration centers belonging to all electoral district offices, in the presence of the Korean company that manufactures electoral electronic devices, the German company that examines the United Nations Office for Electoral Assistance and the International Agency for Electoral Systems ( Ives), as well as cybersecurity.
In Diwaniyah, the province's electoral commission announced the formation of a media committee to support the national effort related to the parliamentary elections, and the "Al-Sabah" correspondent was chosen as the head of that committee.
The director of the electoral commission in the province, Fares Al-Attiyah, said in an interview with "Al-Sabah": "The formation of the media committee to support the national effort related to the parliamentary elections is an important event that the previous electoral cycles did not witness," pointing to "the need for concerted efforts to make the upcoming parliamentary elections a success, especially the media effort." A video prepared by the United Nations Assistance Mission for Iraq (UNAMI) garnered 13 views on YouTube, while the number of viewers doubled to more than 200 viewers on Facebook.  

  

 

  

About 24 hours have passed since the UNAMI broadcast its videos aimed at encouraging Iraqis to participate in the elections, as the mission posted video clips on its Facebook page and YouTube channel, in addition to the mission's official website.  

  

The film clips show young Iraqis talking to the camera, and they all express their enthusiasm to participate in the elections, as they appear one by one with phrases such as "I will participate for change."  

  

The mission is engaged in a promotional campaign against a movement led by activists to boycott the elections, and the mission's official, Jeanine Plasschaert, dedicated part of her previous briefing on August 25 to downplaying the boycott and calling for participation.  

  

And the leaders of political blocs - including Nuri al-Maliki - had previously expressed their "fears about the high rate of boycott and the reluctance of Iraqis to participate in the upcoming elections," while the US embassy encouraged Iraqis to participate.  

  

Since the outbreak of the October 2019 demonstrations, protesting segments have been calling for "a package of conditions that must be met before the election date to ensure their integrity," while the Iraqi government, the Electoral Commission and the UNAMI mission responded that "the preparations to ensure integrity on election day have reached unprecedented levels in previous electoral experiences."

{Political: Al-Furat News} Prime Minister Mustafa Al-Kazemi briefed today, Wednesday, the progress of the implementation of the third and final simulation of the electoral process, which took place at the headquarters of the Independent High Electoral Commission.

A statement by his office, of which the agency {Euphrates News} received a copy, stated that "during the simulation process, a detailed presentation and a comprehensive explanation was presented before the Prime Minister for all the paragraphs of implementing the electoral process that will take place on the tenth of next October."

Al-Kazemi stressed, "The aim of this simulation is to come up with fair elections that reflect the Iraqis' aspiration for a better future, and that their results truly reflect the will of the Iraqi people."

He praised the simulation process, which appeared at a successful and reassuring level, stressing that "this success will be an important message for citizens and politicians, with our keenness to avoid any error rate, no matter how small."

And the Prime Minister stated, "The government apparatus has fulfilled all the requirements for the success of the elections, whether from the security aspect or providing logistical support, and other matters requested by the Electoral Commission."

For his part, the Head of the Electoral Commission thanked the Prime Minister for the strenuous efforts and facilities made by government agencies; To make the elections a success and to hold them on time and to create the means for their success.

Deputy Speaker of Parliament Bashir Al-Haddad confirmed that forming a government after the elections process is not an easy matter, pointing out that there are some parties that still want to postpone the process.

A previous referendum, 8 years ago, asked a group of citizens about whether some citizens sold their electoral cards or that candidates for the elections offered gifts or services in exchange for voting for them.
 The Office of the Supreme Reference to the referendum responded that the two cases were not permissible.
It is noteworthy that the early parliamentary elections on October 10 will take place according to electronic voting and biometric cards.

The Fatwa Committee stressed that “every candidate who is proven with certainty that he purchased voter cards should forfeit his right to nominate and defame him, because it is an element of corruption that undermines the purpose of the desired change in the election process, and this comes as a matter of taking precautionary measures to ensure the integrity of the election process and to limit and manipulate the outlets of corruption.”

Shafaq News / The Independent High Electoral Commission set, on Friday, a date that it said will be the last for voters who have not received their biometric cards so far.

The assistant media spokesman for the commission, Nibras Abu Souda, told Shafak News Agency, "The commission has distributed 14 million electoral cards, out of a total of 17 million, according to the latest statistics."

Abu Souda added, "The process of distributing electoral cards continues up to 48 hours before the special voting day," at the same time suggesting that "the process of distributing cards will escalate in the coming days."

There are only 16 days left until the Iraqi elections scheduled for the tenth of next October, while the number of voters who have not received their electoral cards is about three million people.

Iraqi leaders sign electoral code of conduct

The agreement among Iraqi parties comes in light of ongoing efforts by Mustafa al-Kadhimi’s government to reunite political blocs ahead of the October elections.

The leaders of Iraqi political parties and blocs participating in the upcoming elections signed on Sept. 15 an electoral conduct document under the auspices of President Barham Salih and Prime Minister Mustafa al-Kadhimi. The code consists of principles and rules aimed at controlling the behavior of political parties during the election period.

Early parliamentary elections are scheduled to be held in Iraq on Oct. 10, with the participation of 110 political parties formed into 22 electoral alliances, and a total of 5,323 candidates. The government has been striving to secure the necessary political, economic and security atmosphere to ensure elections with the greatest possible integrity. It also provided the Independent Electoral Commission with the necessary funds.

In order to providing security and other logistic requirements, the Independent High Electoral Commission conducted on Oct 22, the third and final simulation across Iraq in two stations for each of the 1079 registration centers affiliated to all provincial electoral offices. The prime minister Mustafa Kadhimi has overseen the process. Other political leaders and UN representatives and other international parties attended the event as well. 

Kadhimi had sponsored in August the National Dialogue Conference with the participation of all spectrums of Iraqi society to discuss matters related to the Oct. 10 elections.

It is for this purpose that Kadhimi’s government signed the electoral conduct document. According to Salih, who hosted the signing meeting, the document entrenches respect for the constitution and legal regulations, sets up a safe and stable environment for elections, ensures equal opportunities for candidates and aims to ensure abidance by the instructions of the electoral commission. It also aims to ward off negative phenomena that affect the voter's decision, inter alia political money, intimidation of citizens, electoral fraud and others.

The Iraqi president had indicated political forces’ abidance by the electoral code of conduct would "contribute to setting the pace of the electoral process, which will have decisive consequences.” He noted the Iraqi people as well as the international community are observing the elections. Salih hoped the elections would be a democratic model for the peaceful transfer of power.

Kadhimi asserted that the conduct document is an important document worthy of endorsement. “Iraqis have no choice but to hold elections, and we must accept their results in good faith,” he said. “The government will only be biased toward the will of the voters.”

He also stressed the necessity of accepting the results of the elections, pointing to the public service responsibility and the importance of not repeating the mistakes made in the past.

The electoral conduct document provided for the formation of a committee composed of the Supreme Judicial Council and the High Electoral Commission in Iraq to follow up on the implementation of its contents and present it to the public. This will allow detecting any noncompliance with this document by any party or persons and taking the legal measures against them in accordance with the laws in force.

Moreover, the document states that the signatories are obligated to accept the final election results that are approved by the Federal Supreme Court in Iraq. It stressed the need to accept and abide by the final decision of the judiciary. It further urged all political parties’ members and supporters to accept and abide by those decisions and to act in a spirit of responsibility while refraining from organizing electoral campaigns based on racism, sectarianism, nationalism, discrimination on the basis of sex, or disparaging competing persons or candidates.

Although the electoral code of conduct does not include punitive clauses other than those mentioned in the laws governing political parties and elections, it comes at a time when electoral propaganda in the country reached a zenith. Iraqi political parties have been using different methods of political and electoral slander, such as tearing up posters of rival candidates.

In this context, Independent Electoral Commission spokeswoman Nebras Abu Souda told Al-Monitor, “The commission has already received dozens of complaints from different electoral lists. Most of these complaints are related to tearing up and destroying electoral advertisements. Other complaints were about the use of political money in electoral campaigns and making baseless accusations between candidates. The commission hopes that the electoral conduct document signed between the political parties will put an end to such behaviors and allow citizens to head to the polls without legal violations that may affect the election results.”

Abu Souda affirmed that if it is proven by evidence that any candidate has violated the laws related to electoral campaigns and the rules contained in the electoral conduct document, the commission will impose appropriate penalties against this candidate.

Meanwhile, political parties praised the electoral conduct document, a step forward that has eluded the Iraqi parliament until now. The code is not limited to the electoral campaign period only. For instance, the conduct document prevents the use of state resources in favor of any party taking part in the elections. It also prevents the use of weapons before and on polling day and calls for adhering to the constitutional time limits after election day. This is in addition to many other issues that were previously covered by the constitution and some applicable laws. However, during the years that followed the political change in the country in 2003, Iraqi political parties did not adhere much to those rules.

Perhaps one of the most prominent reasons for the parties’ indifference to the laws they approved themselves in Iraqi parliament is the absence of a punitive text in the constitution and the dominance by these parties over state institutions, especially security institutions, which promotes impunity. The constitution does not stipulate a penalty on the winning blocs if they fail to name a prime minister within a period of 15 days as of the date of announcement of the election results, as is required under Article 76. This made it easy to bring the country into a constitutional vacuum.

Moreover, militias have not been banned from participating in the elections. This is contrary to what is permitted by the political parties and entities law, since militias possess weapons and exploit places of worship in political action.

In all cases, the elections’ result will tell whether the violations that marred previous Iraqi elections will be repeated or if the official supervisory authorities will use the electoral conduct document as a means to enforce stalled legislation and address the relevant legal loopholes.

On Sunday, the Chairman of the Board of Commissioners, Judge Jalil Adnan Khalaf, announced that the government will allocate a financial reward for each voter who receives his electoral card.

While the mechanism for monitoring candidates’ commitment to electoral silence was clarified, it spoke of the legal penalty for violators of the terms of electoral campaigning.
The Director of the Media and Mass Communication Department at the Commission, Hassan Salman, told the Iraqi News Agency (INA): "The Commission has embarked on an accelerated and continuous plan to deliver biometric voter cards and educate voters about the importance of receiving them, and to have a degree of awareness in this aspect," explaining that "" Receipt of cards and voter education will continue until the day before the election process.
Regarding the mechanism for monitoring the candidates’ commitment to electoral silence, Salman added, “The commission has System No. 5 on electoral propaganda, which falls under the door of violating electoral propaganda in the event that parties and candidates continue to campaign despite the electoral silence.”
He pointed out that "the electoral silence will be on the 9th of next October, that is, 24 hours before the date of the elections."
Meanwhile, security expert Sarmad Al-Tai said in an interview with "Al-Sabah": "Similar to the simulation conducted by the Independent High Electoral Commission, the Supreme Election Security Committee implemented a security simulation at the level of all Iraqi provinces in preparation for the election day."
He added that "the Supreme Security Committee for Elections and the Joint Operations Command are making a great effort to complete these security plans and simulations, and the simulation includes all security lines, not only the security centers, but also the protection of the voter since he left the house to the electoral center."

Prime Minister Mustafa Al-Kazemi called on citizens to quickly obtain the voter's card, and stressed that "your votes are the future of Iraq," at a time when the government has allocated a financial reward for each voter who receives his electoral card, in a move to urge citizens to receive it before the start of the early parliamentary elections scheduled for October 10 next.
Al-Kazemi said in a tweet to him on “Twitter” yesterday, Sunday: “Our dear people, the people of sacrifices, generosity, values and change-makers, my call is for you to hurry to obtain the voter’s card, for the sake of your future and the future of your children.” He added: “Your votes are a trust that you do not waste,” and that “ Whoever seeks reform and change for the better, must work on broad participation in the elections.” He concluded by saying: “Your votes are the future of Iraq.”
For his part, the Chairman of the Council of Commissioners, Judge Jalil Adnan Khalaf, said in a statement on Sunday: "The government will provide a special reward for each voter who rushes to receive his printed electoral card, which is currently in the voter registration centers, so that he can participate in the elections." The closing date for the delivery of cards not received from their owners and their withdrawal to the National Office.” A member of the media team of the Commission, Imad Jamil, explained about the financial reward that the government will grant to each voter who receives his electoral card and said: “The amount of the reward is determined by the Council of Ministers, and this system will remain in operation until the sixth of next month,” that is, two days before the special vote and four days before the general vote.

{Euphrates News} reveals the amount of the reward for receiving the voter's card
  
{Local: Al Furat News} A government source revealed the amount of the financial reward for each voter who receives his remaining card so far at the offices of the Electoral Commission.

The source told {Euphrates News} that "the reward ranges from 10 thousand to 15 dinars, and it is paid through a mobile card through the telecommunications companies."

And he indicated that "the amount is paid as a credit that is transferred directly to the voter's phone," stressing that "the symbolism of the reward is part of the attempts to urge voters to participate actively in the elections."

The government had decided to allocate a financial reward for each voter who receives his electoral card, in a move to urge citizens to receive it before the start of the early parliamentary elections scheduled for October 10.

The Chairman of the Council of Commissioners, Judge Jalil Adnan Khalaf, said in a statement today, "The government will offer a special reward to each voter who rushes to receive his printed electoral card, which is currently in the voter registration centers, in order to be able to participate in the elections."

He pointed out that "the deadline for the delivery of unreceived cards from their owners is approaching, and they are withdrawn to the National Office."

A member of the media team of the Commission, Imad Jamil, told {Euphrates News}, "The amount of the reward is determined by the Council of Ministers, and this system will remain in force until the sixth of next month," that is, two days before the special poll and four days from the general vote. 

And he indicated that "the number of electoral cards not received is two million and 663 thousand and 675 cards."

Jamil pointed out, "The most governorate whose voters have not received their cards is Nineveh because of the displacement and the events that accompanied the governorate after 2014."
