The Independent High Electoral Commission announced, on Friday, the completion of the logistical preparations for the upcoming electoral process, and while it reiterated its readiness to hold the elections on their specified date, noting that it is in the process of conducting the second simulation to examine the devices for announcing the results this August.
In an interview with the official agency, IHEC spokeswoman Jumana Al-Ghalai said that "the commission's work is technical, legal and administrative, and one of its tasks is to provide electoral security for the candidate and voter," stressing that "there is coordination with the High Elections Committee, which is responsible for providing protection, security and safety for the entire electoral process, including What concerns voters and employees inside polling stations, offices, polling stations and stations, and warehouses.
Al-Ghalay added that "providing protection for voters and candidates outside the polling stations is the responsibility of the government. As for the responsibility of providing electoral security for the voter entering the polling stations, providing security for centers and the safety of employees and offices, it rests with the Supreme Security Committee for Elections."

Regarding the withdrawal of some political blocs from the electoral process, Al-Ghalay confirmed that "the 3,249 candidates did not submit a request to withdraw, in addition to that, the Commission closed the withdrawal on June 20, as it was a deadline for submitting withdrawal requests."
She pointed out that "the commission continues its work and is currently working within the voting phase and is accomplishing its tasks," stressing that "withdrawals and talk of boycotting the elections do not affect the commission's work."

Tara Fischbach: We care about elections all over the world, as a way to promote participation, voting and transparency. Our goal is to protect people and elections. According to our policy, any person wishing to publish electoral or political propaganda must obtain approval first, and disclose the funding party. Those wishing to publish electoral or political propaganda in Iraq must specify their advertisements with the notation “financed before,” so that it becomes clear to the Whoever receives the announcement, who are the personalities and organizations that carry out political and electoral propaganda in Iraq.

Tara Fischbach: We don't have any partners in Iraq to help us at the time of the elections. We collect information about ads in this way.

Rudaw: Do you review the content of the ads or focus only on the sponsor?  


Tara Fischbach: Advertisers must adhere to social standards that apply to all content, as well as advertising procedures, which are applicable to all sponsored ads. While it clarifies the social standards and what is allowed and what is prohibited in Facebook, advertising and advertising procedures require more and include commercial advertising as well. All ads are subject to a review system before they are published on Facebook or Instagram, and this mainly depends on an automated system or artificial intelligence in order to identify the ads that violate our instructions. The review process can include part of the ad, such as an image, video, text, targeted information, and in some cases the end goal of the ad. As part of the review process, we review advertising content for compliance with political, electoral, and social themes advertising procedures.

Tara Fischbach: According to the advertisement procedures, those who wish to publish political or electoral propaganda in Iraq must complete the approval process, and add a "Funded before" notice to the advertisement. Upon review, if we find the advertisement in violation of the procedures and devoid of mention, we reject the advertisement until all requirements and conditions are completed. And if the ad is published, it can be identified by artificial intelligence or sent an alert by the people receiving the ad. If this happens, a new review of the advertisement can be conducted. If we know that it is in violation of the publishing procedures or does not contain a “funded before” disclaimer, the advertisement will be removed and included in the advertising library for a period of 7 years, accompanied by a publication note without adding a “financed before” disclaimer.
Like all projects, the review process is never complete. We are committed to learning and improving advertising to make it more transparent and difficult for people to break the rules. We encourage people to send us their questions and doubts if they see something illegal.  


Rudaw: Can Iraqis see the budgets that political parties allocate for advertising?

Shafaq News/ The head of the Bayariq Al-Khair Parliamentary Bloc, Muhammad Al-Khalidi, suggested on Friday, announcing the postponement of the parliamentary elections, and their relocation to April 2022.

Al-Khalidi told Shafak News Agency, "The available information indicates that the heads of the political blocs were unable to persuade the election boycotters to reverse their decision and participate in the upcoming elections."

He added that "the number of people boycotting the elections is equal to half the number of participants in the 2018 elections, and therefore the parliamentary elections will be postponed for 90% of their scheduled date to April 2022."

Al-Khalidi concluded, "Next September may witness the announcement of postponing the holding of the House of Representatives elections, with the agreement of the political forces."

Political blocs accuse each other of trying to postpone the parliamentary elections scheduled to be held on the tenth of next October, a date that the Independent High Electoral Commission had confirmed as an "inevitable and irreversible" date.
