There is a lot of talk and debate every year, and it becomes more intense before the budget is approved, because the Kurds are returning the ball in the negotiations and it is accompanied by an escalation in the media to pave that way.


Reasons for re-negotiations annually
1- New developments taking place annually, which make the coming year different from the previous one.
2 - The Kurds know that they can win the negotiations, because the negotiator from the south is subject to the following reasons:
A - His responsibility has been bought.
B - was threatened with something.
C - is obedient to a party leader at the expense of his conscience and his country.
D - He has an interest with the Kurds.
3 - Lack of respect for them and their recognition of Iraq and considering it an opponent that is not part of it.

 

Today I am determined to clarify what goes roughly from the south’s funds to the Kurdish politicians in the north, and at the beginning let us clarify that the public funds in the budget are usually divided into two parts, which are operational and constitute 75% (approximately) and the rest are investment:


First: The operational part of the federal general budget is salaries, maintenance, and logistical, and among the necessary things that are difficult to bypass, in a previous article we explained that the percentage of Kurdish employees make up 20% of Iraqi employees and therefore the percentage of the Kurds from the operational budget is (20% x 75% = 15%) knowing that the Kurds do not provide the names and numbers of their employees and therefore their number is not correct and it is another resource for theft.


Second: Let's go on the other part of the federal budget, which is the remaining 25%, which is the investment budget, which is the most important thing for the ruling parties because it is one of the most important outlets for theft, from which the Kurds take 12.57%, meaning that the Kurds have 3.19% of the general budget.


Third: As you know that governments and presidential positions are quotas and have very large financial allocations that reach 15 million dollars a month and sometimes a week in addition to their exploitation in appointing relatives and favoritism. The Kurds, and the same thing is repeated when talking about the ministries that they occupy. We conclude from this that another part of the operational budget goes to the Kurds at the lowest estimate, whose share is 5% of the size of the federal general budget.


Fourth: We know that ministries are party shops, and among the conditions that dictate that a minister should not interfere in contract matters or appointments, and he has anything else, that is, most or all projects are referred to partisan companies that acquire the ministry or commission. The Kurds usually have three ministries, meaning that the projects of those ministries go to the Kurds. If the lowest estimate is 3% of the general budget goes to the Kurds.


Fifthly: Most of the southern officials are completely corrupt, and the evidence is by referring to their financial condition before and after the post, the extent of their corruption will be clearly evident (for knowledge all of them entrusted his father was a merchant, and his concern was all born of thought) and thus in order not to expose them, Kurdish contractors are hired so that the combinations are taken comfortably. For them, therefore, we notice that many of the contracts in Basra, Nasiriyah, and Amara are referred to Kurdish contractors, and the result is money that Kurdish politicians enter, and we will give this paragraph a percentage of 1% of the size of the federal public budget.

"We want to bypass this matter in order to reach a common understanding, and we do not want anything outside the constitution," Khoshnaw said, stressing that "adherence to its provisions according to the existing data."
 He pointed out that "there are political forces trying to reduce the role of the Kurds in Baghdad and have already begun in the budget file."
"We believe there is more political turmoil than economic, financial or energy matters between Baghdad and Erbil," Khoshnaw added.
 It is scheduled that the House of Representatives will hold its special session to approve the budget tomorrow, Sunday, March 28, 2021 at three o'clock in the afternoon.
The negotiating delegation of the Kurdistan region arrived in the capital, Baghdad, this evening, Saturday, in a step aimed at agreeing to pass the 2021 budget. 
The spokesperson for the Vice President of the Kurdistan Regional Government, Samir Hawrami, revealed the new wording agreed upon in the draft fiscal budget for 2021, which included two proposals for the federal government, and another for the Finance Committee and parliamentary blocs, pointing to the region's readiness to implement one of these two proposals.
For his part, a member of the Parliamentary Finance Committee, Sherwan Mirza, suggested passing the federal budget law in the next session after the agreement between the Kurdish delegation and the Shiite forces and the Sunni forces to pass Article 11 of the Budget Law concerning the share of the Kurdistan region, according to the agreement.

A parliamentary source revealed, on Sunday, that the three presidencies held a meeting with the Kurdish delegation in the presence of the heads of political blocs on the budget.

"The three presidencies held a meeting today with the Kurdish delegation and the Finance Committee in the presence of the heads of political blocs outside the House of Representatives building," the source said in an interview with the Iraqi News Agency and its "Al-Iktissad News".

The source added that "the meeting aims to solve the outstanding problems around the budget."
